Discussion Items
- Eugene Hotel Grand Opening Presentation: Hotel owner Chris (last name not given) reported that the hotel opened to the public on Friday, July 31, 2026. The formal grand opening and ribbon-cutting ceremony will be held on August 19, 2026 – the 101st anniversary of the hotel’s original opening in 1925. Chris thanked the city, state agencies, and architect Aaron Holverson for support. Mayor Miller read a proclamation declaring the grand opening and extended congratulations.
- E-Bike and Electric Scooter Enforcement: Mayor Miller noted ongoing citizen complaints and stated that Chief Foltz is working with officers, the school, and the YMCA to improve enforcement and training. State laws do not require a driver’s license or minimum age of 16, making enforcement challenging. The mayor has also contacted Main Street and downtown business owners to communicate the city’s efforts.
- Resolution on School Zones (Item I.1): A resolution to establish school speed zones (15 mph), stop control, and parking restrictions near Northside Elementary and the new Monroe High School was introduced. A debate arose over whether the 15 mph zone should apply only during school hours or at all times. Some alderpersons expressed concern about after-hours activities. A motion to table the item and schedule a special council meeting after the next Public Safety Committee meeting (to allow input from Director Gerber and Chief Foltz) passed 7–1 (Alder Mosher opposed).
- Training on Robert’s Rules of Order: Alder Mosier and Alder Vilkley reported on a training seminar they attended. Key takeaways included: abstaining from voting also requires abstaining from discussion, and consistency in enforcing meeting rules (e.g., five-minute public comment limits). Alder Tolman commended the city attorney for adhering to Robert’s Rules.
- Upcoming Election and Schedule: The city clerk reminded council of the primary partisan election on Tuesday, August 11, 2026, at City Hall. The meeting of August 31, 2026 (fifth Monday of August) is planned as a no-meeting night unless needed.
Key Outcomes
- Consent Agenda: Approved (8–0).
- Motion to Table School Zone Resolution (I.1): Approved (7–1). The item will be discussed at the next Public Safety Committee meeting and then voted on at a special council meeting immediately afterward.
- No-Parking Zone on 26th Street (Item I.2): Resolution establishing a year-round no parking, no stopping, or standing zone on the south side of 26th Street from 13th Avenue to a point 88 feet west of 13th Avenue (adjacent to Abraham Lincoln Elementary School) was approved unanimously (8–0).
- Athletic Field Maintenance Agreement (Item J.1): Resolution approving the 2027 maintenance agreement between the City of Monroe and the School District of Monroe for the high school baseball and softball complex was approved unanimously (8–0).
- Adjournment: The meeting adjourned at approximately 7:30 PM.

Well everybody appreciate you waiting on me. Call the meeting to order at 6 32. Uh stand up for the pledge, please. And do the Republican which it stands one nation under God. Individual liberty and justice for all. Clerk call a rule, please. Older gentlemen. Here. Older True Hart. Alder Warton Wheeler. Here. Alder Schaefer. Here. Alder Frankie. Here. Alder McGuire. Here. Alder Vestine. Here. Alder Vilkley. Here. And Alder Mosier. Well, we do have a quorum. Thank you. Okay. Corrections of minutes from July twenty s twentieth, twenty twenty-six meeting. None. They stand approved as presented. Presentation of petitions of communication. None. Business familiar. Well, first of all, I'd like to thank the street department, Luke, for giving us a tour. It was very nice and uh very educational. He showed us what they have and uh the conditions that they have and what they need in order to work efficiently. Uh big issue that's been going around lately. I know I've been getting calls about every other day about it. E-bikes and electric scooters. Uh Chief Foltz is on it. He puts stuff on social media and is even in reports. And uh he's worked with his officers in order to enforce it more. And uh he's working with uh school, YMCA and other areas in order to get some training and we need to see what we can do. There's limited laws on it from the state. So you don't have to be 16 or have a driver's license to ride them. And that's why we've got people using them and uh not trained, they're not using roadside knowledge. So it's uh something we're working on. Just bear with us. I got with Main Street and ordered talk to the business owners downtown in order to tell them that we are working on it, and uh can see them flying by all the time. So hopefully we'll be able to get stuff under control, which will take a while. I mean, it's gonna take a while in order to train people, but right now it's just word of mouth in order to get stuff going. So appreciate.
