Um for historical context.

1:03

I myself, as City Administrator Britney Rindy have served as the chairperson.

And the public member was Ariana Vagley, the county clerk.

1:13

And I believe we also have Nick Owen here to helpfully fill that position.

I will move to have Britney be the chair again and Nick as the public member keeping that.

1:34

I'd second that.

1:39

2:19

And we have Greg Johnson with Ellers here to provide those reports.

2:26

Thank you, Brittany.

2:27

Good afternoon.

2:28

Included in your agenda packet was a slide deck, which I'll use to provide the overview of all the city's active TID districts.

2:35

Also included in the agenda packet were the PE 300 forms, which are filed with the Department of Revenue, which is the required form that you're to receive at these meetings.

2:45

But the PowerPoint presentations intended to go more in depth with each of the TID districts.

2:51

So we'll start with just some background information on each of the TID districts.

2:55

So the chart here goes through TIDS 7 through 10, lists the creation date of each district, the type of district, and then the end of the expenditure period.

3:06

And then the incremental values as a 1126 are the preliminary incremental values that were released by the Department of Revenue.

3:14

Those get certified and finalized on August 15th each year, but those were the preliminary values released on August 1st.

3:22

And then we'll go through the cash flow models in a moment.

3:43

So next we'll go through each of the TIFF districts just to kind of give you some background information.

3:48

So starting with TID district number seven.

4:21

Taking all that into account, the district is projected to close in 2030.

4:27

For reference, we've included a copy of the map that just shows the current boundary of the district, primarily focused on the downtown core of the city.

4:39

So for the cash flow model for TID district number seven, uh starting on page eight of the presentation.

4:45

So we have uh the revenue for the district and then the uh state aids, which is primary personal property aid for the district.

4:53

Um so we're not really projecting any increase in tax increment, just the current incremental value holding and projecting a declining tax rate.

City of Monroe Joint Review Board Meeting - August 12, 2026

The City of Monroe Joint Review Board held its annual meeting on August 12, 2026, at 4:15 PM in City Hall Council Chambers. The board reviewed the annual PE-300 reports for the city's five active Tax Increment Districts (TIDs), elected a chairperson and public member, and approved a resolution acknowledging compliance with state reporting requirements. The meeting included detailed presentations by Greg Johnson of Ehler's on the financial status and projections for TIDs 7 through 11.

Election of Chairperson and Public Member

  • The board unanimously reaffirmed Brittany Rindy (City Administrator) as Chairperson and Nick Owen (County Administrator) as the public member for the Joint Review Board. The motion was made and seconded, followed by a unanimous roll call vote (all ayes).

Review of Annual PE-300 Reports and TID Performance

  • Greg Johnson of Ehler's presented an overview of each active TID, including cash flow models, incremental values, debt service, and projected closure dates. Key highlights:
    • TID 7 (downtown core): Projected to close early in 2030, with potential 2027 financing for street lighting and parking improvements. Utilities have been fully reimbursed for past debt service.
    • TID 8: Existing debt service until 2034; projected to close in 2032, two years early, even without additional development.
    • TID 9 (includes Haven Hills subdivision): Projected to close in 2038, with projected additional incremental value from 7 duplexes and 15 homes (2026–2028). The cash flow model includes an illustrative $2.4 million in additional infrastructure financing.
    • TID 10: No existing debt; projected to close in 2030 even with planned 18th Avenue improvements (currently in design phase, eligible for state aid).
    • TID 11: No existing debt; projected to close in 2042 with up to $3.4 million in future infrastructure. City Administrator noted that the original development agreement with Monroe Truck has not materialized, and the board may need to discuss the district's continuation in the next 1–2 years.
  • Brittany Rindy also noted that TID 12 (not subject to annual reporting) has seen significant city investment and a developer agreement, with value expected to materialize over time.

Approval of Resolution Acknowledging Annual Reports

  • The board unanimously approved a resolution acknowledging the filing of the annual PE-300 reports for TIDs 7–11 and confirming compliance with the annual meeting requirement under Wis. Stat. 66.1105(4m)(f). Roll call vote: all yes.

Key Outcomes

  • Elected Brittany Rindy as Chair and Nick Owen as public member (unanimous).
  • Approved the resolution acknowledging annual reports and meeting compliance (unanimous).
  • Adjourned at approximately [time not specified in transcript].
