- C.7 – Scott Thompson COA for 1002 17th Ave (Thompson Tower): Scott Thompson and Nick Judge presented a proposal for permanent programmable LED lighting on the building. They sought flexibility for seasonal colors (e.g., Christmas, St. Patrick's Day, sports events) with dimming and scheduling capabilities. Staff (Shannon) noted that under-awning lighting must be internally lit per code, and decorative lights must not be flashing, changing colors, or creating glare. Commissioners expressed concerns about setting a precedent, enforcement, and consistency with the historic district. Thompson requested a one-year trial, but the commission decided to table the item to allow staff and Thompson to develop a clearer plan with parameters. Motion to table passed unanimously.
- C.8 – Alpine Investment & Properties Facade Grant Update (1505 9th St): The commission had previously approved a grant for painting, roofing, and other improvements. The applicant sought to add landscaping lighting to the scope. After discussion, the commission deemed the lighting ineligible under the grant program (decorative, not structural).
