Uh and I've been working with the applicant on this project.

We are looking at a use permit for mixed use at the sites, an existing commercial building.

And the applicant is proposing four residential units.

Uh so to start, the staff recommends the zoning administrator adopt a resolution approving the use permit with conditions of approval.

Just a bit of background information about the subject property is zoned CR, which is the Canary Row zoning district, a commercial district in the city, and has a general plan designation of mixed use neighborhood, which does permit, of course, mixed use.

And as you can see here, it is bound by Canary Row on that northeast side and on the southwest side, the recreation trail.

So the project involves mixed use conversion of existing office space to residential.

There would be four residential units.

The existing uh space is at the uh identified on the plan as the first and second floor, but technically it's a three three-story building.

It's the uh second and third floor, the way that the city looks at it.

Um the project includes storage uh that's required by the city code, and then there's also laundry for each unit.

Um four parking spaces are proposed at the Canary Row Garage, and the staff has request requested the zoning administrator adopted condition for a parking agreement for this site.

Uh the improvements to this floor would include uh making the existing restroom accessible, as well as a new elevator to access the building.

A is uh confined to just this floor, whereas unit B is a two-story unit, as you can see, the stairs wrap around the perimeter.

So, in order to approve the use permit, the zoning administrator has to make three findings.

The first being that the proposed use is in accord with the objectives of this chapter, the zoning ordinance and the purposes of the zone, the cannery row zoning district.

Um staff was able to make this finding this use is permitted by use permit, uh, and it includes the required parking, storage, and does meet development standards.

Finding number two is that the proposed use and the proposed conditions under which it would be operated and were maintained, will be consistent with the general plan and will not be detrimental to the public health, safety or welfare persons residing in uh or working in or adjacent to the neighborhood of such use and will not be detrimental to the properties or improvements in the vicinity or to the general welfare of the city.

A residential parking plan has been submitted or will be submitted in association with the project, meeting all requirements, including the purchasing of four parking passes from the city garage.
