Discussion Items
- Use Permit UP 260090 – 379 Lighthouse Avenue, Suite B (Pilates Studio):
- Staff (Matthew Buggert) presented the application for an assembly minor/large instructional service use permit to convert a former massage studio into a Pilates gym (Rock Salt Pilates) with nine reformer machines. The space is within the PC-LH-CB1 zone (Lighthouse Specific Plan area). The use would operate daily 6 AM–6 PM, with 1–2 staff and up to 9 participants per class. No additional parking is required under the Lighthouse Specific Plan. Staff recommended approval with conditions including a 65-decibel noise limit and operating hours.
- Applicant Hayden Osekira confirmed the project description and stated no additional security would be needed (consistent with Exhibit A).
- The Zoning Administrator (Fernanda Roveri) raised questions about the building’s address configuration (three addresses shown on aerial photo, but now two tenants) and a discrepancy between the agenda report (mentioning alarm systems) and Exhibit A (stating no security needed). Applicant clarified no additional security was planned.
Key Outcomes
- Decision: The Zoning Administrator approved Use Permit UP 260090 for the Pilates studio at 379 Lighthouse Avenue, with modifications to the conditions of approval:
- Added a standard condition: any modification to approved plans requires review by planning staff or the Zoning Administrator.
- Modified Special Condition of Approval #2: removed the second sentence specifying a maximum decibel level (to align with variable receiving property zoning).
- The decision is appealable to the Planning Commission within ten days.

Let's move on to the consent agenda. The only item on the consent agenda is item number two, approval of minutes, June 18th, 2026. My name is Matthew Buggert, and I'm a senior associate planner with the City of Monterey's planning division. Today we're here to talk about 379 Lighthouse Avenue in Suite B for Assembly Minor Use Large Instructional Service Use Permit. At today's zoning administrator meeting. Some background on the project. The address would be 379 Lighthouse Avenue. It is a one-story building with two tenants in it. It has a general plan land use designation of mixed-use neighborhood. The zoning is PC-LH-CB1. That is for planned community lighthouse specific plan with additional overlay. The portion of the building that would be taken up by the tenant is on the southern southeastern portion of the building. This is the tenant space as it stands today. It was previously a massage studio. And the individual rooms would be demolished and replaced with a variety of Pilates resistance exercise machines or reformers. There are nine in this site plan. The front entrance door is off to the right that faces into the parking lot, and there is a small access door to the back by the existing ADA restroom and utility slash shower area. The proposed use is for rock salt Pilates, a small Pilates gym. The anticipated schedule would run daily from 6 to 6, 6 a.m.
