- Periodic Report and Unaudited Expenditures (July 1, 2025 – June 15, 2026): Rafaela presented the financial summary. From inception through June 15, 2026, total revenue was $118.1 million, total expenditures $90.6 million, and fund balance $27.5 million. For the current period, revenue was $10,173,399, expenditures $2,815,539 (including $292,226 for storm drains, $233,846 for sidewalks, $885,598 for pavement, and $1.4 million for ADA improvements), resulting in a fund balance increase of $7.3 million. Year-over-year tax revenue increased 3%, interest income increased 30%, and total expenditures decreased 67% (primarily due to lower pavement spending). Committee members noted the drop in pavement expenditures was due to contracting delays, with significant work queued up. The report was unanimously accepted.
- Street Rehabilitation and Reconstruction Reports for 2026: Max provided the Pavement Condition Index (PCI) table and project updates. North Fremont at city limits was completed. The Wave Street ADA and pavement rehabilitation project is suspended until after Labor Day due to summer impacts. The Cass and El Dorado project is delayed because CalAm plans to replace water mains; bidding will proceed for non-conflicting work, with final paving expected in 2027. RSR 26, a citywide resurfacing project covering multiple neighborhoods (Deer Flats, Del Monte Grove, Fisherman Flats, Oak Grove, etc.), has been awarded to McKim Corporation and will begin soon. Committee members discussed poor road conditions (e.g., Aguajito Road) and timing challenges. The report was unanimously received.
- Sales Tax Update – Q4 2025: Rafaela reported that Monterey’s Q4 sales tax was $2.4 million, down 1.9% from Q4 2024 (or 0.9% after adjusting for a $48,000 one-time reporting correction). Key drivers: restaurants contributed 40% of tax revenue. Top non-confidential business types included casual dining, hotels, and service stations. The committee noted the upcoming relocation of Mercedes Benz of Monterey to Marina will impact future revenue. The update was unanimously accepted.
- Committee Member Comments: Members asked clarifying questions about storm drain eligibility for pump station work (confirmed eligible under Measure P&S), the status of Pump Station 11 (critical, at end of life, design phase), survey story poles for the pump house, a refund check from PG&E, material testing costs, and ADA-related tree services. A lengthy discussion followed on the renewal of Measure P&S (expiring March 31, 2027). Council has placed a renewal on the November 2026 ballot as a special tax requiring two-thirds voter approval. Members expressed strong support for renewal, noting the significant progress (PCI improvement, broad community support from initial passage at 76-83%). However, concerns about “tax fatigue” were raised. The committee emphasized the need to actively campaign to inform voters about the measure’s benefits and the higher cost of deferred maintenance. The chair confirmed the item is on the next city council agenda.
