Mountain View Human Relations Committee Meeting - September 4, 2025

The Human Relations Committee convened to adopt new bylaws mandated by its establishing resolution and to discuss preliminary assignments for its upcoming fiscal year work plan. The meeting included routine approvals, a detailed presentation on the bylaws, and a collaborative discussion on committee members' capacities and interests for various community outreach projects.

Consent Calendar

  • The committee unanimously approved the minutes from the July 17, 2025, special meeting.

Discussion Items

  • Adoption of Bylaws: Principal Management Analyst Laurel James presented the draft bylaws, which codify meeting procedures, officer roles, and ad hoc committee formation as required by the committee's establishing resolution. Committee members clarified that the new rule requiring a chair for each ad hoc committee could apply to existing groups or only to newly formed ones upon adoption.
  • FY 2025-2026 Work Plan & Ad Hoc Committee Appointments: Ms. James reviewed the proposed work plan, which includes carry-forward projects (Climate Change Outreach, Human Library Event, Civic Participation project) and new items (Know Your Rights workshops, LGBTQ+ community outreach event, Youth Advisory Committee meeting attendance, and Council Neighborhood Committee meetings). Chair Blake Bone emphasized the importance of members committing to projects aligned with their capacity and community interests. Committee members then expressed preliminary interest in various assignments:
    • Chair Blake Bone expressed interest in the Know Your Rights project.
    • Committee Member Webb expressed interest in the Know Your Rights and LGBTQ+ event projects.
    • Vice Chair Chadwell volunteered to attend the Council Neighborhood Committee meeting on September 11.
    • Discussions acknowledged the fluidity of assignments, especially pending council approval of the work plan and potential changes in member capacity.
  • Committee Member & Staff Reports:
    • Committee Member Sylvester paid tribute to longtime community housing advocate Roy Hayter.
    • Vice Chair Chadwell commended Committee Member Sylvester's recent community organizing work.
    • Staff announcements included reminders about a Celebration of Service event, upcoming ADA plan community meetings, and the availability of the principal analyst for one-on-one meetings.

Key Outcomes

  • The committee unanimously voted to adopt the Human Relations Committee bylaws.
  • Tentative ad hoc committee assignments were made for the draft work plan, with the understanding that they are flexible and will be finalized after council approval on September 23.
  • The next meeting was adjourned to November 6, 2025, at 6:30 p.m. in the Plaza Conference Room.

After we've been working on updating the spreadsheet with times and dates of the organizations that we're targeting with our questions, um, gauging uh folks' existing levels of specific participation and how perhaps the city can improve its outreach. We were able to uh share some of the um discussions that we had had with community members so far. Um and then I I believe some of us still have to go in and update that spreadsheet to make sure that we're we all know where we're at, and then um we are going to give it another month because uh some of us wanted to do some follow-up and also had additional groups schedule that they were gonna talk to. Um so hopefully in the next month we'll have a lot of good answers to share. Um, yeah, is there anything that I'm missing? That was awesome. No, that's great. Actually, any uh questions from the committee. All right. Seeing none, I now open it to the uh floor for public comment. Uh, seeing that there's no one in attendance and there's no one on Zoom. Uh, we'll continue moving forward with item six.
