Summary

Administrative Zoning and Subdivision Committee Hearing on August 13, 2025

The Administrative Zoning and Subdivision Committee held a hybrid public hearing on August 13, 2025, to review a proposed 47-unit condominium development at 266-272 Tyrella Avenue. The committee discussed development permits and a tentative map, making recommendations to the city council for final approval.

Public Comments & Testimony

  • Len Abrams, a resident on ADA, expressed concern about parking availability on Tyrella Avenue, citing existing double parking and a recent accident. He asked about the number of underground parking spaces per unit to avoid aggravating traffic issues.
  • A resident from Easy Street, adjacent to the project site, raised questions about the construction timeline, potential noise, easements between properties, and the removal of heritage trees. The speaker stated that trees from the site cause a mess on their property and are not maintained, and commented on the need for fewer cars, akin to European standards.

Discussion Items

  • Staff presentation by Krisha Penolar, Senior Planner, described the project scope: a four-story, 47-unit condominium with underground parking, removal of eight heritage trees, and use of state density bonus law. Staff found the project consistent with the general plan and zoning and recommended approval.
  • Applicant presentation by Bill Maston, architect, highlighted years of collaboration with staff to address site complexities such as access, fire safety, and tree preservation. He expressed confidence in the project's acceptance.
  • Committee members addressed public comments, with staff confirming one parking space per unit (47 total) and offering to discuss easement and tree concerns after the meeting.

Key Outcomes

  • Zoning Administrator Amber Blazinski moved to recommend approval of the development review permit and heritage tree removal permit, and determined the project is categorically exempt under CEQA section 15332.
  • The Subdivision Committee unanimously approved a motion to recommend city council approval of the tentative map, subject to conditions of approval.
  • Final decisions are deferred to the city council, with a public hearing tentatively scheduled for September 23, 2025.
