Cinepa Nomination Committee Meeting — February 9, 2026

The nomination committee (Council Members Bernie Narvaez and Painter) met to consider and score applicants for Parks & Recreation-related appointments, including a student representative and two commission seats. The committee conducted interviews, discussed expectations of the commission role and community engagement, and selected nominees to forward to the City Council for formal appointment.

Public Comments & Testimony

  • No public comment was offered.

Consent Calendar

  • Approved minutes from September 30, 2025 (passed by voice vote).

Discussion Items

  • High School Representative interview and recommendation

    • Trajan Bynum (New Technology High School) expressed interest in serving to have a voice in the community and help the city, noting long-time use of Napa parks.
    • Council Members Narvaez and Painter stated appreciation for Trajan’s interest and emphasized the importance of a student voice on the Parks & Recreation commission (noting the student role has a voice but not a vote).
    • Staff clarified the appointment process: the nomination committee’s recommendation goes to the City Council for formal appointment at the next meeting, expected as a consent-calendar item; afterward, staff will schedule oath of office and Brown Act training.
  • Parks & Recreation and Trees Advisory Commission interviews (two seats; term ending September 30, 2027)

    • Darren Graffius (landscape architect) described professional interest in public space, street trees, and environmental challenges (including climate impacts and biodiversity decline), and emphasized the value of parks and trees to community identity.
      • In Q&A, he described the commission role as reviewing projects and making recommendations, and discussed community input methods (surveys, workshops, meetings, and on-site walk-throughs/field trips).
    • Drew (via Teams; geographer/environmental scientist) described extensive volunteer and government-related experience (including public involvement and RFP work), and expressed interest in supporting ongoing park projects.
      • In Q&A, he noted he was not fully informed on specifics of the Fuller Park playground implementation but emphasized the importance of deliberative contractor selection and public process.
    • Simone Katz O’Neill (resident ~11 years) described herself as a heavy park user (with children and a dog) and stated she would bring a different perspective as the only woman applicant; she cited prior civic experience including serving as co-chair for the successful Measure B school bond (2024) and prior service on the county library commission.
      • In Q&A, she identified potential priorities including continued playground improvements and restroom enhancements, and said she would actively seek community feedback (surveys and outreach to groups such as Napa Moms, and coordination with the Parks & Rec Foundation).

Key Outcomes

  • Student representative nominee: Trajan Bynum was advanced as the nomination committee’s recommended student member (to be formalized by City Council at its next meeting).
  • Parks & Recreation and Trees Advisory Commission nominees (two):
    • The committee used a weighted scoring system (1–3, with 3 highest).
    • Total scores: Darren Graffius 5, Simone Katz O’Neill 5, Drew 2.
    • Individual scoring (for the record):
      • Narvaez: Darren 2, Drew 1, Simone 3
      • Painter: Darren 3, Drew 1, Simone 2
    • Nominees advanced: Darren Graffius and Simone Katz O’Neill.
    • The committee indicated Darren would be designated to fulfill the “demonstrated experience” capacity, and discussed assigning a current commissioner (Jeffrey Richard) as an additional “demonstrated experience” member to meet code requirements (with Brian Bordona noted as the third such member).
  • Next steps: Recommendations will go to the City Council for formal appointment; staff will follow up to schedule oaths of office and Brown Act training. Drew was encouraged to remain interested for upcoming vacancies later in the year.

Meeting Transcript

Good evening, everybody. My name is Bernie Narvaez. Welcome to the Cinepa nomination committee for February 9, 2026. Clerk, can we have roll call, please? Council members painter here. And Narvaez. Here. Great. We have the agenda and the supplemental reports. No, there are no changes, and we have received no supplemental reports. Great. Public comment. This is a period of anybody here for any public comment. Doesn't look like it. Nope. Okay. Approval of the minutes from September 30, 2025. I'll take a motion. No second that. All in favor say aye. I okay. That motion passes. Great. Next, we'll do the interviews and recommend appointments. We're gonna start with our uh high school representative. So it looks like we have is it the Trajan? Trajan, thank you. So Trajan, uh, if you want to come up here, are we asking them to come to middle? Perfect. And how are we how much time? Three minutes. Yeah, do I um I can time? Do you want me to time? Would that be helpful or we could do three minutes and if we need a little bit more time, we can be flexible. So please come up to the podium and have three minutes to tell us about yourself. Uh hello, I'm Trajan Bynum. I get a new technology high school, and I'm interested in this position because I've I really like going to the parks here in Napa. I've been going to them for a long time, and I've always wanted to like be able to have a voice kind of in our community and hopefully be able to do good for our uh city and help serve. I don't think there's much else. Uh so yeah. Thank you very much. Uh council member painter, do you have any questions for him? Um well, first of all, I really appreciate your being here and taking an interest um and spending time in our parks. Um I could do questions, but honestly, our other candidate is not here, and I would be thrilled and honored to appoint uh Trajan as our student member. Um I mean, unless you really want us to grill you with questions, and we'd be happy to do that. But um, but it's it's really a great commission. There's a lot happening right now with our parks. It's a great time, and it's a really important voice to have a student member on our parks commission. So I um I mean we do have a ballot and we should formally vote, um, but I have no questions. Um, I mean, what else is I'm comfortable with the same recommendation.
