Meeting Transcript
Let me stop you. Here we go. All right. The regular civil service commission meeting for February 23rd is called to order. Caitlin, can you please take roll? Commissioner Aguilera? Here. Commissioner Holliday. Here. Vice Chair Fitzgerald. Here. Chair Halliday? Here. Commissioner Mason is absent. All other commissioners are present. Thank you. Thanks, Caitlin. Are there any changes to the agenda or supplemental reports? No changes. Thank you. We move to item three, public comment. Public comment provides an opportunity for members of the public to directly address the commission on items of interest within the subject matter jurisdiction of the commission. If your comments pertain to a specific item on the agenda, please reserve your comments until that item is before the commission. Are there any public comments from the audience? Seeing none, we'll move on to any other comments from the public. We'll conclude that uh the public general public comment portion of this agenda and move on to the consent calendar. Item four, these routine items can be approved with one motion and vote. If a commissioner wishes to discuss an item, they can request that the item be removed from the consent calendar. And after the remaining items are approved, items which are removed are considered separately. Is there a motion to approve the consent calendar? I'll move it. I'll make that motion. Thank you. Uh and a second. I'll second it. All those in favor say aye. Aye. Aye. Opposed. And the motion passes. So moving on to item five, administrative reports. We're gonna start with a report from staff on item 5A. MJ, you're on. Thank you, Chair Halliday. The item before you is regarding all five of the classification specification revisions in the fire department in the public safety sworn side of the department, including deputy fire chief, fire battalion chief, fire captain, firefighter paramedic, and firefighter. So the intent and the reason for this study was the fire department wanted to look at all the classifications, specifically to ensure consistency with the current state certification requirements to promote consistency across position classification specifications related to policies and procedures, and lastly, to update and clarify existing language. So we took a comprehensive view of all five classes that impacted both of the bargaining units, including the NAPA Chief Fire Officers Association and Napa City Firefighters Association, so NCFO and NCFA, which were both given the opportunity to review and agreed with staff recommendation. Also note that there is no salary um changes being recommended as part of this update, but it is um sort of all five classifications are being updated and aligned for um for operations. Um the fire chief is with us if there's any operational questions, but happy to address any other questions regarding this class study in the five classifications that are recommended for revision. That's it.
