Discussion Items

  • Administrative Report 5A – Commissioner Vacancies: Staff presented the timeline and process for filling two commissioner terms expiring June 30, 2026 (Commissioners Halliday and Aguilera). One position is elected by classified employees (nominations open until June 12, election June 25‑26, results June 29) and the other is appointed by city council (application period closed). Staff thanked the outgoing commissioners. The commission voted unanimously to receive the report.
  • Administrative Report 5B – Emergency Manager Classification: Staff recommended adopting a resolution to create a new emergency manager classification in the fire department, with a salary range aligned to the principal management analyst (top step $154,294.57). The affected bargaining unit (AMP) agreed with the recommendation. During discussion, a commissioner questioned a reference to “CalOSHA”; staff clarified it should read “Cal OES” (California Governor’s Office of Emergency Services). The fire chief was present. The commission voted unanimously to approve the staff recommendation and adopt the resolution.
  • Staff Reports (Item 6C – Recruitment Status): Caitlin reported upcoming interviews (associate civil engineer, heavy equipment operator), closing of the public safety dispatch call taker application, and information sessions for police officer trainee and other continuous recruitments.
  • Staff Reports (Item 6D – Expiration List Report): MJ reported on eligible lists expiring, noting that the police trainee/lateral lists, engineering assistant (GIS/public works) list, and deputy finance director list each resulted in one hire.
