The recommended action before you on item 5A is to receive the report regarding the upcoming civil service commissioner vacancies, uh, effective June 30th, 2026.

So this item is informational and intended to update the commission regarding two upcoming term expirations occurring on June 30th, 2026.

As outlined in the report, the terms for Commissioner Halliday and Commissioner Aguilera are scheduled to expire at the end of June.

Consistent with the city charter and civil service rules.

One position is filled through City Council appointment, and one position is filled through election by employees in the classified service.

Staff anticipates initiating the employee election process in late May slash early June to allow sufficient time for nominations, ballot distribution, and certification prior to the July 1 transition.

I can go into more details regarding those dates, including tomorrow, where the city clerk will distribute a call for no nominations to employees, and those will be accepted.

The nominations will be accepted until June 12th at 5 p.m.

Individuals that are nominated will then have until June 17th to submit biographical statements and then a notice of election with the candidate names, their biographical statements, and detailed instructions on how to vote will be posted on June 18th.

The election themselves for the employees will be held on June 25th and 26th, and then employees will be able to submit their votes at various city offices, including ballot locations at the city hall and the courtyard.

And votes will be counted by the city clerk's office on June 29th, and a notice of election results will be distributed, and the person elected will be sworn in prior to the July 20th Civil Service Commission meeting.

Then with respect to the council process, those applications were being accepted until I believe last Friday.

So that process is now closed.

City Clerk's office will now take the next steps to verify the applicant's residency within city limits and voter registration.

Then city council will interview applicants at a public meeting and appoint a new commissioner at a future future city council meeting for the council appointed position.

The recommended action for item 5B is to adopt the resolution recommending that the city council approve the emergency manager classification specification and salary range and incorporate the classification into city's classification plan.

So to provide a little background, the human resources department received a new classification request from the fire department for an emergency manager position to strengthen the city's emergency management capabilities.

In June of last year, council adopted the budget for the following two fiscal years, and that did include approving a new budgeted position of emergency manager beginning fiscal year 26-27.

So with that, this position was studied, and it the main responsibilities are to enhance staff preparedness for all types of emergencies, including the improvement of understanding of emergency plans, roles, and responsibilities, and provide job-specific training for key personnel.

The emergency manager would also support the pre-development of emergency management objectives, educating, sorry, updating the critical maps, and improving overall efficiency of our emergency operations center, otherwise known as the EOC.

Staff work to ensure the proposed classification appropriately aligns with the scope of duties, level of responsibility, and market considerations.

So I do want to point to the exhibit or attachment one that shows the org chart of the fire department, including the fire chief at the top.

And then you'll see the existing three divisions are administration, operations, and fire prevention with the classifications that lead those distinctive divisions, and then you'll see emergency management.

That's the new division and classification that would lead that division, there.

And it's important to note in terms of the salary alignment, we felt it was appropriate and recommended to align the emergency manager salary range with that of the principal management analyst who oversees the administration division.

So the top step of that salary range is 154,294.57 cents.

And we've again felt that that was appropriate as a managerial counterpart within the fire department.

The affected bargaining unit AMP or the administrative managerial and professional employees was given an opportunity to review and agreed with staff's recommendation.

Calosha compliance is so important, and it's in different areas and different agencies.

So this week we'll be conducting interviews for associate civil engineer in our utilities department.

We're gonna be holding interviews on Thursday, and then next week we're gonna be holding interviews for a heavy equipment operator in our public works department, and then yesterday the application filing period closed for public safety dispatch call taker.

So we reviewed applications today.

We're gonna be running those applicants through our critical testing, and then we'll be holding an information session next week for the applicants to learn more about the positions and how to prepare for that critical test.

Also, we're currently accepting applications right now for a utilities program compliance coordinator, and that closes on May 26th.

We're also working on setting up another physical agility test for our police officer trainee recruitment.

We'll be holding that PAT on June 4th out at Napa Valley College, and we continue to accept applications for our continuous recruitments for senior traffic engineer, lateral police officer, and also trainee as well.

This includes two police related um lists including the trainee and the lateral officer those resulted in in one hire and then also included in this list is the engineering assistant specific to GIS and public works that resulted in a hire as well as the deputy finance director that resulted in a hire.
