Napa Planning Commission Meeting Summary (2026-01-15)

The Napa Planning Commission convened, adjusted the agenda to move Item 6A from the Consent Calendar to a Public Hearing, heard staff’s presentation on a tentative parcel map at 1765 Silverado Trail, and approved the requested entitlements with no public testimony. Staff also provided upcoming meeting and staffing announcements before adjournment.

Consent Calendar

  • Agenda change approved unanimously: Item 6A moved from Consent Calendar to Public Hearing.
  • December 18, 2025 regular meeting minutes: approval attempt was not completed due to lack of quorum (one commissioner needed to abstain for absence, and quorum was not available).

Public Comments & Testimony

  • No public comments on non-agenda items.
  • No public testimony provided on Item 6A.

Public Hearings

6A — 1765 Silverado Trail: Tentative Parcel Map, Design Review Permit, and Use Permit (Flag Lot)

  • Project description (staff): Request to subdivide an existing ~0.91-acre parcel into one ~0.51-acre parcel (Parcel 1) and one ~0.40-acre remainder parcel retaining the existing single-family home; utility improvements proposed (new water, sewer, gas, and electrical connections for the existing home) and a new driveway to serve the existing home.
  • Clarification (staff): Any future multifamily development concept shown was illustrative only and not part of the request being considered.
  • Commission questions:
    • Commissioner Ebach asked whether engineering/public works reviewed and approved the driveway configuration and spacing; staff stated Public Works reviewed and issued conditions of approval, and clarified the proposed driveway work for this application.
    • Chair asked about a tentative parcel map finding language referencing condominium conversion projects; staff explained it was a standard finding and not applicable unless the project were a condominium conversion.
  • Environmental review (staff): Staff recommended finding the project exempt from CEQA.

Key Outcomes

  • Approved (unanimous, voice vote): Resolution approving the tentative parcel map and design review permit to subdivide the parcel, and a use permit for creation of one flag lot at 1765 Silverado Trail; also determined the project is exempt from CEQA.
  • Next meeting: February 5, 2026.
  • Staff announcements: Planned chair/vice chair selection at the February 5 meeting; upcoming presentations anticipated (Q4 quarterly development report; annual progress reports for Housing Element and General Plan, likely late February); new Associate Planner Bond Mendez starting the following Tuesday; reminder/encouragement to attend the Lighted Art Festival.
