The Narragansett Zoning Board of Review convened on April 23, 2026, at 6:30 PM in the Town Hall Large Boardroom. Chair Keith Kyle was absent with cause, Vice Chair Ellen Flynn Corneau presided. The board approved minutes from three prior meetings, tabled a review of proposed rule amendments, continued an appeal and several public hearings, and granted one variance application.

Discussion Items
- Administrative Matters: Proposed amendments to the Zoning Board Rules of Procedure were distributed for review and tabled to the June 17, 2026 meeting.
- Appeal C.1 – Teverow/Glanz: An appeal of a building permit issued to 40 Newton Avenue was continued to a date certain of July 23, 2026, by unanimous consent (5-0).
- Public Hearing D.1 – Gibson Court Condominium Association: Karen Oliveira, representing the applicant, sought to amend a 1987 condition requiring a locked gate at an emergency exit. She argued the gate was never operational and obstructed emergency access. Assistant Solicitor Nicholas Solitro raised a jurisdictional concern that the board lacks authority to amend a prior special use permit. The board continued the hearing to June 17, 2026 (4-0) to allow the applicant to consult with their association. Karen Catuogno recused herself.
- Public Hearing D.2 – Nero (continued): Continued to June 17, 2026 (5-0).
- Public Hearing D.3 – 140 Rodman Street, LLC/Lynch (continued): Architect Charles Sonder testified that the existing guest cottage is in disrepair and cannot be feasibly renovated. The proposed new accessory dwelling unit would be slightly smaller (468 sq. ft. vs. 472 sq. ft.) and set back further from the property line. The applicant agreed to have the application reviewed under the new zoning regulations effective February 2, 2026, reducing the required variance from 8.9 ft to 6.9 ft for the left side yard setback. No public testimony was given. The board closed the hearing, adopted findings of fact, and granted the variance subject to conditions from the project summary dated November 12, 2025 (all votes 5-0).
- Public Hearing D.4 – Terek (continued): Continued to a date certain of May 21, 2026 (5-0).

I think you have to break them out because I was not present for that, so we can't do the approval. So I think we may have to break them out. So February 19th is the one. Yeah, February 19th. Ultimately we can table it, but just so that everyone's aware of what staff is looking to accomplish. So some of the members have joined the board within the last year and it think it might be important to just revisit some of these rules of procedures. So before you is the most recently adopted version. And it includes some revisions that staff has noted and read that we think could potentially clarify some procedures and improve consistency of overall address issues that we've been experiencing when putting together packet materials and applications. So with that, please review at your at your leisure. But you know, we'll we'll consult with legal and get you um more than one draft to look at. So go into that. Okay, thank you. Thank you.
