Newark Municipal Council Special Meeting - March 24, 2026
The Newark Municipal Council held a special meeting on March 24, 2026, at 10:01 AM in City Hall. The single agenda item was the acceptance of a $50,000 grant from the New Jersey Division of Highway Traffic Safety (DHTS) for police officer overtime aimed at reducing motor vehicle crashes, injuries, and fatalities from traffic offenses. The meeting lasted approximately four minutes, with no public comments, and concluded at 10:05 AM.
Discussion Items
- Resolution 7R9-a(s) 26-0226: The council considered a resolution to ratify and authorize acceptance of a $50,000 grant from the New Jersey Division of Highway Traffic Safety for police overtime dedicated to reducing traffic crashes, injuries, and fatalities. The grant period is October 1, 2025, to September 30, 2026, with no city contribution required.
- Councilman Carlos M. Gonzalez expressed hope that the funding would help reduce accidents involving police officers themselves, noting frequent reports of police vehicle collisions. He suggested inviting a representative from the Public Safety Department to a future meeting to discuss officer training.
- Captain James George of the Newark Department of Public Safety acknowledged the issue, stating that the department is already taking steps to retrain officers on appropriate response urgency and safe driving. He noted that many younger officers lack prior driving experience and that the grant itself is not for training, but the department is working on the problem independently.
Key Outcomes
- The council voted to adopt the resolution. The vote was 5 in favor (Amina Bey, Carlos M. Gonzalez, Dupré L. Kelly, Luis A. Quintana, and Council President C. Lawrence Crump) and 4 absent (Patrick O. Council, Anibal Ramos Jr., Louise Scott-Rountree, and Michael J. Silva). Councilwoman Scott-Rountree arrived at 10:03 AM and was present for the adjournment vote but not for the resolution vote.
- The council then moved to adjourn, with a vote of 6 in favor (including Scott-Rountree) and 3 absent.
Public Comments & Testimony
- City Clerk Kecia Daniels opened the 30-minute public comment period, but no members of the public appeared to speak. The public comment session was closed.
