I want to welcome everybody to the June 10th, 2026 regular meeting of the common council.

1:25

It's seven oh one PM.

1:28

And we will begin as always with public participation.

1:33

Um this is an opportunity for anyone to uh speak on an issue report to them.

1:41

Please remember to state your name and address for the record.

1:45

And your speaking time is three minutes.

1:52

And I have a couple of names on the list, so I'll start with Charles Smith, Mr.

1:58

Smith.

2:06

Good evening.

2:07

Uh this is not my first time here, and I had a uh a recording that was uh left to me by Justin Dorsey, which was a promise to uh refund me my funds, and these then these meetings are recorded, so I'm sure someone can find them in the archives.

2:26

Now on Saturday, I did go to a meeting and I I did speak to some folks and they says, Oh, don't worry, uh, we'll look into it.

2:34

And I do see some familiar faces here.

2:36

And I thought I was gonna play this because when I played it uh when I was here last time, and it was two minutes then, uh someone said, and it wasn't a lot of you folks because you weren't here, I see all new faces, a lot of them.

2:49

He says, We didn't hear it clearly.

2:51

But when I went to the back of the room where the chief was, and he says, Well, we heard it, you know, very clearly.

2:57

So I I'm I'm asking for uh, you know, since we have a different administration now, uh, a promise is a promise.

3:04

You know, if I owe the taxes and one and one uh uh the democrats are in power, then if I don't pay it, then when the Republicans get in, I owe it to uh, you know, it's like you make a promise to the city of New Britain.

3:18

I've been here for 40 years living over at Chesley Park, had nothing but damage to my property, and um and I've had Alderman come out and I haven't been reimbursed.

3:29

And a lot and some of you have said just keep playing the recording.

3:32

Come back.

3:32

Every you know, you come back and they wear you down.

3:36

So I'm really um counting on someone really looking into I'm really counting on someone looking into this.

3:43

Now, my thing is this uh when you want to really solve a problem, then I would think that like I'm up here now on your agenda, you would say so and so and so came up.

3:55

Did we address that at all?

3:57

But that's not the way it happened in the past, and I'm maybe you change that because people come up and they say their problems, and then people go on like it's they ignore it, they don't come up anymore.

4:08

So if nothing else, you say, Well, we heard you, we're not gonna do anything about it.

4:12

Well, that's addressing it at least, but not to say anything at all.

4:16

You know, it's just a circle.

4:17

You keep going around and around and around.

4:20

And uh 40 years is a long time to live at the park, have the issues that I've had, and get promises that uh you're gonna pay me and have me go downstairs and fill out the form for reimbursement, swear to tell the truth, whole truth, and then turn around and have me do that five, six, seven times and say, now Sharon turned around and she's not here anymore, and she comes up at the end of the meeting and say, I'm gonna handle this, I'm gonna handle this.

4:44

And yet didn't I'm not getting anything.

4:46

You know, and uh, you know, I I know people by names and and I I hate to do that, but I'm not getting my money.

4:52

I'm on a fixed income.

4:53

So uh if someone could be assigned to me to help me out, I'd appreciate it.

4:58

Hey Ms.

4:58

Smith, you're at two thirty six jubilee Street I am yes all right thank you sir uh the only other the only other name I have on the list is Alberto Duarte Alberto Mr.

5:19

Duarte all right we'll come back to him if he comes and is anybody on the line no callers on the line uh does anybody wish to speak anybody yes sir evening I was here about a month ago we were talking about the well I was talking about the Aaron's uh stewart situation name and address of Mr.

5:59

Satalino is it Don Satalino 70 Grove Hill in New Britain and I just wanted just uh touch upon the uh Aaron Stewart and uh City of New Britain the payments and things like that.

6:12

I don't know if she's gonna come up with the money in a in a couple weeks okay if she didn't come up with the money by now chances are she's not gonna come up with the money.

6:22

She if she did and she paid I wouldn't be standing here number one.

6:27

Now I was read some information if someone steals money from the city they can go after their assets like a home yes a city can go after a thief's personal assets including their home vehicles and bank accounts to recover stolen funds when someone steals public money they're typically subject to civil lawsuits court order restitutions and asset forfeiture processes.

6:53

Now with that being said I know she has a home whether the home is in her name or not I don't know she didn't come up with the funds to pay they could go after her home.

7:06

If the home is not in her name city's stuck you're gonna get any money from her okay now she's out two hundred she's got to pay two hundred and fifty thousand dollars okay what I say to this okay because there's attorney fees involved like a hundred thousand dollars she can't come up with the money she don't own the home you know what I say have the city cut a check for 100 thousand dollars for the attorney fees and let it be good let it be done or else because it could be more attorney fees added okay city of should just cut their losses before we get into more debt with this and I said this at the last meeting the credit card with the CP PC credit cards it's gotta stop they should re take get all the credit cards from all the all the departments nobody spend anything with any credit cards.

8:00

They need anything that could go to the purchasing agent like any other agency okay and whoever supposed to be keeping track of this credit cards guess what they're not sorry to say okay so the taxpayers like myself and these other folks we don't want to pay okay as I said she didn't come up with the money she ain't come up with the money.

8:26

She don't know own the house can't go after the house so what are you gonna do?

8:31

Or stock just pay the pay the attorney fees a hundred thousand dollars and the city taxpayers could take a loss that's it's alino you're welcome is Alberto Duarte here he's not um all right second time anybody wish to speak to the council uh gentlemen in the second row I think I've seen him before.

9:05

Good evening.

9:06

Jim Sanders Jr.

9:07

172 Kensington Avenue.

9:10

Um I stood at this podium for about a year and a half talking about corruption and problems within City Hall, and everyone sitting here did absolutely nothing about it.

9:18

Some of them are still here.

9:19

Uh I know your hands are tied, but when someone stands at this podium and asks you to look into something, look into it, do your jobs.

9:27

This is disgraceful what we've seen in the past several weeks to the previous commenter.

9:31

You know, $100,000 for an investigation.

9:34

Amen.

9:34

Look what it look what it found.

9:36

Spend more because more people need to go down because there's more people complacent within City Hall.

9:41

And I hope that every single one of them gets their ass kicked out of here.

9:44

Thank you.

9:47

Thank you, Mr.

9:48

Sanders.

9:49

Did you give us your address?

9:51

I did.

9:52

Thank you.

9:58

Mr.

9:59

Duarte.

9:59

Please step forward.

10:51

Mr.

10:51

Duarte, you want a couple more minutes?

10:53

I'll call on somebody else.

10:55

Take your time.

10:56

You can take your time finding what you want to say.

10:59

Okay.

11:00

No, my name is Alberto Duarte.

11:03

We've got one nineteen Willow Street in New Breton.

11:07

And I want to thank you guys for approving unanimously my proposal for Willow Street Park.

11:16

And it means a lot to me.

11:18

So that's my little baby project.

11:21

So I'm gonna quote Mr.

11:25

Simpson.

11:27

You let me know that it passed.

11:31

He's not sure what the total project numbers are.

11:38

I don't care what the numbers are, family safety comes first.

11:49

And second, we have to figure out a way to stop the scooters from going through the park.

11:59

Because they make it very, very dangerous for the kids and for the adults.

12:05

And I was thinking of way of where they have those um black posts to put up a fence so they can't get through, which to me makes sense.

12:31

Which we're all aware of.

12:34

Now next month, I'm gonna bring in a proposal because I want to have a community center built in there.

12:45

Because we only have the YMCA and the and the kids, they have nothing to do around here.

12:51

Well, around there.

12:54

So why not have the families come in, the kids going and do some homework, and I'm thinking about like on Friday nights, have movie night, pizza night, because I know what I want it to look like.

13:15

One of them is to have a safety zone over there with more lighting, stuff like that.

13:22

Third, I'm gonna bring in another proposal, maybe in the next couple of months, for the homeless people.

13:34

I have written one out, but I lost it, but I have to do it all over again.

13:39

Because it's to get them off the streets, but I have rules and stipulations, no wiggle room.

13:52

Like I said, I don't care how much it's gonna cost, kids' safety always comes first.

14:01

And so do the parents.

14:04

So I hope you pass that part also.

14:08

Thank you.

14:10

Thank you, Mr.

13:59

Warty.

14:14

Does anybody else wish to speak to the council?

14:17

Anybody else?

14:20

Anybody else seeing none?

14:23

This concludes public participation for this June tenth meeting.

14:31

So any of the older persons wish to uh respond to what they've heard.

14:48

All at one Scott.

14:53

Hi everybody.

14:54

Um the first person who came in.

14:58

Um I empathize with your concerns.

15:00

I know I saw you on Saturday.

15:02

I think you might have left.

15:03

Um and um, I believe that the your Ward Two representatives will um address it.

15:11

Actually, you have a new one sitting right here.

15:13

Um, and so I'm sure that I believe you're in Ward 2 and um they'll look into your concerns with the park.

15:19

Um again.

15:21

And for the second person who came, um, there's always consequences for actions, natural ones.

15:28

And I'm gonna say that again since we have a lot of young people here, there are always consequences for your actions.

15:36

Um, so natural consequences take place.

15:40

Umfortunately, um the last administration was here for over a decade, and they had a lot of power, and sadly that power was misused, and the city is hurting right now because of it.

15:58

Um, standards, believe me.

15:59

I heard you.

16:00

Um I know that we did.

16:03

Um, look, we tried to look into things the best that we can.

16:06

Like you said, a lot of times our hands are tied.

16:08

Um Alberto, thank you so much for all the work that you do in the community and your heart and caring so much for everybody.

16:17

Um it's it's our job, right?

16:20

For all of us to take part in our community and do the best that we can to help out.

16:25

And so thank you for doing that.

16:27

Um, we're gonna be having the groundbreaking tomorrow at 10 a.m.

16:31

Um at Willow Street Park, and everyone's welcome to come if you're able to.

16:36

I know it's during the day.

16:37

Um, and I wanted to tell you, Roberto, to try to work with the NRZ with the stuff going on, and there's the hack force.

16:48

Um, uh wonderful guy.

16:50

Actually, Joey is right here in the audience.

16:52

Um, you could speak with him.

16:53

They're doing a lot of work with the unholmed, and I've been working with them as well.

16:57

So I think that would be a great outlet for you guys to work together.

17:01

The more we work together, the better results we're gonna see.

17:04

So thank you so much for coming, and um, I hope the children are gonna enjoy while they're here.

17:11

Thanks.

17:15

Thank you, all any other remarks?

17:19

Any other remarks?

17:21

Seeing none, this concludes this portion of the meeting.

17:26

The uh regular meeting will begin shortly.

17:29

We will begin with uh special recognition.

17:33

Uh for I'm sure it looks like the majority of the audience is here tonight.

17:45

It's 717.

18:03

Thank you.

22:30

23:21

32:12

Um next, I would like to call up the New Britain Contingent Parade Committee.

32:32

Thank you.

32:33

Good evening, Your Honor, and members of the Common Council.

32:36

My name is Dennis Morel, co-chair of the New Britain Contingent St.

32:40

Patrick's Day Parade Committee, along with Kathy Cheney.

32:44

We and our committee coordinate New Britain's representation in the Greater Hartford St.

32:49

Patrick's Day Parade each year.

32:51

For the fourth year in a row, the judges have chosen us as the best city contingent in the 2026 parade.

33:02

New Britain High School Band was recognized as best high school band, and our float titled The Faces of Ireland received a first place ribbon.

33:18

Our committee works hard each year to raise the money needed to participate.

33:22

And every year we are so proud of the groups and organ organizations that march along with us.

33:30

I want to mention the um the groups that marched with us this year.

33:34

Of course, we had our town marshal Pat Dorsey and Honoree John Whalen, and we choose um an honoree and uh Marshal every year based primarily on uh volunteer work, good works they do within the city organizations.

33:48

Um of course we're always proud of our uh New Britain police with our honor guard and motorcycles, and I see Deputy Chief here that that uh yeah that escort up the fast track is one of the highlights of the parade today.

34:03

Um of course we have our New Britain Fire EMS, uh always put on very proud show for us.

34:11

Uh and the crowd favorite through the whole parade route is our high school marching band, and I'm going to present them with their plaque at their end of your band banquet on Friday.

34:21

We also usually have a good contingent from the New Britain Elks.

34:24

Um, our parade committee marches.

34:27

As uh Dennis mentioned, we had a float, and it was only our second year, second and second blue ribbon.

34:33

Um, Martin Rosels and the Dancing Hot Dogs, because we are the hot dog capital of Connecticut.

34:38

Um, uh the New Britain Bees mascot, the New Britain Public Library, and their bookmobile, and of course, our elected officials.

34:46

And we're always, always looking for other groups who may want to participate.

34:50

So reach out if you do.

34:52

We like to celebrate, as Dennis said, our diversity in this city.

34:55

So thanks to all who marched.

34:59

The uh the parade is held to celebrate St.

35:01

Patrick's Day, but we are a city of immigrants from many nations, and we like to highlight the diversity that makes us a city for all people.

35:10

We are always open to other groups wanting to join us.

35:13

And now we'd like to present the plaque to um to the mayor from the Central Connecticut Celtic Cultural Committee.

36:14

Put this, I don't want to lose it.

36:23

Um, and of course, we have the best marching, the high school marching band in the state.

36:28

So thank you.

This is the council's approval for the New Britain downtown district proposed budget and fiscal year beginning July 1.

39:33

Um it sets a mill rate in the downtown district of 2.75.

39:40

There's approximately 106 to 110 taxpayers in the downtown district who uh make up that commission.

39:52

We had a good discussion of it in the committee the other night, and uh we'll continue to uh try and work with the downtown district uh to make improvements to downtown.

40:04

So I uh urge adoption.

40:07

Thank you, Alderman.

40:09

Any comments?

40:11

Alderman Smedley.

40:12

I believe it uh thank you, Your Honor.

40:14

I believe it just may be a scrivener's error in the final resolved paragraph.

40:17

Should it be July 1st, 2026?

40:21

Just a scrivener's error, okay.

40:24

Thank you.

40:24

That's noted.

40:25

Thank you.

40:26

Any other comments?

All those in favor say aye.

40:32

Oh, excuse me.

40:33

Alderman Scott.

40:35

Alderman Woman Scott.

40:37

I just wanted to say that um this is really important.

40:40

Um it's to have transparency and to really look into this because it does impact our community and the downtown area.

40:48

Uh property owners are being taxed, and we need to make sure like where those funds are going and how we can best distribute them.

40:54

And so I'm hoping that in the future we could maybe do an audit or have more um information given to us so that we can make sure just to make sure that we're putting things in place the way that benefits the community better.

41:09

So I just wanted to make that note.

41:11

Thank you.

40:59

Thank you, Alderwoman.

41:15

Anyone else seeing none?

41:18

All those in favor say aye.

41:19

All those opposed say nay.

41:21

Motion carries.

41:23

Um Alderwoman Scott for item number three.

41:27

Thank you, honor.

41:28

I make a motion to accept and refer to committee of administration finance and law and public services.

41:37

Second by Alderman Santiago.

41:39

Uh this one is the compensation committee, which um per section two-three three-eight of the New Britain code of ordinance.

41:48

Um we met and we gathered information to assist in research of the compensation rates of elected and appointed officials.

41:56

The compensation committee was held on two special meetings on March 10th, 2026, and just this week, um June 8th, 2026.

42:07

These meetings were posted accordingly to the city, code of ordinance, recon recommend recommends and open to public attend attending.

42:19

Um after extensive discussion, the compensation committee by majority voted for the following.

42:27

And the treasurer, the corp council, treasurer and register of voters shall receive a one dollar increase.

42:34

The clerk of committees salary will be set at 30,000 per year, and the position duties and hours will be warrant the increase in salary.

42:46

Um so what does all of this mean?

42:49

This means that the registered voters will be getting that one dollar.

42:55

Um we did meet and they talked during the first meeting.

42:59

Um, they did get a raise during the last term, um, and I if we could, I I would suggest that everybody gets a raise with natural one order.

43:12

Is referring.

43:12

So basically, yeah, it's referring.

43:14

So we could just get it.

43:16

Thank you.

43:19

I just wanted to explain it, but yeah, so we'll be looking more into this um at the AFL meeting.

43:27

Um and I urge referral.

43:46

I as a member of the compensation committee, I'm I'm a little confused because it says corp council and treasurer shall receive an increase of one dollar.

43:55

We never discussed that.

43:58

That was never on the uh uh, you know, do you yeah, we never discussed that so we just we the only thing we talked about was register of voters, so we need to change that.

44:15

I don't know if we have to go back to compensation to meet again.

44:23

Make a motion to amend that to remove the uh corporate council off the the list.

44:30

Corporate council and no, there was only one corporate council was the only one that was.

44:33

And treasurer, treasure, I'm sorry, thank you.

44:36

Treasury.

44:38

Thank you.

44:39

And it was seconded by Alderman Simpson.

44:43

So we can discuss it.

44:46

Any discussion as on the amendment?

44:50

Yes.

44:51

Um Alderman's method.

44:53

Sorry, is it is the increase one dollar flat?

44:57

So we're adding one dollar to their uh salary, or is it one dollar per hour?

45:01

One dollar flat.

45:03

One dollar flat.

45:04

Correct.

45:04

Okay.

45:06

Any other comments?

45:09

So we'll vote on the amendment.

45:13

Um all those in favor say aye, aye, all those on opposed, nay.

45:19

Motion carries.

45:20

Now on the item amend as amended.

45:23

Any comments?

45:24

I mean, referred.

45:26

So now we can vote on it.

45:28

Um all those in favor on this item being referred, say aye.

45:32

Aye.

45:33

All those opposed, nay.

45:35

Motion carries.

45:29

Let's see.

45:41

Alderwoman Scott for item number four.

45:46

Thank you, Honor.

45:46

I make a motion to accept and adopt item number four.

45:50

This is recognizing June as national.

45:54

Recognizing June as National Caribbean American Heritage Month.

45:59

For centuries, Americans have been united with the Caribbean neighbors, not just for friendship, economic corporation, and common values, but for their rich culture experts.

47:07

And I wanted to encourage everyone to go and support and learn something new there.

47:13

And the city of New Britain recognizes June 2026 as Natural Caribbean American Heritage Month and Ariage Adoption.

47:23

Thank you, Alderwoman.

47:24

Any questions or comments?

47:27

Seeing none.

47:28

All those in favor say aye.

47:29

All right.

47:30

All those opposed, nay.

47:31

Motion carries.

47:33

Alderwoman Vargas for item number five.

47:45

I make a motion to accept and adopt item number five.

47:48

Second by Alderwoman Luna Ortiz.

47:51

Thank you.

47:51

So his honor and the mayor and the common council.

47:53

We're asked the city of New.

47:55

Whereas the city of New Britain is a diverse community strengthened by the contributions of residents from many backgrounds, families, neighborhoods, and lived experiences, and the common council recognizes the importance of treating all residents with dignity, fairness, civility, and mutual respect.

48:11

And whereas lesbian, gay, bisexual, transgender, LGBTQ plus, and allied residents, families, workers, business owners, public servants, educators, volunteers, and community members have contributed to the civic, economic, cultural, and social life of New Britain.

48:26

And June is recognizing communities across the country as Pride Month, providing an opportunity to acknowledge the contributions of the LGBTQ residents and promote understanding, respect, and community pride, and where residents feel valued and accepted and can participate in civic life without fear of discrimination, exclusion, or judgment, that the common council celebrates the contributions of the LGBT plus residents and allies to the city of New Britain and reaffirms the city's commitment to dignity dignity, civility, mutual respect, and fair treatment for all residents, and that the common council encourages residents, community, organization, businesses, schools, faith, communities, and civic leaders to participate in local events and conversations that promote understanding, respect, and community pride.

49:11

And there now, therefore, be it resolved that the common council of the city of New Britain hereby recognizes and declares June 2026 as pride in the city month in the city of New Britain.

49:21

And I urge adoption.

49:23

Thank you, Alderwoman.

49:25

Any comments or questions?

49:26

Alderwoman Scott.

49:28

Thank you, Your Honor.

49:30

I just wanted to um mention things uh thank um John Board, which I was thinking that he would probably be here tonight, but thank you for um sending this resolution in.

49:41

Um, and I was happy to assist you with it and just that love is love.

49:45

So thank you.

49:47

Thank you, Alderwoman.

49:48

Any other comments?

49:50

Seeing none.

49:51

All those in favor say aye.

49:53

Aye.

49:53

All those opposed, nay.

49:55

Motion carries.

49:56

Um Alderman Simpson for item number six.

50:01

Thank you, Your Honor.

49:59

I rise to make a motion to accept and adopt item number six.

50:06

Second by Alderman Barrero.

50:08

Thank you.

50:09

This is uh very simple.

50:11

We're spending a hundred and fifty thousand dollars on sidewalk repairs.

50:15

I urge adoption, but I do have one question on this.

50:18

Uh just in the language, it says this was emailed to uh 15 contractors, but it also has a number of 12.

50:26

I was just wondering which one is supposed to be there.

50:33

Is anybody here from public works?

50:38

Oh, Mr.

50:39

Morriar.

50:43

Do you go?

50:45

How's it going, Mark?

50:47

So can you hear I didn't fully hear the question.

50:51

Uh just it's just on the language here.

50:53

The third whereas it says this uh bid was emailed to 15 contractors, but it shows 12 right after saying 15.

51:04

Um that would have been done by purchasing, so I'm not sure if it's if it's 12 or 15 that they send it to.

51:17

Do we do we have the mailing list that they sent?

51:22

If I may, it's probably just a scripturus error.

51:25

If you take a look at it, I would just say make that correction.

51:29

Probably was meant to change the word fifteen to twelve.

51:37

So I'm just I don't think we just know which number that is.

51:44

I'd agree.

51:45

I mean it's basically we got good bids from good reputable companies for this.

51:50

We have four qualified bidders, so that's the important thing, and we're also anxious to get started with some sidewalk work under this contract.

51:59

I guess my question is do we want to say it's fifteen or twelve here?

52:03

I understand it's small, it's just we are setting the public record, so explaining how this got to be is kind of important to me.

52:11

Thank you.

52:16

Four.

52:17

I mean, there's four selected.

52:20

Mr.

52:20

Mayor.

52:22

Alderman Smith.

52:24

Thank you, Your Honor.

52:25

So I for for procuring purposes, this was a public bid.

52:29

Uh the purchasing agent just chose the email list of people which they don't have to do.

52:33

Because even in the next resolution, it says was emailed to 38 in parentheses 15 contractors.

52:39

So um I I don't know that that's specifically necessary.

52:43

It's just documented that it was a public bid posted on our website and emailed out to a number of contractors.

52:49

So thank you, Alderman.

52:53

Uh Alderman Simpson, you okay?

52:56

That's so I guess you're not needed anymore, Mark.

53:02

Okay.

53:03

Did you have a question for uh Mark?

53:05

I'm sorry.

53:06

I misspoke.

53:08

Alder Women Scott.

53:09

Which streets will we be repairing?

53:11

Oh, which specific streets.

53:13

Yeah, I do know.

53:14

This program covers a lot of different areas because it covers the cost share program, covered C D B G.

53:21

It covers um handicap ramps that we do in association with the paving program.

53:26

We're doing 40 of those um right now.

53:29

Covers other ramps and ADA accessibility we do in coordination with C D B G money that um community services get.

53:39

So it's it's not just one program covered by this.

53:43

It's it's pretty much any of the sidewalk or related work with some we also and also some curbing.

53:50

So, thank you.

53:52

I'm just I'm I'm excited that we're gonna be uh working on our sidewalks because like you said, the ADA.

53:58

Yeah, and also I mean, but there's increased funding in the fiscal year twenty-seven budget, so we're working on programming that too.

54:06

So Yeah.

54:07

Yeah.

54:08

Thank you.

54:08

And thank you to our mayor for um for that.

54:11

And um it's good for our people who are disabled and our seniors.

54:16

I hear a lot about that at the senior center.

54:19

Um, so it's really important.

54:20

Just anybody walking down the street, I mean for our safety.

54:24

So thank you so much for the work that you're doing.

54:27

Thank you.

54:28

Uh just for the future, if we could just respectfully ask for the actual results because it is documented and then out there for be resolved that they are attached and they are not in our packet uh for this.

54:42

We would appreciate to actually see the bidders and the numbers that they submitted um for the public bids.

54:47

Thank you.

54:49

Thank you, Alderman.

54:52

Anyone else?

54:54

Your Honor.

54:56

Um we just wanna state that for the record there was uh it was emailed to twelve contractors.

55:03

It was emailed twelve to twelve, correct.

55:05

Okay.

55:08

So let's note that on the record.

55:13

Okay, any other questions?

55:15

Or concerns okay.

55:17

Thank you, Mark.

55:18

Um all those in favor say aye.

55:21

All those opposed, nay.

55:23

Motion carries.

55:26

Um Alderman Burrow for item number seven.

55:30

Thank you, Your Honor.

55:32

Um I'd like to accept and adopt item number seven.

55:36

Second by Alderman Santiago.

55:38

Thank you.

55:38

Um so this is for the annual trenches, uh, for the public works department in which they also bid.

55:46

Um Weber Nursery, um, it's it's uh it's a city-based company uh who would submit uh a bid of 8% lower than the bidders.

55:57

Um and then um hereby it's it's authorized uh to use a purchase order of eighty-two thousand two hundred and twenty-eight dollars and forty-four cents and to enter the contract of the annual trench repair, and I urge adoption.

56:13

Thank you, Alderman.

56:18

Any comments or questions on this?

56:22

Okay, seeing none.

56:24

All those in favor say aye.

56:25

Aye, all those opposed, nay.

56:30

Alderman McNamara for item number eight.

56:35

Thank you, Honor.

56:36

Is a motion accepted dot number eight, second by Alderman Luna Ortiz.

56:43

Uh this is this is for the uh five-year revaluation of all uh taxable properties in the city of New Britain.

56:54

You recall during our budget deliberations that our acting assessor uh explained we're gonna I believe split split the costs into over two fiscal years, if I'm not mistaken.

57:07

Uh but uh the uh RFP was issued, and uh competitive bidding was done, and uh the city assessors recommending it be awarded to municipal evaluation services of Fairfield, uh which I believe is done in the past.

57:27

Um and uh it's authorization for a standing purchase order, the amount of 250,000 to initiate that for the October 1, 2027 grand list reappraisal.

57:43

And actually we have a representative of uh the firm here tonight if he'd wish to come up and introduce himself and uh the session knows reval is one of my favorite topics, so uh but thanks for coming.

58:06

Good evening.

58:07

My name's Mike Fasio.

58:08

I'm one of the principals at municipal valuation services.

58:12

I have two partners, Chris Karen, Dave Herbst.

58:16

58:22

Um we uh completed the revaluation in New Britain the last several times.

58:28

We also work in other big cities.

58:30

Right now I'm working on New Havens.

58:32

Last year I did bridgeports.

58:35

Um we've worked in Berlin, we're right now working in East Hartford, so we have a lot of familiarity with uh large municipalities doing the revaluations.

58:46

If you have any questions, I'd be glad to answer them.

58:50

Does anyone else have any questions?

58:53

No.

58:55

Unless you are you all set, John yes I didn't I didn't want the guy to come here and uh not be able to introduce himself so thank you and and well I will ask one if I could you've done it you say the last several times yes how many companies are engaged in Connecticut cities and towns roughly would you say uh so there's three three or four main companies it's our company vision uh equality they work mostly in smaller towns and then there's Tyler which comes in and out of the state once in a while because I think your experiences in major cities as you mentioned New Haven right we've done every major city in Connecticut except for Hartford thank you very much thank you thank you.

59:47

Meeting Transcript

I want to welcome everybody to the June 10th, 2026 regular meeting of the common council. It's seven oh one PM. And we will begin as always with public participation. Um this is an opportunity for anyone to uh speak on an issue report to them. Please remember to state your name and address for the record. And your speaking time is three minutes. And I have a couple of names on the list, so I'll start with Charles Smith, Mr. Smith. Good evening. Uh this is not my first time here, and I had a uh a recording that was uh left to me by Justin Dorsey, which was a promise to uh refund me my funds, and these then these meetings are recorded, so I'm sure someone can find them in the archives. Now on Saturday, I did go to a meeting and I I did speak to some folks and they says, Oh, don't worry, uh, we'll look into it. And I do see some familiar faces here. And I thought I was gonna play this because when I played it uh when I was here last time, and it was two minutes then, uh someone said, and it wasn't a lot of you folks because you weren't here, I see all new faces, a lot of them. He says, We didn't hear it clearly. But when I went to the back of the room where the chief was, and he says, Well, we heard it, you know, very clearly. So I I'm I'm asking for uh, you know, since we have a different administration now, uh, a promise is a promise. You know, if I owe the taxes and one and one uh uh the democrats are in power, then if I don't pay it, then when the Republicans get in, I owe it to uh, you know, it's like you make a promise to the city of New Britain. I've been here for 40 years living over at Chesley Park, had nothing but damage to my property, and um and I've had Alderman come out and I haven't been reimbursed. And a lot and some of you have said just keep playing the recording. Come back. Every you know, you come back and they wear you down. So I'm really um counting on someone really looking into I'm really counting on someone looking into this. Now, my thing is this uh when you want to really solve a problem, then I would think that like I'm up here now on your agenda, you would say so and so and so came up. Did we address that at all? But that's not the way it happened in the past, and I'm maybe you change that because people come up and they say their problems, and then people go on like it's they ignore it, they don't come up anymore. So if nothing else, you say, Well, we heard you, we're not gonna do anything about it. Well, that's addressing it at least, but not to say anything at all. You know, it's just a circle. You keep going around and around and around. And yet didn't I'm not getting anything. You know, and uh, you know, I I know people by names and and I I hate to do that, but I'm not getting my money. I'm on a fixed income. So uh if someone could be assigned to me to help me out, I'd appreciate it. Hey Ms. Smith, you're at two thirty six jubilee Street I am yes all right thank you sir uh the only other the only other name I have on the list is Alberto Duarte Alberto Mr. Duarte all right we'll come back to him if he comes and is anybody on the line no callers on the line uh does anybody wish to speak anybody yes sir evening I was here about a month ago we were talking about the well I was talking about the Aaron's uh stewart situation name and address of Mr. Satalino is it Don Satalino 70 Grove Hill in New Britain and I just wanted just uh touch upon the uh Aaron Stewart and uh City of New Britain the payments and things like that. I don't know if she's gonna come up with the money in a in a couple weeks okay if she didn't come up with the money by now chances are she's not gonna come up with the money. She if she did and she paid I wouldn't be standing here number one. Now with that being said I know she has a home whether the home is in her name or not I don't know she didn't come up with the funds to pay they could go after her home. She don't know own the house can't go after the house so what are you gonna do? Or stock just pay the pay the attorney fees a hundred thousand dollars and the city taxpayers could take a loss that's it's alino you're welcome is Alberto Duarte here he's not um all right second time anybody wish to speak to the council uh gentlemen in the second row I think I've seen him before. Good evening. Jim Sanders Jr. 172 Kensington Avenue. Um I stood at this podium for about a year and a half talking about corruption and problems within City Hall, and everyone sitting here did absolutely nothing about it.
