5:34

5:42
There is a title change, and the recommendation should read authorizing the city administrator to accept a gift of in-kind services pursuant to the affiliation agreement with the University of San Francisco School of Nursing and Health Professions to implement nurse-led and public health initiatives to expand health and wellness access, student engagement, and community programming for older adults at an estimated value not to exceed $150,000 per year for up to three years, and to negotiate and execute any additional agreements required to facilitate receipt of the in-kind services.

9:21
This is asked to go before the December 9th public safety agenda.
9:26
That was your last new scheduling item, and you do have speakers on this item.
9:32
Going right to the public speakers, as I call your name, please approach the podium or please raise your hand if you're participating via Zoom so I can easily identify you.
9:42
Starting with Kevin Daly, Rajni Mandal, and Blair Beekman.
9:47
Approach the podium in any order, or uh raise your hand on Zoom so I can identify you.
10:11
I'm going first today.
10:12
Um, beginner Blair here, cops funding.
10:17
Uh, just speak to three items.
10:20
Uh beginner Blair here.
10:21
Cops funding stands for COPS or Citizens' Options for Public Safety grants.
10:27
After many years, I felt uh cops funding was for heavier, more militarized law enforcement equipment like helicopter repairs, artillery, and bear caps.
10:36
But its name sounds like it should be more how to address everyday community and their local uh neighborhood needs and concerns.
10:44
Uh that it is currently being questioned and reasoned as an entire community process that OPD already has enough armaments.
10:52
Uh let's hope there can be better consideration for uh possible less future bear cat expenditures as well.
11:00
If current questions in whether or not to keep flock as an ALPR data coordinator and vendor cannot be better worked out at the November 18th Public Safety Committee meeting or soon.
11:11
I hope in the next six month time period, the City of Oakland can simply continue to be having community discussion and try to find a more trusting, responsible provider that can take over the previous flock contracts with the Oakland ALPRs.
11:25
San Diego, where I've been uh living for the past few years, and after living in San Jose, Alameda County in the Oakland area for the previous 15 years.
11:40
I have one card here for you that says only one item.
11:58
Can you can you share what you have with the clerks over there, please?
12:03
Can you share what you have with the clerks over there?
12:10
Shnee Mondel District 4.
12:12
I'm speaking on item 3.4.
12:14
I would like to commend the city administrator for bringing forth the resolution to authorize a grant to Peralta Hacienda Historical Park.
12:20
I've attended the field trip there with my daughter and was amazed by the enthusiasm and depth of knowledge of the staff and how their teaching program really engaged students.
12:28
The park is in dire need of funds, and although I welcome this funding, I hope that they're able to receive more.
12:33
This is a jewel of Oakland history.
12:38
Kevin, are you in the chambers?
12:45
Kevin Daly Transport Oakland, it's wonderful to see the speed limits changing or consideration of the speed limit changing on Broadway and International.
12:56
I'm hoping we can reduce traffic fatalities and traffic injuries.
13:44
I wanted to speak in a quieter voice.
13:46
I'm sorry, didn't okay on to um item 3.7, I guess.
13:51
I'll start at 3.7 and 3.8 on my other two items.
13:55
If current questions, if whether or not to keep flock as an ALPR data coordinator and vendor cannot be better worked out at the November 18th public safety meeting or soon, I hope in the next six month time period the city of Oakland can simply continue to be having community discussion and try to find a more trusting, responsible provider that can take over the previous block contracts with Oakland ALPRs.
14:18
San Diego, where I've been living the past few years, and after living in San Jose, Alameda County, and Oakland area for the past 15 years, is starting to ask these same current questions of Oakland as local cities are realizing there can be different tech and data collection options and choices besides the young growing monolithical flock, and that can still respect the current public safety standards and practices of Oakland.
14:40
I think this is a responsible ask in wanting a more trusting, responsible tech company managing community AOPR and data privacy.
14:48
Good luck in connection to the San Diego community with this block question at this time.
14:53
With my remaining time, item 3.8 is an item from the Department of Violence and Prevention.
14:58
It is 100,000 for a cognitive behavioral theory training research group.
15:02
It sounds interesting and helpful in how conversation and dialogue can help reduce crime.
15:07
I'm hopeful programs like this can be a good example in how local Bay Area California and U.S.
15:12
cities may be at a new beginning of a more straightforward, honest, less competitive dialogue with the current Trump administration, and how they can begin to listen to better in local community and what local communities are already doing well at the federal level.
15:26
And for this new uh Trump Federal administration to then be able to respond with more appropriate federal government support ideas and funding dollars.
15:39
I think that concludes our speakers noting the title change on 3.5 Alan Antenna motion.
15:47
Five move approval.
16:04
I'll move approval on this item.
16:10
Speaking in the third person.
16:17
I didn't understand what you say.
16:22
Motion by Councilmember 5, seconded by Councilmember Ramachandran.
16:27
Councilmember Brown.
16:30
Council Member Five.
16:32
And Councilmember Ramachandran.
16:36
Motion passes with a vote of four ayes.
16:40
Noting the change to item 3.5.
16:43
Going to item four.
16:45
Review of a draft agenda's pending list city council and committee meetings.
16:50
You have attached all your meetings for the next two weeks, including the canceled meetings of November, the week of Thanksgiving, November 27th.
17:05
As I call your name, please suppose the podium in any order.
17:08
Please state your name for the record before beginning.
17:10
Kevin Daly, Rajni Mandal, and Belair Beekman.
17:22
Kevin Daly, I'm a co-chair of the uh policy and legislative committee of the bicyclist and pedestrian advisory commission.
17:33
And it's that time that we do every three years to bring up the fire code before the city council.
17:40
The fire code is not yet on the pending list.
17:57
And what I'm going to suggest is a slight change from the standard practice.
18:02
So my committee, by the way, has been discussing fire code for the last year, especially those parts related to transportation.
18:11
Oh, I would like to have public works and transportation look at sections 503 and appendix D.
18:20
And those are the sections related to fire apparatus access roads.
18:26
So that requires streets to be 20 feet wide or 26 feet wide or possibly block traffic calling measures.
18:36
And then the rest of the fire code should probably go to public safety and/or community and economic development.
18:44
Different cycles go to different committees, but it'd be good to get it in the list.
18:51
We have the BPAC Bicyclist and Pedestrian Advisory Commission will be discussing the traffic related fire code Thursday.
19:00
We will have some suggested amendments to it, but it would really help if we could see what the city wants to do.
19:08
And I think that the city administrator has failed a little bit by not having the item as a regularly occurring event.
19:18
It should be on the pending list.
19:19
It's once every three years and list the date of the next item.
19:24
Next one, of course, is preferably November, maybe.
19:29
Thank you for your comments.
19:36
Rajni Mandal District 4.
19:38
I'm disappointed that the agendas for next week's committee meetings haven't been finalized and made publicly available.
19:43
It is already tough to coordinate with my neighbors to attend meetings, but to not have the agenda beforehand also hampers public participation by e-comment and signing up to be a Zoom speaker.
19:53
Although the rule is 48 hours for special meetings and 72 hours for regular meetings, in the past we have had agendas posted with more days in advance.
20:01
Please consider publishing agendas at least five days prior to committee meetings.
20:18
I have the exact same sentiment.
20:20
I technically cannot sign up for item three 24 hours in advance because you only list item three.
20:26
You don't list all the items on item three 24 hours in advance.
20:29
I have no choice to put to place item three on my Zoom public comment.
20:35
Now what am I supposed to do?
20:36
I was told I only had one minute when we're trying to work out a system.
20:40
Uh, we'll be talking after the meeting today.
20:42
It's an old problem that I thought we worked out.
20:44
We'll work on it more uh after the meeting.
20:47
I wanted to quickly comment on item um uh four, the public uh safety committee uh agenda.
20:57
Um it's gonna be a really important meeting on the future of ALPR use and and the use of flock in Oakland.
21:05
Uh flock has really come around as we can be questioning it.
21:09
And what my previous public comments tried to offer is that interestingly, we're at a time that we actually can have choices to consider the future of Flock, and and it doesn't necessarily everything hinges on our lives with the future of Flock.
21:23
There are different data collection companies that we can be looking into that can be a more responsible partner possibly, and that's what the November 18th will be exploring.
21:34
I think we can I personally feel we can take six months to really work on it.
21:39
People may have better ideas, we can do things now, but if you know we can possibly take six months and really find a new vendor, good luck in those efforts, just if we can be openly considering that.
21:53
Seeing no more speakers, I'll don't say a motion.
22:02
I will make a motion to approve this item.
22:06
Second, five approval, second by Ramadan.
22:12
On item four, move by council member five, second by council member Ramachanjarin.
22:16
Council Member Brown.
22:19
Councilmember five?
22:21
And Councilmember Ramachandra.
22:26
I forgot you were here, been in China.
22:28
Um, motion passes with a vote of four ayes.
22:32
I'm going to see your last item open forum.
22:37
As I call your name, please approach the podium in any order or raise your hand in Zoom so I can easily identify you.
22:43
Rajni Mandal, Kevin Daly, Mr.
22:48
Sorry if I said that incorrectly.
22:52
In any order, please.
22:58
I'm urging the immediate removal of Commissioners Omar Farmer and Ricardo Garcia Costa for repeated violations of the police commission's code of conduct, as I have written to you previously.
23:09
The code requires neutrality, acting in the public interest, and clearly separating personal views from official commission positions.
23:17
Yet in a radio interview, both spoke as if representing the Commission while attacking council.
23:22
And in their NSA statement, they accused the city of falsehoods and even claim that failing to defend them could jeopardize NSA compliance for the city.
23:30
A self-serving assertion made without authorization.
23:34
These actions violate sections A8 and A9 and undermine the city's credibility before the federal court.
23:41
Oaklanders need commissioners who uphold integrity, not partisanship, and who follow their own rules.
23:47
I urge you to recommend their immediate removal.
24:10
Ultimately, I feel everyone wants to work towards a more positive sustainable future and good goals for the future of Bay UASI and for Bay Area Emergency Preparedness and Planning.
24:18
I have a simple beginning plea at this time.
24:20
Can local Bay Area governments and communities please have more open conversations, open dialogue, and to ask each other questions more questions about the future best direction for Bay UASI.
24:30
Bayuasi has at least had the decency to be currently developing a a subcommittee process.
24:37
It can be a legal structured way to invite local Bay Area governments and communities to begin to more openly ask questions, do your plans and ideas, and offer good advice for better understandings and what can be the best for the future direction of Bay Area local Bay Area Emergency Preparedness Planning in Bay UASI itself.
24:54
To note this would also allow for more conversation between local Bay Area governments and communities and how to develop best practices to better address current federal administration plans for local Bay Area communities as well.
25:05
Best practices, trusted conversation, and open dialogue is exactly what the mayors of San Francisco and San Jose have offered to the current Trump federal administration this past October.
25:14
It's seen these initial good ideas of more open conversation and dialogue can be shared across the country at this time.
25:20
I hope an open public process of study, review, and open dialogue for the future of Baywassi by local Bay Area governments and communities can also be better considered at this time as well.
25:30
I feel these are the ideas of better reasoning, best practices, and open democracy, but tends to work towards positive sustainability and peace, as secrecy and opacity are usually the practices of war and its needs and use of harm in decision making.
25:52
If your name was Connie, you wish to speak during open form, please approach the podium.
25:57
All names have been called.
