Summary

Oakland Rules & Legislation Committee Meeting (Nov 13, 2025)

The committee met to approve prior minutes, schedule several items to upcoming committee agendas (Public Works/Transportation, Finance & Management, Life Enrichment, and Public Safety), hear public comment on scheduled legislation and agenda transparency, and take open forum remarks including a request to remove two Police Commissioners.

Consent Calendar

  • Approved draft minutes from Oct 30, 2025 (vote: 3 ayes, 1 abstain—Chair Jenkins).

Public Comments & Testimony

  • Blair Beekman (in chambers):
    • Item 3.6 (State COPS grant): Expressed concern that “COPS” funding has been used for more militarized equipment (e.g., helicopter repairs, “armaments,” “bear cat” expenditures) and urged better consideration and possible reduction of future “bear cat” spending.
    • Item 3.7 (OPD Surveillance Technology annual report / ALPR vendor questions): Urged continued community discussion and consideration of switching from Flock to a “more trusting, responsible provider,” suggesting the City could take up to six months to work through vendor options.
    • Item 3.8 (training services): Described the cognitive behavioral theory training as potentially interesting/helpful and expressed hope it could support violence reduction.
  • Rajni Mandal (District 4):
    • Item 3.4 (Peralta Hacienda Historical Park grant): Expressed support for the grant, praised the park’s educational programming, and stated the park is in dire need of funds and should receive more.
  • Kevin Daly (Transport Oakland):
    • Item 3.1 (speed limits on Broadway & International): Expressed support for speed limit changes, citing a goal of reducing traffic fatalities and injuries.

Discussion Items

  • New scheduling items (Item 3): The committee scheduled multiple pieces of legislation to future committee agendas, including:
    • Speed limit and street network ordinance updates (requested for Nov 18 Public Works & Transportation).
    • Civil service exemptions and salary schedule changes for several classifications (requested for Dec 9 Finance & Management).
    • Contract for traffic sign-making supplies and pavement marking materials (requested for Dec 9 Public Works & Transportation).
    • Grant agreement with Friends of Peralta Hacienda Historical Park (requested for Dec 9 Life Enrichment).
    • Item 3.5 title/recommendation change (staff): Updated to reflect acceptance of a gift of in-kind services under an affiliation agreement with University of San Francisco School of Nursing and Health Professions to implement nurse-led/public health initiatives for older adults, estimated value not to exceed $150,000 per year for up to three years, and authorization to negotiate/execute additional agreements (requested for Dec 9 Life Enrichment).
    • State COPS grant appropriations for OPD-related expenses (requested for Dec 9 Public Safety).
    • Receipt of OPD Surveillance Technology 2024 Annual Reports (requested for Dec 9 Public Safety).
    • Violence Prevention training/capacity building contracts with waivers (requested for Dec 9 Public Safety).
    • Amendments to UPenn-related agreement (correcting business name and adding funds/term extension) for ceasefire lifeline evaluation, with waivers (requested for Dec 9 Public Safety).

Review of Draft Agendas / Pending List (Item 4)

  • Kevin Daly (BPAC): Requested the Fire Code (a recurring ~every-three-years item) be placed on the pending list; suggested Public Works & Transportation review Fire Code section 503 and Appendix D (fire apparatus access roads/width requirements), with remaining fire code sections potentially routed to Public Safety and/or Community & Economic Development.
  • Rajni Mandal: Criticized late posting/finalization of agendas, stating it hampers public participation (e-comment and Zoom speaker sign-ups), and requested agendas be published at least five days prior.
  • Blair Beekman: Echoed concerns about the ability to sign up 24 hours in advance when agenda details are not posted, and reiterated that the Nov 18 Public Safety Committee meeting on ALPR/Flock would be important; supported taking time (up to six months) to consider alternatives.

Open Forum

  • Rajni Mandal (District 4): Urged immediate removal of Police Commissioners Omar Farmer and Ricardo Garcia Costa, alleging repeated violations of the Police Commission code of conduct (including neutrality and separating personal views from official positions). Cited a radio interview and an “NSA statement,” and asserted their actions undermine the City’s credibility before the federal court.
  • Blair Beekman: Asked for more open dialogue among Bay Area governments/communities about the future direction of Bay UASI and regional emergency preparedness planning; supported an open public process of study/review and emphasized transparency and dialogue.

Key Outcomes

  • Minutes approved (Oct 30, 2025): 3–0–1 (Jenkins abstained).
  • Item 3 (scheduling new items) approved with title/recommendation change noted for Item 3.5: 4–0.
  • Item 4 (review draft agendas/pending list) approved: 4–0.
  • Multiple items were routed/scheduled to upcoming committee meetings (notably Dec 9 committee agendas across Finance & Management, Public Works & Transportation, Life Enrichment, and Public Safety; and Nov 18 Public Works & Transportation for the speed-limit ordinance).
