Peoria City Council Meeting - July 14, 2026

Regular Business: Police Substation & AMT Co-Location (Item 26-188)

City Manager and Police Chief Dixon presented a letter of intent with Advanced Medical Transport (AMT) to construct a combined police substation and ambulance station near Allen Road and Van Winkle Way. The substation would replace the outdated 1964 facility. Total cost is estimated at $3.5 million, funded from existing capital budget allocations. The new facility will provide public-facing services, evidence processing, and community meeting space. Chief Dixon noted current staffing levels will suffice. New Business

• Councilmember Riggenbach requested that the city manager and police chief meet with Springdale Cemetery’s general manager to discuss security cameras after a burglary. She also praised the building permit team for their professionalism during her own deck project.
• Councilmember Allen requested a report on e-bike regulations and enforcement, noting a new state law. He also thanked public works for the Resorvoir Boulevard Silcoat renovation.
• Councilmember Jackson added a request to include all-terrain vehicles (ATVs) in the report on e-bikes.

Citizens Opportunity to Address the City Council

Four speakers addressed the council:

• Michelle Thomas (Oakwood’s Apartments resident): Described ongoing issues at the HUD-subsidized complex, including lack of a full-time manager since March, pest infestations, plumbing problems, and safety concerns. She asked for city assistance.
• Linda Wilson (South Side resident): Expressed concerns about the proposed Phoenix Community Development OSF project on the old Harrison School site. She questioned the planning process, lack of neighborhood input, the requirement for a qualifying disability, and the absence of prior infrastructure improvements (food access, transportation, sidewalks). She requested an extension but was denied due to time limits.
• Kelly Martin: Stated she was not invited to the meeting despite being the subject of upcoming votes related to porch pantries. She noted she received no response to her email to Mayor Ali.
• Pastor Thomas Carpenter: Advocated for sidewalks and pedestrian safety on Richwoods Avenue, Big Hollow Road, and other areas. He shared personal experiences of dangerous conditions and a car accident.
