26:40I still live in Overbrook in District 4, and I'm here representing Informop.org once again, a nonprofit providing weekly reporting on City Council meetings.
26:49With each article, we include a survey so we can communicate readers' preferences directly to council members like you.
26:55This week we asked about safe passages funding, senior services, and accessible vehicles, and 50 readers completed our survey.
27:03Number one, and whether the city should keep funding Safe Passages Youth Violence Prevention Program, even if Pittsburgh Public Schools does not help pay for it.
27:1275% of readers agree that we should.
27:41Number three, on whether the city should add more accessible vehicles like the wheelchair van for the Office of Community Health and Safety to better reach residents with disabilities.
27:51Seventy-seven percent of readers agreed, and 19% were unsure.

28:18On June 23rd and 30th, I illustrated 14 impacts of the illegal Oakland Do-It-Yourself skate park.
28:26In the attitude of Council members Barbara Warwick and Bob Chardon towards these impacts, which is I don't care.
28:34When our own council members have an attitude of I don't care, it extends to the skateboarders themselves.
28:41That truth was once again illustrated three days ago with two skateboarders began skateboarding at 6 30 a.m.
28:49shattering the peace and quiet of our neighborhood.
28:52And once again, the police report was made, adding to the dozen police reports for harassment already on file, of which these council members members have full knowledge.
29:04Council members worldwork in Charlotte are also fully aware of the vulgar graffiti inside the skate park that encourages underage drinking and recreational drug use.
29:14As a political public faces and voices of the skateboarders, they could have renounced the shameful and harmful messages to our youth.
29:23Instead, they continue fully supporting the skateboarders and the Oakland DIY skate park, disregarding these wrongdoings.
29:32The City of Pittsburgh has a code of conduct that served as the ethics code for the Pittsburgh City Council.
29:39By their continuous full support for the skateboarders and the Oakland DIY skate park with their full knowledge of the vulgar messages inside the skate park that encourages underage drinking and recreational drug use.
29:53Council members Barbara Warwick and Bob Charlie are in breach of this code of conduct.
30:00It is this council's duty to report this violation of the code of conduct to the proper authorities.
30:06The preamble of code of conduct states, quote, public service is a public trust.
30:13These prohibitions on the conduct of public servants are enacted to preserve the trust placed in the public servants of the city to promote public confidence in government to protect the integrity of government decision making and to enhance government efficiency.
30:29The actions of council members Warwick and Charling and fully supporting the vulgar graffiti, encouraging underage drinking and recreational drug use at the Oakland DIY skate park are a broken trust to the people of Pittsburgh.
30:45This council has full knowledge of that broken trust by these two council members.
30:52File your report to the proper authorities for their breach and violation of the code of conduct.
31:01Mayor Corey O'Connor, shut down the Oakland, do it yourself skate park.

31:29I live at 715 Mercer Street.
31:31That's the high rise at the top of Bedford with 192 apartments.
31:37My daughter brought me a radio.
31:41And this radio, you have to dial it.
31:44But I must have hit the dial.
31:47Because I heard the man saying, I heard a talk show host saying, they don't care.
31:56And then he said, you know, there's a man that's coming down his city council from Panther Hall.
32:02He's been here 25 times.
32:05And he said, they don't care.
32:08And he went on to some other stuff.
32:11And then he came back at the end.
32:13And I wish I wish they had got the date.
32:20Because they had Mr.
32:22the man from I can never pronounce his name.
32:25That's why I don't say it.
32:27But they had him speaking, and he said, you don't care.
32:34And when you when he got finished talking, I'm talking about our citizen got finished talking.
32:40The host started talking.
32:42Well, this man is for Trump.
32:44And he is talking about, you know, the Democrats and so on.
32:50I don't agree with Trump at all.
32:53Anytime I agree with a man that's voting for Trump, you know there has to be a reason.
32:59This man has been coming down here for years about Panther Hall.
33:04First was to try to get a bus that could go to Squirrel Hill.
33:09And the same way we were trying to get a bus that in I in our area.
33:14We lost a lot of buses, and we have a lot of trouble getting the buses to me.
33:23We don't get the service that the 71.
33:27In Oakland, you got one that would go to Oakland and stop, and you had one that would come all the way to town.
33:32So you had two 71s that would go through Oakland.
33:36But I want you to understand that we have to give, and I give praise to Mr.
33:47I still don't want to mess up his name.
33:49But I told him before when they had all the skateboarders down here, and they were all talking against him about how he was wrong.
33:58I told him you're better than me because I probably would have got up and left.
34:01He was the only one in the room for the skate against the skate part.
34:07The skate parking you must understand.
34:10When them men start talking about they were on drugs and skating stopped him, that means that they'd skate maybe two or three o'clock at night whenever they get an urge and to get the drugs and they skate.
34:29So understand that these older people shouldn't have to put up with that.
34:33I know that they shouldn't.

34:46I'm in the South Hills now, 720 Royal Drive in South Park Township.
34:50But what brought me in here today to before this council, and thanks for the opportunity was an encounter I had.
35:00But what brought me in here today to before this council, and thanks for the opportunity was an encounter I had, not and I was gonna say a chance encounter, but I'm gonna go so far as to say it was a divine encounter that I ran into him yesterday in Panther Hollow because I was visiting a loved one in a local hospital, and I love Oakland, and I know that the Carlino here, Carl Jimpolo, he loves Oakland, and he loves that uh fourth ward Panther Hollow.
35:18And I remember talking to his his dad, Carl, his brother Gary, and uh Bobby Cashado and some of the other former residents in that hollow, and they are I believe uh somewhat neglected.
35:33And when I lived in the fourth ward, uh I can tell you that it's like a gray area because I think because of Pitt and the hospital systems.
35:42Uh when I mean a gray area, we got a councilman on paper, uh, but it's a gray area.
35:48And I attended some of the Oakland planning and development uh meetings about you know making it bike friendly, uh creating complete uh streets, uh taking, you know, changing that neighborhood.
36:00But uh I I can say that I I crossed through that Panther Hollow, which some of you may not know, that connects to the run, an area they call the run, which might be considered Lower Greenfield, and Oakland, where uh Carl lives, resides, and I think that more attention needs to be given to uh some of these shadowy areas and some of the concerns and and I passed that skate park, and I can I can I can think on some level uh we don't want them skating up on uh soldiers and sailors memorial hall, which is what you you know, we don't want that.
36:38Uh so maybe having some area somewhere, but but not there in the hollow.
36:45And and so uh let's give this some consideration, and uh you know, when I when I was a freshman is just a as a piece of history in 1993, uh Sophie Masloff was a was what you would call a lamb duck mayor, meaning she lost the primary, I believe that year to uh Murphy, uh Tom Murphy.
37:06And uh we put we actually stocked Panther Hollow Lake there with I think uh catfish, but if you go past there now with all the uh silt that's coming off of the uh golf course, all the fertilizers, I I think there's so many areas of the city that could be uh up uh taken care of better city steps, uh Panther Hollow uh area could could really be it one time they had a boat house there and and and up in Shenley with the horses and such, so I just yeah, we can do more and we could we can make the city look more attractive.

38:03I was born here, I was raised here, and now I do not have a home there.
38:11I'm a mother, I'm homeless, and I'm standing in front of you because I refuse to keep being invisible.
38:20I'm looking for housing.
38:22I the vouchers disappeared after I said I was supposed to get a voucher, the second voucher I was supposed to be getting.
38:29Like these programs play around, and when you try to get it on your own, I've worked, I've searched, I've rented, I've handed money every month to landlords who never would spend one night in the conditions they expect me and my children to accept.
38:47Book and heat, molded balls, and when you complain, I'm reminded I need them more than they need me.
38:55And that's what these programs are still gonna send you to, these slum landlords, because we have no housing, and that's not housing, that's control.
39:07So recently, when I finally said, okay, let me look into buying my own house.
39:13It's only three minutes, you don't gotta look at your clock.
39:17Let me um buy my own house, something that I won't lose in 30 days if the landlord decides they don't want me there.
39:26And all the housing programs are outside of Pittsburgh, all of them for 25,000, 15,000, any type of help that you want to buy a house, it's outside of the city of Pittsburgh.
39:41You had a program, it gave $90,000 to buy a house.
39:49Nobody replaced things.
39:51So I'm asking you, what's the plan?
39:55Can we create a ownership program for Pittsburgh?
40:00Pittsburgh residents.
40:02Every program says you cannot get it in the city of Pittsburgh.
40:17So I'm asking for the chance to plan weeks in this city.
40:22That plan that weeks in me.
40:24My children are watching.
40:26Please don't make us choose between the city we love and the future we deserve.
40:31Because I'm not leaving the city.
40:33I'm going to find my I gotta squat in one of these houses.
40:37I'm gonna do it because this don't make no sense.
40:40Y'all let our houses fall apart, and then we can't even get a house in the areas that's falling apart.

1:07:31Um I had an opportunity to have a long conversation with Jakima Brown on Saturday, um, who is the mother of Tristan Taylor, who um was unfortunately had his life taken last week in a uh unfortunate incident in in East Hills, and just wanted um you know to send light and love and and my sincerest condolences um to her entire family and all the friends and loved ones of Tristan Taylor, uh, who my son knew very well as uh they both attended Alderdice uh Tristan just graduated um from Alderdice and um it's affected um the entire East Hills community.
1:08:11Uh I was not able to attend at uh um prior engagement yesterday, but it was a beautiful ceremony, and I'm I'm gonna continue to stay in touch uh with Shakima Brown um as they continue to search uh for the perpetrator uh of this act, and um she has been um such a pillar of strength.
1:08:30Um you know, I was left that conversation, you know, very shaken, but also inspired by her strength.
1:08:36You know, this woman like literally went to a job interview the day after she lost her son, and I can't imagine someone having to sit through that.
1:08:44Um, and just having um that kind of fortitude.
1:08:47So I just asked um the entire city to wrap their arms around Chakima Brown and their entire family as they go through this and continue to support our law enforcement as they search for for our perpetrator.
