26:24

Ronald Lynn Miller, who I do not see.

26:28

Our last register speaker is Bethany Cameron.

26:37

Good morning, City Council.

26:39

My name is Bethany Cameron.

26:40

I still live in Overbrook in District 4, and I'm here representing Informop.org once again, a nonprofit providing weekly reporting on City Council meetings.

26:49

With each article, we include a survey so we can communicate readers' preferences directly to council members like you.

26:55

This week we asked about safe passages funding, senior services, and accessible vehicles, and 50 readers completed our survey.

27:03

Number one, and whether the city should keep funding Safe Passages Youth Violence Prevention Program, even if Pittsburgh Public Schools does not help pay for it.

27:12

75% of readers agree that we should.

27:41

Number three, on whether the city should add more accessible vehicles like the wheelchair van for the Office of Community Health and Safety to better reach residents with disabilities.

27:51

Seventy-seven percent of readers agreed, and 19% were unsure.

27:56

As always, we will send around the full report later today.

27:59

Thank you for your time.

28:01

Thank you.

28:03

That exhausts on this of registered speakers.

28:05

If there's anyone in chambers wishing to speak, please come forward at this time.

28:08

Provide your name, neighborhood for the record.

28:13

Good morning.

28:14

Carlino Giumpolo.

28:18

On June 23rd and 30th, I illustrated 14 impacts of the illegal Oakland Do-It-Yourself skate park.

28:26

In the attitude of Council members Barbara Warwick and Bob Chardon towards these impacts, which is I don't care.

28:34

When our own council members have an attitude of I don't care, it extends to the skateboarders themselves.

28:41

That truth was once again illustrated three days ago with two skateboarders began skateboarding at 6 30 a.m.

28:49

shattering the peace and quiet of our neighborhood.

28:52

And once again, the police report was made, adding to the dozen police reports for harassment already on file, of which these council members members have full knowledge.

29:04

Council members worldwork in Charlotte are also fully aware of the vulgar graffiti inside the skate park that encourages underage drinking and recreational drug use.

29:14

As a political public faces and voices of the skateboarders, they could have renounced the shameful and harmful messages to our youth.

29:23

Instead, they continue fully supporting the skateboarders and the Oakland DIY skate park, disregarding these wrongdoings.

29:32

The City of Pittsburgh has a code of conduct that served as the ethics code for the Pittsburgh City Council.

29:39

By their continuous full support for the skateboarders and the Oakland DIY skate park with their full knowledge of the vulgar messages inside the skate park that encourages underage drinking and recreational drug use.

29:53

Council members Barbara Warwick and Bob Charlie are in breach of this code of conduct.

30:00

It is this council's duty to report this violation of the code of conduct to the proper authorities.

30:06

The preamble of code of conduct states, quote, public service is a public trust.

30:13

These prohibitions on the conduct of public servants are enacted to preserve the trust placed in the public servants of the city to promote public confidence in government to protect the integrity of government decision making and to enhance government efficiency.

30:29

The actions of council members Warwick and Charling and fully supporting the vulgar graffiti, encouraging underage drinking and recreational drug use at the Oakland DIY skate park are a broken trust to the people of Pittsburgh.

30:45

This council has full knowledge of that broken trust by these two council members.

30:52

File your report to the proper authorities for their breach and violation of the code of conduct.

31:01

Mayor Corey O'Connor, shut down the Oakland, do it yourself skate park.

31:15

Thank you.

31:16

Thank you.

31:18

Next speaker, please.

31:27

My name is Yvonne F.

31:29

Brown.

31:29

I live at 715 Mercer Street.

31:31

That's the high rise at the top of Bedford with 192 apartments.

31:37

My daughter brought me a radio.

31:41

And this radio, you have to dial it.

31:44

But I must have hit the dial.

31:47

Because I heard the man saying, I heard a talk show host saying, they don't care.

31:56

And then he said, you know, there's a man that's coming down his city council from Panther Hall.

32:02

He's been here 25 times.

32:05

And he said, they don't care.

32:08

And he went on to some other stuff.

32:11

And then he came back at the end.

32:13

And I wish I wish they had got the date.

32:18

But you could call.

32:20

Because they had Mr.

32:22

the man from I can never pronounce his name.

32:25

That's why I don't say it.

32:27

But they had him speaking, and he said, you don't care.

32:34

And when you when he got finished talking, I'm talking about our citizen got finished talking.

32:40

The host started talking.

32:42

Well, this man is for Trump.

32:44

And he is talking about, you know, the Democrats and so on.

32:50

I don't agree with Trump at all.

32:53

Anytime I agree with a man that's voting for Trump, you know there has to be a reason.

32:59

This man has been coming down here for years about Panther Hall.

33:04

First was to try to get a bus that could go to Squirrel Hill.

33:09

And the same way we were trying to get a bus that in I in our area.

33:14

We lost a lot of buses, and we have a lot of trouble getting the buses to me.

33:23

We don't get the service that the 71.

33:27

In Oakland, you got one that would go to Oakland and stop, and you had one that would come all the way to town.

33:32

So you had two 71s that would go through Oakland.

33:36

But I want you to understand that we have to give, and I give praise to Mr.

33:47

I still don't want to mess up his name.

33:49

But I told him before when they had all the skateboarders down here, and they were all talking against him about how he was wrong.

33:58

I told him you're better than me because I probably would have got up and left.

34:01

He was the only one in the room for the skate against the skate part.

34:07

The skate parking you must understand.

34:10

When them men start talking about they were on drugs and skating stopped him, that means that they'd skate maybe two or three o'clock at night whenever they get an urge and to get the drugs and they skate.

34:29

So understand that these older people shouldn't have to put up with that.

34:33

Thank you.

34:33

I know that they shouldn't.

34:35

Next speaker, please.

34:46

I'm in the South Hills now, 720 Royal Drive in South Park Township.

34:50

But what brought me in here today to before this council, and thanks for the opportunity was an encounter I had.

35:00

But what brought me in here today to before this council, and thanks for the opportunity was an encounter I had, not and I was gonna say a chance encounter, but I'm gonna go so far as to say it was a divine encounter that I ran into him yesterday in Panther Hollow because I was visiting a loved one in a local hospital, and I love Oakland, and I know that the Carlino here, Carl Jimpolo, he loves Oakland, and he loves that uh fourth ward Panther Hollow.

35:18

And I remember talking to his his dad, Carl, his brother Gary, and uh Bobby Cashado and some of the other former residents in that hollow, and they are I believe uh somewhat neglected.

35:33

And when I lived in the fourth ward, uh I can tell you that it's like a gray area because I think because of Pitt and the hospital systems.

35:42

Uh when I mean a gray area, we got a councilman on paper, uh, but it's a gray area.

35:48

And I attended some of the Oakland planning and development uh meetings about you know making it bike friendly, uh creating complete uh streets, uh taking, you know, changing that neighborhood.

36:00

But uh I I can say that I I crossed through that Panther Hollow, which some of you may not know, that connects to the run, an area they call the run, which might be considered Lower Greenfield, and Oakland, where uh Carl lives, resides, and I think that more attention needs to be given to uh some of these shadowy areas and some of the concerns and and I passed that skate park, and I can I can I can think on some level uh we don't want them skating up on uh soldiers and sailors memorial hall, which is what you you know, we don't want that.

36:38

Uh so maybe having some area somewhere, but but not there in the hollow.

36:45

And and so uh let's give this some consideration, and uh you know, when I when I was a freshman is just a as a piece of history in 1993, uh Sophie Masloff was a was what you would call a lamb duck mayor, meaning she lost the primary, I believe that year to uh Murphy, uh Tom Murphy.

37:06

And uh we put we actually stocked Panther Hollow Lake there with I think uh catfish, but if you go past there now with all the uh silt that's coming off of the uh golf course, all the fertilizers, I I think there's so many areas of the city that could be uh up uh taken care of better city steps, uh Panther Hollow uh area could could really be it one time they had a boat house there and and and up in Shenley with the horses and such, so I just yeah, we can do more and we could we can make the city look more attractive.

37:42

Thank you for your time.

37:44

Thank you.

37:46

Next speaker, please.

37:56

Good morning, council.

38:00

My name is Unique Pro.

38:03

I was born here, I was raised here, and now I do not have a home there.

38:11

I'm a mother, I'm homeless, and I'm standing in front of you because I refuse to keep being invisible.

38:20

I'm looking for housing.

38:22

I the vouchers disappeared after I said I was supposed to get a voucher, the second voucher I was supposed to be getting.

38:29

Like these programs play around, and when you try to get it on your own, I've worked, I've searched, I've rented, I've handed money every month to landlords who never would spend one night in the conditions they expect me and my children to accept.

38:47

Book and heat, molded balls, and when you complain, I'm reminded I need them more than they need me.

38:55

And that's what these programs are still gonna send you to, these slum landlords, because we have no housing, and that's not housing, that's control.

39:07

So recently, when I finally said, okay, let me look into buying my own house.

39:13

It's only three minutes, you don't gotta look at your clock.

39:17

Let me um buy my own house, something that I won't lose in 30 days if the landlord decides they don't want me there.

39:26

And all the housing programs are outside of Pittsburgh, all of them for 25,000, 15,000, any type of help that you want to buy a house, it's outside of the city of Pittsburgh.

39:41

You had a program, it gave $90,000 to buy a house.

39:48

And it's gone.

39:49

Nobody replaced things.

39:51

So I'm asking you, what's the plan?

39:55

Can we create a ownership program for Pittsburgh?

40:00

Pittsburgh residents.

40:02

Every program says you cannot get it in the city of Pittsburgh.

40:07

That's ridiculous.

40:08

A real one.

40:10

A permanent one.

40:17

So I'm asking for the chance to plan weeks in this city.

40:22

That plan that weeks in me.

40:24

My children are watching.

40:26

Please don't make us choose between the city we love and the future we deserve.

40:31

Because I'm not leaving the city.

40:33

I'm going to find my I gotta squat in one of these houses.

40:37

I'm gonna do it because this don't make no sense.

40:40

Y'all let our houses fall apart, and then we can't even get a house in the areas that's falling apart.

40:45

Why don't y'all stop that program for us?

40:49

Or not start another one.

40:51

Thank you.

40:53

Thank you.

40:55

Next speaker, please.

41:02

Good morning, special agent sunshine, the missing child, Cherise Taylor.

41:07

Lord, thank you for knowing who made a second attempt on my life yesterday at the Oakland Maine Library.

41:13

I returned that death energy descender with atomic bomb tsunami force.

41:18

You want to know what a atomic bomb tsunami looks like?

41:23

Google it.

41:27

In Jesus' name.

41:28

If you can't handle that backfire, ducking won't save you.

41:32

Lord, thank you for blessing me with Barry White's orchestra.

41:36

I'm thanking you in advance for that one.

41:38

Rest in peace, Barry White.

41:40

He passed away July 4th, 2003.

41:44

Your music changed the world.

41:46

Thank you, Lord, for choosing me to do the same in Jesus' name.

41:50

Proverbs 2017 says, Food gained by fraud tastes sweet to a man.

41:56

But he ends up with a mouthful of gravel.

42:01

Romans 5, 3 through 4 says, not only so, but we also glory in our sufferings.

42:08

Because we know that suffering produces perseverance, perseverance, character, and character, hope.

42:16

I publicly state I have no interest in the pride community.

42:21

Please stop stalking me.

42:23

Warwick, are you trans?

42:25

Are you transgender?

42:27

That would explain your attempt to have me murdered as well.

42:30

Everybody trying to take me out and putting money on my head is part of this identity theft fraud case, Justice Department.

42:38

Shout out to the CIA.

42:40

Congress, 25 years in prison for gang stalking.

42:44

Keep following me.

42:45

Keep paying people to track anybody by phone, device, of any kind.

42:52

In 25 years is what you'll get.

42:54

Now you think I'm playing, play with that.

42:57

That's what you do.

42:59

Looking forward to a meet and greet CIA.

43:01

Please bring Keelan Pie from Moyers in La Roville in Jesus' name.

43:07

I really hope and pray that when justice comes for what y'all have done to me or a part of what is happening to me still.

43:17

That nobody retaliates against y'all and everybody you're connected to who's part of this.

43:24

Because I promise you, there are a lot of people that are going to want to.

43:29

I'm still here, standing on God's promise to supply me with all of my needs through his riches and glory in Christ.

43:37

For every homeless person out here.

43:44

But I don't think she's standing on that promise.

43:48

I am.

43:49

And I'm encouraging everyone else to do the same in Jesus' name because he's faithful.

43:54

He keeps all of his promises.

43:56

Man does not.

43:58

Lord, thank you again for using me as a vessel.

44:01

I return all my energy back to me in Jesus' name.

44:04

Amen.

44:07

Next speaker, please.

44:13

Good morning, Rick Smith, North Oakland, District 8.

44:16

Um, speaking about the TRID post agenda.

44:20

Thank you for the uh amazing lesson on finance in action.

44:26

Um I better understand controller Heisler's comment during the post agenda for the ACFER on suggesting that there be better bookkeeping for the transfers out to the URA.

44:38

Um that's making more sense.

44:40

And then I wonder what other questions and concerns the OMB might have as far as impacts to upcoming budgeting and from the capital side, how uh they view the guaranteeing of uh bonds that the city guarantees those bonds, um, as well as then reflections from controller Heisers office and your own um budgeting office.

45:05

So looking forward to the continued learning, and thank you.

45:11

Thank you.

45:12
