22:50

Sorry, Fab members.

22:53

23:01

Second.

23:01

All in favor?

23:03

Aye.

23:04

Agenda is amended.

23:06

Our next order of business is public comment.

23:09

I would like to remind all speakers that the rules of council state that comments are limited to matters of concern, official action, or deliberation, which are or maybe before city council, and profanity will not be permitted.

23:19

Please state your name and neighborhood for the record, and you will have three minutes to speak.

25:02

They do not want it to be a city of all its people.

25:06

They fear the stories of the evening news and their fearful minds do exactly what those stories are designed for them to do.

25:14

Restrict, oppress and subjugate.

25:17

And in your silence, I can only draw the adverse inference that you abide this.

25:24

But like any reaction of fear, this will not make your fears abate.

25:30

This is not a medicine, it is a tempting poison.

25:34

The only medicine to this fear of young people in this city is to resource them to provide the community center.

25:41

Folks in Homewood came here to ask for last week to provide opportunities to harness what young people of this city have to offer and are telling you they wish to offer every single day.

25:54

Listen to them.

26:00

Thank you.

26:12

Carlino jumped low, Panther Hollow.

26:16

Today marks one year in the 30th time that I have come before this council.

26:24

Having spoken well over 10,000 words, asking that this council shut down the Oakland Do It Yourself Skate Park.

26:36

The day will come when someone else speaks here about an issue similar to this one.

26:47

Those three words, which have been my theme throughout this past year, are awaken your dignity.

26:58

For some issues before this council, you have to weigh one side against the other to create a just solution.

27:09

Then other issues, like the Oakland do it yourself skate park, are so egregious that deciding on a solution becomes a no-brainer.

27:24

What does it mean when someone says it's a no-brainer?

27:32

For me, it means that their dignity is so fully awake that they directly connect to the depth of their own spirituality.

27:45

And it formed a heightened conscience that they do the right thing simply because it is the right thing to do.

28:11

Awaken your spirituality.

28:15

Awaken your conscience.

28:19

Awaken your dignity.

28:23

Thank you.

28:27

Thank you.

28:28

Next speaker, please.

28:42

Good morning.

28:42

My name is Yvonne F.

28:44

Brown.

28:50

And today I have a shirt I would like for you to sit.

28:57

Be a good neighbor.

28:58

Stay on your side.

29:01

It's in the building where I live at, Katie Worve is tires.

29:06

We had a woman whose daughter has beaten a mother and a daughter with a hammer.

29:13

She beat another man with a stick from the tree.

29:18

She's uh she was threatening me.

29:21

Actually threatening me.

29:23

She said, uh my husband pushed for me to get in, she walks in and she tells me, I'm saying, you're not supposed to be in this building.

29:32

You've been banned.

29:33

She says she'd been banned three times.

29:37

And this was in 2020.

29:38

That was six years.

29:41

Now, allegedly her mother has moved.

29:43

But someone told me that they saw her last week outside of the building.

29:49

I've been coming down all these years to try to explain to you what's happening where I live at.

29:58

You would never understand if you don't live there.

30:01

If you don't come there, if you make decisions that whenever you say that the police offer the new policeman would come to every neighborhood and you make the decision that you want to put our neighbor the hill with Lawrenceville, which means we have to take two buses to get to Lawrenceville, but if you had put it right here in this building in this chamber, one bus from Lawrenceville, one bus from the hill.

30:30

Why do we have to get two?

30:32

We're in a building where there's a lot of handicapped, a lot of handicapped, a lot of wheelchairs, walkers.

30:39

We even have a blind man in our building.

30:43

I come down because the citizens, a lot of residents come to me, and they'll say what's happening, because they know I will speak out.

30:53

And I speak out because the only way you know if someone has to tell you.

31:10

Both of you recently, you have been looking at us, the citizens when we speak, but usually it's on the phone or your computer, or you're talking to each other, or you get up and walk over and sit over there, talk on the phone.

31:27

I've seen it all.

31:29

I seen it all.

31:30

And you know something, Mr.

31:31

Charlton?

31:32

I I didn't know that you worked with Bruce Krause.

31:36

And when they said it, who you were and who you work with, I see why you've never spoken to me.

31:42

Never.

31:43

You walk past.

31:44

And you know what?

31:45

That's what I look at.

31:47

Why do you think that you can't speak to people?

31:49

Why can't you open your mouth?

31:51

Thank you.

31:52

Next speaker, please.

31:59

Good morning.

32:01

The missing child, Cerese Taylor, special agent sunshine.

32:05

Still alive.

32:07

Hallelujah.

32:09

Still here, standing on God's promise.

32:12

You will reap everything that you sell in Jesus' name.

32:16

Amen.

32:21

Thank you.

34:54

That moves us to invoices.

34:56

Is there a m is there a motion on invoices?

34:59

Second.

35:00

Discussion?

35:03

Councilmember Warwick.

35:04

Just a quick question on the NFL draft.

35:07

Um looks like they're mostly EMS.

35:12

Costs.

35:13

Are those reimbursed?

35:17

I know we got a grant.

35:19

I was just curious, you know, just sort of more generally around the cost of the case.

35:22

So I'll ask our budget director to come to the table.

35:24

I believe that those are eligible free embersement up to the amount, the two million dollars that we receive, so as long as it didn't exceed that amount.

35:33

But budget director Walmsley can fill us in.

35:37

Hi, Kirsten Walmsley, Council Budget Director.

35:40

Um these are part of EMS's normal um invoices that come through their trust funds.

35:47

So typically how it works is that the organizer of the event um invoices are EMS completely, and then they have to cut checks to the outside providers that we that sometimes have to assist us with coverage.

36:02

Um so this is just kind of their share of those amounts.

36:08

Um I would assume that if it is something that the city has to cover up front, it is probably part of that um the money that we can get reimbursed.

36:18

Um but I can verify that with OMB as well.

36:22

Okay.

36:23

Yeah, I just think I mean I just sort of generally um it would just be interesting to have, and I know that's more of the the realm of the controller's office, but you know, eventually uh kind of a breakdown of what we paid.

36:38

I know we did get two million dollars, we gave a million to visit Pittsburgh, like what everyone's contribution was and what what that cost breakdown for the city looks like.

36:48

I know we have another event coming up, you know, when the Olympics come around.

36:53

Uh not not nearly as as big an event, but um I don't know.

36:57

I think it's it's sort of uh it's interesting.

36:59

It sounds it's one of those things that which I've never been to, but one of these like conferences of cities to kind of hear from cities about you know there's always this hype of like these these large whether it's sporting events or whatever, oh well often sporting events, like sports related, right?

37:18

Whether international, national, whatever, of like coming to cities and the city is lucky to get the event, and sometimes it feels like it's kind of marketed that way.

37:32

Like we're lucky to get the event when it's actually like well.

37:37

Almost like a way to get sort of like a a good deal on a place on a venue, right?

37:43

Like if you were thinking of like throwing a wedding, you wouldn't say to the venue, like, well, you're just lucky to have you're just lucky to have me coming to your event space to have my wedding.

37:53

No, it's the event space saying this is what we charge if you want to have a large-scale event here, and it would be interesting at some point just to he I don't know, just to hear from other cities, like what their experiences what were in terms of like you know, was there actually all the economic boost promised and was it you know was it worthwhile or you know, as cities around the country or around the world, like should we maybe get together and say, you know what?

38:23

Like we we're gonna start collectively agreeing to actually say it's actually your privilege to come to our city and you are gonna pay you know pay more to come if you want to come to our city, but of course that would take all cities kind of coming together to do something like that.

38:41

So anyway, just some thoughts.

38:44

Thanks.

38:45

Thank you.

38:46

Uh we'll certainly work to get some clarification from I know controllers collecting um all the information that their office can on the draft forecasting.

38:58

Director Price was also compiling things because I think she's the one that's um in charge of the reimbursement through Visit Pittsburgh.

39:05

So I think she is also compiling and working with departments to make sure we have all of that information.

39:10

So we'll go ahead.

39:11

Yeah, we'll get the full list of sort of money in, money out where we ended up after that contribution from the state, and you know, I think maybe a a further discussion around the table.

39:24

More holistically on the on the draft would be well served for everybody.

39:29

Absolutely.

39:30

Any further discussion on invoices?

39:34

Seeing none all in favor of invoices, please say aye.

Discussion Items

  • Invoices for Council Approval: Councilmember Warwick raised questions about NFL draft EMS costs totaling over $20,000, asking whether they were reimbursable from the $2 million state grant. Meeting Transcript

Good morning, and welcome to the standing committee's meeting for Wednesday, July fifteenth, twenty twenty six. All council meetings will be live streamed on the city's website, and for guest speakers, please do not turn off your microphones. Our first order of business is roll call. Clerk, please take the roll. Mr. Charland, Mr. Coggill, Miss Caros, Mr. Lavelle, Mr. Mosley, Miss Salonetra. Here, Miss Warwick, Mr. Wilson. Miss Strasberger cheer. Here. Sorry, Fab members. Testing us today. Second. All in favor? Aye. Agenda is amended. Our next order of business is public comment. I would like to remind all speakers that the rules of council state that comments are limited to matters of concern, official action, or deliberation, which are or maybe before city council, and profanity will not be permitted. Please state your name and neighborhood for the record, and you will have three minutes to speak. They do not want it to be a city of all its people. They fear the stories of the evening news and their fearful minds do exactly what those stories are designed for them to do. Restrict, oppress and subjugate. And in your silence, I can only draw the adverse inference that you abide this. But like any reaction of fear, this will not make your fears abate. This is not a medicine, it is a tempting poison. The only medicine to this fear of young people in this city is to resource them to provide the community center. Folks in Homewood came here to ask for last week to provide opportunities to harness what young people of this city have to offer and are telling you they wish to offer every single day. Listen to them. Thank you. Carlino jumped low, Panther Hollow. Today marks one year in the 30th time that I have come before this council. Having spoken well over 10,000 words, asking that this council shut down the Oakland Do It Yourself Skate Park. The day will come when someone else speaks here about an issue similar to this one. Those three words, which have been my theme throughout this past year, are awaken your dignity. For some issues before this council, you have to weigh one side against the other to create a just solution. Then other issues, like the Oakland do it yourself skate park, are so egregious that deciding on a solution becomes a no-brainer. What does it mean when someone says it's a no-brainer? For me, it means that their dignity is so fully awake that they directly connect to the depth of their own spirituality. And it formed a heightened conscience that they do the right thing simply because it is the right thing to do. Awaken your spirituality. Awaken your conscience. Awaken your dignity. Thank you. Thank you. Next speaker, please. Good morning. My name is Yvonne F.
