Quincy City Council Meeting - August 4, 2025
The Quincy City Council met on August 4, 2025, at 7:00 PM in Council Chambers. The meeting began with a prayer, the Pledge of Allegiance, and a presentation on road funding. The council then proceeded through the consent agenda, pulled several items for discussion, and voted on various resolutions and ordinances. Key outcomes included approval of the consent agenda with exceptions, a motion to amend the Driftwood Campground expansion to require a site plan, and approvals of resolutions for school resource officers, opioid settlement participation, equipment purchases, and a police union contract. Several ordinances were also adopted.
Consent Calendar
- Approved the consent agenda, which included special event applications for the Parish Picnic (August 22-23, 4:00 PM to midnight at 2600 Maine Street), Pride in the Park (September 21, noon to 6:00 PM at Clat Adams Park), and Glow Row (September 27, noon to 10:30 PM with street closure). Three items were pulled from the consent agenda for separate discussion: the Driftwood Campground expansion (10c) and two special event applications (8a, 8b, 8c) – the exact items pulled are unclear from the transcript, but the council later discussed and acted on them.
Public Comments & Testimony
- No public comments were recorded during the meeting. The council moved to public comment but no speakers were identified.
Discussion Items
- Road Funding Presentation: A detailed presentation was given on sources of road funding, including federal programs (e.g., Highway Trust Fund, federal aid), state programs (e.g., economic development, motor fuel tax), and the city's allocation. The city receives approximately $1.4 million annually from motor fuel taxes, distributed monthly at about $148,000. The presentation explained the multi-phase engineering process for federal projects and noted that the city must pay 20% matching for federal funds. No decisions were made; the presentation was informational.
- Driftwood Campground Expansion (10c): The council discussed a recommendation from the Quincy Plan Commission to approve the expansion of Driftwood Campground and RV Park by adding 13 RV pads without new infrastructure. A council member expressed concern about the lack of a site plan, moving to amend the approval to require a site plan. The motion passed, and the amended motion was then approved.
- Resolutions 12a-12d:
- 12a (School Resource Officers): Approved a new agreement for three SROs for the 2025-26 school year, with Quincy Public Schools paying 55% of the cost.
- 12b (National Opioid Settlements): Approved participation in the national opioid settlement, with the city receiving a small percentage of the $435 billion settlement to offset expenses or fund opioid-related initiatives.
- 12c (Caterpillar Wheel Loader): Approved a quote of $218,599 from Altorfer Cat for a Caterpillar 926 14A wheel loader.
- 12d (Police Union Contract): Approved a new contract for the Quincy Police Benevolent and Protective Association Labor Committee Local Unit 12, with a 5% wage increase in year one and a 4.5% increase in year two.
- Ordinances 13a-13d:
- 13a: Adopted an ordinance amending landmark designation at 1515 Jersey (Ward 4).
- 13b: Second presentation and adoption of an ordinance removing 2-hour parking on the north side of Maine Street from N. 28th to N. 30th Street (Ward 3).
- 13c: Second presentation and adoption of an ordinance granting a variation to allow a projecting sign higher than 15 feet above street grade at 501 Hampshire (Ward 7).
- 13d: First presentation of an ordinance granting a variation for an accessory building (shed) encroaching on the 30-foot front yard setback at 1428 Briar Rose (outside city limits). Approved.
Key Outcomes
- Consent agenda approved with three items pulled for separate discussion.
- Driftwood Campground expansion approved with an amendment requiring a site plan.
- Resolutions 12a-12d approved unanimously, including the SRO agreement, opioid settlement participation, wheel loader purchase, and police union contract.
- Ordinances 13a-13d adopted as presented.
- Announcements: The mayor reminded drivers to obey the 30 mph speed limit, noted the first nations class (likely a community program) starting that week, and encouraged attendance at the Neighborhood Federation meeting the next day.

Welcome to the transformatory. What's economic for South African part of the South Case and to learn this for now will be part of our backpack? And registered. And then putting a part for uh a property testing is always a good idea. So then enough to add wisdom and justice. Entrusted with the responsibility to lead position and to act with integrity. We have to be a present to be a monarch as we begin the community. We also have a determined time to discuss and the council's decisions we have compassion. What each member of this council was open folks and to mind helping to satisfy the product and interest to become focused and stuff, and it's best for all these city and then become to speak to the distance to hear different voices and the community to meet. Um the family funded through the highway test band, which is supported by uh federal glass parts and tech source factors. And also uh journal funds are used for the federal um program. Uh used to be 20 years ago founded to glass parts pictures, canvas transfer that's got a point now as a regular general fund. And none of this funding comes directly to the city. It's all administered by ALBA. So we'd never get that money in the bank at all. A project gets worked through ABAP and they distribute the money and then we have to pay all 220%. Usually we're allocated approximately 700 to 800,000 dollars a year. That's based on population. So the cost for this is a lot more. Phase two engineering is basically construction plans putting those together. And then the phase three engineering is all the paperwork that there is being construction. So there's a lot more work involved federal projects, and also put a lot longer one. And then there's other federal programs, the highway state included uh program, and then um that's money set aside to basically reduce traffic sequelity, uh serious injuries and all public roads. Um these are probably that money goes to local royal fiber woodings, uh, all this is basically kind of needs based, you have to apply for it. We generally don't have any sections or locations that are that would be. We've gotten some money to bring in some uh street state work years ago, but lately we've hadn't gotten for that. Uh there's also the NO state out to the school program, um, that goes to different programs around to improve walkability and just transportation for students around schools. We had gotten some of that money in the past, but a lot of times of projects, the funding it's I would say it's hard to justify getting that for that money. And make it we also for these projects you have to do the phase one and two or three engineering. Uh the special state programs, very you can see like the transit board spend, uh, annual grid, second. Um the main program that the students use in the past is the economic development program. And now it's if there's a road project that we can justify supporting some economic development. And then class, I believe second street from the individual we did that project using that money, and same for Europe and 20%. Um state programs you have to go through the phase one, two, and three, it's not quite as detailed, but you still have to go to that engine. Then the motor fuel charts money. Um that's what we kind of hear most about, that's the earnel grass truck. Um that money can be used for construction, reconstruction, maintenance, uh, replay city streets, so we use that money for materials, that the country, uh the uh aspect for the power hopeful clock, uh can also go to engineering uh cost, street lights, traffic channel signals, paint mappings, uh, stone and ice removal, so we take the wraps out with our uh comparable salaries, asset management, and also hardware. Um right now uh the the wide course is issue annually made fuel taxes are basically 48 cents of program at gas line, and that's basically 19 cents program in the old NFT, the original medical care, and then 2019 state cost the uh it's the transportation of the middle fund the PL and that bumped that portion right now is twenty-nine cents per dynamic desk. with that uh can do the sales off data management and I just have um right now uh the the last closed is if you move to a type is uh basically forty eight for the central program at the option and that's basically nineteen cents program that's to be the original multiple type and then twenty nineteen is the cost the uh it's the transportation POI and that bumped that portion right now is twenty nine cents the ball desk and that's the one that we could just for the CPI now and then there's also D50 which is bio which is about 56 cents for that so and three is how much other multiple parts case um I think you take up and say the street the automatic the back end of the state uses the administrative part uh do mean by the U automatically goes to um determined button by the state I like to go by uh so now the local government they get 54 cents and I dot get forty six cents uh from the local government portion the municipalities they did 207 cents and rounded kick times the time cents and time to get nine change so that time side seven cents that then distributed amongst all the municipalities by um population so if you would like the map between the percent is population so what that looks like for a is you can see like 2018, 2019 um we would um follow um we didn't first it be uh transportation with that um POP program uh many billion food to about one point four one point four million and it's kind of fairly been rising year and right now we'll give them last year twist about one point so and that would try to be approximately a hundred and forty eight thousand dollars every month that we get and that money does go basically you get that money goes into the bank and to matter when you buy the state for my stage one to say it doesn't basically I mean if you buy and gas and spin through the whole we didn't code the state card and I just go into a big pool. Doesn't matter what the pipe is put down the yes that value it's called an I what I don't know what they call that and it's probably good but it's a bit because we are very good. No in fact we've already it's principally with the first and other questions are part of it into order and depending on US. 14% supplement in the special are in favor I think it's in time for public comment we have now we will move back to I'm trying to consent application question for it can be the annual three people and August August and start up and Friday August 23rd between the hours of 49th and 12600 and street if I used it and be made. The application submitted out the cloud documentation and the people is recommended by the department of the parties and application request information for the part of the part on Sunday September 21st from 12 million to 16 at 505. Support the 2020 Commission. Recommend approval and drafting of an ordinance for a special permit for plan development for having the operation of the floor of five and design speed on the past and second street. It's a value based. One, the hours of operations are six-line number two times. Who are customers have in the off-street copy styles available on the property?
