- Presentation - Sports Commission Update: Co-Chairs David Adam and Kelly Mays reported that the commission has held two meetings. They created a mission statement focusing on accessible sports and identifying growth opportunities. They emphasized that no decisions have been made regarding land acquisition or facility construction; the group is still studying needs. They found that out of 46 existing indoor sports courts in the city, only 11 are available for rental, and those are extremely limited. They are requesting proposals for land parcels between 5 and55 acres to host future facilities. Funding options being considered include hotel tax, closing tax, food and beverage tax, private donations, state grants, and public-private partnerships. The commission plans to keep the council informed as they continue research.
- Report of the Zoning Board of Appeals: Recommended approval of a variance to allow construction of a624-square-foot accessory building (garage) and a 208-square-foot porch at 1503 Maas Road, due to the unusual lot shape causing setback conflicts. A council member noted the uniqueness of the lot and the need for the variance. The council voted to approve the variance subsequently in the consent agenda. -Resolution 13a - Jurisdictional Transfer of Roadway: Discussed agreement with Adams County to transfer Seminary Road, east edge of North12th Street, and a portion of North18th Street into the city's municipal street system, with a $650,000 payment from the county. Concerns were raised about the city accepting responsibility for maintenance and snow removal. It was clarified that the funds would go into capital improvements for these roads. The resolution was approved with discussion.
- Ordinance 14a - Budget Amendment: Proposed amending the 2025-2026 fiscal year budget by adding $24,000 from excess sales tax revenue collected over budget to the General Fund. Approved.
- Ordinance4b - Water Pollution Control Loan Program: Authorized entering into a loan agreement under the Home Rule Entity program. Approved.
- First Presentation of Ordinance 14c - Jurisdictional Transfer of Roadway: First reading of an ordinance to formalize the transfer of roadway into the city's system (same roads as in Resolution 13a).

Meeting Transcript
If I'm in the cut test, then we'll start. And before we get started, I have a statement that I would like to start. And this council chamber city collects a lot of buttons. I thought I'd stop certain time to be followed. Now the law may allow certain behaviors, aspects, or personal attacks. The plan commands otherwise. That would be from even a half part for the positive legend and for the power half reception. The public form is an opportunity for residents to start a concern and is elected efficiency with no permission. But we all must remember that we are fair to collect business and we must be respected by this consumers and testing. I've um I just feel the most fun. I got my phone is going to buy. Um approval it. And in the bottom of my heart, I look extra. Um but last week my my audit, my accent and my words were inappropriate. Um a very fast person. I I've been in 50 to 50 plus years, I've lived on the Northwest I've the entire 50 plus years. And I love my residence, I love my word. And when my time is done, I want one to be in better state than being a fabric. And we both work very, very hard to do that. Sometimes we step on those, sometimes things by the fact. But I'm a title, I believe in what's right. I probably need a little bit more education or what's wrong. But um, I just want to be better. I want it to be the dream thing. And the dream city to me is this maybe the lies, maybe the stand just for people to say, you know what, this place looks better than what it did five years ago or ten years ago. And you know, I did get caught up in the um the recent session. This course of the last couple of weeks, it just went to two before the left. I cannot wrap my head around it. Because I thought where is this standard from? Why? I'm just trying to make a time more beautiful. But I took it out on me, I was wrong, and that will happen again. Um I will not apologize for my passing or my commitment to show the word one. And um at one more time, I'll probably do the most possible done and uh that likes to be good and I want to test quite a new box. Okay. And now it's time to pray or stop the second can last map, not too much. And that time to push that no button, and that like to come on. We can mostly fall studying. Maybe live by another later. Maybe we remember the main in Europe with we didn't. We are new to the thousand names and I could be closing the students. Thank you very much. And to me, the public is already fine. And we have a presentation of the sports meeting. And we've had two meetings so far. Our first meeting was held that I found at this university where we created our mission statement, which is our mission. Accessible to all people in country and identify opportunities for growth in sports tools. And that isn't great, but um we have um the sports mission's goal is to take care of countries produced in two and early on Mondays to physically well offering sports and events and five years to assemble. And then another large group of advisory members that committees with our committee. What would be different from the presentation that was made in these people back in April?
