Quincy City Council Meeting – October 27, 2025
The Quincy City Council met on Monday, October 27, 2025, at 7:00 PM in the Council Chambers. - Approved Resolution 12c: accepting the bid of $512,245.24 from Rees Construction Company for the Monroe Street, 19th to 20th Reconstruction Project, including pavement reconstruction, storm sewer improvements, dead-end watermain removal, and new sidewalk.
- Approved Resolution 12d: authorizing a two-year lease agreement with Corporate Flight Management, Inc., d/b/a Contour Airlines, for use of certain areas and equipment at the Quincy Regional Airport.
- Approved Resolution 12e: recognizing the naming of Chaddock North Drive as D.D. Fischer Drive.
- Approved Resolution 12f: authorizing the purchase of forty trees (ornamental and shade) from Leffer’s Landscaping and Nursery, Inc. in the amount of $17,300 for the Fall 2025 Tree Planting Program.
Public Comments & Testimony
- Public Speaker (speaking on behalf of the resolution to name D.D. Fischer Drive): Expressed strong support for the renaming, recounting how the late D.D. Fischer and his wife dedicated their lives to helping children through the organization “Quincy Children’s Home” (or similar). The speaker noted that D.D. Meeting Transcript
Well I can come to the country meeting. We're going to start out a little bit differently because I'm not trying to sort of end in here. Uh but to the start of it, I would like to call uh police chief and a fire chief up and our point commissioners of the Board of Police and Fire Commission. Uh this past week we received the resignation letter of our long time commissioner of the chairman of the Board of Commission and Barry Karen. And so I wanted to take a few minutes just to recognize him for twelve years of service. And first of all, the city and city council on behalf of twelve years of expanding color. Um we're going to be moved. Um, if we just look at them, on behalf of the uh board of police and telephone technical total. More and more talking you can uh take you a bit of city and appreciate the the following and making things very much in the base. Uh the more uh came and and uh Mr. Kingdoms and Mr. C Microsoft and uh uh pump down the country and down and say, what what do we do? What is the condition of the back and uh so we do it from the biohole can have anyway first view? Uh we have good optimal dice and uh things go home and that quickly and uh I remember very distinctly go with uh commission. You can do this but can't do this for the uh you can't take this and uh you really appreciate it and so all throughout the code you uh go um uh belly ball uh community and fee following what a what a great group of questions. I mean as a commission you just can uh for man who represent uh department and uh whatever it is that we ask them about or to be or have questions about and we didn't know we didn't but when we left them well this people do and today there's a competition in my uh in my uh letter uh resignations have been 16 promotional uh options doing that called us um those are all detailed, you know. That's somebody's career, it continues their career and gives people uh attend to increase responsibility and so that is an agreed to use. They've seen uh young men and women and both and crew or get promoted up to the next level and do great things to be programmed and stayed, so that was my very clear no there's no back to here after 52 years and all of which even the three other styles are appropriate time to do and um and uh the commission operates and basically a two year cycle, so this is a uh the appropriate time to go. Um the mother said, Hey, uh, can you give me some recommendations for things that replace you? I could the number one case I I hope will be code country, and so I hope the time to agree unanimous passing by cake uh could be my replacement of work with cake for the last year and a half and the things of dust before and then we're casually and his uh pastor with the city and uh he's digital stage now. He works hard, he's a good thing in my state where he would do a great time as being a time to but um all that and 46 and 52 years I thought we'd be the work to be beside me and everything that I ever thought was important as we do to the work that uh until I greatly appreciate that. I greatly appreciate the continuity too and my free and you're thinking uh we should have annoying and people I think. The next one is uh talking to them from Dallas, but before we get started, I want to make a note of one thing. And then it's command. So I have a pattern option that we look at a little bit later now. Um the extra mile month. Because when we started talking about who the people in our community became extra mile every day, there's just for so long we decided like things that people are organizations every day of the month. And the first one is an individual with anywhere. Um the next organization we want to write now is Bell at E. And so we want to come up. And so I also like to recognize the kind of meeting. And that's the second two. And uh things to table and to continue to all people. And now I'm gonna kind of take on over to the bottom and present uh information about that. So you'll be on the sound and different control and then by organization also. Um so then we can advocate central and then we're also to uh we have been bad and so um so uh things can follow hope into all people that are community. We have a while we uh before services and so then we have some months and then uh new services meaningful um about two about two months and two months and then validity. Um so we say students and six things have in community and all the end and all that uh we already run because I've been out school program and fiscal programs because we have um so that is uh uh when we go through anything, we still become um have some specific things in school and then we will take a minute again and these are also for our program, which is important for students. So we realized we've uh three more able to come to the program because maybe we can also have uh we will also keep up at all and we still run both on the side and so we um do open the opening and alpha done and we uh we can spoke on that home after until everything is over and sometimes we talk about home and then we'll have another one after at the end of the day. Um so we also have something that we just call telephone, we can tell you some students and manual engineers and so we have the bones, we'll help them do anything that they need to do. So we have them and um we can and we have a couple of things that are coming to change, but we have five and program also and one side, and some of the one people are all uh we have something for the consumer is probably programming. Um students include uh school. So we have um so what I mean to be five tools and other pinky public schools that can come to all. We uh provide students who can come with the other person, uh they also given the application being covered in our doing things that they can be doing, but they have um programs called Ben C and it is the same thing for the time students and we can become we have a few programming and depending on that. We do other advocates and students have a team or something, we'll go with the time to meet the next um the umb. Um the goals can be mental if they are accessible, but we also we will set them in what could be set up to all the both. Um we also need the life phone and we do all of those things. The public thing um is is a very different thing so we have a five different so being those available but we have done um begin the process and we're talking if they said we thought so that we're doing time to reduce as many blues as possible for for people to be able to have a few. Not any button we can do that in the um that we have this program we are putting public and that is we have representing which is our present program that is for people that are that was the so what we do is um we will help suspend our um to the side and we will set um then different things sometimes I don't think that we realize that not everybody knows the things that we think that they should know and so we set the intervention and that is in the file that is kind of a little bit different. Um but we do have a second phase for them that we working back so we have to mean the colour and so um they started with us a couple of years ago and during that time we have students in the program.
