Everyone will take their chance, we'll go ahead and get started.

0:57

But I'd be as we begin to note before we get started.

1:01

I'd like to take a moment of silence for two amazing moment our study has lost over the past week.

1:11

First of all, Mr.

1:12

Joe Carnival passed away last week and his services are tonight.

1:19

Um then over the weekend Bert Browns as superintendent of Woodland Cemetery passed away.

1:26

So I'd like to have just a quick moment of silence to recognize both of them.

1:46

And we can go ahead with a moment of care or self-reflection with governments I used to meet is very simple.

2:05

Thank you.

2:41

And today we come to ask your questions upon those in these speak.

3:13

We include the lives of those who live in this community.

4:01

And before we get down to business, we have a celebrity and a half with us tonight.

4:07

Uh as some of you may know, on Friday, meteorologist was team uh bad class.

4:17

So I have just a little something to say with you.

4:21

Well, in 1987, most the relocated to 2019, where he managed 992, a popular top 20 user station, becoming a familiar voice in the community, and we also 1989 looked joined WDEM, where he distinguished himself as a leading meteorologist and broadcast, and a numerous prestigious hours, including best well cast from both the Illinois and the Broadcast Associations, and that last money award, the Edward Armor Award for the Great Start of 1993, and the Gatewheel Award for Mary sort of passed the boundary, the story of a doctor's country, America's first black Catholic Peace.

5:06

And whereas often the topic came out at WCEM, which continues the service to the region by doing Page CA and 2016 of Teach Museum to provide custom and reliable weather covers to make the community and make those care has made a lasting impact on the citizens of country and the planning state area, providing not only critical weather information, but also presence in terms of need.

5:37

Now therefore I got the window maybe the city of control on behalf of the city council and its residents.

5:44

And here I prepare tomorrow might study of 20 as I wouldn't and with these people I'll ask them to come up and I will present his property.

6:48

It was totally not expected.

6:52

It's been a wheel wind up and down since Friday after um you know it's hard to pass it to wear of 45 years in decompression and just for a beat doesn't happen.

7:06

Take my advice it's going to be fairly easy.

7:12

But when I understand I understood that broadcast licenses are easy to have found it out they are earned through the commitment to the public.

7:29

If you say it in the public interest and does you guys to kind of know adjusting from the public regarding and it's been a wonderful trip.

7:50

It's been a wonderful career to scale those in North Central and northern Missouri Northeastern Missouri, Southeastern Island, Western Illinois before in 1993 was a testament what you can do as a black class facility is like pretty done with the least basic and I want to thank everybody for these support over some of my phone vote I could a number of people I work with in Believe a number of people I work with in my too but about I will think everybody for the US too in three days by a while okay yes to the 20 minutes something.

9:10

Then we thought happening early discussion is there all in favor I suppose no is 21 up it is last name for public comment and we have three speakers tonight I will remind you that we have four minutes each and when you come up to the microphone you'll press the shell button the right option or if you start speaking um the talk will begin I will call you in the order in which we signed up as first speaking is called a coding on the I'm a resident I am a member of the PC Member Reno Association and I think organization and also a member of the strategic housing and technical speaking to that.

10:00

Uh I am a member of the French Member Reno Association and last reason for our organization, and also a member of the strategic housing and technical speaking for that community.

10:13

Um I I do uh we like to speak on two eastern in the best design and housing here and pushing uh the definitions that they're related to is there often um proposes for legislation at the state level that would essentially force communities um to specific uh training guidelines and uh a lot of those we can use it enough that we already are working for um this one that is similar to that, but I would just speak an opposition of the state legislation and I believe there's a uh proposal to kind of turn out to the state and in opposition to that.

11:00

Um, so I would probably recommend that uh first of all it's when the state imposes a uh such the form I guess for lack of a better time.

11:12

Obviously, there's gonna be nuances though that by not all community, uh for policy, if I any of the other communities that would be impacted by that spoken.

11:21

Um it's a very bad, very bad deciding for the state to get involved in in owning something that is traditionally definitely a a community um uh uh responsibility.

11:36

So that's the first is the second um is obviously it was last week I believe uh uh put out in the in the two papers that um we do have some recommendations coming forward, uh some of them that was only there probably some other recommendations coming up in the commission and then not speaking to the commission.

11:58

But I'm speaking of the publication, I recommend obviously take some time and consider each of those proposals, but those proposals are not being made and needs it.

12:08

There's a lot of stuff being put into them, um they need some control to continue to improve uh the city of country.

12:17

Uh a lot of folks have been saying things like we have a housing process in country, a lot of that we don't necessarily have a housing process, but we do have a very specific need for housing at all and and the market here and said that the year, I think that's incredible and said it's a year ago, very is my voice, I think.

12:35

Uh but we do have a housing storage in country and a four bunch of others, and that is creating uh an impact on the market um which is driving quite a rank for instance that uh housing back.

12:55

Uh we do have a sales and function.

12:57

Okay.

13:17

Um my name's Andrew Michael, I'm here to represent the MAPHO family Millmore and Council.

13:24

Well, I suppose we're weak over there, but we um would like to get uh I think for me to kind of my wife passed out a uh a follower the I mean we can everybody has a very busy life, but I hope you take the time to just sort of read this because we're actually treating the actual special permit uh request by one kind of order to allow the the expansion of commercial parking of any uh uh parking lab and residential and part of the 22 state.

13:59

Um in 2020, we reject that uh with the council and is a 55 year um ordinance which is 21.22 or by 23, that is due by 351, which is maintaining the residential uh that between the residents and the community zone party without a closement of commercial a time, a residential party, the drawback to the east.

14:29

Um the situation that it is uh you have a only asking for PCM with uh uh uh with the proper code, it does meet the code, but in this situation it would have right on the bund we're basically right on the front, right outside the bundle member.

14:49

We would uh would run the word with the adjustment, but we go for some years.

14:56

Maybe with a restaurant was a lot easier because it was seven to seven hours.

15:02

It's a little different if you have delivered minimum on the pathway.

15:07

Um it's a little more time, but we challenge this to we forward it just for 2050.

15:16

And at any given time there is really not the need to be this expansion and the control and the resident.

15:26

Um with affordable housing, that's the same thing uh uh it's needed and do now more than any time and then I would be in which is this is what we just can probably look at the houses in the in the neighborhood one to be the one six years to affordable thing within the housing, but I don't find a half down trying to do in 1971, so we went to the full term in 1971 and everybody doesn't say.

15:57

But um so I I guess what I'm asking is is free taken the consideration the residents in this situation and I I build and please all of you to be taken into consideration and take a few to be departed, thank you for time.

16:22

And we can have my name is Tony Albert, and I was on the unless we have the any business and information to be considered.

16:43

Is the history of the relationship of the as a data that maybe um public isn't the fact that we still have the and what could have taken to consideration some of the things that have happened specifically that we find the question to the uh audience that came about in 1871 that does talk about the new in the area when we thought that there's going to be a business meeting to be awful.

17:19

We we need to talk as a new thing and talk about people in our back doors all day long.

17:29

There is a there is a uh a restaurant just like an state.

17:34

It's not open 24 studies.

17:36

Now we have the 2002 when you start that we now have time.

17:43

We have screen and uh I do think when you think about the competence case to it's the catchment.

17:53

But if you think about more extension of the one standard of those and you think about the people that that have that walk is uh there's going to be more tablets, there's going to be more people coming doing the inside of the IPO.

18:11

Think about what that's going to be.

18:13

The main thing is that the model public isn't like in four housing uh view.

18:21

We have been this way for 15 years.

18:24

Um 55 years ago in 1971.

Quincy City Council Meeting - March 30, 2026

The Quincy City Council convened on Monday, March 30, 2026, at 7:00 PM in Council Chambers. The meeting included a moment of silence for two community members, a proclamation, public comments, approval of consent agenda items, a resolution for strategic communication services, and first presentations of several ordinances. Mayor's comments provided updates on utility assistance, library funding, and upcoming events.

Public Comments & Testimony

  • Cody (resident, member of the Quincy Housing Association and Strategic Housing Technical Committee): Spoke in opposition to state legislation that would impose uniform zoning guidelines on communities, arguing such decisions should remain local. He also noted the need for affordable housing in Quincy, stating that the city has a housing shortage and that some proposals require careful consideration.
  • Andrew Michael (representing MAPHO family?): Opposed a special permit request to expand commercial parking in a residential area, referencing a 1971 ordinance that maintained a buffer between residential and commercial zones. He urged the council to consider the impact on residents and asked for the permit to be denied.
  • Tony Albert: Discussed the history of the 1971 agreement and public input, expressing opposition to the parking expansion. He emphasized the need to preserve residential character and called for the council to respect the original ordinance.

Consent Calendar

  • 7a: Approved a proposal from Perfection Plus, Inc. of Hopkins, MN, for custodial services at City Hall, Quincy Police Department, Central Services, Quincy Transit Lines, Planning and Development, and Amtrak locations.
