Rockville Mayor and Council Meeting - February 24, 2025

The Mayor and Council of Rockville convened Meeting 6-25 on February 24, 2025. • Human Services Needs Assessment: Uma Alualia and Anna Bueno of Health Management Associates (HMA) presented findings from a city-contracted assessment. The report identified strong quality of life and resident trust in the city but highlighted gaps in social service infrastructure, system navigation, behavioral health, and affordable housing. Recommendations included strengthening city-county partnerships, expanding senior villages, and creating a collective impact model for human services delivery.
• FY2025 Budget Amendment #3: Staff presented the third budget amendment, featuring a $1.2 million CIP transfer for ADA and ProWag concrete repairs, a $2.1 million CIP transfer from dwindling speed camera funds, and various operating adjustments. A key debate arose over a $115,000 allocation from the Housing Opportunities Fund for a housing needs assessment and tenant outreach. Multiple councilmembers (Mayor, Dr. Miles, Councilmember Valeri) opposed using this capital fund for operating expenses, calling it a “slippery slope.” An amendment was successfully made to fund the $115,000 from the General Fund instead. The ordinance was introduced, the layover period waived, and the amended ordinance adopted unanimously.
• Town Center Master Plan ZTA: Staff introduced a zoning text amendment to establish a floating zone regime in the Town Center planning area, aligning with the newly adopted master plan. The amendment would eliminate minimum off-street parking requirements for much of the Town Center and remove ground-floor retail requirements. The Council authorized the filing and referral to the Planning Commission. Discussion included streamlining public hearings by holding a joint meeting with the Planning Commission to reduce resident burden.
• Electric Vehicle Readiness Plan Work Session: Staff presented the comprehensive EV Readiness Plan, projecting 30,000 to 36,000 electric vehicles in Rockville by 2045. The plan includes 4 goals and 26 actions. The Council provided guidance on three key policy areas:
  • Curbside Charging: Broad support for Models 1 (vendor installed), 2 (resident installed with guidelines), and 3 (flush sidewalk conduits). Strong opposition to Model 4 (extension cords across sidewalks) due to safety and accessibility concerns.
  • ADA & Parking Minimums: The Council supported flexibility in zoning codes to allow reduced parking minimums for retrofitting existing parking lots to accommodate accessible EV charging.
  • User Rates: The Council generally rejected a “no fee” model. A consensus emerged for a blended approach of cost recovery and strategic revenue generation, with rates varying by location (e.g., higher turnover at recreation centers) and tracked for effectiveness.
