The Rockville Mayor and Council met on March 3, 2025, at 6:30 PM (after a 5:30 PM proclamation session). - Kimberly Olajaran Perez (HOA legal counsel) spoke in support of the ZTA but urged a 20-foot parking space requirement within the garage to retain one compliant space.
- Carla Galfano (MPDU owner) supported the ZTA as presented (18-foot standard) and opposed the 20-foot proposal, urging compensation from developer EYA and clarity on garage use.
- Irene Bowen (stormwater committee) supported the ZTA but highlighted hazardous bioswales and urged the city to provide accessible crossings and include residents in future decisions.
- Mohammed Letif Totachel (MPDU owner) opposed the HOA’s 20-foot proposal, stating MPDU owners were not consulted.
Discussion Items
- Zoning Text Amendment (ZTA) TXT 2025-00268: Staff presented the amendment to reduce parking requirements for MPDU townhouses in planned developments from two spaces to one, with on-street parking of 0.5 spaces per unit and proximity to transit. The council discussed the appropriate garage space requirement (18 ft vs. 20 ft), the HOA’s role, and potential permit fee waivers. The council supported the city’s standard 9 ft x 18 ft parking space and directed the city manager to waive permit fees for affected units for two years. The ZTA was adopted unanimously with a motion to waive the layover period.
- FY26 Federal Earmark Requests: Staff proposed two projects: a lead service line inventory investigation ($500,000) and an Orangeburg lateral sewer replacement ($2.52 million). The council supported forwarding the requests to federal representatives.
- Results Rockville Initiative: Dave Gottesman presented an update on the city’s performance management framework using Envisio software. The initiative aims to consolidate city plans, improve transparency, and track progress. Current work includes the Climate Action Plan dashboard, Vision Zero reports, and building out the 2040 Comp Plan (1,200+ action items), housing strategies, and FAST 2 work plan. Council members expressed strong support and offered suggestions on public accessibility, language translation, color-coding conventions, and integrating budget KPIs.
- FAST 2 – Development Review Process Improvements: Staff presented four recommendations to streamline the development review process: (1) streamline project plan process by combining pre- and post-application meetings, removing briefings, and allowing administrative site plan approvals after project plan approval; (2) streamline plan development amendment process similarly; (3) allow administrative site plan approval in intense mixed-use zones (when not within 300 ft of residential); (4) allow administrative site plan approval for specific project types (R&D/life sciences in MXE, housing with ≥20% MPDUs, senior/disabled housing, small residential ≤19 units, non-residential conversions). The council supported recommendations 1 and 2, with a request for planning commission input and a mechanism for council to receive project information earlier. Recommendations 3 and 4 were not supported at this time; the council asked for more examples, planning commission feedback, and details before reconsideration.
- 2025 State Legislation: Staff briefed the council on three bills. HB 1370 (regional transportation authority) was supported; councilmember Valeri will testify. SB 579 (income tax subtraction for public safety retirement) was supported; councilmember Jackson will testify. HB 1120 (Maryland One-Stop requirements) was recommended for monitoring. Additionally, staff are compiling responses to senator’s questions on HB 1173 (speed cameras).

So we have some exciting uh announcements this part, and I just wanted to flag this is one of our uh newer meetings where we're doing uh proclamations and recognitions at 5 30. We'll break and reconvene our meeting at 6 30. Uh my colleagues will be joining me to recognize the Rockville Montgomery Swim Club achieving 2024 gold medal status status, as well as um the RM High School 2024 Girl Individuals Cross Country State Champion, and then we have several proclamations, including MS Awareness Week, Harriet Tubman Day, and National Vietnam Wars Veteran Day. One of the best runners, not only in the mic. Emma Colovita was not only one of the best runners in the county, one of the most amazing runners in the state. Now, last year in the cross-country state championships. Now, if you don't know about athletics, it's cross-country is one of the most attended by all athletes across the county. There is thousands and thousands of athletes across the state who compete. And in the state championships, Emma won by five seconds.
