The Rockville Planning Commission met virtually on September 24, 2025, at 12:00 PM. The meeting was chaired by Commissioner Shion Solhidina, filling in for regular chair Jamie Espinosa. I can cue. Good evening, Rockville. Welcome to meeting number 12 25 of the Rockville Planning Commission. My name is Shion Solhidina. I'm a commissioner filling in today as chair. As our regular chair, Jamie Espinosa is out today. We're joined, uh, we're doing this all virtually today. Um, and so we're joined online today by uh Commissioner Susan Pittman, Commissioner Eric Fulton, and Commissioner Mengsun. Um and as usual, this is being broadcast uh via this webcast as well as on Rockville Channel 11. Uh nobody hopefully is in chambers today waiting for us to show up because that's not going to happen. Um this should be a pretty quick one. Uh we have a single item on the uh review and action list, and that is the final record plat for application plt 2025-00643. And then that'll be uh followed by our regular slate of commission related items. Um with that, I will uh turn it over to Mr. Wazilak to take us through our very first uh our first and only uh review and action item, and that is final record plat application PLT 2025-00643 to resubdivide lot to block A of the City Center Subdivision as lot three, block A to allow for redevelopment and dedication of a public right of way located in the MXNC that is mixed use neighborhood commercial zone at 622 Hungerford Drive. Mr. Wazlack. Uh thank you, Mr. Chair and members of the commission. Uh, this is a final record plat that will uh implement a site plan that you approved earlier this year for the redevelopment of 622 Hungerford Drive. And this evening we have uh senior planner Christopher Davis to make the staff presentation after I swear him in. Mr. Davis, uh, will you identify ourselves for the record? Yes, Christopher Davis with community planning development services. And will you provide truthful testimony this evening? I will. Thanks. Please proceed. Okay. Can everyone see the presentation? Okay, great. So as Mr. Wasserlect indicated, this is a final record plat application, PLT 2025 00643. So the subject property is outlined in black on the screen at 622 Hunger for Drive. Um, it the property has a land use designation of office commercial residential mix and a zoning uh classification of mixed tease neighborhood commercial. The property is approximately 2.15 acres in size, and the property has existed as an office uh with surrounding surface parking uses. As Mr. Rosswight indicated, this project did come before the planning commission earlier this year in February, where the commission did approve a level two site plan for the subject redevelopment. Uh the property was approved for a residential condominium uh development of 48 2 over 2 townhouse style units. Um, and so the applicant has brought forth this record plat to implement uh the necessary uh uh steps for that development. So you can see the proposed record plat on the screen uh to the right. Uh so specifically the project will be resubdividing the property from lot two to be lot three of block A of the city center subdivision. Um as you can see, the um through this process, the applicant will be dedicating uh a portion of the property to the abutting right-of-way along Maryland 355, highlighted in yellow. Um, that will be approximately 755 square feet. Um, in addition, um, the applicant will establish new easements to facilitate the development um by way of access and infrastructure easements. So there are no uh required findings that the commission must make with a final record plat. Uh staff has reviewed this particular application in accordance with the standards uh of chapter 25, uh the city's zoning ordinance and subdivision regulations and found that it meets all the necessary requirements. Uh therefore staff does recommend approval of this final record plat subject to the conditions outlined in the staff report. Um should the uh commission wish to proceed.
