Um the audit of on street parking meters is a follow-up to our preliminary assessment of on street parking meters.

The recommendation that is before you is that you pass a motion accepting the city auditor's audit of on street parking meters and forward it to the full city council for final approval.

The city of Sacramento has been going through a modernization effort, which began in the mid uh two thousand and twelve, in which they upgraded approximately forty-five hundred parking meters so that they would be considered smart parking meters.

These smart parking meters now accept credit card payments, they're solid-powered, they have pay-by-phone capabilities, and they have vehicle detention sensors.

However, with the changes in technology also comes a learning curve and the potential for errors.

Many of the single space parking meters are equipped with vehicle detection sensors that use radar to detect vehicles in the parking spaces.

When we evaluated these sensors, we found that vehicle detention sensors fell short of the contracted accuracy rates, that low batteries may negatively impact the revenue and customer service experience, and that the number of incoming disputed citations could be slowed by improving the reliability of meter technology.

In conducting our testing, we looked at over 400 parking meters and found that the accuracy rate was approximately 83.5% for the sensors.

By having the greater detail, this affords us an opportunity to identify and pinpoint potential areas of concern so that those areas can be addressed.

Our last finding, finding five, is that the prevalence of disabled parking placards may have an adverse effect on the availability of disabled parking spaces and the city's ability to effectively regulate parking through demand-based pricing.

State law per uh permits those with disabled parking placards to park at metered spaces for free for an unlimited amount of time.

During our field research, we noted a striking number of disabled placking uh disabled placards in use in the downtown core.

We found that 60% of the metered spaces we tested near the Capitol along I Street were being occupied by vehicles displaying the disabled placards, the use of which constrains the city's ability to effectively regulate turnover of parking spaces in these areas.

We recommend the city in cooperation with the League of California Cities, parking associations, and disabled persons associations continue to lobby for changes of uh to the California State Vehicle Code that improve the city's abilities to effectively manage parking services for the disabled.
