2:29

Wonderful

2:30

Well, we're gonna start off this evening with a couple really special presentations. I want to first

2:36

Do you want to start with one in particular? I want to first hand it over to council member Gare

2:42

Thank you very much vice mayor

2:44

It's my pleasure to be here today with councilmember

2:48

Miveng to present the annual resolution recognizing

2:53

Philopino American history month and it's my pleasure to to bring a little bit of just history

3:00

But I want to ask both the honorable Edwin Bettez the I think the first

3:05

Philopino elected to a reclamation district. Please give a big round of applause to come out the stage

3:13

And also Vince Salas to the podium as well

3:18

And also all of our Philopino brothers and sisters from Sacramento who have been leading on the way to come up and join

3:25

both Edwin and Vince to the podium here and

3:29

And as they come up to here, I wanted to again one give a little history

3:33

You know Philopino American history month started back in 1992 and is introduced by their founder

3:38

Dr. Fred

3:39

Kordova and his wife

3:41

Dorothy Leone Kordova

3:43

But wasn't formally recognized and we can spread out here equally on the so we can get you in on the on the camera shot there

3:50

But it wasn't recognized until 2009

3:53

I want to put a couple dates here that unfortunately congress didn't recognize our

3:59

Our you know Philopino history until 2009 but

4:03

And that and at that time

4:06

Folks were we were educating folks at the Philopino community first arrived here

4:12

um

4:13

In October 18 of 15 of 15 87 in

4:18

And they came aboard to California here from the spanish-gallian ships

4:22

So there's a Philopino community has been here a long long time and they have been fighting for the dignian rights of workers

4:30

They have been you know

4:32

Advocates in our with our farm workers very itli-ong and philovera crews were advocating there was ss. Adichavez

4:39

And unfortunately their history hasn't been recognized as much and it's important that we recognize the toilet and hard labor because they took the first

4:48

Grape strikes to make sure that the safety of workers were were being recognized

4:54

Also we celebrate many famous other no-wordly philopino

4:58

Americans like Modesto Larry

5:01

As well or will we just some of that Larry Leone

5:04

And but more so it's a it's a proud

5:09

Component here that in our

5:11

Sacramento region

5:13

The philopino community have been not only

5:16

Business leaders community leaders. They've been our you know health professions

5:20

But always in every aspect of them they've been trying to advocate for equality and for

5:27

You know just like when they fought in the words for us to maintain our rights and came back and we're not respected

5:33

They wanted to make sure that people knew that we honor our veterans and that we continue that so let's give a big round of applause to

5:40

We'll be

5:42

As you're over to council member bang before we hear from the honorable Edwin fitness

5:46

Thank you so much council member gira. Thank you so much. It's such an honor to present

5:51

This resolution to our beloved philopino community

5:55

I'm really this month and every month 365 days long

6:00

It's so important for us to take this moment to reflect and really to share the richness of the philopino

6:07

The philopino community and the philopino American history and culture right here in Sacramento

6:11

I know in district eight in particular. We have a incredibly large philopino community in South Sacramento

6:17

And today the philopino community is the third largest Asian-American group of the United States and right here in California

6:23

The second largest Asian-American group in California

6:27

In the Sacramento city in the Sacramento County we have over 42,000 philopino community members playing such a critical role

6:35

In our city and our county

6:37

philopinos are entrepreneurs

6:39

They are artists teachers lawyers doctors community elected leaders

6:44

And activists and really making sure that we fight not just for the philopino community

6:49

But for all communities and so it's just such an honor to be presenting this with council member gira

6:54

And in particular, I want to acknowledge vensalis who's a proud district eight resident

6:59

And he's also the current president of the philopino community in Sacramento vincinity

7:03

And I also want to take this moment to thank all of our aunties who are here today

7:09

Because

7:12

You have so many we have so many movers and shakers

7:15

But I know that our aunties today are really the backbone of our philopino community

7:20

And we've come so far because of you and so really just want to pay homage to our elders and our aunties and the philopino community as well

7:27

And so happy philopino-american history month and then I'll hand over the mic to our community

7:33

Yes, and and I just wanted to also before Edwin comes up and speak

7:37

Highlight the work that many of our aunties. I think the majority here are part of the Lions Club and all of these aunties have been making sure

7:46

That

7:47

Our young kids have glasses if they can't afford it and there are so many young kids

7:53

Who cannot see and can't even start here. So I want to recognize there because I see them always advocating for all of us

7:59

And with that let's bring in the honorable Edwin Perez trustee for the Reclamation District making sure that

8:06

You know as the as we've seen that our levees stay strong and that our communities stay dry

8:12

Thank you so much council member getta and

8:17

councilmember vang and also to the rest of the city council and I'll be remiss if I don't do a shout out to my council member district one

8:26

Lisa Kaplan

8:28

Pride resident of district one

8:30

and also

8:31

cutting the telemuntas are neighboring district two you know in a tommas

8:35

um

8:37

Again, it is such an honor to

8:41

accept this resolution on behalf of the

8:44

Filipino community

8:45

particularly

8:47

accepting it along with

8:49

Vince Salas from

8:51

It's actually a representative the Filipino community of

8:55

Sacramento and also we have somebody here that wasn't able to join us but

9:00

Dave Tamayo is also the other elected official

9:04

um

9:05

Filipino American elected official from the smud board and we do have Rob Perth here also from the smud board and I do also want to acknowledge

9:14

um

9:14

Nick Avdis my fellow trustee from Reclamation District one thousand who's in the back and apparently he has business here today

9:21

so

9:23

But again, thank you for for the resolution as as council member gare mentioned

9:29

October is designated as philipine american history month

9:33

Which honors the um or recognizes the the first recorded

9:38

instance of Filipinos arriving in the united states

9:42

In a place that we now know as mora bay and of course there have been succeeding generations

9:47

of Filipino american families that have come here

9:51

over the years um and that includes actually

9:55

Filipinos that were at during the gold rush

9:58

There were actually recorded instances of um

10:01

Those trying to find their fortune there and then of course during um the exclusionary era when

10:09

The laws were excluding

10:12

Chinese Japanese immigrants and other Asian immigrants

10:15

ironically that that racist period in our history

10:21

Actually allowed Filipino to come to the US because at that point the Philippines

10:27

Was was now a US territory and

10:31

ironically Filipinos were

10:33

considered US nationals at the time which allowed him to come in

10:36

But again, thank you for the reminder council member gare about the shared struggle we have with our other communities

10:44

including um the

10:47

Latina farm workers

10:49

in Delano and that was that was a great struggle

10:53

Again with that I just want to say thank you in the traditional Filipino language

10:58

Salamat and

11:09

Well, well, I miss or yeah, let's go ahead and then we'll have mr. Vin Salis here

11:15

I just wanted to just to say that we are having a celebration on

11:19

On October 26 and this uh the celebration is to support the agbiana village

11:27

Back in Delano and that was a village that was built for them for our monies and also the farm workers

11:34

You know that it works so hard to get us better wages and better living conditions

11:40

So you know this that part of our history are not very much known so

11:48

You know come out to the celebration

11:50

Thank you

11:51

October 26th Vince that gentleman was dick my son our former vice

11:55

Our former president for Filipino community of sacrament of vicinity

11:59

Magandar happened

12:00

Um good afternoon. I hope I used to Vin Salis. I'm Vin Salis. I represent

12:05

The Filipino community of sacrament on vicinity. I'm the first vice president of the organization

12:10

FCSV as is commonly known was founded in the 1920s

12:16

To support the many Filipinos who immigrated and moved to the sacrament of region in the 20s

12:21

Seeking for a better life after they left their homeland the Philippines

12:26

Since the 1920s our organization has has released uh worked hard to serve our community

12:32

Including our most recent effort to build the first ever Filipino community center in the center

12:38

Yes

12:41

And that lifelong dream since the 90s was made possible by the many aunties that you see here

12:47

This is their dream and so for younger generations like myself

12:52

We are trying to fulfill that dream for them and working hard with many of you

12:58

To make that dream a reality

13:00

I want to thank the city council for your approval of a recent grant to our community through the office of

13:06

Planning and research made possible also through the support of assembly woman

13:11

Stephanie when and with that initial support we are moving ahead with

13:17

architectural rendering drenderings planning and um and permitting for the building so looking

13:23

Looking forward to um welcoming you to that Filipino community center at some point but so

13:30

filled with gratitude and and um just the

13:34

Overwhelming joy for your presentation of the resolution to our community this afternoon. Thank you so much

13:40

Thank you very much. Give them a big round of applause and

13:46

With me and I'll just read the the final resolve now therefore be it resolved that the mayor and the city council the city

13:53

Sacramento hereby recognize October 24th as Filipino American History Month and acknowledges the many contributions

13:59

Filipino Americans have bestowed upon the economy culture and identity of the city of Sacramento

14:05

October 8th

14:06

2024 congratulations

14:10

And as you all walk up here really quick

14:12

I also just want to acknowledge that we have so many Filipino city staff

14:16

And our city as well. So really want to hold space for them in a particular

14:20

I want to give a shout out to my staff Alex is Diaz who also identified as Filipino

14:24

I don't want to give her a shout out. She's gonna pretend like she didn't hear me

14:27

But want to make sure I acknowledge her too, but we have so many incredible city staff here that

14:31

Identify Filipino really want to just hold space and honor them as well

14:40

And lastly my staff we also got flowers for all the aunties because they deserve their flowers

14:46

And I think it's really important to make sure we honor them

14:48

So if my staff got some flowers in their hand, we're gonna be giving it to some of the aunties

15:26

It's probably better from back

15:45

Can we get some more people on this side over here?

15:48

Yes, some people go this side. It's not balanced if you can move a little bit over there

15:54

Yeah, yeah, you want to move this one?

16:05

Yeah, there you go

16:12

Okay ready

16:13

One two three

16:18

Where are you a couple more?

16:18

Hold on we have many characters

16:20

Yeah

16:22

I'll tag you on Facebook

16:50

All right

17:04

All right what a beautiful presentation

17:08

While we wait for folks to file out and find their seats

17:12

Thank you so much

17:13

It brings us to our next very special presentation

17:17

And I will recognize councilor Vaughan's will

17:21

Okay, thank you. I'm gonna wait just a moment because I'm doing this also

17:25

And I want to make sure everybody has a chance to file out

17:28

Side after they take their pictures

17:33

All right, it is um

17:36

Remove my mats for this origin

17:40

It is my great great honor to be here again to present this year's annual

17:46

Indigenous People's Day resolution

17:49

Which I will do this year in partnership with my colleague council member gara

17:53

But I do want to start briefly by just explaining again because we do this every year

17:58

And I've had some people be like why do you do this every year and I say because it's just continues to be so important

18:04

To remind people why this day exists um where it came from because it keeps coming up every year

18:11

And so I want to use this opportunity as a day to a remind you all that

18:15

This is both a day of morning a day of recognition of real harm of real theft of real violence of real murder

18:25

That impacts Indigenous communities to this day

18:28

That this day was selected intentionally to replace another day

18:33

That used to be celebrated across this country that honored that work that honored that murder that honored that harm

18:40

That this day was created intentionally to replace that day as a small tribute

18:46

A small tribute to the Indigenous communities impacted by that day to say we are recognizing that harm and we are replacing it with the day to honor and celebrate you

18:56

But this day is also a day about resilience

18:59

About celebrating the incredible community that has managed to survive

19:04

All of that who fought back who continues to fight back to this day to get land to relearn language to ensure our young people have resources

19:15

All of that work that has continued is just so important that we remind ourselves continually

19:22

Just how much the Indigenous communities here in California and around our country have persevered through

19:28

And so I don't take it lightly when I say that the chairman of Wilton Rancheria is here with his colleagues because until a few years ago

19:35

The Wilton Rancheria didn't exist anymore

19:38

Like this was part of that harm that was created when we say in our land acknowledgement every week

19:44

The Wilton Rancheria as their only fairly recognized tribe of that region

19:47

That is both the celebration and a reminder of how far we still have to go

19:51

They you did not used to be the only people in this land

19:54

But they've worked so hard to get to the point where they are today

19:58

And it gives me such joy to see and to celebrate every accomplishment from the casino to the land to the housing every step that has been taken

20:06

To try to rebuild what was broken

20:08

But I have to start by reminding everybody because it still comes up people say

20:12

Why don't we do Italian American Heritage Day on this day? Why don't we do I did this resolution when I came into office on purpose

20:19

To be the second Monday at the request and with conversation with the chairman

20:23

It is the second Monday is Indigenous People's Day and there is no Italian American Heritage

20:27

Pick another month people honestly like this is like this month is about giving a little thing back a symbolic thing back to Indigenous communities

20:35

That was taken very long ago and to honor the sacrifice that continues to this day and the work that continued

20:42

continues to this day

20:43

So with that I will pass it over to my colleague before I introduce our guest here today. So council member Garrett. Yeah

20:49

Thank you very much. Yeah, you know again

20:52

I think

20:53

Councilmember bonswell has struck the right tone here and many communities

20:57

Have faced the impacts of what happened through the colonial history

21:02

In fact, these are conversations we have you know with my brothers and sisters and also the Filipino community

21:08

Our own community the we recognize also the the indigenous people of America who have faced that my own people in

21:15

Michoacán the Purepucha people who've lost their language who've lost their history through some of the colonialism and to remind folks about the importance of indigenous history and

21:28

The I think the the important thing we have to

21:33

Continue to educate our young people because at a young age they they forget that pride in how important it is that it's part of their

21:42

Who they are as a person and the the fact that it's been a struggle each year and reminding people

21:48

Reminds is that we have more work to do to recognize that work

21:53

And it one of the things that I have always been very proud to see is how much that even through all that adversity

22:01

even through the the

22:04

persecution and

22:06

the trauma that has that has occurred

22:08

That our communities have come to help other people so the work that the wilton rancharia

22:14

and the the work that even growing up as a farm worker now that the across the river the

22:22

the

22:22

Yotardihi

22:24

Winter nation have done to build housing for folks and to be committed to education and to

22:29

Support an opportunity for the future of kids that even through all of that

22:34

They said they've continued to give back and to how to not repeat the mistakes of the past and so it's important that we continue to

22:41

Recognize indigenous peoples day to not forget the original ancestors of each land and particularly

22:49

Our land in our home in here in the city of Sacramento with our Nisanan army walk in the my do so with that thank you

22:56

You know councilmember bonnetuella and thank you chairman ta rango for

23:01

allowing us to be part of participate and be productive members of this land that you've continued to steward

23:08

With that we have passed that back forward to our councilmember

23:10

Thank you, and I would love to welcome the chairman to come forward along with tribal council member j williams and tribal council spokesperson

23:18

Kevin sing and anyone else who would like to join you and as you come up

23:22

I just um, I want to thank you. I call you a lot for this and for other things and I just it's been

23:29

This is my last year doing this and so I can't walk away without getting a little teary

23:35

But also thanking you truly for allowing me to do this with you and also as a request to my colleagues

23:43

Don't forget this day. Please

23:46

And and please don't make me come back here when you do it telling American heritage day and lecture you

23:51

On why that's not okay like don't make me do that I will

23:55

But with that chairman I would love to pass the mic over to you

23:59

Thank you

24:01

Kuchie yama kaneo yaset asus terango

24:05

It's a blessing to be here. I'm feeling really blessed and honored to be here tonight

24:09

To be joined by my councilmember here Jerome Williams and our tribal council spokesperson Kevin sing

24:16

And some citizens of our great nation

24:19

You know, I before I get going and I just want to acknowledge you know

24:24

Councilmember valanceuela for your work

24:26

I think it's appropriate to say

24:28

My nation we appreciate the work that you did

24:31

Mayor we appreciate the work that we did together with creating a land acknowledgement and so for that

24:37

People could say a lot of things, but when you put it to work

24:40

That's when it matters to us and so on behalf of my nation

24:42

We're we're honored that you guys took the time to work with us and and bring our nation up front

24:50

But mayors timebird councilmember valanceuela and esteemed members of Sacramento city council

24:55

Thank you for the opportunity to stand before you today on the unceded territory of the miwa kaneesan on people

25:02

It is with deep gratitude and profound respect that I accept the resolution declaring indigenous peoples day in our great city of Sacramento

25:10

This moment is not just a recognition of the past

25:14

But it's a commitment to our present and future

25:17

It acknowledges the resilience

25:19

contributions and enduring spirit of indigenous peoples

25:23

Those who have lived on this land for thousands of years and who continue to thrive and enrich our communities

25:29

Today we celebrate our heritage and honor those who came before us

25:34

We remember the stories

25:36

traditions and cultures that have shaped our identity as indigenous people

25:41

We stand here not just to commemorate our past

25:43

But into inspire future generations to take pride in your heritage and to understand the significance of our connection to this land

25:52

By recognizing and celebrating indigenous peoples day

25:55

Sacramento takes an important step toward healing and the reconciliation by sharing a true

26:01

Let me say that again by sharing a true

26:04

And accurate history of what happened on this land and across our nation

26:09

It signifies a willingness to confront the historical injustices faced by indigenous communities

26:14

And to engage in meaningful dialogue about our shared future

26:18

I encourage everyone in our community to use this day as an opportunity for education, reflection and action

26:26

Let us work together to promote awareness of indigenous histories cultures and rights

26:31

Ensuring that the voices of indigenous people are heard and respected

26:36

I would like to express my heartfelt appreciation to each of you for your leadership and commitment to this resolution

26:42

Your support sends a powerful message of unity and respect for indigenous communities in Sacramento and beyond

26:49

As we celebrate indigenous peoples day

26:52

Let us not honor only the past

26:55

But also pave a way for a brighter future more inclusive

27:00

Together we can foster a community where diversity is celebrated and all people feel valued and apart

27:08

Thong Ikomo once again for this significant honor and let us continue to work together to create a legacy of understanding

27:16

respect and collaboration

27:25

Thank you, Mr Chairman before the resolution is presented

27:29

I sorry I

27:30

Had some important city business that I was dealing with in the back room

27:34

So I'm sorry they missed the beginning of this, but I just want to add my words of appreciation to you

27:41

and

27:43

All of the members of your tribal nation your sovereign nation and to say to you

27:50

That the land acknowledgement which you helped us

27:55

Elevate here

27:57

Absolutely necessary and also insufficient

28:02

The real opportunity is to work collaboratively with you

28:08

And your people to reclaim your tribal lands

28:12

in 2024 in modern Sacramento

28:16

And to do so in ways that elevate

28:19

Not only you and your tribe

28:21

But all of Sacramento and I look forward

28:25

In my remaining months, but for many years to come to watch you

28:30

Watch you do just that. Thank you

29:25

Okay, ready one two three

29:38

For

29:54

Okay

30:01

Say we have two public speakers on this item so why don't we

30:06

On I'm sorry, I'm concerned. I'm sorry. Let us begin in fact

30:12

I'm gonna try to think over to

30:22

All right with that colleague says do we have any items on the consent calendar that anyone wishes to have pulled discuss separately or just comments on

30:34

All right councilmember Kaplan

30:37

Just a quick item on three and six three and six

30:43

Okay and councilmember Tau

30:49

Okay

30:51

Any other

30:53

Fabulous Madam City clerk do you have any public comment on items in that are on the consent calendar?

30:58

We have two speakers for item number 12 on the consent calendar

31:07

First speaker is Ron Faxley followed by guy Stevenson if you can line up behind the podium

31:12

You

31:16

We have a corrupt fire department they molest women they raped women in the past

31:23

um

31:24

They've denied my wife transport to a hospital

31:30

At the healing hearing to yank yank clines

31:34

Uh

31:35

paramedic license they lied both of them

31:40

And so you need somebody

31:43

You got to get rid of the Sacramento fire department. They're the most corrupt

31:49

agency that the city has

31:54

They're horrible

31:57

You can't trust them

31:59

uh

32:01

They don't have an internal investigation department they turn it over to professional standards

32:08

And went that guy testified before the state hearing officer to get climbed

32:14

He said that uh his testimony was guarded

32:20

In other words oh and then on top of that he found out that technically

32:25

I could not have uh

32:27

Signed that I did not want it

32:30

That to be trans to be transferred

32:33

That meant that the whole fire department

32:36

That's what they were doing they claim that

32:39

The thing that disinfected the screen

32:43

Ruined the screen so they had to have somebody else

32:47

Sign the uh

32:48

The screen denying that they didn't want uh transport

32:54

Why do you keep

32:57

Well

32:59

Local 522 there

33:03

The big stick in California it used to be the the fitters union

33:09

And now that union is so powerful that they can do no wrong

33:14

It's hurting the people it's hurting the women

33:19

For your comments your time is not complete our next speaker is guy Stevenson

33:30

And not seeing guy Stevenson we will move on but if you wish to speak on item not the agenda later

33:35

We will be available for that

33:38

So we'll start out with item three council member Kaplan

33:42

Thank you

33:44

Vice-based

33:46

Sorry about that

33:47

I just want to again thank the city since 2006 the city has partnered with the roblas school district to provide after school services at five of the campuses

33:57

One of them is in mind and for our encounter member tows district

34:02

But it is really important um this amendment even more so because it expands it to tk and kindergarten

34:09

Afterschool services are not just needed for first grade and up and in this

34:14

Uh high need community programs like this are so very important to help our working parents and our students

34:21

So that they hit the ground running

34:23

So I just want to appreciate staff and roblas for partnering with this

34:28

Right and then also item three council member tau

34:32

Yes, I wanted to echoed council member Kaplan's comments on this amazing partnership with the roblas school district

34:39

And the city of Sacramento, you know often time programs and nine five eight three eight

34:44

Doesn't offer you services and the city has taken it upon ourselves to offer that for our community

34:49

Especially for working class families for afterschool programs

34:51

And so these programs goes a long way to help our communities and the city has done a great job this partnership over the years

34:58

And so I would like to you know think city staff and the school district for having these programs for the community

35:05

Excellent and I'll just say just a you know point of privilege here. I think that

35:10

One of the many things I've worked on just in my and my other hot my other life was

35:14

This yellow p expanded learning opportunity funding at the state level and it's something that our governor has enshrined for many years

35:20

And it's equivalent four billion dollars in the state budget

35:24

And one of the things that we do know is that it seems that this money is not always

35:29

Known about at the school district level and being used and so I just always really encouraging

35:34

Us to communicate with our school board members our family members our administrators in the school district

35:39

To let them know that this money does exist there's plenty of it still in the budget and that there's while there are programs that exist

35:44

Please advocate that they get funded through this because it's out there

35:47

So thank you so much and so with that we want to iron number four council member Tom

35:54

Also like to commend staff for working on getting

35:57

this project pushed through over a couple years ago

36:02

In folks who use the community center had notified that you know the

36:05

Electricity wasn't working. We found out that P.G. And he has somehow cut off the gas to the center

36:10

Which was really weird because they didn't notify the city and staff was great to work with P.G. Need to make sure that we get funding to

36:17

Retrofit the

36:18

Community Center so the electrification of the community center so we won't be on gas anymore

36:23

This is also in line of our 2030 general plan for electrification of our

36:28

Community centers and

36:30

Local buildings for usage and so I think this is one's most steps forward to activating this community center for the community again. So

36:38

Great job

36:40

Wonderful and then item six council member Kaplan

36:44

Thank you vice mayor

36:45

Just want to highlight for the report. This also includes district one

36:51

That was not mentioned in it and I just really really want to appreciate because it's highlighting the need as we partner with habitat for humanity

36:59

And the Sacramento Tree Foundation our ambitious goal of increasing our tree canopy

37:04

Especially we need that in my roblah and

37:07

Glenwood Meadows area and so I look forward to partnering with

37:12

The Tree Foundation and others so that we can collaborate and get some trees planted to help cool our sidewalks and our streets and our neighborhoods that need trees

37:21

Very exciting program and we think are wonderful staff

37:26

Okay, so with that and seeing the other members. I thought I saw my big council member Jennings

37:31

Punch up. No, okay

37:33

We have a motion second and we have a second all those in favor please say aye. Hi. All right any opposed to abstain

37:41

That passes unanimously

37:43

So moving on to our first and next and only item after that which is item number 18 a green buyer and North Blake development agreement and men

37:52

Welcome

38:02

Good evening

38:03

Good evening

38:05

Uh, members of the city council. My name is Jose Quintanilla. I am with an associate planner with the community development department

38:11

I'm here to present the third amendment to the green briar North Lake development agreement

38:17

The green buyer development is located in district one and it includes

38:22

577 acres south of Elkhorn Boulevard west of state highway 99 and north of interstate five

38:29

The amendments to the green buyer development agreement is to clarify the required timing of the obligation

38:34

That the landowner green briar project owner LLC and green buyer face to LLC

38:40

Construct the short vista overpass

38:43

This was previously named the myster way over cross crosses now know the short vista over cross

38:49

Overpass the overpass is a planned roadway that crosses highway 99 into north natomas to the east

38:56

No changes are requested to short vista way or to the overpass as part of this application

39:02

Additionally, the amendment seeks to identify additional fee revenues to help fund the construction of the overpass

39:08

fee revenues have been identified to fund the construction of the overpass and are also included in the funding agreement included with the staff report

39:17

The terms have been negotiated and agreed upon by the applicant and the city

39:23

The planning and design commission forwarded a recommendation of approval to approve the development agreement amendments on September 12

39:29

Staff recommends that the city council approve the requested development agreement amendment and the company and funding agreement

39:36

Staff finds that the request ensures the short vista overpass will be constructed

39:40

Providing an opportunity an important secondary access into north natomas

39:45

Into this north natomas community of North Lake

39:48

This concludes my presentations city staff including staff from the Department of Finance are here

39:53

And as well as the applicant team are here if you have any questions. Thank you. Thank you so much for that presentation

39:58

Madam city clerk do we have any public comment on the site? Thank you. We have one speaker latisha remires

40:03

Welcome

40:13

Hello, good evening vice-faring council my name is a tisia remitas. I'm an attorney with the law firm of Faction Hooper

40:19

Our law firm represents current Schumacher and a number of developers in north natomas who are

40:26

Parties to a development agreement here with the city of Sacramento as well as

40:31

There are obligated to pay a number of development impact fees under the north natomas finance plan

40:37

At first. I do want to say that we're very supportive of the green buyer project and very excited of its growth

40:43

I personally have a lot of respect for intel girl communities and mr. Cucinic and mr. Stannic

40:49

Um, they build very high quality developments throughout California

40:53

um our motivation here is

40:56

You know our desires to have the council continue their consideration of the funding agreement

41:00

In order to allow us to have an opportunity to have a conversation with city staff about some concerns and questions

41:06

We have about the funding agreement

41:08

We do believe that the funding agreement is separate and the d amendment can go forward

41:13

I was able to briefly talk to a member of your city attorney's office this

41:18

morning and afternoon miss Leslie Walker and we did not have a fully robust conversation

41:24

But I did tell her you know our interests is not to go back and forth on the legalities

41:29

Of or legal concerns that we may have about a loan of development impact fees

41:35

Uh, but rather just have an opportunity to sit down have our questions answered and kind of express some concerns that we have

41:43

That concludes my remarks. Thank you. Thank you very comment that was our last speaker on all right

41:48

Thank you. So now I'm all passed over to the district one council or councilman Kaplan

41:52

Thank you vice mayor

41:54

Hosea a couple questions

41:57

um

41:58

One of the things to clarify because it says that the applicant is mr

42:02

Avdis but I actually know mr. Avdis does not own

42:06

uh

42:06

This and he's and the property owner is integral properties

42:10

Can you clarify the obligations under this amended DA that are in fact the property owners obligations and not mr. Avdis's

42:20

Uh, so typically the application these applications are submitted by a representative of the of the land owner

42:26

And that's reflected in the application mr. Avdis has a

42:29

Has a sign letter of agency from the landowners the development agreement itself and the finance agreement have been signed by the the landowners themselves

42:37

Okay, just to clarify for legality purposes because

42:42

Colleagues this is about building a bridge and no offense. I really respect integral

42:48

But I will tell you when I first got into office. They were saying they weren't building the bridge

42:52

And come hell or high water my community who is surrounded by i5 and 99

42:58

needs a way to have access and not be cut off and so this has been a very public negotiated process of

43:06

um

43:07

How we get that bridge built not whenever they want but when we sign this agreement and move forward get it built

43:14

Starting now and moving forward

43:17

So one of my other questions is is there anything about this agreement and this funding agreement that is unique and that has

43:24

Uh, never been done in the city before

43:29

Um, my understanding and working with the finance department that there is nothing unique about this

43:34

They do amendment similar to this um and north metomas periodically

43:39

Um, and then there was the concern of that you guys received a letter

43:44

Can somebody please describe to me what the public outreach process was

43:50

Yes, so part of our normal process is we will route the application for review so that included notification to the natomas

43:57

uh community coalition

44:00

I also had a conversation with mr. Thatch earlier this summer regarding the amendment um and I directed

44:07

Mr. Thatch to talk to mr. Eric Frederick in the finance department to understand a little bit more about the

44:13

That's in bolts of the financing piece and they had a conversation

44:17

And we also had some other follow uh conversations with the public speaker

44:22

Before the planning commission hearing which occurred last month as well

44:27

So is it accurate to say that as i'm looking in the uh

44:31

The report that was drafted that this went to the natomas north natomas community association

44:37

region builders westlake master association natomas chamber of commerce

44:42

um natomas community association natomas create

44:46

Um and others so that this was widely circulated and seen by many

44:50

Correct those are part of our standard routing recipients

44:54

And we're details presented at the planning and design commission about this

44:59

The funding agreement was not included in that presentation, but um the understanding of of what the dollars are coming from

45:06

specific to the north natomas finance plan and the other fees identified were included in the

45:12

development agreement amendment

45:14

So that was publicly notified as part of it and am i correct that

45:19

Miss Ramirez was in the audience at the planning and design commission

45:24

I believe by either herself or another member of mr. Thatch's office

45:30

so

45:32

councilmembers i wanted i kind of went through those questions because this hasn't been a surprise

45:38

mr

45:38

Thatch has my cell phone

45:40

um

45:40

i did not receive any notice or concerns until four o'clock yesterday

45:46

This mr. Thatch had a conversation with our city staff three months ago

45:49

They were at the planning and design commission. They were also here when we passed this on consent over two weeks ago

45:56

I am happy and open and this has been a very public process on

46:00

Getting this bridge built, but i believe it is wholly inappropriate

46:04

That somebody can come in in the eleventh hour and claim concerns

46:08

When they've had ample opportunity and over three months to sit down with me and have this conversation

46:14

And i have checked with our city attorney

46:16

With miss walker about the legality in any concerns and i am confident that we have done nothing

46:23

Extraordinary

46:24

It is an alignment with the north natomas finance plan and more importantly

46:28

This agreement is getting a bridge built that my community so desperately needs is orderly half of the way built

46:34

And this bridge was supposed to be there now and so for me

46:38

This is about access and equity and moving things forward

46:41

But also sending a message that when there is a public process and people have notification

46:47

It is inappropriate to come in at the eleventh hour when there has been plenty of access to city staff and myself to

46:54

Discuss these concerns so i'd like to make a motion

46:59

To move this or to open and close this public hearing

47:05

Okay, and and would you also like to move the item?

47:09

Okay, do i have a second

47:11

It was second second okay. I got a second and a third

47:14

Um any other comments from my colleagues

47:18

Okay with that we please call the roll

47:21

Thank you cast a member caplin

47:23

Council member tell

47:25

Mayor pro tim and telemante's

47:27

Council member valance wella yes

47:29

Vice mayor maple aye

47:31

Council member gitter hi

47:33

Council member jennings yes

47:35

Council member vane yes mayor Steinberg yes

47:41

All right that passes unanimously

47:43

Okay with that we'll move on let's move on next to any public comment not on the agenda

47:49

Thank you. We have eight speakers as you hear your name called please line up behind the podium our first speaker is Sherry Martinez

47:57

followed by a Richard Miller

48:00

Then Mary topple

48:06

Welcome

48:10

Ready

48:12

You

48:15

I get one do I go

48:17

Okay, one back hey, um here to announce that the D2 bike fest was a major success

48:22

Thank you to council member tal staff

48:24

city de sacrameno for sponsorship and participation

48:28

The american river bike patrol performed safety checks and provided helmets free of charge

48:32

We fed the community breakfast followed by a short ride to pipe the bridge and back for free lunch and raffle

48:38

We gave away 18 bikes at our free raffle

48:41

One of our goals for putting on the D2 bike fest is to

48:44

Activate our trail and reclaim it for all cyclists and pedestrians traveling through del Paso Heights

48:50

The next D2 bike fest. I'd like to lead a ride up the trail to midtown

48:54

I had to end the ride at pipe spridge for safety reasons there are loose dogs and dogs on tethers that cross over the trail

49:02

um, and there's loose dogs

49:05

Like I said and rubbish making it not only scary but hazardous for the community

49:10

In addition the northern sacrameno bike trail

49:13

From a case should a coal fax need to mediate attention. I strongly urge y'all to help keep our trails safe for traveling on

49:20

Our next community driven northern sacrameno bike trail cleanup is scheduled for Saturday, October 26

49:26

9 to noon starting at triangle park special thanks to southern voc bicycle company

49:31

grocery outlet del Paso Boulevard donated sodas and waters

49:35

DJJ 2000 for playing the music west coast Wednesday community bike ride community

49:40

916 quads squad the hula gans bicycle club of northern sacrameno

49:45

Another, California the village low riders bike party sacrameno sacrameno bicycle kitchen together. We all made this happen. Thank you

49:55

Our next

49:57

Thank you for your comment our next speaker is Richard Miller

50:00

Falled by Mary Tepals

50:03

Then tie kind on straight. Go ahead sir

50:08

A good evening by smear and seek council members rich Miller

50:12

It's an honor to stand before you today to express my deep appreciation for the remarkable contributions and dedication of

50:19

citizens like Sherry Martinez from west coast Wednesday and the Paso Heights Community Association whose tireless efforts and giving back to our community are truly inspiring

50:32

Their leadership and passing

50:34

Have had a tremendous impact particularly with their involvement in the organization of the D2 bike fest into Paso Heights last Saturday

50:43

This first annual event was an incredible success and the turnout speaks volumes on the positive influence

50:49

They have on our city with over 150 attendees and eight

50:54

18 bikes on display for the raffle the bike fest was a powerful reminder of how community engagement

51:00

Can foster a sense of unity and pride from the free raffle giveaways free helmets bike repairs to the free food music and excitement to fill the day

51:12

It was a clear that this event was not only about showcasing bike riding but also about building connection and offering

51:20

Something special to all those that participated in the community bike trail cleanups and wreck

51:27

Confirming our commitment to our community. I want to extend my heartfelt thanks to the city and all the departments involved on the ongoing support of the D2 bike fest and other community centered

51:40

incentives

51:41

The collaboration between local leaders in active citizens like advocates

51:47

Seri Martinez what makes our city thrive you have shown how strong we are when we come together for a common goal and for that I am deeply grateful

51:58

Here's two more events like that to inspire engage and unite us together. Thank you again, Sheri Martinez

52:04

For spearheading as well as all the other community organizations that

52:08

Thank you for your comment your time is now complete our next speaker is Mary table followed by triconda strain than guy Stevenson

52:17

I

52:20

Is first of all my name is Mary table and I'm also here to thank you so much for the bike fest is this overhead viewer on no, okay

52:28

I had your

52:31

invite that show it every every all the participation. Thank you every member of the council particularly our our excellent

52:37

representative shantel for

52:39

supporting us and for thank you to the city staff and the city police

52:44

Park safety rangers and and the American river bike patrol

52:49

They've been so instrumental in helping clean up the bike trail and keep it relatively

52:54

cleaned up

52:55

Particularly safe now. We don't have any loaded firearms hiding intense being hidden intense by people along the the Sacramento Northern bike trail

53:03

But unfortunately we still have some aggressive dogs just south of the of the river

53:08

This is a blocking of people safe access to midtown using the Sacramento

53:15

Northern bike trail and most importantly it makes the residents who are coming from midtown to their own river parkway

53:22

And the residents coming from from the streets very nearby

53:27

The south edge of the river parkway there

53:30

Of for example off north eighteenth street areas of a Basler street and drier street. I had the

53:37

misfortune of witnessing and people who were being attacked by violent pit bull violently acting out pit bull

53:44

A father and his four little kids they looked at ages six through about 12 to 14 and but for their father dropping his fishing rod

53:53

They were all on foot

53:55

They would they would have all been severely injured by that pit bull I think and nobody in those tents there

54:02

The gauntlet of tents of people are forced to go through if they want to access midtown or they want to access their own

54:08

Sacramento Northern bikeway or their parkway

54:12

None of the people in the tents called the dog back. They didn't do anything

54:15

They just acted like it wasn't their problem at all

54:20

Thank you for your comments your time is not complete our next speaker is trichanda stream followed by guy Stevenson then Sara

54:32

Welcome

54:40

For four years I've been on the streets of Sacramento and for four years I've been on a waiting waiting on housing and for the last two years my son has never has been

54:50

Who's has never been arrested graduated alumni from CK McClatchy High School

54:54

past the

54:55

At the top of his class for insurance salesman

54:58

Until a rapid decline in his health couldn't even get the proper help for housing killed this cell phone Friday. I told her for it

55:06

I'm waiting on an inspection for from housing to moving to an apartment

55:10

But I can't even talk to no one at the housing because there's nobody there

55:13

I don't have a place to charge my phone to see how much I need to bury my child letting on a place to greet to think to

55:20

How to get the money to to bury my child and all of the money that has came in to help the homeless has been embellished by the city

55:27

And the programs there are no known six sex stories from none of these programs just more deaths of those who are homeless

55:35

And I'm now just being here and hearing about the bike trail thing. I'm a victim. I was on the bike trail

55:42

and

55:43

They attacked me on the bike trail the police department to remove me from the bike trail while I was recording them. They took everything from me

55:52

I still have a

55:54

fracture wrist and everything to be out there. I mean

55:58

It did not have no help and they know that all the people are just complaining about something and nobody's not doing nothing to house anybody

56:04

You know, it's it's kind of disturbing my son is dead and I have no place

56:15

To do nothing all my art was to gain everything everything I almost took in for me and I need some help

56:24

I have been here numerous of times. I've talked to Maristine burgundy numerous of times and I still can't get no type of help

56:30

I'm I'm the artist. I'm a musician and I need some help. I need to bury my son. I really need to bury my son

56:41

Thank you for your comments our next speaker is guy followed by Sarah then Ron

56:46

You

56:51

Mayor

56:52

City council members. I'm here because I'm a little bit afraid of

56:58

The next administration stepping in here

57:03

the next mayor

57:05

about

57:06

Defunding the police and possibly the you know a cutting budget for the fire department. That's an absolute mistake

57:14

As I'm a fighter I'm a blue liner

57:16

Uh, I support the police

57:19

I also support all

57:22

People that serve our community to help our community. We live in a very unsettled

57:27

country

57:29

It's kind of unique because if I compare it sometimes to the Middle East

57:35

Which I spent two tours in the Middle East

57:38

The police I don't want them going nowhere if anything they need more

57:44

More equipment more cops and we have to focus on this but I'm a little bit spooked by the next administration

57:52

There are people that disagree with me and they say that we need to cut this and cut that with the police

57:58

They're the people it'll be the first ones to call the police when they need help

58:02

So I'm just telling you moving forward that under the next administration

58:08

I hope and pray

58:10

If it's him or her that they do not defund the police and they do not

58:16

Take any resources from either one of those departments because they're needed

58:21

They're just like what she would just say and it's dangerous out on those bike trails

58:26

And without the police and without the fire department

58:30

We're gonna have problems, but anyway. Thank you very much. God bless each and every one of you

The projector's not working

59:07

Okay

59:14

It's exactly one year and a day since the

59:18

Hamas attack on Israel and I want to read to you some excerpts from the

59:25

1948 Declaration of Israel's independence and on your own time I invite you to contrast what I'm about to read to you with the sloth

59:33

That is the Hamas charter and that slanted

59:37

vile resolution that this body passed in March last year

59:46

The state of Israel will be open for Jewish immigration and for the in gathering of the exiles

59:50

It will foster the development of the country for the benefit of all its inhabitants

59:54

It will be based on freedom justice and peace as envisioned by the prophets of Israel

1:00:00

It will endure complete equality of social and political rights to all of its inhabitants irrespective of religion

1:00:07

race or sex

1:00:09

It will guarantee freedom of religion conscience language education and culture

1:00:15

It will safeguard the holy places of all religions and it will be faithful to the principles of the charters of the United Nations

1:00:23

We appeal in the very midst of the onslaught launched against us now for months this is 1948

1:00:29

To the Arab inhabitants of the state of Israel

1:00:31

To preserve peace and participate in the upbuilding of the state on the full on the basis of full and equal citizenship

1:00:40

And do representation in all its provincial and permanent institutions

1:00:45

We extend our hand to all neighboring states and their people in an offer of peace and good

1:00:50

NABELINESS and appeal to them to establish bonds of cooperation and mutual help with the sovereign Jewish people settled in our own land

1:01:00

The state of Israel is prepared to do it share in a common effort for the advancement of the entire Middle East

1:01:08

Thank you for your comment our next speaker is Ron followed by Charles

1:01:21

I think everyone knows that Israel is a pawn of the US

1:01:29

You know we supply them the the war machine

1:01:34

We give a money

1:01:36

And that's money that wouldn't be going to the city as Sacramento

1:01:41

It would be go it'd be just distributed amongst

1:01:46

uh

1:01:48

People like you

1:01:49

Because you're short of money

1:01:52

But anyway

1:01:55

You know what derls not here so oh well

1:02:00

Let's see

1:02:04

I noticed that the city was

1:02:08

Gathering around the

1:02:11

The wagons

1:02:13

When Heather Fargo

1:02:16

Did not make the

1:02:19

The mayor's race

1:02:22

KJ started it off with

1:02:26

Cutting down

1:02:29

openness

1:02:32

And then

1:02:35

Derral

1:02:37

kept them all men in what once KJ kind of ruined it

1:02:43

Then it became us against you

1:02:50

uh

1:02:53

And uh let's see

1:02:56

Oh and um you got to protect the city against the horny fire people

1:03:04

That one guy

1:03:06

The the woman was almost comatosed and he took a look at her boobs

1:03:12

Any

1:03:13

Excuse themselves from the guy that didn't know any better

1:03:17

But he had to molester while she was uh

1:03:21

Uh, not

1:03:23
