in honor of Sacramento's Indigenous people and tribal lands.
To the original people of this land, the Nisanan people,
the southern Maidu, Galiim Plains, Miwaq,
Puttuin-Wintu and peoples, and the people of the Wilton
Ranch Riyah, Sacramento's only federally recognized tribe.
Maybe acknowledge and honor the native people
who came before us and still walk beside us today
on these ancestral lands, but choosing to gather today
in the active practice of acknowledgment
and appreciation for Sacramento's Indigenous people's history,

For instance, use of swear words yelling
from the audience physically threatening conduct
and displays of disrespect or discouraged.
The presiding officer requested a person's seat
disruptive conduct and have not immediately stopped.
The presiding officer will direct the person
to leave the council meeting.

So, Mayor, if I may, it looks like we're not pulling any agenda items
but we have comments on a few.
So Maple on item four.

Just really quickly, I wanted to thank our director of emergency management,
Daniel Bowers and his team for this wonderful all hazard emergency operations plan.
I know it's some of these things kind of, they go on our consent calendar
but they're really important and impactful for our city.
In particular, this addresses, you know, things go on all the time
and we wonder about our preparedness as a city in terms of in emergencies
and to rest assured that we have staff that think about this all the time 24, 7
and they are constantly implementing and reassessing our plans.
This is another great example of that.
And so this just addresses things that we, that came to fruition in the 2023 wildfires
in the 2024 flood season.
We took a look at those, those things and then we are now implementing through community feedback,
enhanced coordination and resilience in our communities.
And so I just really want to thank the staff for their time for making sure
that we are constantly on the lookout for ways to make our city better and safer.

Item five, just really excited that we are naming a new 11 acre park
to keep consistent with what Natomas does up in North Natomas.
We name parks after trees.
So this will be Craype Mertle Park and we'll actually have an area
where it'll have an abundance of Craype Mertles to create play areas, picture areas,
amongst a ton of other amenities.
So I'm just really excited that work.
And one, continuing the theme, finding tree names is getting scarce.
But that a new park is coming to North Natomas.
On item eight, I just want to thank our city staff and really appreciate all the work
that pro youth is doing and working with over 70 organization schools,
private sectors to empower our younger generation to become leaders and game changers.
And I really appreciate how they are working on finding the data that can come back with,
what are they doing, how are they doing it, and how is it making a difference
in having an impact for our youth.
So I just want to say thank you for pro youth and Yipsey for this organization.
And then on consent item 14, I do want to register a no vote and just explain why.
The concept and feasibility study has been released.
And I know that this is just a supplemental agreement with Doakan.
But I do want to register that none of the concepts.
When we talk about the city of Sacramento as we have to look at how do we get cars off our roads?
How do we increase public transit?
How do we reduce air emissions and improve our air quality?
We can only do that by getting vehicles off the road.
And all the concepts that are being presented to the council all have where vehicles will use the road,
not just it being public transit bike and walking.
And so we need to have that alternative presented to us.
I'm not worried because I know emergency vehicles can go on any bridge at any time,
even if it is only transit related.
I've already had these conversations with staff and have been very adamant that I am not supportive
of a Truxel bridge that includes vehicles.
It should only be transit walking and biking.
So I just want to make that public as to why I am voting now.

Mr. Mayor, I wanted to express my gratitude to our parks department and all the folks out there
that are doing much needed improvements to the Sims Parks baseball field.
I know the junior giants have benefited quite a fair bit and the park needed a little TLC.
And this is going to go a long way.
So appreciate that and I know you've coached quite a fair bit out there.
And again, thanks for the work that we're moving there in the Avondale Glen Elder community.

I have four speakers on consent calendar.

The consent calendar, which I have said many times, I study City Hall as though I'm trying to get a degree.
And I believe this year I'm going to graduate on what I come down here to achieve.
Number one thing I noticed is that there's five assistant city managers.
Somebody should be sitting in that seat.
That's a dereliction of duty.
They get paid too much money not to sit there.
They should be sitting there.
Somebody I also wanted to send some shouts out to some people.
I don't think I've ever seen this on the consent calendar, but I study the reports.
I would like to congratulate Vice Mayor Telemontes.
I think that's a great selection.
Pro Tem Guerra outstanding the chair of the race equity.
My vain, that's an outstanding choice.
And as a person whose family and elders and a lot of people voted for this person,
I'm glad to see City Councilman Dickerson as the chair of the budget and audit committee.
Maybe things will change and not be the same, but somebody should be sitting in that seat.
They're paid too much not to sit there.

I'm an American, Negro.
I want that clear, but immediate, the mayor that said he's black,
part black, we got to get liars out of here.
Now, the consent calendar, she just proved that she studied.
You make a decision on the background.
She just said that you've been dealing with the bridge over there.
You've been dealing with the kids, you just said it.
But you just come out here and you act like you ain't never seen before.
Quit lying.
Just the treasurer, investment.
How in the hell can you have a stretch and tell the people you invest that money?
You never say a word about it, put on a consent calendar.
He said, how many people in your district know anything about all these things on the consent calendar?
Discussed with nobody.
We are illiterate when it comes to educating a corporate America.
This is why I second-minute.
Cross the boat, that's not just minority, that's cross the boat.
I tried on the house that everybody owned a hundred thousand above,
equity to put it together and partly it and build all your low income housing.
But no, you went with developers.
A friend of mine, Bill Berger, son, still living.
Bill was a mastermind.
Come and well.
Jeffressy, a living, Jeffricle to come in here, he has his broker and put it together.
Your supplement income.
So when you got more to pay, when you change, if you ever change, I'll be dead and going.
You will never change from gas to electrical.
How can you do?
You don't have to put a lien against your property.
Wake up people.
Understand, you've got to be represented properly.
You weren't put up here to be no leader.
You were rushed yet to represent the people in your district.

Thank you members of the council and I'll echo what my friend just said about being informed about what's on the consent calendar.
I'm here to speak about the pro-UV contract.
I don't know anyone over there.
I have nothing against the folks.
I'm reading this in under the terms of the contract.
It takes effect on July 2024 and expires on December 2025.
Now are we back dating part of that?
That's so why?
Under the contract in item number 6, the contract E is obligated to furnish data to the city.
And with that, I'd request that they post the information,
I should say, the city post information on the website about the contract E,
their address, the amount of money that they're getting.
And what each person is getting an income.
And that's critical when we say that we're going to increase transparency and oversight.
And it gives the people an opportunity to help this councilor of the city keep track of every one of our dollars.
One of the things in that contract was interesting is that for these guys to meet what I think
is a big condition of their contract and attachment one under youth scope outcomes,
they only have to have 25 kids complete 75% of their learning modules to earn a certificate.
But in their information, they don't describe what those learning modules are.
So how can the public make a comment about this and be forward or against it?

Greetings, council.
Just to note on item 2, I am glad to hear that the newest council members have had the opportunity
to appoint their newest members to the commission.
I noticed that I was not reappointed, but I'm glad to hear that the police review commission will be
whole sooner than what I initially expected.
However, I hope that with this new appointment and new members on this body that this is an opportunity to reset.
And also for council to get the mayor and council to give clear direction to city staff,
particularly the city clerk's office, to enforce the rules in a consistent manner and actually treat
all commissioners and commissioners with respect regardless of their personal opinions.
And I say this because there have been several inconsistencies with how the rules were enforced,
most particularly when the calendar was ultimately decided for our commission.
We were set to an off day year, an off day meeting for this month where we were supposed to meet
yesterday and that was canceled because the city clerk decided that we needed to confirm a
quorum before our meeting was actually held.
Which is, I've known many people on other commissions that was never the case.
And it was apparently so it gives commissioners the opportunity to new commissioners an opportunity
to weigh in on leadership elections.
However, I don't imagine our work plan which we approved in December is going,
this is impacted adversely given that we now have only eight working meetings in the year.
Because rather than scheduling us on our usual second Monday of the month,
like we could have on the 13th, but we're denied by the clerk's office,
we now have to do that on in February, which is going to be a new one.

city manager and appointment of interim city manager.

And that was supposed to be before we came up here to speak.
That's a violation to me of the Brown Act.
You should stay focused on what you put on the agenda.
About a year ago, I was invited to the Brown Act
inside this chamber.
A lot of people were stunned to see me at that meeting.
But one thing I learned from that meeting was that if something is put on the agenda,
it's supposed to be acknowledged.
There's no way around it.
It's supposed to be acknowledged.
And by the way, people get paid to put an agenda together.
You can disregard it if you want.
But that's to me a derelection of duty on display.
How hard is it to do an oral presentation?
I only have two minutes.
I can do a presentation.
And I bet you I can operate this equipment.
And this should be fixed this year.
I mean, people shouldn't have to come up here and can't put their paperwork up here.
I think that's a violation of freedom of speech.
I bet you I can fix this.
All I got to do is look in here and go to some store and fix it.
It's a key right there.

You need to fix that because I'm going to have some things.

And for members of the public, the councilors, he's a procedure prohibit
distributing pictures using the document camera.
So thank you for the opportunity to make some comments about the city manager.
When I was here last, what I expressed is that the great concern about city manager making
$400,000 and I'm sure a lot of people felt like that.
So now we're here and there's two things on the table.
I guess you're going to point an interim city manager and you're going to get an update on
the search for a new city manager.
So time both together.
My real concern is that we have some decent basis of figuring out how much we're going to pay
a city manager and not going into a room and saying, well, the guy got $400,000 before.
Let's take it down to $350.
You know, should it be a comparison of what's going on in the six major cities in the region?
Should it be a comparison of what's going on with cities across the nation with the same size
population? I'm just afraid that politics being what it is, we're going to, you guys are going
to go back into room and say, hey, you know, we've got to keep this city manager salary high.
But what's the metrics? What are you measuring that against?
Is it just paid? This is what it's been before.
So we got to do it again.
Or can this be an opportunity to reset what I see is widely overpaid city managers?
And when you look at just online research, you see those that pay varies from state to state
to city to city. And I'll just close by saying, I don't see a reason. I don't see a reason why
a city manager should get maybe three times more than a police officer. Tidows,
things together and give them similar benefits. You know, these officers are out with guns,
pointed at people, that stress, a city manager system.

You know, this is under a handicap classification of law. The people that I can't make it
here. So you check that out. And now I got an electronic background. I could change all that
stuff out from city college. I got a being at class. So now what we are talking about,
a manager, you ain't going straight now to management. You get rid of all those other
things. They were right here. He violated the country. That woman right there is in the
second window being. She was in the media and raised it and you didn't listen to her that the
brown act would be violated. Change your charter. The mayor should never be able to put a motion
on the floor. Unvote. You, that's your job. Even if it's tired, he will change your charter.
Change your charter. We never know who will do the charter. How many charter meters did you have
last year? Long live. We can go to long live. How many of you have? This woman over here says,
she's attorney. That's the only attorney can speak out here. It's sitting right there.
You must have been tickets. No law firm. You represented over there for my knowing. I know
the nice news associates. I was associated with some of the top attorneys in the city with like
Nathania College. How did I come around? Northern California and D. Fishing's just turned
so if you're there, I know I read across sleep there for 11 years. When in a
univarma, I have to want to go back to your college campus because nobody walk around with that
experience in electronics. I had it. Oh, well, look at the people that radical America's
emilitary. John Mahami. We emilitary. Tim Fakbey with emilitary. That boy down there in Louisiana's
emilitary. I dealt with foot lives. I didn't know that that stuff would explode. So it will be blown
from interior. And Trump can't change at all. You better start doing something.

item. Thank you and welcome. First, I just want to congratulate Mayor Pro Tem Telemantis and
Pro Tem. No, Vice Mayor Pro Tem Telemantis and Pro Tem. I think those are excellent appointments.
But I'm here because I wasn't going to say anything because I was going to wait to hear the
report on your process for the hiring of the city manager. But I don't know what it is because
you're not reporting on it yet. And we have to comment on something. We don't know what's
coming before us. So I think you need to revisit this process of allowing comments
before a report is made from the staff. It makes no sense. But my comment was going to be
because I wanted to make sure when you do the recruitment for the new city manager,
that there would be a process that you form a community panel, a community interview panel.
Some way that the community can come together way in on the finalists and give feedback to all of you
from the community's perspective. I don't know if it's in there. But if it is in, I would urge
you to include that. Thank you. Thank you for your comments. Mr. Tartigiel.
Council, I left one meeting to be here because like has been proceeding so far, we can say
Baldur Dash. And we'll use that word because an Inglewood this occurred some years ago,
like 20, 30 years ago, where you have a high paid city manager. And yet what is the criteria?
Here you are going where to the public. You don't explain the criteria by which the individual
is being selected. You don't have any guidelines as far as what his duties are. You don't have
anything to offer. And what I read in the city manager's jurisdiction explanation is just he runs
the city. Please be better about explaining to the public what you are seeking for in a city manager.
What are the tasks and translations of what is needed? And again, I'm hoping that this previous
manager trained the people so there is a good interim selection possible. But I don't know that.
Again, you do not do a great job of informing the public about what's going on. It's not politics
as usual. You need to realize politics is changing. I'll make public comment a later to say thank you
Phil for after eight plus years noticing that there wasn't a disability entrance into the council
facilities. Ironically, nobody noticed that getting in through the door there, you know, needed help.
That's my public comment for this city manager's position.

Thank you. Thank you to the public that spoke on this item. And I acknowledge that just how the
sequence of this is that there's public comment before we have the opportunity to talk about this.
So we get it. But there's was an issue that was discussed in our closed session or this afternoon.
Certainly is a big topic for 2025. We have a new mayor to new city council members. We need to make
sure we have leadership at the top as far as our city managers office. So as far as the recruitment
process and the update, nothing or shaking to announce today. There is a process. It's a robust
process. We have a search firm. Multiple entities ready to work with us for the 2025 year.
Hopefully to report back in several months. But most importantly, we have one city manager
at least to lead the city in the interim. And we had a chance to deliberate this afternoon with the
council talking about our options. We have fine individuals in the city of Sacramento who are
leading us as far as assistant city managers. And I believe that one of our council members,
Tala Montes is going to give us a motion in a few moments. But we want to move forward and have
the opportunity to have a city manager individual leading us in the interim while we focus on a robust
national search to bring us to conclusion later this year. Thank you mayor. As he mentioned,
you know, we have a lot of pressing issues here in the city of Sacramento, including our massive
budget deficit. And it's a large part of, you know, as we were discussing our next step as a city,
how we were going to go about it. So this evening, I'd like to make a motion to point
Laney Milstein as an interim city manager. We're going to designate our mayor Kevin McCarty as a
negotiator. And next week on Tuesday, we'll be coming back to council for approval of the terms
and conditions. Thank you. We have a motion and a second. Comments or questions from council members,
council member Vain. Thank you. Thank you mayor. And really appreciate the full fledged
closed session and appreciate vice mayor. Congratulations motion on the table. I just want to share
my comment because you know, all of our votes are going to be voting on tonight and kind of just
want to share why I'm going to be taking my vote. Firstly, I just want to say that I have the absolute
full confidence in our four assistant managers to run the day-to-day operations. And I know that
this city wouldn't run without our four thousand incredible staff who is the backbone of the city.
But I simply can't support the motion on the table. I think it's really important that we foster
a healthy culture at city hall with community, with working families, and with our city staff.
And I don't believe that's currently happening. And I think this is an opportunity for us to actually
do a reset. And so I look forward to actually working with our new mayor and council to find a
permanent city manager who is committed to working with us to implement mayor and council's policies
and directions to ensure that we uplift all of our neighborhoods. And so for my constituent
particular, I'm voting no on tonight's motion because I don't agree with the interim pick.
I have full confidence in all four assistant city manager, but I do believe it's really important
that we do a reset. And with that, I'll be voting no on the motion on the table.

yes. Go in. Congratulations to my colleagues and your new role in leadership.
I just want to say that I want to appreciate the robust discussion and also just want to appreciate
all four of our assistant city managers and the work that they do every day. The city runs
incredibly smooth because of our 5,000 employees, our department heads, our directors and their
leadership too. And so just really grateful for that. But I think it's really important that,
you know, enough time is a lapse. We really do need someone in that position to make sure that we
can ensure leadership and continuity and make sure that things are continuing on. And for me,
without a doubt, the two most important issues that are in front of us in the next six,
eight months, which is approximately how long we anticipate a search for a new permanent city manager
to take is the budget. We know that we're in an impending budget deficit. It is going to be one
of a very, very challenging year, more challenging than last year. And we need someone who really knows
what they're doing at the budget. I have my utmost respect to Laney for her 20 plus years at the city
of Sacramento, her work with budgets and negotiations. The other is our negotiations with our labor unions.
And that is going to take all of us, this entire council, all of our ECMs and all of our staff,
our labor staff, Aaron Janado as well and his team. We're going to work together and we're going to
make this happen. But we need that study leadership. And so I'll be supporting the motion today. Thank you.

Thank you, Mayor. I just want to take a moment to express
a agreement with my colleagues who have indicated their confidence. And I share that confidence in
not just our assistant city managers, but in our entire city staff. These are dedicated
professionals who do an outstanding job for the people of the city, each and every day,
fulfilling the purpose and the intention of public service. For this particular motion,
I will not be supporting the motion, not because the person who has been moved to become the
interim city manager, but because I simply believe a different path would be superior in terms of
filling the vacancy that we have and looking ahead to the next six to eight months. But I am
hopeful that we will move together collectively, aggressively and productively in the months ahead,
notwithstanding my own difference of opinion with respect to the course we're taking this evening.

Thank you, Mayor. I will be supporting the motion on the table. I have utmost confidence that while
we may be appointing Laney Milstein as our interim city manager, each of our assistant city managers
are fully qualified and have full faith in them to work together as a team. Because one of the
things we need to do is we move forward and look for a permanent city manager is, is,
have stability. And it's not about bringing somebody in from the outside. It's about taking staff
who know how to run the city very well. But it's also acknowledging that we can do better,
and we can build bridges and continue building relationships that exist, or that may be broken
for how we do that. One of the things I would hope, because this is both appointing an interim
and giving a report on the search process, is that the council, I think, did a really good job
on how we came together to search for our auditor and would just hope that we kind of use the
same model and process, but add as public comment was stated, I think the public deserves
to have the opportunity of what they are looking for in a permanent city manager as well as I hope
that we have a discussion publicly. So that, because I believe our public deserves to hear from us as
council members, what we want and what our priorities are and what we are looking for as a city manager
to be as transparent as possible. And one of the things I'd like to suggest is the new chair of PPNE
potentially look at holding a special meeting to just review while there were interviews
last year about those firms we have on hand, maybe just getting the update of what they do,
but having PPNE look at all of the search firms and make a recommendation of who we believe
would be the best fit for city manager and then bring it back to council for discussion and approval.

council members. As I said during the intro, this is the number one issue out of the gate for
the city of Sacramento. It's an important topic. It's important to have one individual at the helm
and I have full confidence in Laney Milstein who I met as a young council member. She was the
young budget director and she's rose through the ranks and I know knows the city backwards and
forwards, but this city is bigger than one person. It's bigger than Laney. It's bigger than the mayor,
bigger than all of us. And so there are 5,000 outstanding individuals who serve the city.
Four others, three others currently serving as assistant city managers and the show will go on.
We have work to do for the residents of the city of Sacramento, certainly dealing with our budget,
our labor negotiations, city issues, housing, homelessness, our youth, the issues are long.
And so we are confident that this team we have together will lead us forward and with that,

Eric Guerra. Thank you. You're going to do a great job. And I'm looking forward to working with you in your new
capacity. So congratulations. And then I think that's it actually for my event. Thank you.
Thank you. Vice Mayor Pleckibon. Thank you. Mayor Anne. We have our Taco Plaza sign unveiling
this Saturday at 11 o'clock on Northgate, 2600 Northgate Boulevard. We're going to have
Maria Chi free tacos for the first 25 people. And just really excited. We have beautiful public
art spaces now. And we're working hard to make Northgate the Taco destination. And so please join us.
It'll be really fun. Thank you, Council member.
Gera. Mayor Putem. Thank you, Mr. Mayor. First I want to thank you, you know, Vice Mayor for
our services as Vice Mayor, Vice Mayor Meredith, as they more work same pay. But I wanted to
make comment regarding the item 14 that we had earlier today. This was a apply for a grant,
which I support anytime the city's going after a grant. But I do think that it's important that
this is a direction to our city manager and staff that we have a real discussion about the future of
the the the Truxel bridge. And and what the options are. And I think it's important that we be
presented with the appropriate options. So, Mr. Mayor, I just want to make sure that when appropriate
that the staff be ready to respond and look at those concerns and options that were discussed
really by Council member Kaplan. Appreciate that. Thank you, Mr. Mayor. Thank you. Council member Kaplan.
On Saturday, January 18th, we have our first tree planting of the year. We're going to have
two more after this. So, if you want to come out and help, we're going to be at Regency Community Park
from 10 to noon. And we're planting 15 trees and hoping over the next couple, we're going to plant
a total of 100 trees this year. So, hope to see you. And then I would just what like to just say that
today is the second anniversary of the murder of Sacramento's very own Tyree Nichols.
And his family held a vigil tonight at the Tyree Nichols skate park, which is in my district.
And I just want his family and friends to know he's in my heart.
Okay. Thank you. I have some merit announcements. How about that? I don't have a district,
but I have events in the community. Yeah. So, the first I went to announce is this Saturday we're
having our first listening tour event. That's going to be in the Gardenland Northgate neighborhood
over there. The Stanford settlement at El Camino. We're there from 9 a.m. to 1030. So, residents in the
area, please come by and share your thoughts on what the mayor's office and the city of Sacramento should
be focusing on. And then I want to ask the city clerk to work with our office and agendaise in
the coming weeks and issue related to prop 36 implementation. I like to have our district attorney
Tien Ho as well as our police chief Kathy Lester come to the city council meeting and give a briefing
on what implementation looks like within the city of Sacramento. And we could have certainly
robust discussions on that topic and what happens going forward in the city of Sacramento.

Thank you, Mary. I have 10 speakers. The first is Michael Barnbaum and Robin Ware,
Lambert, Jerry Landriff, and Devon Strecke.
Good evening mayor and council. Thank you. I want to acknowledge and thank council members
Maple, Pluckybomb, and Dickinson for attending last Thursday's
vigil for 32 individuals that unfortunately are no longer with us due to them being victims of
traffic accidents in city limits. The vigil was organized by a group slow down Sacramento.
There were candle lightings and discussions about this very topic.
My takeaway from it, Mr. Mayor, is that I would like to request some public safety agenda items
after that vigil had occurred. On traffic safety, I would like to second the motion from council
member Maple that this be declared an emergency in the city limits and that we look at things
to slow down Sacramento, including measures looking at diagonal crossing for pedestrians where
all lights are red and vehicles are stopped for pedestrians along with delayed green at all
intersections in Sacramento so that lights don't change red and green simultaneously but within
five to ten seconds. In that report, I would like to have the council request that every
signalized intersection be part of that agenda item and to help the council members that that item
have the number of intersections broken down by number in each district so we could take a look
at how to improve public safety through traffic management. Thank you. Thank you.

Thank you. One and all. I have a request that a resolution be adopted by the city council
regarding the Donald Trump or the Republican Party, etc.
One of them is always irritated me that grabbing women by the blank blank to get them to do anything you want.
The other thing is the Donald Trump, etc., etc. are sewing, anxiety and fear in the community
throughout the United States. We are the Sacramento is the state capital of the great state of
California and it is sewing fear and I know so many people who are fearful particularly when you
rounding up, I'm sorry, I'm sorry, I miss rounding up Mexicans for whatever reason, the illegal,
whatever it is, that's the shame. I live in a predominantly Mexican-American area now.
Having said that, I would like to have a resolution put together by the city condemning this
and the sewing of fear and anxiety, etc., in the Sacramento area. That's about it. I think it's a
disgrace what's happening and I too am fearful. That's about it and I want to thank you one and

Yes, I hope that everybody on the roster on page attention because I'm here talking about a
group of teenagers called the Grant High School football team. You're talking about a group of
teenagers that accomplished something from Thanksgiving all the way to the end of the year.
The Grant High School Pacers have done something that I don't think has ever been done in this city.
They won four games on the road. They sent them as far as Mountain View which was cool because
they got to see Google because Google was born before them but then they sent them way to Orange County
and Grant has one of the best fields and so the youngsters won everything and we celebrated with them.
I made sure I went with them and then when they get home they go for vacation and what happens
in the Sacramento B and you should be upset Mr. In the Sacramento B since you can't show it,
it has the Sacramento B picked Grant High School number two. Now these are teenagers. They're
crushed behind this. They ended up number two. You know who they ended up behind Folsom and
into this right here is the San Francisco Chronicle and it shows where Folsom lost.
So the Sacramento B rewarded Folsom for losing and they punished Grant for winning.
They picked the head coaches. The head coaches were not Grant. That's a tremendous injustice and
these are teenagers. The Sacramento Kings and the Sacramento Republic get more kudos and together they
have won one championship and their adults. I think that's a disgrace. I have a list here of things
that you should do for these youngsters. Tickets for the games, rallies. It's right here.

Actually, Mayor, I just wanted to thank Lambert for giving us a promotion. We're looking forward
to celebrating the Pacers Championship here with the council on January 21st. So
we get a little head start with Lambert. By the way Lambert, the Pacers are number one with us no
matter what the Sacramento B says.
Your Landry. Okay. Hello, council members to the new ones that are here. I just want to say I've
been here before several times. I think everybody's seen me before. We had a big tent problem out in
our neighborhood, which is in front of our houses. I'm glad that you guys took care of that. We had
a hundred tents out there and somebody took care of that. I'm happy about that. But we still have
an illegal gambling that's across on traction that I've been trying to work on for almost a year.
I'm not sure what's going on with the city with that. I have contacted the FBI about it,
considering I'm a former FBI agent from the Bay Area. So I want to know what's going on. Why is
this continuing to go on for a year and a half? And these people are coming all night long
in our neighborhood. Coming and going, coming and going, coming and going. And I don't quite understand
why that isn't being taken care of. Councilman Dickerson, that's in your area. It's just to let you
know because I'm in your area. And I know we had a lot of problems before you showed up because we
had Sean Loewe here, which he's gone, but he was, you know, had some issues. But a lot of things
out there did not get taken care of. And as far as this homeless problem goes, it's bad here.
I came from Brentwood, two people in that entire city or homeless. You have a big problem in this
city and it needs to be taken care of. There are ways to do this. And if you guys don't know how to
do it, come and talk to me. I know ways. Certain ways that you probably wouldn't think of in a hundred
years how to do this. And I understand it. But you can't have what you got going on here. When I
come into downtown area, I don't want to see homeless in your streets. I don't want to come down
here to this building and see homeless in the front and the back. It's embarrassing to me as a
citizen being here. It shouldn't happen. And I don't understand it. So those are things that need
to be taken care of. I don't know what you guys are going to do. I don't want to get on the
mirror right now about this because I know he's new to this problem. Thank you for your comments.
Our next speaker is Devon Strucker, Henry Harry, Mac Worthy.
Good evening and happy new year. I want to welcome the new mayor and our new council members,
especially our council member Pluckybaum, who is now representing the river district.
We were just a deferred area for the last two years, so very much appreciate having a council
member. I'm Devon Strucker, executive director of the river district and I'm also a resident.
I know some of you know about some of the great new developments that we have in the district,
including the May Lee State Office Complex, the Haley at Township 9, the Museum of Science and
Curiosity in the beautiful Hanemi Line Park right next door. But tonight I want to talk about our
historic 16th Street Districts just north of Midtown. There are some amazing businesses over in
this part of town, including Piperks Climbing Gym, one of if not the top climbing gym in the
state. We have the Sacramento Roller Derby that just opened their facility last year and they're
going to be welcoming teams from all over the country into their new spaces here. We have
Photography Studio, Mealoo and Olin that has people coming from all over to take
Budwa photos and wedding photos and all kinds of photo shoots. We have the Sacktown Eats where you
can go order food on an app from many different cuisines. There's over 20 different restaurants to
operate out of that building. And over at Piperks there's also a brand new brew pub and brewing
company and they're parking lot that's really fantastic. So I would love to invite you all to
check out these businesses. If you like to walk in the neighborhood I would be cautious because most
of the sidewalks are taken up by encampments. So you will be walking in the street. You will often
be walking in the middle of the street to dodge the trash and the liquids that come out from the
encampments. If you want to bike like I do or drive I would also caution you because there are
tents in the street and the vehicular lanes are traffic. There's a lot of cars coming in and
out of Sacktown Eats picking up food. It's very dangerous when you have tents on the street with
no separation, no curb. That's very unsafe and dangerous. Thank you for your comments. Your time
is complete. Henry Harry, then Macworthy. Thanks again members of the council. In a few days we will
once again celebrate Martin Luther King's birthday and you guys will be out in the neighborhood
and on the streets walking and smiling and hugging people and in theory promoting our black
community. But here I don't see you guys taking the simple actions on my request that are no cost
items like building a website around reparations and Sacramento so that people can get the information
they need and move it forward. Taking action on identifying land in the city of Sacramento that we
might use for reparations and not taking actions to find a community member and point them as an
envoy to move this process forward. Shifting gears now because they have to make some comments
about law enforcement. The other day I witnessed a disruptive person in the community and it took
45 minutes for the police to respond. And I'm thinking here so I have a question maybe you guys
can look into it. How many officers do we have assigned to assignments contracted out of the city?
If you remember I think about two years ago we brought back 25 people who were on assignment
outside of city services but we brought them back into city service and started attacking crime.
The question is how many people or how many officers are signed outside of the city and if we
have people getting shot and killed we need to bring all of our officers back.
The last thing I'll say real quick and I'll come back to council on this again.
Maybe you guys can talk to the police chief if you look at the website in the city of Sacramento
homicides and people who are shot are rolled together and you cannot distinguish
a murder victim from just a simple shooting. Thank you for your comments. I have four more
speakers. Mac Worthy, Jeffrey Tartigia, Keon Bliss and then Rebecca Sandeval.
Dicks that didn't congratulate you. I told you so. But we look at here a competition.
Now just one more here. Be it petl. You have three people here who didn't say anything about choosing
the city of Sacramento. They can only say yes. Why is that because they are ignorant.
That's why they can't do anything of that. Here's a man coming here from New York. He's
here. But what did you learn in a black car because it just ate nothing. We need economics here.
We don't need nobody. Can't claim any part black to get a position here.
Young man that's here and talk about Trump was he own his medicine.
That's right. Oh, four years. That boy has to take medicine. So he didn't take his medicine.
So you got to wake up people. We looked at Fox. Why were two GIs get a patient award
with shot up post legs and say they adopted two dogs from the Middle East.
And that's patriotism. That's a disgrace type of military. And nobody said word about me.
But you're still got over Trump can't stop crime. The police department can't stop crime. Do you
realize 62% of the crime here is bought owned by your system? You cry about a buzzing.
You were about a buzzing. A nonprofit organization deals with a buzzing all time because somebody
going to come along with some big down money. Just like the guy coming to America. He can't
spend his money here and not a citizen. You can vote here not a citizen. But y'all ain't saying
that's the only way. But you're still everybody want to put Trump and say, wake up people.
Trump can't change this country. You're going to have crime up to your ass for minimum.

Well mayor. One of the things I thank you guys. I see more of you in public comment
looking at the people. Whether you understand what they're saying, please appreciate the fact
that they are here making public comment because these things are not being addressed.
Tomorrow morning the COC, your Sacramento steps forward, has their meeting from 8 till 10
o'clock in the morning. You mayor has said that you were going to look into the funding for the
homeless. Please start that process of understanding where the dollars are going in the City of Sacramento.
Phil, for you, there is up on third street a complex that was a hotel that's been sitting
there vacant for how long. Look into it. Find out how long that that's been still sitting there
vacant having no one in it. That's important. I will also say the reason I talked to you here
because I'm hoping mayor that you will move public comment from being the last damn item on the
agenda. It needs to get moved up somewhere close to your consent. Not, you know, necessary the
first item but somewhere up there so it's not the last item on your agenda. Guys, I appreciate
something what you do but at the same time as you've heard repeatedly what you tell the public
and I will offer to you is the website. I'm looking outside trying to find where the public
agenda was posted because right now I have cataracts in my eyes. Your print is so damn small
trying to even find to try and get the agenda. Other sites have increased and realized that
dealing with disability, dealing with the other aspects you need to have an active available
agenda that people can hear comments. Our next two speakers are Keon Bliss and then Rebecca
Sandevolby. Our final speaker. The general speaker just spoke before me is absolutely not wrong. He
is part of the much needed cultural reset that you all have as an opportunity right now as you
as some of you embark on your first terms on this council and look for new leadership in the city
because I can tell you 100% from my experience here on the commission. If there's like the change
in city's internal culture particularly when it comes to how city leadership who are your staff,
your employees, treat members of the public which includes members of our commission.
I have already, like many of you probably are well aware of my history and struggles with the
commission and I can tell you 100% I am not the only one that experiences this. Not on the police
review commission and there are many other people across across our city boards and commissions who
volunteer their time and effort and expertise to actually do this work but with very little appreciation
and oftentimes very passive aggressive disrespect and outright disrespect from certain city staffers.
I've explained it to you well in fact I filed a formal complaint last year detailing my experiences
on the commission how certain city staff were treated me and one of the things that you can
bit that you can begin doing is exactly what you just suggested right here which is changing how
council actually takes public comment and treat members of the public who come up here to speak
because I can tell you 100% you're not protecting yourselves by having us speak first and then you
all give your comments afterwards. It doesn't engender trust much less respect for our opinion it
simply says you're checking a box and a lot of times the council rules and procedures that are set
are being treated as the ceiling rather than the floor and you Mr. Mayor have absolute authority

transparency and accountability last night I attended a city meeting regarding a wall that
was planned for Northgate Boulevard which we hope will someday happen at that meeting we were given
a handout which contained erroneous information regarding Northgate Boulevard Economic Recovery
Funds I want to clarify those recovery funds were allocated 450,500 Joshua House and 17,500
to Joey's Food Doctor of $500,000 neither of those addressed Northgate Boulevard Economic Recon
Recovery Fund I asked for clarification at last night meeting it was not addressed at all now I'm
going to continue my concerns about Joshua House it's been over two years since groundbreaking took
took place the committee has not been given or been able to see a rendering of the project
nor given a good neighbor policy I'm a trustee on twin or a school district that would never be
allowed by the school district Joshua House has received 450,500 from the city and recently
$1.5 million from the county to date after two years all the Northgate community and twin
or a school district sees are piles of dirt in a lot with the flimsy fence that gets thrown over
three yards from our elementary school I asked the council once again to address the concerns of
our community we can't even get an answer to our question how and when will the dead bodies be
transferred so they do not affect our students and staff no answers no outreach nothing this council
received over 150 comments from the community and Trinner of the School District of San
Letters asking for answers concerning mitigation measures knows of all gone undressed
and I've heard that if we make noise will be heard but you know how many times I thank you
for your comments your time is complete Mary have no more speakers this evening Mary have no more

wasn't sacramentan but also that we knew of and that was our 39th president united states
Jimmy Carter passed away two weeks ago the age of 100 served as our 39th president of the United
States served for four years at 16 hundred Pennsylvania Avenue as president but served for 40 plus
years uplifting and benefiting all Americans and so with that I'd like to be adjourned in his memory
