Yeah, I'll go ahead and kick it off.
Just first wanted to really take this moment to think our incredible city staff, Sarah.
I don't know if she's in the audience or if she's watching.
I really wanted to commend her for her incredible work with our Sacramento Youth Commission
and in particular, I want to go shout out to Chair Rios and also Stormi Berga, who is our
Vice Chair and obviously also shout out to two of my youth to Commissioner Maria and Grace
Longmeyer.
Really just wanted to say thank you for all of the great work that you all have done.
I had an opportunity to look over the 2025 work plan and it was looking at all the great
work that they've done in 2004 and it's just incredible the amount of work that our young
people have done in this city.
Everything from the youth symposium to the joint meeting with the Sacramento Children's
Fund oversight commission, they've done incredible work and really I know this item's
on consent but wanted to take this moment to really think our young people in this city
for all the great work that they've done and so that's it and really looking forward to
the great work they're going to be doing in 2025.
Councilmember Kaplan.
I too want to echo what was indicated by my colleague but follow up specifically if you
read the work plan and I think it's really important to call out on the dias is seeing
the surveys that they went out to other youth throughout the city is that the themes that
were shared was more peer to peer support and mental health resources.
So one of their action plans is they went and put together basically a compendium of
information of mental health support and I'm just looking forward that when they finish
that that then comes to us on the dias so that we can share out because a theme last year
from summer at city hall was more peer to peer and more mental health support and the youth
were very adamant that they want to hear it from their peers not so much the adults.
So I just want to commend them on doing that and I look forward to actually seeing what
they put together.

So on the resolution item G the date should be July 2025 and not July 2024.
So again on G the date is July 2025 and then councilmember Venge you had comments on six.

Yeah I just wanted to take this moment to think our incredible city staff and also the Sacramento
Public Library authority staff for working really hard to secure grants for Mediview
and North Sacramento.
It's been a long time coming when I came on in 2020-2021 when we applied for these grant
several years ago and we actually were awarded two rounds for the state's building forward
program and so really just want to thank staff for their hard work.
The city received about five million and state funds who renovated MLK library and
over seven million for the North Sacramento library and so really just wanted to thank
staff.
Something that I often share is that our libraries are more than just building with books.
Their central hubs for our seniors, our babies, our youth, our families and so it's so
important to make sure that our library is up to par.
Especially our libraries and our underserved community and I'm really excited even though
I rep Mediview really excited to see a library being built in district two which is long
overdue and so again just really want to thank city staff for being innovative in addition
to the grant.
They were able to also identify strategies to ensure that we were able to fund fully both
library projects and so again just really wanted to thank city staff for all their hard
work.

Well let me just if I may, underscore the comments of my colleague, Ms. Van, Councilmember
Van.
I know firsthand from my experience how significant a community asset libraries are.
They as I think all of us on this panel know become a centerpiece of community activity,
of community engagement, community resource and I can't say strongly enough how significant
it is to have a new library in North Sacramento and Hagenwood.
The current library offer operates out of a small rented storefront on Del Paso Boulevard
which is much too little for the needs of the community and this project has been seen
for a number of years as symbolic of both how important it is in its own right but also
as an indication of the commitment of the city and the library authority to the community
in North Sacramento and Hagenwood.
So I want to join in thanking the city and library authority staff.
I want to thank all the members of the community who have participated in the planning of
the library.
This is a significant vote tonight both for the MLK library which is equally important
to its neighborhood and community and for this project because it is a manifestation
and concrete terms literally it will be concrete terms to bring these libraries to life or
to new life in the case of MLK for our community.
So thanks to all.

I just also wanted to talk about these two library projects and first of all we all
love our libraries.
I don't have a district so I have all of our districts but I'm very familiar with the
project in your area council member Dickinson.
We did help get some state resources for this long promised library and know the building
there and the community has certainly been really engaged in this past fall led by council
members.
The electorate says we love our libraries and they stepped up to make sure we have continued
funding for our libraries but some of our libraries are at hours not always available
and some of our communities will have one in the first place.
So I think this is what we're doing tonight is answering that call and a few weeks ago
just so the public knows we were talking about oh we can't do this we can do one library
over the other library and so through hard work of our city managers office our finance
team we were able to make sure we have resources to do both libraries so this is not picking
one community over the other but making sure both communities have a significant win.
So thank you council members for working on this.

You know I excuse me I just wanted to add one quick note because there's another element
of significance to the project in North Sacramento and that it's an adaptive reuse of an existing
building.
We're taking a building that had been used for another purpose quite well over the years
but now we are modifying it and reusing it.
This is the essence of what we do in smart urban development is make use of the assets
we've got for purposes that may change over time but are no less worthwhile and important
to the community so I just wanted to also mention that.

As I look at item 6 I'm very impressed with that.
This is the way it should be done.
City Councilman Dickerson and City Councilwoman Mai Vang.
When I first saw this, which was on the weekend, this was not worded like this.
So I have to give a shout out to Minty Cuppie because this was number three on the consent
calendar and now it's six, which to me meant it had to be re-amended.
The only thing that I see negative about it is it says suspended competitive bidding.
As a person who owns a business, I'd like to get a $10 million contract with no bidding
with cheesecakes or whatever it is.
I think you should really take a look at the bidding part of it.
When you don't bid on something, that's called bid rigging to me, bid peddling.
That's why they used to say a sealed bid.
You don't know what the bid is and the lowest bid comes out.
Well whoever's handling the paperwork, so be careful with this.
This could come back to haunt you for no bidding.
But as long as Mai Vang and Roger Dickerson are involved, once they figure that out, I'm
all for it.
Because these are two people that I'm excited about that are really trying to help their
communities.
And number three, which is measure you, I think more money should go to people who are
going to be coming up here later.
They have some brilliant ideas about homeless.
You should take a look at that because there's plenty of money in measure you as just depends
on how you spend it.

Good evening, Marin City Council.
I'm Danielle Foster.
I'm the executive director at the Capital Area Development Authority, Cata.
One of your joint powers authorities with the state of California.
And I'm glad to be here tonight representing both Mutual and Cata on item seven, our
project Monarch.
Which is at 8th and R. That's one of the state surplus properties.
And we are ready to get going on it.
241 units of affordable housing.
And thanks to our partnership with the city and your support and designation as a pro-housing
community.
We are fully lined up to start construction soon.
So appreciate your partnership.
And in addition to this project, we also have another project we'll be bringing online
at 16th and T. And in total, we'll be starting about 375 units of affordable housing downtown
over the next few months.
So really appreciate all of the work that we're doing together and just wanted to say thank
you.
And I left a flyer at each of your seats for more information and the elevations because
it's always fun to see pictures.

I'm going to speak on this the best as simple as I can measure you.
I just found out about it really.
It's revolved around my home.
I'm homeless living in these streets running my ministry.
So to know 24B, I pray to God and I need to have your hands in that park to get some of
that $24 billion dollars.
I was stolen that's crazy money.
That would have ended homelessness.
So everything I'm working for is to put a big dinner ended if I could.
If I'm blessed to end homelessness, I know that'll put a lot of people out of the
poor jobs.
All these non-problems is I have faking acting like they're doing something because they
give out a blanket and some hot chocolate.
I'm not doing that.
I don't like cheating because I know they feed themselves.
I want to put them to work.
On a stage work, Mr. Dixon, you know what I mean?
Just to give them something to do.
Other than walking around a circle chasing a tail like a dog.
Even one of my God children back here is homeless.
Said he just took his RV.
Not good.
Not good at all.
So I see all this.
I'm living out here amongst them in a limousine as parked out right inside your door.
Been doing for 13 years, different limousine.
They get beat up, battleized shot, destroyed and everything else.
That's okay.
Because I got to keep doing what I'm doing.
So I was already informed to get a hold of you, Mr. Dixon, because I have a really big
spirit in Del Paso Heights.
Real big spirit.
I just want to make a difference.
If I can do just that before I die, that's all I want to do.
I won't even sing my song.
I've got a couple of seconds.
It's time to time in our line, Lord, we all lose faith, Lord, and we all have this
sorrow.
And our Lord, He gave His life.
So we know that there's always tomorrow.
Lean on Him.
When you're not strong, my Lord will be your friend.

That property is called a state owned.
There's no taxpayer on it.
There's a law there that they can walk an assort your property and then they get ready.

Developers don't pay tax.
There's no taxpayer on that property.

There's been a major scandal in Sacramento.
It was in the Sacramento B.
And tonight I can personally state that the Davis family, the millennials that follow
us that actually saved our business during pandemic.
And all of the supporters from Del Paso Heights to me, to the Bay and Back Cheesecakes and
the Davis family has been vindicated.
Some of you may not want to hear this and some of you may.
This may be one of my last times coming down here.
I feel like I've graduated.
I knew exactly why I came down here was the study where I grew up, City Hall.
And I feel like I'm going to give myself a degree.
So if you don't see me, it's just some of you might be thrilled that I don't come down
here for a while.
But I did want to end by saying that when you go back and read that article in the Sacramento
B, you won't see to the Bay and Back in there.
You won't see me in there.
You won't see to great Mr. worthy there because we come down here with integrity.
And that's what you need down here.
I think Mr. Dickerson has a tremendous potential to do some very good things down here.
And when you form alliances with people that are really trying to do some good, then you
get a coalition like my van and Roger Dickerson on a library situation.
So people should be reaching out to us.
We're going into the Super Bowl and Valentine's and our cheesecakes have gone viral all over
California.
Nobody's asking us how the Davis family do it with money.
Nobody's asking us that.
And I will end by saying that the company is called to the Bay and Back cheesecakes.

Good evening, Mayor.
I'm here this evening speaking on behalf
of my family business, my wife and children,
we own a so-full restaurant in Del Paso Heights,
co-loaths, Southern Cafe, our business sits right
in the middle of one of America's highest mortuary rates,
zip code 9, 5, 8, 1, 5.
I don't think there is other too many communities
that faces high cancer rates, child deformities,
premature death, autism, mercury, and mercury
inhalation risk and physical threats as we do in the 9, 5, 8, 1, 8.
Over the past last five years, Mr. J. King
has been a pillar and an entrepreneur
to keep in many businesses doors open, not just co-loaths
in the Del Paso Heights community.
Our business has a proven track record
of delivering great Southern co-zines
to you, the elderly and family communities,
in the Sacramento County.
Without J. King and the Black Chamber of Commerce,
his city resources is to the most challenged neighborhoods.
And we probably wouldn't have survived
with those resources.
J. King has always put 9, 8, 9, 9, 5, 8, 1, 5 community
business interests first, and it doesn't matter
what time it is.
In closing, we are dedicated to the,
when you're dedicated to the more on business
ablipment of the worst community in America, like Mr. J. King
have, you need special resources, sometimes,
totally different that they have to do other
Sacramento communities.

I wish I can get some help from California Black Chamber

Because I know J. King, just talk to him today for a quick

Because my issue will always be, and I
sing that song because I'm learning myself to lean on God
instead of myself.
And all the music that I'm being working on,
my movie series, and things like that,
is like, I'll be funding my own homeless organization.
Because I know it'll be worth by maybe a year from now.
So I'm going to be putting so much in your face
to where I want to make these changes.
Because I see what Sacramento's following in the last 12
years that I've been doing my ministry.
Just watching the homeless population grow, and it's
sure a part of the pandemic, and people can't get a job enough
to afford these housing out of here, so understand this part.
And what I'm wanting to do, as I indicated,
last time I was here, is to get one truck.
And you now got a spare truck at home, 14-foot box
truck, something like that.
And a bunch of tools.
I can get my homes to be able to get some tools,
just so I can put them to work.
Let them cut down the rest of the trees as fall,
and let them pick up all the trash that they may be dropping.
Let them go paint over these spot, let them help cow tram.
I think it's that note they can work.
I gave you out of the mass last time, they make $10 a day,
times $100,000 through our California, that's $1 million a day.
It's 365 a year, $732, $1.4 billion in three.
So I know they work ethics.
They can make $10 a day, they can make $100 a day,
they can make $500 a day.
Because they were working before they were homeless.
They'd just come out of the house warm, they're scooting
around on the ground until they got dirty and grew up.
No, they were just like you, doing the same kind of work,
basically.
But now they fallin' off a little bit
and they get pushed under until they can rip off
this money they got nearly a trillion dollars
in the homeless fund.
Homeless could have been over, but they saved it.
The money just a steel son.
I prayed none of your hands in that pocket,
but I pray for you if it was.

And I'm a retired legislative consultant
who has been involved with the animal shelter
for more than 25 years.
I established the Friends Nonprofit in 2001
and proposed the creation of the advisory
now well-being commission to counsel the prior year.
I have received council resolutions
and an SPCA advocate of the year award for my work there.
I wanted to show you a notice that was recently posted
on every found shelter dog's profile.
The intent, I believe, was to warn an owner
that if they didn't pick up their dog during the stray period,
the dog may be transferred to another city or state.
I have asked twice for the shelter to post
what that stray period is to know a veil.
If you want to warn owners, why wouldn't you include
what the stray period is?
I believe it's 72 hours.
It makes no sense to post,
it's sort of a half-baked post
without that complete information.
And why wouldn't you clarify
that this doesn't apply to microchipped
or dogs with the identification?
Or maybe it does?
Who would know unless it is stated?
And to make matters worse,
the most recent edit states that dogs
may be pre-selected or prioritized for the transfers.
And that means your neighbor's cute poodle
who gets out would be tagged for transfer upon intake.
So I just wanted to see the post fixed
and I, for the sake of transparency for the public,
so they are not confused.
And I hope that you can do that.

Devon Strucker, Executive Director of the River District
and also a resident.
I'm here again to talk about the North 16th Street Historic Neighborhood
within the River District, which has long suffered a sense of lawlessness
and neglect.
I'm still very concerned about encampments that are on the street
with no separation between the vehicular lanes of traffic
with a lot of third-party food delivery app drivers
driving by very quickly.
There's a huge potential for danger and death there.
Also concerned about businesses that are wanting to move out
or considering moving out of the area due to the situation,
as well as the Roar's District Project
that was announced a few years ago,
which has not really significantly moved forward
and would have a huge catalytic impact on that neighborhood.
However, I do want to thank you for taking this problem seriously
since the last time I was here.
The property owners have formed a task force
and we've had cooperation and participation from the Mayor's Office.
So I want to thank Cheryl Howles from the Mayor's Office.
Council member Pluckybaum and your team has been amazing.

They've really taken it seriously as well as the county,

I'm here to support Mr. Morgan due to the circumstances.
We, some with you to call Mr. Morgan about his truck,
but we want to understand this is not a black history.
This is a Negro America history week.
But we want to know we can't show this here.

Your library money is because of this.
And Dixon, I'd be careful.
And my brother was in Vietnam.
Now we have people here that their parents were sent here
because of who you dealt with.
Two or three of them.
Now Dickerson, when the guy was put on there,
some of his money according to the paper,
went into money for the library.
Now, the other guy that they pushed was that he didn't release
money from the cobalt money to the mayor.
These are the things that we're going to be asking people.
So some of you are going to be separated to court.
You are people being non-wenomeness.
That was a commitment that your people sent to Vietnam.
The guard told you you couldn't be.
Now, they're here first of all, they're in Beckonsville.
How did they get here?
Wake up.
Study your people.
Ask your people questions.

Hello.
My name is Sally Stupiro.
I wrote a book called Homeless and Sacramento,
Refugees of Corruption.
You can get it on Lulu.
It went around the world and it's translated
into five different languages.
You are all able to raise enough money to get elected.
And you were elected because your top priority was homelessness.
Now, two months later, the cry and begins no money.
But if your top priority was homelessness and is homelessness,
you won't take the money from the homeless projects.
You will take it from other projects.
You used the stick rather than the carrot.
On the homeless with measure O.
If the stick is the way to get business done,
you get things accomplished.
Maybe you should use the stick on yourselves.
One option would be moratorium on unnecessary development
unless it is housing the homeless.
The second option would be limit.
Your salary is to $20 an hour, including the managers,
until this top priority and your promise to us is fulfilled.

I'm homeless.
I have no address to register my vehicles.
When I went to DMV, they would let me register my vehicles
for the last Wednesday.
I came to see you last Tuesday.
The next day, they told my RV because I can't register it.
I'm an artist.
I do music.
I'll be working.
I'm homeless because I got a divorce.
I was told to go to 2-1-1 and they put me to shelter.
I've been waiting for my housing.
My RV, my beans, my truck.
I have no address.
All of my stuff is photographs.
They took my RV, took my whole house, everything I own.
I got a couple of changes.
I think some of these have changed.
New law that just passed about Sacramento or California
where they could just tow your car without putting a sticker on it
or ticket on it.
They just told me my whole house.
I got a shelter.
I've been at the shelter for 90 days.
I got my RV so I could stay near the shelter because they told me
you don't have no address.
You don't have to go to the shelter so you can get your housing.
I've been waiting on my housing since 2018.
I got selected in 2021 for Section 8 because I didn't have no address.
I was not giving my housing.
I was going through so many ups and downs.
Also, I work.
I was working for Clark Pacific and they said some racist stuff to me
that fired me.
I can't get my EDD because I don't have the address.
Something needs to change for the homeless.
It's not fair what's going on for the homeless.

I appreciate you guys hurting my cry last week.
I did get a call from Mr. Benjamin III.
They are helping me.
Also, my other problem was that my van was told.
The gentleman was saying without any sticker or anything on it.
It's gone.
I went to the fire department and they gave me a number.
I came down here and I filled it out for somebody to give me some references or report.
I've never received a report.
They came one night at 10 o'clock at night and just told my van off the street.
No warning, no nothing.
It was just gone.
I'm still trying to...
That was my way of making my money.
That was my work van.
That was my Dodge Brenner van.
It had all my tools in it and everything gone.
I'm just trying to get something back.
It's kind of crazy.
We're out here hustling.
I don't sell drugs.
I don't pound.
I don't do stupid stuff.
I'm a law-abiding citizen.
Like I say, I bought this place in 2007 and I tried to get...
I want to say a help to the people because I hired all the crackheads and the hookers and the methamphetamine heads.
Everybody has a talent.
But when you get hooked on drugs, it's hard to keep going.
But I gave everybody a job and we pulled the place together.
I'm just looking for some more help and I appreciate you guys.

I didn't like it here at first but I'm a native now.
So just God has been good to me.
