Okay, I'll just say uh thank you for the warm welcome and I appreciate all the short meetings I already had with all of y'all just to say hi and uh I just want to say thank you to council member uh Katie Maple for appointing me for district five and uh look forward to learning so much from all of you and uh be able to uh just continue the the communication between us and the the police so thank you great thank you again welcome to uh the commission.
Uh we're uh we're a work group, so a lot of work coming your way, especially as the new guy.

Um, I understand it's a police review kind of commission meeting, and uh so my issue kind of relates to community relations to the police, but it pertained to myself specifically.
Um, got a situation this past week.
Um I visited uh public entity Smud Um on 6201 S Street.
Uh previously I had attempted to do a public records request.
Um I gave them the public records request uh through their legal department because initially the HR team that's I guess that's not what they do.
Um and upon me following up in person, uh they basically illegally trespass me.
Um just for trying to obtain the information I was trying to gather through my PRA.
Um I didn't commit any crimes.
Um, I wasn't disruptive of their business, um, time place manner.
I was there during operating hours.
I was in the public lobby, and the officers that were issued pretty much escalated the situation, and officers that were on scene actually reached out to a sergeant.
Um I guess that was back at the you know headquarters, whatever the case might be.
Uh, I guess to double check to make sure that they were doing the right thing.
And me being knowledgeable of the constitution, um, and how they were trying to deprive me of you know some things that are constitutionally protected as far as my liberties go as far as obtaining that information by way of a PRA.
Um I know they were wrong, and I've since channeled it through internal affairs and hopefully, you know, they get to the bottom of it, but for the sake of impartiality, I wanted to, you know, kind of maybe speak to a governing body that kind of has some oversight in regards to the police in general.
So that's kind of all I wanted to say and kind of see if hopefully you know somebody could look into it.

I'm sorry, there's a few other, as well as our uh commission follow-up log, if there is any uh additions to that, and then the disillusion of the 2025 uh ad hoc committees.
So those are the three items on our consent agenda.

Moving into our discussion calendar, uh, tonight we have uh Sacramento Police Department staff update.
Um Captain Buchanan.
All right, tonight um we're gonna talk about our youth engagement, some of the programs we have.
It's not included to everything we do, it's just the the larger programs that we are currently uh doing within the department.
Um I gave you guys a handout, y'all should have it.
Uh did they get it?
Yep.
So there's just it's kind of overview in there.
That's what I'm gonna kind of summarize when I talk tonight.
Uh, you have questions on the any of this stuff.
Um I will try my best to answer them, but I am not the subject matter expert on our youth engagement, so just some research that I could have done.
Uh good evening, commissioners, and thank you for the opportunity to provide you an update on our youth programs and community engagement initiatives.
I'd like to begin begin by highlighting our our early youth programming.
One of our longest-running and most impactful efforts is the Cops and kids Summer camp.
This program has been operating since 1986 and continues to serve as a foundational prevention and relationship building opportunity for children's children ages 8 to 12 and 12 to 14.
The 12 to 14 year olds could come and they are become junior uh cadets while they're there.
For one week each summer, participants spend their days with law enforcement officers, fire personnel, educators, and community volunteers.
They take part in sports clinics and activities that focus on violence prevention, gang resistance, gun safety, and drug avoidance.
This year's camp will run June 15th through June 19th at Rosemont High School.
It remains highly affordable at $32 per child, and registration is open until June 10th.
Programs like cops and kids create early, positive connections with it with our department and help set young people up for success.
Cops and kids is a non-profit or nonprofit organization that encompasses multiple agencies throughout the Sacramento area, including Sacramento Police Department, the Sheriff's Office, Probation, Rancho Cordoba Police Department, and Sacred City Fire Department.
As we transit transition and the youth get older, we continue that engagement through targeted teen driving education.
Our traffic unit hosts the Start Smart program, a free driver safety class designed for teenage drivers ages 15 to 20.
These sessions focus on responsible driving habits, collision risk, and real world decision making.
We have three scheduled three classes scheduled in June, and these training uh these trainings directly support community safety by helping new drivers make informed choices on the road.
At the high school level, our partnership with the district uh criminal justice academy remains one of the department's most significant youth developed investments.
These three and four-year programs operate in five area schools and mirror many aspects of the Sacramento Police Academy.
Students maintain academic and attendance standards, complete community service, and participate in physical fitness and leadership activities.
They also have access to scholarship opportunities through the Sacramento Police Foundation.
The results speak of themselves.
The Academy students graduate and attend college at higher rates than their peers.
Many go on to work in public safety roles within the Sacramento Police Department, including positions such as student trainee, community service officer, crime scene investigators, and sworn officers.
These programs are supported by five officers and a dedicated sergeant assigned to the magnet unit.
For young people that who are ready to take their first steps towards the law enforcement career, our Sacramento Police Department cadet program offers training, mentorship, and hands-on experience for ages 14 to 20.
Cadets meet every two weeks and learn leadership, physical fitness, and a variety of law enforcement skills.
The team is staffed by five officers and two sergeants, and applications are accepted year-round.
The Sacramento Police Foundation plays a key role in supporting both the criminal justice academies and the Sacramento Police Department's cadet program by funding uniforms and program activities.
The team is staffed by five officers and two sergeants, and uh applications are also accepted year-round for this program.
For college-age adults, we participate in uh in law enforcement candidate scholars, our elects, L E C S program at the SAC State.
This program connects students who are interested in law enforcement with SPD and several other law enforcement agencies.
It prepares participants for paid employment and provides them with a structured pathway into professional policing roles.
The program is open to students pursuing careers both locally and throughout the state.
Our criminal justice magnet cadets also benefit from a strong partnership with the lex students, our deluxe program throughout the school year.
They're invited to experience a day in the life of a lex student, giving them firsthand exposure to college-level pathway into public safety careers.
This collaboration has also created a healthy sense of competition.
During their annual honor guard challenge, the winning cadet team not only earns the first place trophy, but also receives the honor of posting the colors at the lecture graduation ceremony on May 15th every year.
Beyond our formal programs, we continue to take part in a number of youth-inclusive community events that strengthen trust, visibility, and visibility.
These include the annual The Battle of the Badges charity basketball game, which raises funds for the intercom public safety program, the law enforcement torch run, and the polar plunge, both of which support special Lebix activities.
The Run with the Top, the Rome of the Cops event, which features races for children as young as six, and the long-standing pig bowl, which includes a safety fair and brings families together in support of local causes.
All of these programs and events work toward the same goal: building strong positive relationships with young people while while opening clear paths for education, leadership, and future careers in public service.
At the Sacramento Police Department, we see results firsthand.
Many participants begin as student trainees, advanced into community service officer positions, and ultimately transition to full-time professional staff or sworn officer roles within the police department.
These programs truly help develop the next generation of our workforce.
They are essential to our long-term community engagement strategy and continue to sh demonstrate strong participation and outcomes.
I'm not gonna do a lot of details.
I'm sure you'll hear a lot about them tomorrow at council because they'll be a hot topic.
But that's uh two of the other programs that um have a lot more details to what the our community based organizations.
Um there's we're we have about 10 um CBOs right now that are out there that we partner with and that's uh that get that get the grant money that's out there.
So that's all I have for you guys tonight.

Very impressed with the work that we're doing to support our youth.
I know youth and uh youth violence has been top of mind, I think for all of us, and seeing that we continue to engage our youth, our community partners is is great.
I will tell you selfishly as a a parent of a soon to be driver, teen driver.
Uh, looking forward to uh just learning more about this start smart uh teen driving.
It's it's it's really good.
We have fantastic instructors that they're the same uh instructors that teach us and um go out there and they help so that our emergency vehicle operation course instructors it's uh it's really good for the kids to go out and do I highly recommend it.
Um there's another program that we're just getting off the ground right now, and it's where we're gonna be paying and supporting for um kids that uh their families can't afford to go take them to like the driving school and pay for the driving, all the driving uh practice and instruction prior to.
So that's a program that we are starting that I'm excited to see roll out.
I didn't put it on there because it's not it's not happening yet.

And then uh before I move to these other comments, I see our colleagues from the uh Sacramento uh Sheriff's community review.
There is something called the Battle of the Badges charity basketball, and I believe SPD will probably beat the sheriffs.
Just wanted to put that out there for you guys.

It's fun for the community, it's fun for us uh to be out there.
Um, as you can see, I'm probably not a good basketball player, so I don't plan it.

And I believe I just was looking at the flyer, so that's this Sunday.

So can you share a little bit just about the cadet program?
Because I was at a city council meeting where a lot of the high schoolers showed up because right now with all the budget cuts, they're really talking about cutting these cadet programs.
But then I heard that they are possibly finding a way to not cut them.
We know how important they are for a lot of the kids that are in high school.
Do we know exactly where we stand or we don't because the budget has not been voted on yet?
We don't know anything for sure, Commissioner, but we right now they're not they're not the the sergeant and officers, the the magnet, we call them our magnet officers.
They are not um on this on the list to be cut, right?
Okay, so they started out and now they're back to being they're gonna stay in place.
Okay, um, and we're even when we're gonna cut them, it wasn't gonna be a full cut, it was gonna be like a hybrid.
We were gonna bring them back for like a day, but that's not even a discussion right now because until this budget's over.
Um, but right now they're not on the final list.
I think good.
Which which is good because they they provide a tremendous amount of mentorship for these kids.
That's what they're they're basically their jobs are is to mentor these kids through um high school and in the adolescent years up to being coming adults.

Um yeah, that's that's a good point.

As as we, you know, as we share information with our neighborhood associations or council members and even in our own social media, it'd be great to just have simple, you know.
Absolutely simple things that we can copy and paste.

That's not that's not a problem, that's not heavy left at all.

Do you feel like there's a lot of excitement surrounding it, or do you what what for which program?
Any one about maybe most of them are being filled up.
Um some of them we don't, more of the the academies, but like these kids are very vested in what they want to do, and they they're seeking the mentorship, so we do see a lot of attendance for them.
Unfortunately, we can't have huge huge cohorts because we just don't have the instructors for it, right?
So we have just the number we we have out there are being filled, yes.

Uh and uh commission, this is really again an opportunity for us to discuss as well as provide any direction regarding our public outreach objectives, materials, scheduling related to the uh MEU uh community engagement forms and hopefully to provide any kind of support or direction to that ad hoc committee uh as they're doing their work.
So I'll stop there and just kind of leave it as uh uh an open-ended item if you have any uh questions or uh things that you want to make sure that that ad hoc understands uh is part of their next steps, and pardon my interruption.
Just for the record, we had no public comment for item four.

And the way reason I ask if just anything a location that may drive the date, right?
What's available if it's available, and that way I can find out for you guys and report back to you.

Yeah, so as you look at locations, I would I would say uh La Familia Counseling Center uh is an option at the Maple neighborhood center.
Um so you can always reach out to Rachel Rios and and uh see if that's available.
So just to throw out uh an option that that might be uh workable.
So uh it's La Familia Counseling Center.
Um and the location will be at the Maple neighborhood center, um, where they have a lot of programs.
They they I know in the past they they were willing to host a forum.
Uh the dates just in line up, but if you reach out to them, you can see what dates might work.
And I'm happy to share the contact as well.

Um I just wanted to recommend the Swanston Community Center.
It's located in Arden, and it's kind of central between like the north and the south.
So I feel like it would be um easy access for anybody in the Sacramento area to go to, just since it's pretty central.

Yeah.
And you know, it's it's up to the the committee, uh, but we're not limited to one um forum.
Obviously, there's capacity considerations to think about, but as you as you do the planning, there could be one forum, there could be two.
And then also ask commissioners write down um the date.
Uh we need to remember that uh, well, actually, the question is I I think the Brown Act applies to this meeting, so we we can't have more than a quorum present.
So we need to make sure that all of us are not there at the same time.
No, no, no, which there is then some you know something to be said for having two different locations, and you could split.
So I'm sorry, Commissioner Coleman.
You were touching on what I was just gonna say.
Well, we don't need to necessarily have a area uh a location that's central to everybody, it could literally be for this region these these members can come, and then for this region, these members can come kind of deal.
So understood, and city attorney, will you remind me what is our uh under um quorum count would be five?
Okay, so five members could attend uh two different ones, okay?
All right, so from what I'm hearing, it sounds like uh we're gonna ask the ad hoc to potentially look at La Familia Counseling Center, and uh maybe someone can rate uh reach out to uh Rachel, and then also the Swanson Community Center, which is uh Commissioner Salazar citizen, the kind of Arden, uh so that would be more north uh community.
Yes.
Just on that, if you're gonna have multiple, um the police department, the city staff are committed to doing one, and that's that's what we've done in the past.
So just be advised, I just want to make sure that's out there that we will be.
We we could help you with materials like from the first one or whatever how it works out.
But we don't we'll support one for that.

Moving to item six, two thousand uh twenty-five recommendation to mayor and council regarding commissioner onboarding discussion.

So this item commission is just to have the opportunity to talk and discuss a little bit about our onboarding, as we now have new members.
So we're uh very relevant.
So with that being said, Commissioner Corps.
Thank you.
I just want to provide an update, and I'll just briefly do it now, but more in detail when we get to our ad hoc committees, that we do have an onboarding process for our new commissioners, not new anymore, so I know.
Um, and we if you don't have it yet, we will make sure that we give you it's uh kind of an a training outline that we have, and we'll provide that, and it's just topics that we would like to discuss during our commission meetings, and then we want to make sure that before you leave we get your email so we can have because I know there was some issue with having emails early on, so we want to make sure we get your email so we can forward this stuff to you, and then so I'll talk more about that during the ad hoc time, and then the other thing too is just in regards to onboarding.
We've been talking a lot about how the commissioners, you know, it's city council is very very busy, and so it's our responsibility to be reaching out to our commissioners.
Uh Commissioner Coleman just told me about a couple instances where he worked with um city council member Talamantes, and that's so important.
If they're gonna be doing community events, I know um city council member maple is out there quite a bit.
Just asking if you can be part of that to be introduced, and so if anybody from the community has questions, they'll be able to ask you.
And Commissioner Coleman was just sharing that when he was at an event, he had people come up to him and and ask him questions about the police commission, and uh, you know, if he's wants to share, he can share what that was about.
Um, but it's our responsibility to reach out to our representatives that you know at City Council just to ask what we can be doing.
And I can't emphasize enough that the next kind of big community event.
Although uh Captain Buchanan mentioned all these great outreach programs for kids around Sacramento, and if your council members gonna be involved with those, that would be another thing to see if there's anything that you could help out with with recruiting or social media and so forth.
But the big event is gonna be um national night out.
So that's gonna be in August.
It's the first Friday in August, I believe.
I think it's the fourth, possibly, um, and I would imagine that the city city council members are already starting to plan on where they're gonna be and what they're gonna do.
So just partnering with them if you are representing the mayor, then reach out to the mayor and find out if you can tag along with them for the events, and that's gonna be a big one where a lot of the community comes out, and um, it's a really fun night.
So please, please, please get involved that way.

This has been something that I know last year uh our ad hoc uh committee did work on to uh get some type of onboarding training that's ongoing for uh commissioners, even some of us who've been around for a while.
So I'm really happy to see this kind of move to its end.

So, so Commission, really, what this item is is just to kind of get uh some thoughts regarding the upcoming uh presentation to uh the PPE uh committee, which will be May the 19th.
Uh and really what we would like to to do is just hear from you if there's anything that you want to ensure that is included in that presentation.
Uh obviously we will cover our uh work plan, the status of you know uh where things concluded, and then also the recommendations that we have, and just to remind you uh from the recommendations that we shared, it really was to look at staffing support uh for this uh commit commission uh to be able to effectively uh do our job.
So are there any other thoughts that uh you're like, please make sure that this is included in this uh report uh commissioner corps, and and um you'll be there on May 19th presenting.
Is that how this is gonna work?

Murdered missing indigenous women's day with Ramos assembly person, Ramos putting in some bills to help indigenous communities, right?
The people that are here before us that are still here.
The day before that is technically May 5th, is murdered indigenous relatives day.
Our matriarch was arrested and injured by SAC PD.
Premeditated.
They knew it was happening when we're putting up the P uh putting up the TP of peace, which we put up multiple times, and your police department knows this.
Your police department broke the TP of peace before.
So we're talking about community policing.
Your cops are bastards.
Sir, your comments should be uh to the commission.
Uh not to my comments, yeah.
So it's my commission if you're a part of this, the policing commission, as it says on the title.
Our matriarchs are getting injured on the day of murdered missing indigenous relatives date, and they act like they don't know, but they do it anyways.
They broke the TP of peace.
I have a stupid court date for improper storage because something was under my van.
Since February, I went to court today.
They postponed another six weeks.
I watched people on the bridge asking for mental health help.
Do you know how long it took for anybody to show up when multiple people are calling 911?
Hour and a half.
You know what they ended up doing?
Jumping in the river.
So when we're talking about community policing, need your time is your two minutes is complete.

I just wanted to put my TP up because, of course, to bring awareness for our cause that goes on in indigenous communities.
I don't know if you guys know this, but the Hispanic community is our indigenous relatives, which is why I put my TP up by John Moss.
Thought it was okay since North Cal Resistance was able to put up their event without permits and took up a whole road.
I barely took up a lane.
I believe, what was it?
He permanently blinded a protester at a George Floyd protest, and you guys are still deploying him on protesters.
Indigenous protesters at that.
You guys need to do better with your job, like this is wrong.
You know it's wrong.
And I bet you you guys started this this whole meeting off with the land acknowledgement.
But this is how you treat the indigenous community.
Because of what happened to me, other indigenous community members don't even want to host powwows, do round dances, do sweat lodges.
Because this is what you guys are still doing to the indigenous people in California in South Dakota, Minnesota.
This would never fucking fly.
This is wrong.
But you guys are doing to the Digits community is wrong.
I should be able to express my culture and invite the community in to express my culture.
Children come to my teepee.
All the hand prints on my teepee are from the high schoolers and middle schoolers that walked out.
Children come to my teepee.
How are they gonna come to my teepee when they know your officers are just detaining people for jaywalking and putting culture right there in the street?
You guys need to answer to this.

Comments from members of the commission regarding the ad hoc committee reportbacks.

So our um ad hoc committee, which is the policy and procedures ad hoc committee, we met two weeks ago, and we have committed to meeting every two weeks after the commission meeting.
So we'll be meeting halfway in between.
And just a reminder, my ad hoc committee is Vice Chair Johnson, Commissioner Gianulius, myself, and Commissioner Griggs.
If anybody else wants to join, you are more than welcome to.
And so we are as um chair sample has said, we've been trying to talk about onboarding and training for since I came on board over a year ago.
And what we have decided because we've had a lot of talk about quorum and Brown Act, and how are we going to do this?
And the way that Captain Buchanan at our last meeting gave a staff report on some statistics within the police department, and then how he presented on police working with our at-risk youth tonight.
Those are just great examples of how we can get some onboarding and training going.
So we've asked the police department to do high overview briefings of different topics that have been on our list of training items or onboarding items.
And when available, he will ask different members or officers from the police department to join our meetings and share information.
And so in June, we are hopefully going to be starting this, and we haven't decided if we're going to do every month or every other month, just based on what the availability is of the police department.
But some of the topics, at least from our ad hoc committee that were top of mind, were the budget, since they're going to be voting on the budget next month.
So talking about the budget, talking about internal affairs, and then community policing.
So those are the top three.
And again, we're hoping that in June we'll have one of those.
I know that Captain Buchanan will be working on that.
Yeah, right now nothing changes.
We have the general affairs for you scheduled for June.
Okay, perfect.
And then right now we're planning on doing July and August, but just dependent upon what the availability is.
Yeah, hopefully we can get to all that.
Um we'll see what comes out and checks out with the MEU, but right now we'll plan on working with the chair and uh with ad hoc and the vice chair on what you guys want to have presented.

So we're getting this going finally.
It's taken a taken a while, but we're finally gonna get this going.
And then you will see when the when the emails come out confirming your attendance for the meeting, you'll see what the topic is, so you'll have enough time to prepare your questions and ask questions tonight.
Though, for instance, we didn't get this packet in our staff report.
Was that will we get something in the staff report beforehand?
Most likely than that.
That was just notes I had for you guys to just to pass out.
It's not really part of the presentation, it was just more reference points for what programs we do have.

And so our next meeting is gonna be in two weeks.
We're meeting every two weeks after our commission meeting.

And what I will say is that we had a lot of talk about how how often are we going to do these, you know, high overview briefings, and then what will happen what happens in a year from now.
Do we go back to the same topics?
It just depends on you know, commissioners um doing their time and then leaving the commission, then new commissioners coming on.
So it's gonna just kind of be an ongoing basis for however long as we want to continue to do this.
There's always topics, and I will also say if there's a topic that is not on the um training or onboarding uh document.
If there's something that you're interested in, please please please get in touch with us and we'd be happy to add that.
Because it's just us that is kind of trying to make these decisions, but we're open to any training or onboarding topics.

He's working with us to for better outcomes.

Uh one, I had the opportunity to attend the District One uh community conversations event that was hosted by uh city council member Lisa Kaplan at the North Natomas Community Center.
Again, as we talked about in our last meeting, those engagement points are very uh key and critical.
She allowed me to have a booth at the event where I could kind of interact with our uh community members and share with them information about this commission as well as to be able to answer any questions.
So really appreciated that opportunity.
I also had the opportunity to visit uh and attend uh the last meeting of the Sacramento Sheriff's Community Review Commission.
So just I see two of the members here.
Uh really uh enjoyed being there at your meeting and having the opportunity just to see how you're interacting.
Also, you're going through your uh MEU uh work as well as um some of the work that you're doing.
So uh very happy to have the opportunity to uh come and uh see kind of what's happening with our colleagues there.
Later this week, I uh plan to have a meet and greet uh meeting and opportunity with the uh Office of Public Safety Accountability OPSA, so looking forward to that.
And I'll uh look forward to reporting back to uh this body uh following uh that meeting.
Again, looking for ways to continue to build those connections, those relationships across.
And then finally, uh this is just since we are now at a full kind of commission group.
I would like to uh request that at our next meeting that commissioners we come and uh either wait till after the meeting or maybe before the meeting and take a group picture that we're able to utilize on um our materials, websites, and other things.

Wyatt alleged that a matriarch was arrested and injured by Sacramento Police on Missing Indigenous Relatives Day (May 5) and that officers broke a teepee of peace (TPOP). Sierra, owner of the TPOP, stated she was detained for jaywalking and criticized the commission's land acknowledgement as performative. Both expressed strong opposition to police actions and called for accountability.

- SPD Youth Engagement Update: Captain Buchanan presented an overview of youth programs, including the Cops and Kids Summer Camp (June 15–19, $32 per child), Start Smart driver safety classes, Criminal Justice Academies at five schools, the Cadet Program (ages 14–20), and the LECS program at Sac State. He noted that the magnet officers supporting these programs are not currently on the city budget cut list. Commissioners requested registration information be shared and expressed support for the programs.
- Military Equipment Use (MEU) Outreach Planning: The commission discussed locations for community forums.
