Summary

Sacramento Community Police Review Commission Meeting - May 9, 2026

The meeting was called to order at 5:30 p.m. on Monday, May 9, 2026, with a quorum established. A new commissioner was welcomed. Public comments were heard on matters not on the agenda and on ad hoc committee reports. The consent calendar was approved. The commission received an update on youth engagement programs from the Sacramento Police Department, discussed planning for Military Equipment Use (MEU) community outreach, reviewed commissioner onboarding efforts, and prepared for the annual report presentation to the Public Safety and Community Engagement Committee. Ad hoc committees provided updates.

Consent Calendar

  • Approved the April 2026 meeting minutes, the commission follow-up log, and the dissolution of the 2025 ad hoc committees. Motion passed unanimously.

Public Comments & Testimony

  • Ace Hardy described an incident at SMUD where he was allegedly trespassed while attempting a public records request. He stated officers escalated the situation and that he has filed a complaint with internal affairs. He asked the commission to look into the matter.
  • Wyatt and Sierra spoke about police treatment of the indigenous community. Wyatt alleged that a matriarch was arrested and injured by Sacramento Police on Missing Indigenous Relatives Day (May 5) and that officers broke a teepee of peace (TPOP). Sierra, owner of the TPOP, stated she was detained for jaywalking and criticized the commission's land acknowledgement as performative. Both expressed strong opposition to police actions and called for accountability.

Discussion Items

  • SPD Youth Engagement Update: Captain Buchanan presented an overview of youth programs, including the Cops and Kids Summer Camp (June 15–19, $32 per child), Start Smart driver safety classes, Criminal Justice Academies at five schools, the Cadet Program (ages 14–20), and the LECS program at Sac State. He noted that the magnet officers supporting these programs are not currently on the city budget cut list. Commissioners requested registration information be shared and expressed support for the programs.
  • Military Equipment Use (MEU) Outreach Planning: The commission discussed locations for community forums. Suggestions included La Familia Counseling Center (Maple neighborhood) and Swanson Community Center (Arden). The ad hoc committee will explore these options. SPD indicated it can support one forum. Commissioners noted that multiple forums could be held, with no more than five commissioners attending any single event to avoid a quorum.
  • Commissioner Onboarding: Commissioner Corps reported that the Policy and Procedures ad hoc committee is developing an onboarding process. Starting in June, SPD will provide high-level briefings on topics such as the budget, internal affairs, and community policing during commission meetings. Commissioners were encouraged to partner with their city council members for community events, especially National Night Out in August.
  • 2025 Annual Report and 2026 Work Plan Presentation: The presentation to the Public Safety and Community Engagement Committee is scheduled for Tuesday, May 19, 2026, at 11 a.m. Chair Sample will be unable to attend; Vice Chair Johnson will present. Slides are due by Wednesday, May 13.

Key Outcomes

  • Consent calendar approved.
  • MEU ad hoc committee to investigate two potential forum locations (La Familia Counseling Center and Swanson Community Center) and report back.
  • Onboarding training series to begin in June with SPD briefings; topics to be announced in advance.
  • Annual report presentation to PPE committee on May 19; slides due May 13.
  • Commissioners to participate in National Night Out (first Friday in August) and partner with council members.
  • Group photo of commissioners to be taken at the next meeting.
