Good evening and welcome to tonight's meeting of the Disability Advisory Commission.
The meeting is now called to order.

I'm going to read a little bit for just all of us to acknowledge some of the items related
to quorum.
Quorum shall be required for the commission to take any action.
Quorum shall be five members.
However in the event of any vacancy or vacancies, the quorum shall be a majority of the members
then serving on the commission.
The affirmative vote of a majority of the members present in voting shall be necessary
to approve any item as per ordinance 2001-05 section 1.
I would like to remind members of the public welcome everyone.

Good evening, everyone.
My name is Michael Barnbaum.
I'm a resident of District 2.
For half of 2024, I worked as a volunteer on team flow volunteers.
And after everything was said and done, flow, best known as flow John Griffin, cofer,
epidemiologist has encouraged everyone to apply for serving on a city board and commission.
I have known council member Roger Dickinson for many years as a county supervisor, state
assembly member, a neighbor of mine and now city council member as he did end up successfully
winning the district to seat in the district to race.
He is aware that I've applied for commissions and we have talked specifically.
He has brought up this very commission thinking that I would be of great service to the citizens
of Sacramento and District 2.
My background includes working over 20 years for one of the region's largest nonprofit
organizations providing jobs for people with disabilities.
And I'm in my fourth year now in employment with the regional transit district in Sacramento.
One of my dream jobs is to work as a paratransit reservation specialist if an opening does come
about and they are aware of that in that department.
I look forward hopefully to serving in the seat B on this commission and kind of wanted
to be here today to kind of get a little background how things are working, what the commission
does and through the clerk's office how the appointments are made as we go through the
year.

Bains, I was at City Council last night making the comments that comments for not on the
agenda should not be the last item on the agenda.
I will encourage you that I, and suggest that you don't make it the first item.
Make it after your consent docket, which is what regional transit does before you get
into some active discussion.
I believe that's the most appropriate place because otherwise depending on what is said,
there's the first comment, can have an influence on the rest of your meeting.
I've seen that occur at various times and various meetings through here.
My second comment on the, for not on the agenda, beyond the fact of it not being the last
item on the agenda is guys, I don't see anybody with a physical disability on this board.
I would like to encourage that I think that's important and a value to see.
So you understand IE dealing with right now the low floor light rail vehicles and some
of the complex problems that are going on with it right now.
As the city has involved about doing with the cutoffs and everything else through there
for the planning commission and seeing some of the adjustments that you have made.
I appreciate when you guys do make an effort of this year of what is going to be the things
that need to be brought to your attention in effect of changes that are going on for
the disability commission.
Last year it seemed like there was a number of times that you did not have meetings.
I tried to watch and as a various other meetings, I tried to monitor them through Zoom.
Hopefully, will Zoom work through this there, but I didn't count on that, so that's why
I'm here tonight to see what you physically do and to see who you all are.

I did want to, because I'm not feeling well and I'm feeling a little shaky, forgive
me for just adding as a comment that the speaker slips are available per item that are agenda
related that helps to keep our public comment, online comments, and the organization of the
staff clear and that comments are received and evaluated and considered.
Today is a very robust meeting where I'm sure those who are listening and reviewing
the recording as well as present will enjoy the summary of the good works from last year,
wanted to wish everyone a happy welcome and a happy new year as we get our work together.
And if there is time during Commissioner or comments at the end of the meeting, then perhaps
the placeholders and the district assignments and anything the clerk may need for organization
as we start the year that that can be addressed.

sure that the commissioners could, as we mentioned in the ordinance, run the effective meeting

and Vice Chair for the year 2025.

My name is Cecilia Ventress from the Office of the City Clerk.
There is currently no staff presentation on this item.
However, all the information is detailed in the staff report, and we'd like to remind
members of a few things.
Members may nominate another member or themselves as Chair or Vice Chair.
A member may serve as a Chairperson or a Vice Chairperson for no more than two calendar
years.
The newly elected Chair and Vice Chair will start their term at the next regular meeting.
And of the current roster, Commissioner Tuzonboid is currently not eligible to serve as Chair
or Vice Chair as Chair served for the two calendar years.
And Commissioner Crowley is not eligible to serve as Vice Chair as she has served for two
calendar years.
So now we can turn it over to the Commission and we can do a selection of the Chair and
then we can move on to the selection of Vice Chair.

I am a District 4 representative and inviting to hopefully be able to.
Part of my comment on this one is please expand your website because it is so difficult
to try and get in and look and read.
So I have no idea what the staff report had to say.
And as some years ago you used to have a device back here that you could physically look
at what was on an agenda item.
You have took that away so you only have the means of somehow looking at.
Right now I am only able to look at a little cell phone at this point to try and read something.
So it is a little difficult to see what the qualifying things for your candidates are
much less anything else.
But I am hoping that they have had some experience in the past.
And this is as you alluded to me that you have some people that are not eligible to be
chair and vice chair.
How many candidates does that leave you with now to select your two positions that I believe
are the only two positions that you have set up for in this disability commission.
And it is a commission not a committee correct?
Sorry, I know you have to answer all the public questions.
Just clarifying to be sure that I do have that right.

I wanted to we don't typically talk back and forth to the audience but our commission is
in a season of transition.
So previously we were all appointed at large by the PMP and we have shifted to council
appointments and so some of the folks here on the dies who are more seasoned like myself
and chair Crowley are from our holdovers from the old way and we are looking forward to
the new way which is council appointees, youth commissioners and mayor appointees as
well.
Both chair Crowley and I will be terming out in the middle of this year and while I appreciate
chair Crowley's role in filling this chair seat in absence of our previous chair who
termed out mid year.
I wanted to nominate vice chair Kramer for the position of chair because she is now just
starting her second term here on the commission.
She is one of the folks who has been with us for a while and I feel that she would be
a great leader here on the dies moving us forward into 2025 and if she accepts the
nomination I would be very happy.

I would second that nomination but just to make things a little interesting I would like
to nominate myself for the chair.
I previously served on the commission back in 2016 and also served on the utility rates
advisory commission and worked for the department of rehabilitation.
So I believe I have a number of experiences that I could utilize in this role if so chosen
by you all.

commission report to the city council.

So yeah we began our journey on this work plan in September and we revisited it in November
as well as December so I think we have had a really good dialogue.
Rehearsing the accomplishments from this year.
The recommendations that were implemented versus the ones that were not and the ones
that should be carried forward.
So I believe the best way to proceed is just to go a topic by topic through the report
and hopefully get the motion to approve it to the P.P. and E committee which would be
the next step for the annual report.
So I've working with Stephanie.
We have gone through the report and the past meetings to do our best to capture the comments
and to make sure they're included.
The report that is in the agenda there are a couple modifications that I'll point out
are in my presentation today.
So I believe first let's go through just the table of contents and the introduction,
the kind of the role of the commission we've gone over.
We had a good dialogue in December over just the listing of the commissioners and kind
of noting when commissioners started, when they may have resigned and just their overall
engagement with the commission in 2024.
I've also added, I believe it was Commissioner Cower who recommended the hyperlinks to the
BIOS which is something new this year where we added for those who went on to to add a
bit of a bio on why we serve.
So those hyperlinks I was able to figure that out.
And so those have been added.
I put Paul's name before mine because his is first and our commissioner Crowley pointed
out.
And we spent a lot of time going over the message.

of our annual report to the City Council in work plan for 2025.
For those in the audience who have been following our meetings online
or here in person, this document is meant to represent
not only the work that we have completed,
but recommendations that we have made previously to City Council.
And I just want to confirm what Mr. Gothen said is that
we have several carryover items recommendations
that were not implemented from 2023 during 2024.
And so this status for some of those carryover items
rather than having that in the recommendation section
you kept them in a status for the recommendations
from the previous year.

So hopefully when our council members read this report
they'll see that information.
But we will also be presenting this correctly.

and all the cutouts and everything else was that something that was

Yeah so I made a reference to the fifth street that we are part
of the work this commission has done is to advocate for better
access to the G1C and that resulted in the addition of some
additional loading zones accessible loading zones.
And there was a as as an outcome of the fifth street conversion staff
identified another location at J.
And so there was an image added for the location on J street for
an accessible loading drop off zone.
So it is in the report and it was associated with the fifth
street conversion.
So I think that's the first question.

share that share your wisdom and share your experience with the
commissioners for not only us but for future generations along
the come along to advise the DAC.
So moving on to commissioner comments ideas and questions.

First I wanted to thank the members of the public who are here at
our meeting in person and who spoke during public comment and our
agenda items.
I encourage that Mr. Barnbaum is interested in serving on this
commission.
We want to do campaign to try to save the Sacramento zoo.
We are unable to keep it in Sacramento but it is not closing.
As we all know it is going to be moving to Elk Grove.
There are other seats that are open on the commission so I do
believe that information is posted on the commission's web page.
So if you live in a district that doesn't have an appointee here on
the board, please apply.
There were a couple of comments during public comment that I wanted
to address.
One was that the commission had some canceled meetings.
The ordinance that created the Disabilities Advisory Commission does
indicate that we should have 12 meetings a year on calendar.
We are meeting in July and in October were canceled due to
staffing issues.
They also anticipated that the chambers wouldn't be available due to
the construction on the 88 doors here in chambers.
Also the mention that we don't currently have any commissioners
with physical disabilities here on the dius.
I would encourage you to reflect on that statement and that you
may not be aware of a person's status here on the dius whether
or not they have a physical disability just because you can't see
it from the audience.
We have in the past had several commissioners serving here on the
dius who were in wheelchairs and using other assisted methods to
participate in our work.
I did happen to watch the city council meeting last night and I
heard your public comment as well sir in regards to the 88 doors.
If you did not see that in our annual report, the 88 doors here in
chambers are direct result of the work of this commission.
Thank you for acknowledging that in front of our city council last
night.
One of the recommendations for the next year is to likewise make
the bathroom doors here in the lobby accessible so that individuals
who want to participate in the public process do not have to ask for
assistance to open the bathroom doors.
I do want to mention that the fourth annual coffee was held
our partners in the Sacramento Sheriff's Department joined us at the
fly brave in Poryam in council member Guerra's district.
For the fourth year we were able to fellowship and enjoy each
special year's company.
It's really a great opportunity for our law enforcement partners to
interact with individuals with intellectual and developmental
disabilities and a stress-free environment they do get training in
this area but this is an opportunity for them to interact with
individuals.
See the spectrum of folks that have intellectual and developmental
disabilities.
So the participants from the disabled community being able to interact with law enforcement and again a fun environment.
So if they do encounter them in maybe a situation that is high stress or an emergency that they recognize these uniformed officers as helpers and are less concerned about that.

Hello everybody. I've got two things I'm going to talk on. First thing is my time on the commission has been a time of great change.
I started as COVID safety measures were ending and meetings in person had restarted.
Commissioners were appointed at large and we were slated to produce our first annual report.
I feel like we've done a lot, but there's still a lot left to do.
I wish that I could be here for that project, but at the present time I need to step back from the commission and will not be seeking another term as commissioner.
I'm not going to be here until a replacement is found to either take over the remainder of my term and continue into the new term or to start the new term in June.
I do hope to return at some point in the future since I have a retirement plan.
As commissioner Ellis has done, so I know it's possible.
Well, I understand the concerns that led to limiting terms on the city commissions.
I feel that we would benefit from a longer term limit, say three, probably not more than four, rather than the current lifetime limit of two terms.
I really want to thank the public for coming out on the start, winter evening.
It's nice to see some of our seats filled here.
You are important to our work.
And thank you very much now.
I do have one other thing that I wanted to bring up that a friend contacted me about.
This is a person who does not.
It's reasonably able, although getting older as many of us are.
And she had written a letter to 3-1-1 about a slip and fall because of a pavement issue.
And I was just, it's a short bit, but I wanted to bring it up because I know that there's some tracking that's done on 3-1-1.
And I'm not litigious. I'm not looking for redress or apology.
I just thought what might happen if someone who has mobility issues, the same had the same thing occur and that you should be aware of the danger.
My shoes had rubber soles. I was walking in a normal pace. I'm not prone to falls.
But this is like, it was like hitting a lip hash.
It puts the slip and slide covered in an asterisks glide. Happy New Year.
You're welcome to read this one aloud in the office, but that made too much fun.
I'm all this is 50 when I asked to ask over T. Kettle and a skirt and print everybody at positive note tap pizza.
So I think that is the sort of thing, even though this is not somebody in the disability community, that would definitely be an issue for somebody using any sort of assistive device.
I tried to it tried to walk and you know it's concerned.

I wanted to acknowledge your sentiment for diversity and solidarity on the board or representativeness of the diverse disability community.
I wanted to also just but to to that there are of those of us with physical disabilities here myself being included and you know physical disability is there's an array of certain physical disabilities.
So I do agree with and thank you for your comments on that and certainly I agree with the sentiments and the diversity of disabilities and having that representativeness here.

Pardon me I'm getting over a lingering cough so that's why I've been a little muted tonight the usual.
First I do want to definitely thank the public for coming out.
My apologies a little out of practice because the last several meetings really haven't had much public engagement but I'm really happy.
I'm not going to comment but I'm really value it.
It is a critical part of what we do.
Serving on these public commissions so and I'm really glad to see more interest in the DAC and other more individuals wanting to apply.
So one thing I did want to bring up and it's a little.
I was saddening I learned about it after the fact but I believe it was I want to say it was last Thursday.
There was a like a memorial vigil service in Fremont Park for the individuals who died in traffic accidents in the city.
For some reason the number 33 is like jumping in my brain but I don't know if that's the actual number.
I'm not that bad but you know the fact that you know a group of people got together and recognized those individuals who died because of those traffic related incidents in our city you know says a lot.
Given this commission's charter does surround the public works right of ways in the city that's kind of our big epitaphs of being among other things we do a lot but that's a lot of the you know the crosswalks the curb cuts the accessible drop off zones all those kinds of things are within our our big primary part of what the this commission opines on for the city.
And having that I wanted to kind of just kind of say you know in the public record or the public ethos there's kind of two things at play here in terms of having safe public right of ways.
There's the city in its responsibility to you know to design an engineer with Mr. Gotham co-workers you know all these amenities that we need you know from the crosswalks and the curb cuts and the buttons and the lights and all of those things you know we could design all the best things for our city which we should and hopefully will.
But then there are individual choices at play as well that the city can't really play into we can kind of guide and hopefully people make the right choices as they're going through our public right of ways but there's kind of that intersection from both.
What the city can do but then what we as individual citizenry do in our daily activities and you know we see it all the time if we could I don't I say this a lot just in passing but we can just kind of slow down think that some of these things might not occur and just you know I know we all have lives and all the things that are going on but you know taking a pause for the cause and slowing it down a little bit and if you're late for that thing or whatever it is.
Maybe that's better than you know an accident or a death in our city is the way I kind of look at it but I just wanted to acknowledge that sombreness of last week that of those deaths that occurred in 2024.
Here's hoping we can have a maybe zero I don't you know or at least a much lower number for 2025 and then sort of kind of a more positive note.
We definitely want to thank the commission for putting me into a role of leadership going forward into the next year.
This is definitely a passion of mine I served before and you know I live it you know I live it I work you know I support Californians with disabilities by working for the state of California.
I want to serve the city in this way so that hopefully you know just to make everything better for everyone overall as we all bring our perspectives together and everyone matters and every idea needs to be you know brought before us and see how we can make the city as best as we can make it making it as accessible as we can make it.
I firmly believe the Americans with disabilities act is the floor in which we walk on and we can always do more than that and we should do more than that we should do as much as we can do just to make this place as inclusive as as accessible as we can make it for all of our fellow sacramentans and all of those who come visit this place as well.
