All right. I now call this meeting of the Law and Legislation Committee to order at 1101 a.m. Madam Clerk, please call the roll. Thank you. Councilmember Plecky-Bong. Councilmember Jennings. Yes. I expect Councilmember Dickinson momentarily and Chair Maple. I am here. Councilmember Plecky-Bong. Would you please lead us in the Pudge of Allegiance and the landing on it? That was the rose before. The original people of this land, the Nisanan, the southern Maidu, Valley Plains, Miwak, Patwin, Wintu, peoples and the people of the Wilton Rancheria Sacriminos only federally recognized tribe. Maybe we acknowledge and honor the native people who came before us and still walk beside us today on these ancestral lands and choosing to gather today in the active practice of acknowledgement and appreciation for Sacriminos and Indigenous peoples history, contribution and lives. Thank you. So, I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, of liberty and justice. All right. And just generally speaking for those who wish to address the committee, you can do so by submitting a speaker slip, but you can find it at the back of the room and bring to the front desk here. Prior to the beginning of each item, we will not accept speaker slips after the item begins, and then you'll have two minutes to address the committee, so like to welcome you. And we have a very robust agenda today, which is consent. So at this time, we'll move on to the consent calendar. Are there any items on consent that members want to pull or have discussion? I just need to recuse myself on item three on the consent calendar due to a campaign contribution received within the last six months exceeding $500. Okay, so noted. Do we have any public comment? I do. I have two speakers on the consent calendar. Let's see, Clark, Rosa, and John Park. Welcome. Honorable Chair and members of the Law and Legislative Committee, I'm John Park with Park West Casino Lotus. I'm here to request a modest expansion of two additional card room tables every four years over the next two decades. For total of ten tables. It's been 13 years since our last two table increase, and since then our small card room has faced considerable challenges, including the sudden competition for the New Casino and Elk Grove, significant jumps in minimum wage, and the financial strain brought on by the pandemic and ongoing inflation. These factors have made it much harder to stay competitive while preserving the jobs for our 170 employees. Every new table we add will create ten more jobs, helping us protect local employment. A reasonable table increase is crucial to our long-term stability, and this incremental plan allows us to grow responsibly. By granting this request, you're helping us remain viable and continue contributing to the region. We appreciate your consideration and look forward to your support. Thank you. If you're comments, Clark, Rosa? Good morning, Chairman, and Council. My name is Clark Rosa, and I'm the owner operator of Capitol Casino. We've been here in Sacramento in the card room business for 35 years. We employ just over 200 people, a lot that have been with us for 20, 26 years. We've taken no table since 2012, so we've been actually 12 years, and that's our only revenue source.
