Discussion Items

Review of Applicants for Sacramento Housing and Redevelopment Commission (Seat B)

  • The committee reviewed three applicants for Seat B (requirements: city resident, not an elective officer, not a city/county employee). Applicants were given two minutes to respond to pre-notified questions.
  • David Alvarado: Sacramento State student, police major, president of Sacramento State College Democrats, involved in student government. Expressed interest in local politics and serving on a commission.
  • David DeLuz: Resident of North Natomas. Emphasized that housing stability is foundational to the region's economy, public safety, and community health, noting challenges beyond affordability to include displacement, homelessness, workforce access, and equitable investment. Professional experience: Deputy Director for Civil Rights at Caltrans, overseeing equitable participation in infrastructure projects. He stated a desire to bring solution-oriented leadership and ensure public resources are used strategically.
  • Michael Flamate: Not present despite RSVP.
  • Discussion: Vice Chair Kaplan and Councilmember Vang both thanked David Alvarado for applying and encouraged him to seek other board opportunities (noting he lives in District 6, with Councilmember Guerra). They expressed that given the city's ongoing review of the SHRA city-county partnership, someone with experience was needed at this time. Vice Chair Kaplan moved to appoint David DeLuz; Councilmember Vang seconded. Chair Jennings supported the motion, citing DeLuz's resume and experience. The vote was unanimous.

City of Sacramento Community Police Review Commission 2025 Annual Report and 2026 Work Plan

  • Vice Chair John Johnson presented the report on behalf of the Commission. Key accomplishments in 2025: approved and transmitted the 2024 annual report, advanced 2025 work plan priorities, improved organizational effectiveness via ad hoc committees, and held MEU (military equipment use) public meetings. 2026 work plan goals: (1) strengthen community awareness, (2) conduct structured community outreach, (3) strengthen partnership with city council, (4) establish ad hoc committees to support work. The commission held eight public meetings in 2025 at an estimated annual cost of $24,168. The commission operates without dedicated staff; they requested evaluation of staffing support, suggesting reallocation of existing staff rather than new budget positions.
  • Discussion: Vice Chair Kaplan noted the timing is good to reevaluate the commission's role alongside OPSA (Office of Public Safety Accountability), expressing hope for closer alignment. Councilmember Vang highlighted the importance of the ad hoc committees, especially the policy and procedure committee to track implementation of commission recommendations, addressing community concerns that the commission is sometimes seen as a "checkbox." Chair Jennings praised the commission's work with limited resources and emphasized strengthening community outreach.
  • Outcome: Motion to forward the report and work plan to the full council as presented, seconded, and passed unanimously.

Key Outcomes

  • Appointment: David DeLuz was appointed to Seat B of the Sacramento Housing and Redevelopment Commission by a unanimous 3-0 vote.
  • Forwarded to Council: The Community Police Review Commission's 2025 annual report and 2026 work plan were approved for forwarding to the full council without changes.
  • Next Meeting: The committee's next meeting is scheduled for June 23, 2026, at 11:00 AM.
