The applicant is requesting to establish a cocktail bar in a ground floor suite of a new

planning district, the business will feature an indoor bar and lounge area as well as an outdoor

patio along rice alley. The proposed hours of operation are 3 pm to 2 am seven days a week.

The bar will not include a kitchen and is intended to be styled as a high end sophisticated

neighborhood gathering place that complements the neighboring dining establishments in the area.

To achieve the intended ambiance, the bar provides seated table service like a restaurant with

drink orders placed with cocktail servers. While no exterior building modifications are proposed,

The request requires that the commission adopt the resolution to amend the

Plant Unit Development Guidelines to re-designate the site from office to residential use

development standards. Staff believes that dense residential development is the best to use
