These are the scholarship recipients.
We're moving forward for a full vote from the commission.
The first one is for Antonio Castellanos for some photography equipment.
Courtney Durin Hill wants to attend some online courses with Sundance.
I would point out that her interest is in American Sign Language and she hopes to merge her interest in video and ASL together.
together and produce something in the future.
And Jim Muwel Johnson is being put forward for a scholarship
to join Access Sacramento, including membership and training.
He's previously produced content, but it's been a while
since he's done anything, so he's going to attend access
with scholarship money and bring his skill set up
to speed with current standards.
Nathaya Pathy is a student at VISTA High School,
and she's going to take an online class.
We're also working on with her, so she, her name,
might come back in the June meeting, depending on whether
or not we could find some local coursework.
She wanted to attend some training that was down
in Southern California, and due to her age
and travel considerations, that wasn't going to work for her.
And then the last group is with SAC Connect.
They are looking to do video production at some time
in the near future.
For this time frame, they need to develop skill set
with videography, audio editing, those types of things.
So we're putting forward scholarships,
so they can also become members with Access Sacramento.
That's Ileana Calderon, Pele Diamond, Kayla Green,
Dene Johnson, and Young Yvette Rivera.

And I do want to really shout out staff for implementing this.
I know this is something that's been kind of coming for some time.
And it's really exciting to see that our resources
as a commission being used kind of uplift and support folks
who are interested in arguably contributing
to our overall mission of improving access
and media literacy kind of throughout.
And I also want to appreciate the members of the commission
who served on the selection committee
and helped to identify the folks that we're going to be receiving
funding through the Cable Commission today.

My name is Joe Barr, and I'm board chair for Access Sacramento.
I've been with the organization for about eight months
in board chair for a couple of months.
I'm happy to be here this afternoon.
I'm subbing for Donna Jero, our executive director,
who is away.
And I just wanted to share why I am involved with Access Sacramento.
I come from a long career in media, in broadcast journalism,
public radio, commercial radio.
And most recently, I was Chief Content Officer
of Capital Public Radio.
I left in 2022.
I'm with Access Sacramento because it's
training the next generation of media
makers in audio, film, and television.
In public access media, as we know around the country,
is reshaping itself in many communities.
And that's what we're trying to do at Access Sacramento right now.
We're revamping governance.
We're setting the organization up to be
the community media of the future.
And lifting local voices and changing lives.
That's the really exciting thing that Access Sacramento is doing.
So I'm glad to be a part of it.
I'm glad to be here to kind of share my story of why I'm involved.
And I believe with that, we have a video that our team has made
just to show you a bit more about Access Sacramento.
And he's going to go.
I'm going to start just looking for land, sharing things,
fucking to Ali, everything.

What you're seeing tonight is a compilation of very dedicated filmmakers.
All done by local talent.
They get great support from Access because they learn how to write a script.
They learn how to do their makeup.
They learn how to film with a camera.
The best part about it is they're putting it out there for all of you guys to see and
to enjoy.
We're your local nonprofit community media center.
We are Access Sacramento and you are too.
So that's just a little bit of a snippet of the depth and breadth of the work that Access
Sacramento is doing in the community and we thank you for your continued support.

David Lowell, President and General Manager with KVIE.
Today happens to be a national day called Protect My Public Media Day and it's a day where
the public television and public radio stations nationally are asking their viewers and their
listeners to let their members of Congress and others know how important the federal funding
is.
I know we're all thinking about federal funding in different ways and it's affecting
just about every American but we are looking at the small investment that we get out of
the federal budget and it is an investment in the American people.
We just want to make sure that people understand that.
It's important for a democracy as important and complex as the United States and we exist
to be the only media that's available nationally for free that does not try to monetize our
viewers and our listeners.
We are hopeful that enough people will stand in support of us and thank you for your
support as well.

we have some other vendors as well and it's also designed to be a thank you to first responders
so that will be held at KVIE in South Natomas.
Interestingly enough there is going to be a sign on our building that says won't you be
our neighbor that's actually unrelated that's because we are leasing out the upstairs.
So if you know of anyone who wants 11,000 square feet send them my way.

Hi, my name is Owen Burgess and I'm the program director at Sacramento Life TV.
I'm here on behalf of Ron Herman who still has the flu.
So I'll read a little brief message for you guys today.
I want to give you a brief update on how we've been putting the Cable Commission funds
to good use.
I also want to apologize for missing the meeting.
I've been down with the flu and still recovering.
So far we've used about half of the allotted funds to support some incredible community projects.
Our SAC Life community spotlight continues to shine a light on amazing local nonprofits
and community events.
Last year we were contacted by a Folsom organizer planning a fundraiser for a young boy who
suffered a brain damage after a drowning accident.
With the help of Harley Davidson and other supporters, the event raised funds for his medical
care.
SAC Life TV stepped into promote the event and even produced a short feature on the
family story.
It was truly heartwarming to see the community rally together.
Every year adopt a family helps make Christmas a little brighter for underprivileged kids.
Over 100 families attend the event last year where they enjoyed a free dinner and received
gifts for their children.
We were honored to help promote this event and highlight the amazing work this organization
does in our community.
Over 5,000 people came together at the Auburn rib cook-off to support crime victims united
and national nonprofit, the Elbs victims of crime.
After seeing how much attention our spotlight coverage brought to the event, the organizer
Nina asked us to take the lead in promoting next year.
We're excited to keep making an impact.
Next week we'll be featuring the local chapter of Weave, an organization that provides crucial
support for women affected by domestic violence.
Stay tuned for more on that.
Another exciting project we've been working on is the Powerhouse podcast hosted by Robert
Jones.
We just wrapped our first season of 24 episodes filmed at Access Sacramento where we sat
down with experts to tackle some of the biggest challenges facing our Sacramento community.
Some stand out episodes include local bell reform with Topo Padilla, human trafficking with
undercover agent Nate Gurgich and then homelessness and crime with Sheriff Jim Cooper, the fentanyl
crisis and drug addiction with Mike Clackenberg, director of Drug Free America.
One of the more touching moments from our work came from an episode we did on addiction.
Someone shared our episode with a friend and Tennessee you then shared it with a family
struggling with addiction because of that their daughters now and rehab getting the help
she desperately needed.
That's the kind of real change we hope to continue making.
On top of that our collaboration with the Sheriff's Office has led to discussions about launching
a weekly cold case program where we'll highlight unsolved crimes in the community and offer
rewards for information.
We're hoping this can bring some long overdue justice to families in need.
I also want to take a moment to thank Access Sacramento for working with us.
It's the first time we've teamed up to this extent and it's been amazing to see how much
stronger we are working together.
A special thanks to Donna as well.

My name is Peter Skavitsky.
I'm the Senior Technology Director for the San Juan Unified School District and currently
serve as the chair for the SEC Board.
And last time I was here we were celebrating the retirement of Liz Rhodes, our former executive
chairperson.
And at that time for those of you who weren't on the board, we conducted an exhaustive
process in order to select a new executive director.
We went through a compensation salary component and then we did a wide reaching advertisement
for candidates.
We had 24 candidates apply for the position.
And through that process we narrowed that down to five and we did interviews back in late
January.
And we did make a selection and I am glad to announce that our new executive director
is Aaron Heinrichs and he is here today and so I am going to let him introduce himself
and tell you a little bit more about what he's doing and where he comes from.

So my name is Aaron Heinrich.
Prior to taking on the executive director position here I was at the head of marketing at ABC
10.
I was there for almost seven years and in that role I was very heavily involved in media
production, promo production.
I had a staff of 10 people who saw the budget there.
Prior to that I ran programs for a lot of tech companies, consulted with them in a variety
of different areas.
Bringing a lot of different elements to this position, both in running pretty large groups,
offices for different companies but a real passion for media and a real passion for working
with kids.
One of the board positions I had before was with Clara.
There are arts and media.
So you know the Ryan.
I was working with them and then prior to that my wife and I have been here for nine years.
We were in the Bay Area before and I was on a couple of boards there.
So I do have a real passion for education and I'm looking forward to working with all
of you as well as the board and the very talented staff that I've got back at home.
So with that I just want to give you a quick update on a couple things.
You should have invitations in front of you for the awards that's coming up.
There you go.
Hope to see all of you there that's April 27th at Hiram Johnson High School.
We'll have a red carpet if anybody wants to come there and feel really important.
Get interviewed by the kids.
Otherwise the award banquet starts at six o'clock.
We've started the judging process.
We actually broke a record.
We had 634 entries.
That was about 20 more than the previous record which was in 2022 or we had about 620.
So lots of kids, lots of different unique things that we've already taken a look at.
We'll conclude that judging process next week and then we'll start putting the rest of
the program together.
I also just wanted to mention that we've also completed five grants for different schools,
elementary, there's art middle school, Andrew Carnegie middle school,
Eileen DeFyker elementary, W.E. Mitchell middle school and Sanres elementary.
So we've got those programs in place.
And I do have video to show.

I want to welcome you to the 25th annual Sacramento County academic to CATHLON.
Let's welcome all of our competitors.
The CATHLON is a high school student competition.
It's 10 events but it's all academic in nature.
It's honestly such a fun program.
The competition, the super quit, just working with the team.
It's so, so fun.
Once you start going, you'll understand it and be able to pick up and be able to answer
these questions that before it may have not had any idea how to answer.
My favorite thing about Acunerate's CATHLON is all the people I get to meet because
they just put you wide variety of people that I would never get to meet anywhere else.
I think the CATHLON has the 30.
It's helped me get better at my academics, it's helped me learn more efficiently and
more effectively.
To me, it's like a workout for the brain all the while I'm working out with my friends.
I feel like this experience has brought me up with a new group of friends and that's
been one of the best parts to me.
It's time to begin.
Are you ready?
I was first introduced to spoken word this year, the school year, and through it, I guess
I've really learned how to use words in a different way.
In a way where you don't necessarily have to follow the traditional ideals of, you can
rhyme this word with this word, but more so how you can tell a story and narrate it through
the sentences, the run-offs, doesn't have to rhyme.
It can be whatever you want it to be.
The 2025 Sacramento County Poetry Out Loud winner is...

Are you ready?
This year we had 500 entries with 49 schools, 1500 student producers.
They are loud.
I think it's great that kids of all ages get to be able to follow their passion, try something
new, focus on storytelling, something that's passionate for them, and then also be able
to tell some stories that might not otherwise be told.
It just covers all the bases, but most importantly it's a whole lot of fun for kids to get together
and tell stories that are happening at their school and in their community.

I think that the, very briefly, the number of applications that y'all have had this year
increasing so significantly is really a reflection of the outreach that y'all have done, which
is remarkable.
I know that we have a couple of schools in our district, Christian brothers in American
Legion, both got outreach for the Seva this year.
If y'all haven't been, I really can't recommend it enough.
I don't think we're going to meet again before April 27th, but it is a blast.
You really feel like a star on the red carpet and I'm going to make it.
I cannot wait and I hope to see all there as well.

Just a really brief update.
When we've talked previously, we'll talk in the future about the impact of court cutting
on commission revenues.
And as a reminder, the issue there is cable customers pay franchise and peg fees on the
service they receive from the cable providers.
Those folks who receive video services through a streaming service do not by law.
Those services are exempt from franchise and fee payments.
There has been a fair amount of discussion both of the same federal level, potentially
reevaluating that.
And there was some hope that this legislative year we might see an effort to do that.
I think unfortunately given the climate both in DC and Sacramento right now it's unlikely
that I'll move forward, but that's something we'll continue to monitor and update the commission
as appropriate.

And you said it's bound by law.
Is that state federal or both in this case?
It's a little bit of both.

So there's actually state law that under divka, which sets the amount of franchise and
peg fees that service providers pay.
But there are federal cable law components as well.

Budget update.
So the interim director had projected 6.3 million for the Procapita General Fund distribution.
We will meet that number.
He also advised the commission that we might have to dip in to reserves a little bit.
And we will, but we'll still have substantial reserves for the following fiscal years.
At the June meeting, I expect to have a chart for everybody.
And my goal is between now and that June meeting is to offer an opportunity to meet with
each individual commission member and answer any questions you might have about the budget.
I think that's it for the fiscal year update and to the best of my knowledge, I don't have
any other items.

It's my fifth year serving on the Cometric Abel Commission first as the alternate for Council
member Wang.
And now is the alternate for Council member Maple.
And it is a pleasure to work with these folks in advance, the collective mission that
we've really laid out over the last several years, especially considering the significant
changes we've seen in our staffing and governance structure in recent times.
And I really can't applaud our Cometric Abel Commission staff enough and really commit
and jol for seeing these programs through.
And I just end working incredibly hard to advance our collective mission and also to our fabulous
Sacramento County staff for helping, for allowing us to continue functioning.
We're very grateful and then appreciate you.
