So our first project of the year here is Teal Springs PUD amendment.

This is a major PUD amendment because it affects all lots within the Teal Springs subdivision.

As you are probably aware, the subdivision lays south of Brundage Lane and just west of Coffeene Avenue.

It was originally zoned PUD with and the PUD adopted in June of 2023.

And the first phase of the subdivision was platted in September of 2023.

And so as this first phase has built out, the developer has discovered market trends that have prompted a request to change some of what is in the PUD regulations because as you know a PUD is the zoning district for that property, and so the PUD is what governs things like setbacks, height requirements, architectural requirements, etc.

The PUD design report is in your packet, and we're focusing on just this little section here on page five under number seven development programming type and size of dwelling units.

The first request being in the first sentence of the first paragraph revise as follows.

So it currently says homes built within the single family residential lots will be up to two stories, two-story structures sized between 2500 and 4,000 square feet of living space, and the proposal is to change that to a minimum of 1800 square feet of living space.

The second portion of the request is to remove the sentence that says homes will be slab on grade construction with no basements planned, and instead add the following, which is that a geotechnical investigation report will be required for each lot within the subdivision.

And it's through that geotech report that uh an appropriate foundation section design would be determined for each individual lot.

Um so these requested changes are before you uh because like I said, the developer hopes to address some current market demands, uh, such as smaller homes and more flexibility in foundation type.

So rather than strictly slab on grade construction, um, if the geotech report comes back favorable, that could mean uh crawl spaces or even basements in some cases.

Uh as a little bit of an update for this area, the developer has brought in Phil to bring all of the lots in the subdivision out of the floodplain per the federal LOMAR F process, which is the letter of map revision that takes all of those properties that are part of that out of the floodplain.

Uh by requiring a geotech report for each lot, the city will be able to ensure that an appropriate foundation section is designed based on groundwater and soil stability information for each specific project.

Uh during our internal review, staff comments were pretty minor, just some clarifications on the PUD amendment request.
