Public Comments & Testimony
- Mr. Patterson, developer of Holly Ponds, expressed concerns about traffic, speed limits on Hill Pond Drive, parking issues (noting increased vehicle ownership), maintenance of drainage, and the need for access for fire vehicles. He also highlighted the Alliance lateral ditch and the importance of maintenance.

Key projects include extending Highland Ave, Lewis Street connections, and the West Corridor. The plan will return on February 23, 2026 for a resolution vote. Commissioner Mornoe and City Engineer Mornoe (married) disclosed no conflict of interest.

No old business, so we will proceed directly into new business with consideration of PL 25-39 preliminary plot for West Haven Estates Subdivision. City planner Schroeder. Thank you, Chairman Kerbs, and good evening, Commissioners. Tonight I'll be discussing the West Haven Estates Preliminary Plat. So we've been over this a couple times recently with some other preliminary plots, but remember that a preliminary plot comes to you all for uh review and a decision tonight, and then that decision would allow the applicant to move forward with a final plot application. Let's see. Ashley, can we uh get the mouse? Thank ya. So West Haven Estates is located up off of Midland Road at the end of Hill Pond Drive. This is unplatted land, just over 23 acres in size. Currently zoned R1 residence district. This zoning district allows for one family dwellings and requires a 6,000 square foot minimum lot size, as well as a 60-foot lot with lot width at the setback line. The setbacks for the R1 district are 25 feet in the front, 20 feet in the rear, and 5 feet on the sides. All of those will be addressed with each building permit for each individual lot. The subdivision proposes 91 single family lots plus three outlots.
