Sheridan City Planning Commission Meeting – February 23, 2026
The Sheridan City Planning Commission met on February 23, 2026, to conduct annual elections for chair and vice chair, approve the agenda and previous meeting minutes, and consider Resolution 05-26 adopting the Sheridan Transportation Master Plan. After extensive discussion and public input, the commission voted to provide a positive recommendation to the City Council. Public Comments & Testimony
- During the presentation of the Transportation Master Plan, City Engineer Morno noted that 18 public comments were received on the draft plan. Five comments opposed the Bluebird Lane project, seven opposed an Airport Road project, two opposed the West Corridor, and one supported the West Corridor. Additional general comments were also received. Several commenters expressed strong concerns about specific projects; those comments were included in Appendix C of the final document.

- Feasibility of acquiring right-of-way through private property (e.g., church property on Laux Avenue).
- Prioritization of Fort Road grade separation over Fifth Street grade separation, given traffic counts.
- The possibility of relocating rail lines outside of city limits vs. building grade crossings.
- The value of reordering project priorities (e.g., Sheridan Avenue extension vs. Sugarland Drive extension). City Engineer Morno explained that prioritization is a first cut and will be refined in the Capital Improvement Program (CIP) process.
- Staff Updates: City Planner Kelly announced that the Joint Planning Area (JPA) and Future Land Use Plan updates will begin soon, pending council approval of a county agreement. She also committed to researching the process for revising the commission's Rules of Practice and Procedure.
- Commissioner Comment: Commissioner Franklin raised a concern about WYDOT's planned median project on Coffee Avenue (a state highway), noting that many businesses oppose it. City Engineer Morno clarified that this is a state project but the city coordinates with WYDOT; public comments should be directed to the state.
