The applicant requested the higher affordable density, and staff supported this with a letter from Mr. Swain citing smaller lot sizes, shared walls, reduced infrastructure costs, and no high-cost amenities. The development includes 1.56 acres of open space across four lots, maintained by an HOA. The main road (Still Water Loop) will be a 60-foot-wide city street with sidewalks; private access easements (27 feet) will serve some homes. Parking will include two spaces per unit (garage + driveway) plus 76 on-street guest spaces. Solid waste collection will use clustered bins rather than door-to-door service; staff noted that details need finalization. A traffic impact analysis from the original master plan was deemed sufficient. No public comments were received from 37 notified property owners.
