Sheridan City Planning Commission Meeting - July 13, 2026
The Sheridan City Planning Commission met on July 13, 2026, to consider two agenda items: a final plat for the First Avenue East Subdivision and a rezone application for the Twin Buttes Canopy Parking project. Both items received unanimous recommendations for approval. The meeting also included public comment, administrative updates, and a brief discussion of the upcoming joint land use plan update.
Consent Calendar
- The agenda was approved unanimously following a motion and second.
- The minutes from the previous meeting (referenced inconsistently as both June 8, 2026, and July 8, 2026 in the transcript) were approved without correction.
Public Comments & Testimony
- Brett Ketchum, a nearby resident at 1044 Covey Run Road, expressed concern about the visual aspect of the proposed Twin Buttes Canopy Parking storage facility. He noted that other storage units he uses have become degraded with torn blue tarps and windblown debris, and he urged the developer to maintain weed control and a high standard of upkeep to protect property values in the growing neighborhood.
- Stan Everett, the developer for Twin Buttes Storage, responded that the facility will include a screen fence on the north side to block views from the neighborhood, buildings will be oriented with backs toward Covey Run, and they maintain strict weed control and property management at their existing facility.
Discussion Items
- First Avenue East Subdivision Final Plat (PL 26-10, Resolution 14-26): City Planner Schroeder presented the application to split the property at 1039 2nd Avenue East (zoned B1) into two lots: Lot 1 (32,000+ sq ft) for future multifamily development and Lot 2 (11,000+ sq ft) retaining an existing single-family home. No public improvements are planned as utilities and access are already in place. Public notification was conducted with no comments received. Commissioner Franklin questioned the lot sizes noting a discrepancy with the total acreage; surveyor Dave Randall explained the lot dimensions and an 8-foot MDU easement for utilities. The commission unanimously recommended approval.
- Twin Buttes Canopy Parking Rezone (PL 26-23, Ordinance 2303-26): The application seeks to rezone 3.4 acres at 940 Covey Run from B1 to Planned Unit Development (PUD) to allow outdoor storage of boats, RVs, and other vehicles, with potential for future indoor storage. The PUD design report limits uses, increases setbacks, and requires landscaping and an architectural theme matching the adjacent Cloud Peak Storage PUD. Commissioner Franzman asked about the access road and snow removal gate; Everett explained the gate is for snow storage only and not for through traffic. Commissioner Benson inquired about queueing at the entrance for vehicles towing trailers; Everett stated a tracking pad provides 50–60 feet from the gate to avoid blocking the sidewalk. No public opposition was recorded. The commission requested a copy of the adjacent PUD for comparison and then voted unanimously to recommend approval.
Key Outcomes
- First Avenue East Subdivision Final Plat: Motion to recommend approval to City Council (PL 26-10, Resolution 14-26) passed unanimously by voice vote (all ayes). The item is scheduled for a public hearing at City Council on July 20, 2026, at 5:30 PM.
- Twin Buttes Canopy Parking Rezone: Motion to recommend approval to City Council (PL 26-23, Ordinance 2303-26) passed unanimously by voice vote (all ayes). The ordinance will require three readings at City Council starting the week of July 20 through mid-August.
- Administrative Updates: City Planner Schroeder reminded commissioners to use microphones for recording clarity. The assistant city clerk position is vacant; City Clerk Ashley will fill in temporarily. The next meeting on July 27, 2026, may be canceled if no agenda items arise. An update was provided on the joint land use plan update with Interstate Engineering; the kickoff is pending after the rodeo, and a separate city future land use plan update may follow.
