Summary of Proceedings

Springdale City Council Regular Meeting - July 15, 2026

The Springdale City Council met in regular session on July 15, 2026. Note: The raw transcript references "Tuesday, July 14th, 2026," while the meeting metadata indicates July 15, 2026; this summary uses the metadata date. The agenda and minutes were not available, so this summary relies on the transcript. The council heard a presentation on a recycling campaign, changed a street name, made airport commission appointments, decided a sign variance appeal, approved zoning and plat items, and passed finance and demolition resolutions.

Consent Calendar

  • The council approved the minutes of the previous meeting as presented by voice vote.
  • Item 8 (procedural motions) was passed by roll call vote.

Public Comments & Testimony

  • No citizens addressed the council during the public comment period.
  • A public hearing for the street name change (item 9) was opened and closed with no speakers.

Recycling Campaign Presentation

  • Taylor Osburn, sustainability coordinator for Boston Mountain Solid Waste District, reported on the Springdale Recycling Education and Outreach Program conducted from March through October 2025 with the city, Eco Waste Solutions (formerly CARDS), and The Recycling Partnership.
  • Key statistics: Before the project, 48% of single-family homes did not participate in recycling, and 28% set out their cart two or three times per month. After the project, contamination fell by 6%, and occurrences of contaminated carts fell by 51%. The average set-out rate increased by 23%. 89% of in-home bin recipients use the bin, 29% said they recycle more because of it, and 2% started recycling due to it. Fewer than one in three residents feel informed about what happens to their recycling.
  • Osburn noted that 80% of feedback mailers were generic rather than customized, and website views increased from about 200 per month before the project to over 1,400 per month during it. Next steps include a press release, an updated info card mailer, and phase two planning focused on increasing participation and trust.

Street Name Change (Item 9)

  • Councilman Mike Overton proposed naming the one-block street "Twilight," reasoning that twilight precedes sunset and the street lies just north of Sunset Avenue. The street required a new name to avoid two East Sunset Avenues when the East Sunset extension is built. Other suggested names were Ocaso, Dawn, Daybreak, Aurora, and Day Spring. The motion passed 7-0.

Appointments (Item 10)

  • Greg Collier was reappointed to the Springdale Airport Commission by a vote of 6-1.
  • Robin Lundstrom was appointed to the Springdale Airport Commission by a vote of 6-1. The city attorney noted that Lundstrom would not be the required aviation expert, but the commission already has one.

Planning Commission Report (Item 11)

  • Sign variance appeal (1749 N 48th St): The council considered an appeal of the Planning Commission's 5-4 denial of a variance for a freestanding sign from 30 to 70 feet in height and 150 to 300 square feet in area. The applicant (associated with Masters of Disasters) showed a video and expressed willingness to compromise at 55 feet and 200 square feet. After discussion about tree lines, the billboard moratorium, and precedent concerns, the council approved the variance at 55 feet maximum height and 200 square feet maximum area by a vote of 5-2.
  • Rezoning – 515 Sanders Ave: The council approved a rezoning of a 0.3-acre parcel from C1 to C2 to enable Berean Baptist Church to obtain a conditional use permit. The church had operated for about five years without the proper zoning. The ordinance passed 6-1.
  • Conditional use – Berean Baptist Church: Approved 7-0 with conditions including an occupancy load of 48 persons, specified hours of operation, compliance with noise standards, and no sign without a permit.
  • Replat – Walker Edition (Westwood Elementary): Approved, including the emergency clause.
  • Replat – Conestoga Estates: Approved, including the emergency clause.
  • Final plat – Creekfront 49: Approved, including the emergency clause.
  • Waiver W26-24 – Miller Flooring Expansion: The council approved a complete waiver of street improvements along Dixie Industrial and a payment-in-lieu for the required 8-foot sidewalk along 40th Street (option 3), with a three-year time limit. The motion carried 7-0.
  • Waiver W26-25 – 4300 Croxdale St: Approved (option 1) for a single-family dwelling on a street lacking sidewalks, curb, gutter, and storm network. The vote was 6-1.
  • Waiver W26-28 – 8216 East Brown Rd: Approved (option 1). The vote was 6-1.
  • Waiver W26-30 – 107 Radell's Ave: Approved after discussion about a newly built 4-foot sidewalk that should have been 5 feet; the developer added concrete wings to achieve ADA clearance. The vote was 7-0.
  • Waiver W26-32 – 1465 S Myestry Rd: Approved (option 1). The house is on Highway 112, where ARDOT plans improvements but a sidewalk is not included on that side. The vote was 7-0.

Finance Committee (Item 12)

  • 12A – School resource officers: The council approved a budget amendment reducing expected revenue from the school district after it cut funding for four officer positions. Chief Derek Wright said salary savings cover the remainder of the budget year, so there is no additional city cost. The resolution passed 7-0.
  • 12B – Gene George Blvd property acquisition: The council approved an additional $40,000 payment (totaling $75,300) to Frank and Vicky Franco in a condemnation settlement. The Francos agreed to waive pre-judgment interest and court costs estimated at $14,000. The resolution passed 7-0.
  • 12D – Demolition budget and bids: The council added $43,000 to the building department's contract labor budget for demolition (creating a total of $73,000) and accepted bids for demolition of 4001 and 4043 East Robinson Avenue. Both resolutions passed; the budget amendment vote was 7-0.

Key Outcomes

  • The street name "Twilight" was approved 7-0.
  • Airport Commission appointments passed 6-1 each.
  • The sign variance appeal passed 5-2 with reduced dimensions.
  • The Berean Baptist Church rezoning passed 6-1 and the conditional use permit passed 7-0.
  • All planning items (replats, final plat, waivers) and finance resolutions passed with the votes noted above.
  • The meeting was adjourned after department head comments about a successful airport car show/airplane event (over 1,000 attendees) and well-attended soccer matches and a July 3rd concert.
