Anyway, I'd like to welcome everyone here tonight.

0:11

0:14

So we're gonna be doing things a little differently tonight, but we'll we'll make sure everybody gets heard.

0:19

All right.

0:20

Uh but the podium, the mic podium does work, so we'll be able to hear you uh if you have something to uh address the council about.

0:29

So uh like to welcome you here tonight.

0:31

Before we start, I will invite you to stand and join me in the pledge, and then uh Mark Fujrews will bring the invitation.

0:52

Please bow with me.

0:54

Heavenly Father, we want to just thank you for this uh day that you've given us to be able to uh live in this city, and we want to thank you for all the protection that you provided for us, be with the kids and the families as we're uh going back to school and all the changes that take place in that.

1:11

And Lord, we just pray for a good year, pray for uh uh good health and for everybody and most of all, Lord, just be with us tonight as we make decisions for this city and thank you for the opportunity to be able to help us grow.

1:26

We pray in your name.

1:27

Amen.

1:27

All right.

1:28

Thank you, Mark.

1:31

How about we do it this way?

1:32

If uh tonight, if um uh obviously if you have a comment or a question, we'll pass a mic to you on any issue.

1:41

If it's a motion or a second, just raise your hand and I'll acknowledge you.

1:46

And uh so that we'll get it in the minutes, who makes the motion and who made the second.

1:50

Is that sound okay?

1:53

No.

1:54

No, right there where you're sitting, Jeff.

1:56

You can say anything you want to.

1:59

I know, I know.

2:00

I had the same question.

2:02

Yeah, yeah, they're not working.

2:05

Um again, welcome everyone here tonight.

2:10

Uh the Tuesday, August 11th regular meeting, the Springdale City Council.

2:15

And we'll start things off by having uh our city clerk call the roll.

2:24

Mayor Sprouse.

2:25

Here.

2:27

Brian Powell, Emily Taldo, Jeff Watson, Mike Overton, Mike Lawson, Randall Herman, Mark Fujreus, CD Attorney Garrett Harlan.

2:45

For the record, we have uh six present and uh councilwoman Taldo has uh she texted earlier uh advising me she was going to be late, and she will be arriving as soon as she can.

2:57

So she should show up here sometime during the meeting.

3:00

Uh we do have but we do have a quorum, and we're at item four on the agenda.

3:05

This is the portion of each uh meeting that the council sets aside to hear comments from our citizens.

3:10

If we have residents that would like to address the council considering concerning anything that is not on the agenda that is not a regular agenda item, you are welcome to come to the podium and make your comments.

3:23

We ask that you come to the podium, make your uh uh please keep your comments brief, no more than three minutes, and we ask that you start by giving us your name and address.

3:34

So it's all yours.

3:36

Thank you.

3:37

Oh, can you hear me?

3:38

Okay.

3:38

Yes.

3:38

Uh my name is Laura Vizegas.

3:40

I live at 5005 Bonita Place, Springdale.

3:44

I've lived in Springdale for a quarter century and worked uh many years in the Springdale Public Schools.

3:50

This is the first time I've been to the city council, and that's my bad.

3:54

I should have been coming earlier, but trust me, I will.

3:58

But I have two things that I would like to slightly complain about.

4:03

One is that I'm so sad that you threw retired seniors, unlimited income, such as myself under the bus or under the garbage truck, as it might be, when you change to garbage companies, because now they only give us a total of one dollar discount for seniors, so that I, for example, and only one size of trash and uh you know barrels to use, large.

4:31

And um previously, under the other one, we could use the yellow bags, which of course they charged way too much for per bag, but even so, I myself throw away about one to two bags, small Walmart Walmart plastic bags of garbage every week.

4:52

So it would take me maybe two months to fill that yellow bag, which cost me between three or four bucks.

5:00

And if I weren't here, I didn't have to use the bags.

5:02

Right.

5:02

So when I'm gone for several months, I didn't have to pay anything for the trash.

5:06

I did not mind paying for the recycling, which was only three bucks, right?

5:11

Now we have to pay $17 a month, whether we're here or not, no matter how much garbage we throw away.

5:18

Right.

5:19

Or how many times we put it out, how many weeks.

5:22

So I would like to urge you the next time the contract comes up to please consider your senior citizens, many of whom live on very limited incomes, and I think all of us know how hard times have gotten for people.

5:36

Okay, if I go ahead and address that.

Summary of Proceedings

Springdale City Council Regular Meeting - August 12, 2026

Note: The transcript of the meeting states it was held on Tuesday, August 11, 2026, but the provided meeting date is August 12, 2026. This summary uses the given date.

The Springdale City Council held its regular meeting on August 12, 2026, with six members present initially (Councilwoman Taldo later arrived). The meeting covered a wide range of business including citizen comments, a downtown alliance report, an airport strategic plan, appointments, planning commission items, finance, parks, public safety, and a contested appointment to fill a council vacancy. Most votes were unanimous except a 4-3 decision on the Ward 2 vacancy appointment.

Public Comments & Testimony

  • Laura Vizegas (5005 Bonita Place) criticized the city’s new trash contract, noting it eliminated the yellow bag program and reduced the senior discount to $1, while requiring a single large bin. She urged the council to consider seniors when the contract is renewed. She also reported difficulty accessing the meeting agenda on the city website and requested a simpler interface. Mayor Sprouse responded that the city sought to continue the yellow bag program but no vendors offered it, and acknowledged the website issue would be reviewed.
  • Multiple speakers addressed the Ward 2 vacancy appointment (see Discussion Items).

Discussion Items

  • Downtown Springdale Alliance (DSA) Quarterly Report (Q2 2026): Executive Director Paxton Roberts presented. Key highlights: 16 new businesses opened downtown in 2026; DSA hosted 7 monthly stakeholder sessions; social media reach increased significantly (Facebook reached 1.5M, Instagram 2.2M). The World Cup series brought over 50,000 visitors to Luther George Park; the 10th anniversary street dinner accommodated over 600 attendees; the Fourth of July concert drew 3,000. Earned media reach estimated at over 600,000. Future events include Monarch Flight Festival, Art Walk, and Veterans Day celebration. Council members praised the report and partnerships.
  • Airport Strategic Plan Presentation: Garver presented a market-driven plan for Springdale Airport. The plan identifies compatible aeronautical development: hangar development, specialized aviation services, Arkansas Army National Guard detachment, and an A&P mechanics school (none within 150 miles). Incompatible uses (air cargo, large MRO) were excluded. Preferred land use plan on ~40 acres of potential acquisition, with cost estimates ranging from $2 million to $48 million. Councilman Colby updated on a $15 million National Guard grant (state/federal support, but pending approval from Austin). The city has allocated $2 million for the match. Land acquisition is ongoing; one parcel has been lost to private purchase. Council accepted the plan for future consideration.
  • Appointments:
    • 9A: Resolution approving reappointment to Housing Authority board – passed 7-0.
    • 9B: Resolution appointing Don Cope (retired CPA, pilot) to Airport Commission. Citizen Laura Vizegas objected to appointing a non-resident (Cope lives in Rogers). Mayor noted council rules allow non-residents and the applicant pool lacked qualified Springdale residents. Passed 7-0.
  • Planning Commission Reports (5 items):
    • 10A & B: Calvary Free Will Baptist Church rezone (A1 to Institutional) and waiver for 8-foot sidewalk (existing 5-foot) – both approved 7-0.
    • 10C: Final plat for Spring Creek Farms Phase 3 (73 lots, ~25 acres) – approved 7-0.
    • 10D: Replat combining two lots for Kinco redevelopment – approved 7-0.
    • 10E: Waiver for street lighting at Kim Station of the Ozarks (developer argued site is sufficiently lit) – passed 6-1.
  • Finance Committee: Resolution authorizing 2026 street overlay project contract with APAC Central for $1,699,000 (18 segments, ~6.5 centerline miles) – approved 7-0.
  • Parks and Recreation Committee: Resolution to purchase bleachers for the Recreation Center using remaining bond money – approved 7-0. Old bleachers may be offered to the rodeo or other entities.
  • Police and Fire Committee: Ordinance amending trail use code to prohibit electric motorcycles (over 750 watts) on trails, while allowing e-bikes under 750 watts (consistent with Arkansas law). Councilman Overton raised concerns about enforcement and terminology. Mayor Sprouse referred a separate concern about motorized vehicles in parks to the Parks and Recreation Committee. Ordinance passed 7-0.
  • Cleanup Lien: Ordinance authorizing a lien for abatement of overgrown brush at 2970 Ory Street – approved 7-0 with emergency clause.
  • Ward 2 Vacancy Appointment (Items 15 & 16): Item 15 (tabled from July 28) proposed temporarily appointing Rex Bailey; Item 16 would have appointed Kevin (resigned to work in Washington). Public comments: Mike Gilbert (candidate) questioned why not appoint someone previously elected; Rex Bailey cited 34 years of service (8 terms on council, 6 on quorum court, 20 on facilities board); Ray Dotson supported Bailey and recounted his own council tenure; Kevin (former councilman) advocated for forward-looking leadership and transparency; Matt Philip supported Kevin. Motion to approve Item 15 passed 4-3. With vacancy filled, Item 16 was moot.

Key Outcomes

  • All consent matters and regular agenda items approved, most by 7-0 votes.
  • Airport strategic plan accepted as a guiding document; staff to pursue land acquisition and grant funding.
  • Rex Bailey appointed to temporarily fill Ward 2, Position 2 council vacancy until the end of 2026.
  • Council directed staff to improve public access to meeting agendas on the city website.
  • Referred to Parks and Recreation Committee the issue of motorized vehicles in city parks beyond trail use.
