We're going to dispense with line item number four.

1:45

Introduction of honored guests.

1:52

Good morning.

1:54

And thank you.

1:58

My um special and honored guests are my neighbors, Wilma Ahart, and family, who moved it back into their house just yesterday.

2:12

Their home was severely damaged in the tornado, and they had been living in an apartment by their insurance company.

2:22

And so they their house is gorgeous, and I am so happy to have them back home and next door to me.

2:31

So it's a great thing to have good neighbors.

2:33

Now, my other thing that I wanted to mention, you may see some of our clerk and secretarial staff who have on cowboy hats this morning.

3:05

So I went online and started buying adult and child-size cowboy hats, only to find out that they were horribly expensive.

3:16

And so it was suggested that I buy the little plastic hats, but that was a no for me because I never want to give a gift that I would not want myself.

3:27

So $700 later, I ended up having about nine hats left over that had been sitting boxed in my garage.

3:38

And I decided that you know I could give these to the clerk and secretarial staff.

3:44

Now the plan was that we would all wear them today.

3:52

So I want to issue a very public apology to the clerk and secretarial staff.

4:00

Forgive my faux pas that I forgot to wear my hat, but you look gorgeous, and I look forward to having a photo and and somebody can teach me how to do the boots on the ground.

4:14

Thank you.

4:28

Thank you, Mr.

4:28

Vice President, members of the board.

4:30

Today, as my honor guest, I have some great folks up in the gallery.

4:34

So I have Miss Jessica, who uh has been working with her uh young folks at SLU and the policy pods uh that have come up with uh some great ideas.

4:43

We met probably a few weeks ago on legislation, and I look forward with this policy pod uh hopefully come uh next year in front of the full board of aldermen so that we can have a more in-depth conversation on what potentially future legislation is uh could look like.

5:00

They're working on some uh legislation that I would say is very interesting to try to figure out how do we make our streets much safer, and I know they have an idea.

5:06

I recommend them sending it all to the alders.

5:08

I have to give them their flowers.

5:10

Uh when they presented the legislation uh to me and my LA Matt, and also I want to give a thank you to Christian Bishop that helped with that process.

5:19

It literally was in bill format.

5:21

It looks just like a board bill, and I just want to thank you guys for your engagement and looking forward to uh kind of our next year with making more folks part of the conversation and maybe passing the piece of legislation that you guys come up with.

5:34

So thank you so much.

5:34

And if we make them feel all welcome, please give them a round of applause.

5:43

Alder Woman from the 11th.

5:44

Thank you.

5:45

Once again, the Alderman of the 14th ward has stolen, purloined, hijacked my guest, Jessica Trout from St.

5:55

Louis University.

5:57

6:02

6:04

Alderman from the 14th.

6:06

Thank you, Madam President, members of the board.

6:08

I know if the Alder Woman from the 10th was here, she would uh I know she's online, but if we'd be able to see up in the gallery, I know she would have made Ms.

6:15

Joyce Roberts, who's up there, uh feel very welcome.

6:18

So on behalf, as I'm still in the lot of folks, on behalf of the 10th ward, I want to make Ms.

6:22

Joyce Roberts feel welcome today.

6:24

If we can give her a round of applause.

6:33

Thank you.

6:33

6:36

You're recognized on first reading of resolution number 11.

28:02

Thank you, Acting President.

28:03

I request unanimous consent.

28:06

There's been an objection to unanimous consent.

28:11

Move that we suspend the rules for introduction of resolution 11.

28:16

It's been a move uh a motion by the alderman from the fourth, seconded by the alderman from the 14th that we suspend the rules for the purposes of introducing resolution number 11.

28:28

It's a non-debatable motion.

28:29

Madam Clerk, please call the roll.

28:31

Alder Woman Swisser.

28:33

Aye.

28:33

Alderman Odenberg.

28:35

Alder McCone.

28:37

Aye.

28:37

I'm sorry, Acting President Cone.

28:40

Alderman Ryan.

28:42

Aye.

28:43

Alderman to voting.

28:46

Audible Velasquez.

28:48

Aye.

28:48

Alder Woman Sonier.

28:52

Audder Woman Coxantwee.

28:54

Aye.

28:54

Alderman Browning.

28:57

Alder Woman Clark Hubbard.

28:59

Aye.

29:01

Audder Woman Keys.

29:03

Alder Woman ties.

29:08

Audible woman Boyd.

29:10

Aye.

29:11

Alderman Aldridge.

29:13

Aye.

29:13

President Green.

29:16

Alder Woman's ties.

29:18

Yeah.

29:19

Alder Woman Keys.

29:23

Alder Woman Ties.

29:26

Aye.

29:28

President Green.

29:29

We have 12 I votes and one no vote.

29:30

I just wanted.

29:32

By your vote, you have sustained the motion from the Alderman from the fourth.

29:35

Alderman from the fourth, you're recognized on the first reading of resolution number 11.

29:40

Thank you.

29:40

Um acting president, members of the board.

29:43

This is a uh resolution supporting various actions today that uh teachers union, the iron workers, uh, Washington University, graduate students union, um various labor organizations are involved in.

30:00

Um that's about what I got.

30:03

So uh thank you.

30:05

Is there any discussion on resolution number 11?

30:08

Alder woman from the 12th.

30:09

Yes, alder woman from the 12th.

30:12

Oh by all means.

30:14

Uh uh, Mr.

30:17

Mr.

30:18

Ackin's President.

30:19

Um, I join my colleagues in most of the uh actions that are called for in uh resolution number 11.

30:26

However, I am not calling for people not to go to school.

30:29

That will be one that I will object to.

30:31

So I'm voting yes for the other ones, but I want all my children to go to school.

30:36

That will be one I cannot support.

30:38

And I would uh suggest to children they go to school.

30:42

We have a lot of problems, and uh we can address them without asking people not to go to school.

30:47

So I support the thank you.

30:51

Alder Woman or Alderman from the second.

30:54

Thank you, Mr.

30:54

President, members of the board.

30:55

The Alder Woman from the 12th took the words right out of my mouth.

30:59

You know, it is profound when the board of aldermen makes a statement in resolution.

31:04

And not only are we advocating for truancy in this resolution, but we've had several leaders of our land in social media posts call for this pause of school.

31:15

When we especially know that education, education is the silver bullet to turning around many of the darn challenges we have in this town.

31:26

This is a stunt.

31:27

None of the major labor organizations have engaged on this this day where we ask people to strike, potentially get terminated from employ.

31:35

This is not the way to organize, this is not the way to unionize.

31:39

It's calling for truancy.

31:41

We pass a lot of goofy resolutions down here at the St.

31:44

Louis Board of Alderman.

31:45

This is in the top five.

31:48

Any further discussion?

31:54

Alderman from the 14th.

31:57

Thank you, uh, Mr.

31:58

President or acting president.

32:00

I would like to be added as a co-sponsor to this resolution.

32:03

And I do want to make note, I appreciate SCIU, who is a major uh labor union who is supporting this event as well as CBTU, which is a black trade unionist that is also supporting this event.

32:16

So thank you, Alderman.

32:17

And again, I'd like to be added to the sponsor.

32:19

So noted.

32:20

Alderman from the sixth.

32:22

I think I think the seventh was before she already spoke.

32:27

Oh, okay.

32:28

I would also like to be added as a co-sponsor.

32:30

I would just like to say that why this goofy seeming resolution.

32:34

Uh I would not describe it as that.

32:36

It goes all the way back to the 1886 hay market riots.

32:40

Uh, I think we can also owe the eight-hour workday, in which you could call true and in or you could skip work instead of working 12 or 14 hours a day.

32:49

I think we all should be thankful for that, and many labor work wouldn't have labor without that.

32:54

So um, thank you.

32:56

Alder Woman from the 7th.

33:02

Thank you.

33:05

Sir President.

33:06

Um I just uh wanted to just make sure that I go on record.

33:10

Um, and I actually find this interesting because I just had this conversation yesterday with one of my favorite, uh one of my favorite longtime uh homeowners within the gate district neighborhood.

33:20

Um so I just wanted to say, you know, I think it's important just to make sure it's clear on record that whenever there are strikes, obviously, you know, I don't want to encourage any children not to go to school, and even in the message, because I am one of the messages, uh messages that one of my colleagues references being on video, I was very clear that you know if you're like myself and you have an official duty um that you can't tend to, that what today is really about in a broader sense is just making sure that you're aware of labor traditions, making sure that you're aware of workers' rights.

33:47

And I think especially in this political time where a lot of rights are being gutted back and wrote back that it's really important that whatever you know we can do as political leaders to encourage a sense of awareness and education and empowerment, and even being aware, you know, I have residents that simply can't afford to strike because they have to go to work, they don't have sick time, they don't have you know, they're not salaried employees, they have to be at work.

34:09

And so even making sure that I'm clear with those residents that even if economically this is not feasible for you, however, you can partake in today.

34:16

The main goal of today is yes, there's a point and a message of not stimulating the economy as a reminder of the power that the people have and where the real power comes from in our economic system, which is the labor of people.

34:29

But even if you cannot participate in that, because I certainly would encourage anyone to slay from our duties.

34:34

I'm glad those of us that are here today on this floor are because we have work to do.

34:37

Um, just making sure that you're aware of what today is really about.

34:41

And then I also would want to make sure I go on record to sway any like divisive language about a major or minor union, or even if you're not a part of a union.

34:48

Um, you know, I don't think today is specifically about that.

35:00

Today should be about making sure that you're aware of the rights that you have of a 40-hour work week of the fact that children um are not supposed to work and there are laws in place to protect that and many other things that people who are officially a part of unions or not have to go up for and work for, especially at a time where it's being rolled back.

35:08

So I just wanted to make sure I speak because we do have folks that should go to school, absolutely, and we even have workers that simply can't afford to take off.

35:15

And I would never want them to feel any shame or any guilt or feel as if their leaders can't speak to that, and so just making sure that we're rooting ourselves at what today is about, which is do what you can where you can't.

35:26

Thank you.

35:27

Alder Woman from the 12th.

35:30

Um, Mr.

35:31

Acting Vice President, I mean Mr.

35:33

Acting President of the sponsor, we yield would the Alderman from the fourth yield to questions from the Alder Woman from the 12th.

35:41

I'd love nothing more.

35:42

Alder Woman, please proceed.

35:45

Thank you, Alderman.

35:46

So in your resolution, when you specifically paragraph one, two, three, four, which talks about which actions include no work, no, no school, no shopping.

35:57

This this was a laundry list of things that was was occurring, but it was in no way were you advocating that children should not go to school.

36:05

Is that correct?

36:06

No, ma'am.

36:08

Okay, just want to make sure.

36:10

Thank you.

36:11

36:29

And if you could also add me as a co-sponsor, I'd appreciate it.

36:33

44:18

Oh, I see how to thank you, Mr.

44:19

Acting President.

44:20

Um first off, uh on I would do want to talk about resolution number eight, which I think the Alderwoman from the 8th at some or 11th will like to be added as a co-sponsor at some point.

44:30

But uh resolution number eight uh again is just thanking and honoring the uh some of our policy pods that are still up there that work very hard from uh St.

44:39

Louis University to come up with ideas around public transportation.

44:43

Uh again, this is gonna be, I would say, and the next year uh when we kind of organize the timeline.

44:49

It's gonna be really exciting for uh not only them but my colleagues to be part of those ongoing conversations to figure out some of the policy ideas that they have and how we could turn into uh actual real legislation.

45:00

So thank you guys for your uh the the civic uh engagement that you have with my office and looking forward for more of that.

45:06

Also, um I would like to be added as a co-sponsor to resolution number seven, honoring Mr.

45:12

Tim, who is a former journalist at uh Fox Who News.

45:16

He has done amazing job and had done amazing journalists as well as resolution number nine, want to uh spread the word on a new coffee shop that is opening up in the 14th ward, uh Bellas Cafe Coffee right across the street from Stanley Cigar.

45:31

And I also would like to be added to resolution number twelve and make a motion that we pass it in bank.

45:39

Second, it's been a motion that we pass resolution number twelve and bank.

45:43

48:08

in the Kennedy room.

48:14

in the chambers.

48:16

Any further announcements?

48:17

Alderman from the 14th.

48:19

Thank you, Mr.

48:20

Acting Vice President or Mr.

48:21

Acting President and members of the board.

48:24

I do want to echo the very first meeting for our budget that will be kicking off at 9 30 this weekend for the people that are watching.

48:37

Who would like to weigh in on that?

48:38

You either can come in person or you can come either via um Zoom by logging on with the setting on the Board of Alderman website.

48:53

Typically, the budget committee has uh every department uh come in and always say that the Board of Alderman has the best uh way of really diving deep into the budget.

49:03

We're the probably the most transparent body that really you know looks at every department and you know what's good and what's uh more support that they need.

49:11

Um this year would be a little different.

49:13

One of the biggest departments that make up um our city budget and make up public safety is our police department.

49:21

Um there was uh reach out from myself to uh Mitch McCoy as well as uh commissioners, and I know I sent an email to all my colleagues where ultimately they have denied this year to come in front of the budget committee to present their budget if it wasn't the budget that was presented to them or the budget that they wanted to go into effect.

49:41

So it will be disappointing, but I will uh I do want to thank Paul Payne on the very first day who will be presenting the proposed police budget.

49:49

So people that want to at least tune in on the budget that the Board of Alderman has or the the Board of ENA has approved when it comes to the police board.

49:56

Uh we presented the very first day from the director Paul Payne.

50:00

It will be some limitation to it because we do not have the ins and outs from the actual uh commissioners.

50:08

Uh but we will try to do our best from uh the budget committee to uh ensure that every department is served.

50:14

Thank you.

50:16

Any further announcements, alderman from the 12th.

50:27

I'm sorry, I thought you were speaking.

50:31

Um just speaking to myself.

50:35

Okay, just checking.

50:36

Any further announcements?

50:41

I I would just like to uh take a personal point of privilege and you know thank everyone uh today.

50:48

Uh my first time as acting president presiding over this chamber.

50:52

Um I also uh want to thank the Alder Woman from the 11th for the happy accident with the uh I feel like I'm dancing at the Pink Pony Club up here uh at the dais with all of the uh cowboy hats of all colors here.

51:06

But um you know, I also want to just uh wish President Green well and her delivery.

51:13

Um she is uh from all reports I've received doing very well, and um I'm wishing her a speedy uh although we know how that can uh not be the case with uh deliveries, but certainly a healthy uh process as she's uh giving birth to her uh first child.

51:32

St. Louis Board of Aldermen Regular Meeting – May 1, 2026

The St. Louis Board of Aldermen convened on Friday, May 1, 2026, with Acting President Cone presiding in the absence of President Green, who is on maternity leave. A quorum of 11 members was present. The board addressed routine approvals, suspended rules for several bills, adopted resolutions, and debated a controversial resolution supporting May Day labor actions. The meeting concluded with announcements about upcoming budget hearings and adjournment to Friday, May 8, 2026.

Consent Calendar

  • Approval of Minutes: The board unanimously approved meeting minutes from Monday, April 20, 2026, and Tuesday, April 21, 2026.
  • Courtesy Resolutions Consent Calendar: The board adopted a package of courtesy resolutions en bloc, including Resolution 12 (honoring late journalist Ray Hartmann), Resolution 8 (recognizing SLU policy pods), Resolution 7 (honoring former journalist Tim), and Resolution 9 (celebrating a new coffee shop, Bellas Cafe). The package passed with 14 aye votes.

Public Comments & Testimony

  • No public comments were made. The meeting included only remarks by aldermen and honored guests.

Discussion Items

  • Introductions of Honored Guests: Acting President Cone welcomed neighbors whose tornado-damaged home was restored; Alderwoman from the 11th introduced Jessica Trout and SLU policy pods working on street safety legislation; Alderwoman from the 14th welcomed Dr. Joyce Roberts.
  • Board Bill Suspensions: The board suspended rules to introduce Board Bills 1 (budget bill with amendments from the mayor and president), 15 (pay bill for the Board of Election Commission), and 16 (pay bill for the Medical Examiner’s office). The motion passed 14-0. A later suspension for Board Bill 17 (street closing) also passed.
  • Appointments to Boards: Mayor Spencer’s appointments to the Clean Energy Development Board (Stephen Westbrooks and Emily Andrews) were initially moved for approval but, at the request of Alderwoman from the 12th, were instead sent to the Legislation Committee (passed 14-0). An appointment to the Developmental Disabilities Resource Commission was sent to the Health and Human Development Committee.
  • First Reading of Board Bills: The clerk read several bills, including multiple speed hump ordinances (Board Bills 3–7, 11, 13), employee compensation bills (Board Bills 8, 9, 12), a street renaming bill (Board Bill 14), and the budget bill (Board Bill 1). Bills were referred to the Public Infrastructure and Utilities Committee or the Budget Committee as appropriate.
  • Resolution 10 – ALS Awareness Month: Alderwoman from the 6th introduced Resolution 10 recognizing May 2026 as ALS Awareness Month. It was adopted unanimously (13 aye).
  • Resolution 11 – Support for May Day Labor Actions: Alderwoman from the 4th introduced Resolution 11 supporting various labor actions on May 1, including no work, no school, and no shopping. Debate centered on whether the resolution encouraged truancy. Alderwoman from the 12th expressed support for most actions but objected to children missing school. Alderman from the 2nd called the resolution a “stunt” and advocated for education as a priority. Alderwoman from the 14th and 6th added as co-sponsors, citing historical labor rights (e.g., eight-hour workday). Alderwoman from the 7th clarified the resolution was about awareness and empowerment, not mandatory absenteeism. The resolution passed 12-1.
  • Closed Session: The board voted 14-0 to enter closed session under Missouri statute §610.021.3 for legal matters. No details were reported.
  • Courtesy Resolutions and Adoptions: After returning to open session, the board adopted Resolution 12 (honoring Ray Hartmann) with a moment of silence, then the entire courtesy resolution consent calendar.

Key Outcomes

  • Vote on Resolution 11: Passed with 12 aye and 1 no vote. The resolution supports labor actions but does not mandate school absenteeism, as clarified by the sponsor.
  • Appointment Referrals: All mayoral appointments were referred to appropriate committees rather than approved directly.
  • Board Bill Introductions: Board Bills 1, 15, 16, and 17 were successfully introduced via rule suspension.
  • Budget Committee Announcements: Alderman from the 14th announced that the police department declined to present its budget before the committee; Director Paul Payne will present the proposed police budget on the first day of hearings. Budget committee meetings are scheduled for May 4–7, 2026.
  • Adjournment: The board adjourned at an unspecified time until Friday, May 8, 2026, at 9:10 a.m. in the chambers.

Thank you, Madam Clerk. With that, we're going to dispense with line item three. Announcements and any special order of the day. We're going to dispense with line item number four. Introduction of honored guests. Good morning. And thank you. My um special and honored guests are my neighbors, Wilma Ahart, and family, who moved it back into their house just yesterday. Their home was severely damaged in the tornado, and they had been living in an apartment by their insurance company. And so they their house is gorgeous, and I am so happy to have them back home and next door to me. So it's a great thing to have good neighbors. Now, my other thing that I wanted to mention, you may see some of our clerk and secretarial staff who have on cowboy hats this morning. So I went online and started buying adult and child-size cowboy hats, only to find out that they were horribly expensive. And so it was suggested that I buy the little plastic hats, but that was a no for me because I never want to give a gift that I would not want myself. So $700 later, I ended up having about nine hats left over that had been sitting boxed in my garage. And I decided that you know I could give these to the clerk and secretarial staff. Now the plan was that we would all wear them today. So I want to issue a very public apology to the clerk and secretarial staff. Forgive my faux pas that I forgot to wear my hat, but you look gorgeous, and I look forward to having a photo and and somebody can teach me how to do the boots on the ground. Thank you.
