1:12We'll be led in an opening reflection by Sandra Marks with the ALS Association for ALS Awareness Month.
1:26Like I said, I'm Sandra Marks, and I'm a senior VP at Claiko Construction, but also I'm part of the leadership committee with the ALS Association.
1:34And I'm also very involved this year and last year as a chair of their annual gala.
1:39Uh May is May aware is ALS Awareness Month.
1:43And my husband, who many of you all may know or have heard of, Cozy William Marks III died last year after a five-year battle with ALS.
1:52And from the time Cozy was diagnosed until his death, the ALS Association was a major supporter from helping him with the care that he needed to the equipment that he had to have as disease progressed and certainly upon his death.
2:08Many also knew him from the things that he did in St.
2:11He was the chair of the Annie Malone Board of Directors for many years.
2:16He was the deacon of Antioch Baptist Church and very involved.
2:21And then he was the son of Cozy William Marks Jr., who's a renowned educator here in the St.
2:26Louis Public School District.
2:28So the ALS Association has been an important part of our family's life, and I want to make sure people are aware that this month, like every month, people continue to suffer from this.
2:38A very good friend of ours who I want to honor today, Bishop Calvin Scott passed recently from the same disease.
2:45So please consider getting involved if you aren't already.
2:49There's so many ways to be involved, too.
2:53June 27th is the ALS Walk in Forest Park.
2:56We're going to have a cozy's corner, and I hope to see many people there supporting these organizations that do so much.
3:03And then in November at the Chase Park Plaza, we'll have the ALS Game on Gala.
3:08So please look for more about it, and I really appreciate the opportunity to not only honor my husband, but to make people aware of how important this month is to so many.

6:07I had to think, what do I call you?
6:10Acting President uh Shane, uh I am humbled and I am honored because we have a young man that has been the sleeping giant for our city for quite a few years.
6:25And so I think we need to take the opportunity to recognize him as a whole.
6:32I want to thank his family for being here to support him and thanking Andre, because Andre does a lot of backdoor stuff that people doesn't even know he does.
6:44So I want to make sure that we recognize them and we honor them and let them know how we will miss them humbly, and we will always reach out to him to check on him and his family and make sure that he's taken care of.
7:02So uh at this time, I'll let him speak to the excuse my little report.
7:19Oh Madam Clerk, will you please read the resolution?
7:26Resolution number 16 sorry.
7:32Resolution number 14, honoring Kenneth Roberts, whereas standby quiet on the set in 54321 Q, Kenneth Roberts, the longest serving video engineer in the communications division at STL TV, has heard that countdown thousands of times while dedicating 33 years of service to the city of St.
7:56Louis, and whereas throughout his career, Ken has been instrumental in advancing the station through the ever-evolving landscape of television technology, from VHS to super VHS to DVC Pro and ultimately to digital formats.
9:24Solidifying its reputation as one of the premier government access channels in the country, and whereas in 2015, Ken developed and implemented a solo operational system from broadcasting board of Alderman Committee meetings in the Kennedy Hearing Room and Leisure Room.
9:43Later in 2022, he oversaw the installation of an upgraded video production system in both the Kennedy Hearing Room and the Board of Alderman Chambers.
9:54This upgrade introduced the capability for Alderman to participate in meeting virtually via Zoom.
10:01And whereas Ken is widely known for his meticulous attention to detail and production setup.
10:15Meaning Ken has likely performed over 10,000 camera white balances to ensure top quality broadcasts and whereas on May 1st, 2026, Ken retired from his distinguished career as a video engineer, stepping away from behind the camera to embrace a well-earned retirement with his wife, Janine of 53 years, their loving family of children and grandchildren.
10:44Now, therefore, be it resolved by the Board of Aldermen of the City of St.
10:48Louis that we pause in our deliberations to recognize and celebrate Kent's outstanding career and lasting contributions to STL TV.
10:58Although no one could fade to black on this performance, we wish him all the best on his well-deserved retirement.
11:29And the honorable Shemeen Clark Alderman of the 10th Ward co-sponder adopted this eighth day of May 2026.
11:59And I know that uh Ken has some prepared remarks, so we'll allow him to share a few words.
12:06Well, excuse my little ratty notes here, but I can't leave anything to chance with my memory being what it is these days.
12:29And never really imagined that uh the day would come when it would be me.
12:37Uh I came to the city as uh their first per performance vid videographer uh from a sports background and eventually uh took a job as a full-time video production specialist.
12:52Uh in a few years I qualified for the job of uh video engineer, and uh with with the resolution, uh there's no need for me to to recount the the the things that I've done that it they pretty much covered it all.
13:08But one of the things I'm most proud of is uh the fact that there are any number of young people who came through the channel that that I mentored and and helped to go on to uh uh successful careers in in the uh television business.
13:26Uh alongside my uh career at STL TV, uh I had a career in sports television for some I guess third but forty plus years now.
13:41Uh baseball, football, hockey, and Olympics, uh what is it?
13:50Um presidential uh and vice presidential debates, uh papal events, and uh I like to say that I've covered everybody from Pope John Paul uh to the Rolling Stones.
14:08Uh I'm most proud of my beautiful families.
14:11You see here though, uh, they're my pride and joy, and uh my oldest grandson Sean uh walked across the stage last night and received his uh certification certificate uh from North County Tech.
14:28And this evening he gets his uh his diploma.
14:32And so uh I'm so proud and privileged.
14:35Uh I've I've truly been blessed, blessed to have uh uh an amazing career and blessed to have an amazing family.
14:44Thank you, thank you, Ken.
15:15Uh I just listening to those statistics, it's an incredible.
15:19I was thinking to myself, uh, just trying to calculate how many hours of the Board of Aldermen you've had to listen to over those years.
15:28Uh being down here for 17 years, I think I've probably taken up half your time at that point.
15:33But uh, you know, it's always been a pleasure to work with you.
15:38Uh do any alder folks have uh anything that they would like to add to the conversation.

17:24Um, you know, you know that we've had to fight uh to keep uh STL TV, which was called other things in the past, that uh there were a lot of people didn't want the Board of Alderman to be on T on the television, had to fight for you, had to fight for money.
17:40Um, but I want to thank you personally for the time and efforts that you guys put in and uh uh work ethic that you have, and you are the people that make it possible for the city of St.
17:51Louis to bring its government to the people.
17:55The people who cannot come down, who have to work or whatever, they have an opportunity to watch what's going on.
18:00So I thank you so much, and I hope that now your family gets some of your time.
18:04Um, the lovely family, congratulations to was that your son or grandson is graduating, and hopefully you'll have a lot of time to uh do family things as much as you have for uh the cities of St.
18:16Louis and the members of the Board of Alderman.

22:06Um this week uh we celebrated over at the Veterans Tiny Homes uh project.
22:13Uh they're opening the second block of of Aldyne Avenue.
22:17So they began in the 3700 block where I was raised.
22:21Uh and it's so amazing every time I go over there that you know I can still identify where our home was.
22:28And so um our veterans do so much for us, and we keep saying as a nation that we respect and we love our veterans, but we are not doing nearly enough when we have so many veterans who are actually part of our unhoused population.
22:47So whenever there is a veterans organization um that you can give to or you move to to do something for, we've got them right here in our own house in our own city, right there on Grand Avenue and Aldyne Avenue between now the 37 and 3800 block of Aldyne.
23:10You can go over and take a tour.
23:12You can actually go over and uh meet with the uh with veterans.
23:17You know, they like company too.
23:19And so I want to encourage us to really wrap our arms around our veterans the way that we say we do.
23:28Um, my next honored guest when I walked in and I saw the birthday and uh a balloon and the flowers, I was just so taken aback, and I thank you all so very much.
23:39So you all are my honored guests today.
23:41But I have a little story for you about sunflowers.
23:44Um a little over uh half a decade.
23:49Uh no, I'm sorry, half a century oh ago, uh, I was born in a small town in Steele, Missouri, which is in Pemescott County in the boot heel.
23:59So I'm a boot heel girl.
24:03My grandmother, Fredonia Pugh, uh, was the um midwife that delivered me.
24:10And my mother's plan was to name me after her.
24:14But my grandmother begged her, please don't name that child for yet Fredonia because everybody called my grandmother, the midwife, Miss Free.
24:24And so she just felt like that shouldn't be my name.
24:27So there was a cousin named Laura there, and so I ended up being named after Laura Pittman.
24:34And um I was born in May, so they gave me the middle name May.
24:38That's what country people do.
24:40And so um, but one of the things and fondest memories that I have every summer of spending down south with my grandmother, is that every year she had a garden of sunflowers.
24:53And as the season went on, we would be able to go out with her and pick them.
25:00She would soak them in salt water and then bake them in the oven.
25:02And but you know, the we're simple country people, we had electricity.
25:05We did not have indoor plumbing.
25:07Uh in the summer, my job was to go out, and I had to jump up because the pump handle was up high and I was too short.
25:14And so I would jump up and grab the handle and I'd start getting that water going.
25:18My grandmother would always say, Now try to let that water run a little while.
25:22But I like the taste of the orange water that came out first.
25:26It had a sweeter flavor uh to it.
25:28And so that's a fine memory.
25:30Not having an indoor bathroom or indoor running water.
25:34Those are actually fine memories that I have and taking pictures of unusual spiders and things like that bees that you see there that you would not see here uh in St.
25:48Louis City, and not having all of the amenities that most people in this room can't even imagine having you're not or not having, you know, a television on Sunday.
26:01If you didn't drive to town, you listened to uh church on the radio, and as soon as church went out, the radio went off.
26:08But what they gave us instead was conversations, many great conversations.
26:15Our grandparents actually talked to us.
26:18They passed on oral tradition, which we don't see as much now anymore.
26:24And so I am grateful for all of the mornings that she would get up and make me a cup of tea that we drank out of real China, and uh I'm sure somebody gave it to her.
26:36But but it was real China that we we had tea uh in the morning, and she taught me how to churn butter and how to make bread and you know, all of those things that we take for granted walking to or driving to a grocery store um to make those things happen for us.
26:54I'm glad that I've had a portion of my lifetime to be able to live in a very natural way that did not have so much technology.
27:05So I want to thank you all once again.
27:06I feel the love and I love your own purpose.
27:09It ain't nothing you can do about it.
27:10And uh I I'm very appreciative.

44:31An ordinance pertaining to compensation for employees under the classified service amending ordinance number 71963 approved February 2025 by amending the pay schedule in Section 2C and amending Section 7A by adding a new subsection of Section 7A and 3.
44:51The provisions of the sections contained in this ordinance shall be effective with the start of the first pay period in which this ordinance is approved by the mayor.

45:18Board bill number nine is a uh opportunity for our city employees to receive a one-time lump sum of a thousand uh dollars.
45:28There was funds set aside an FY budget 26 um to uh eventually give our employees uh this kind of lump sum.
45:37Um what we're doing is we're fast tracking it because these funds again will be coming out of budget FY26.
45:44Um and as we are in the FY27 budget year, we want to make sure that this legislation gets done so the funds can come out of the FY26 budget.
45:52This would be a lump sum of a 1,000 uh payment for uh our civic oh no, I'm saying civic service.

46:02Civil service, yes, civil service employees classified civil service employees.
46:07Um so uh also have a floor sub, and I'll move up the floor sub for board bill number nine.

47:02What it does is it just makes sure that uh this uh language that we're approving aligns with the previous uh ordinance that we're referencing to to make sure that the civil service employees uh that we're mentioning are actually uh be getting this one-time lump sum.
47:17Again, uh this is uh funds that was set aside uh from the previous budget, and we want to make sure that this is just uh um appreciation to our civil civic service civil service employees got tuntied today um to just say thank you.
47:34There eventually will be a pay study bill that give them a three percent, but that will come out of the twenty-seven.
47:39This is coming out of twenty-six for that one-time lump sum bonus, and with that, I would open up for any questions.

48:00Um, are there any employees under this pay uh this uh board bill that would not be included?
48:07This would be only civil service employees, so um, this wouldn't be like the board of aldermen were not civil service employees, so we wouldn't necessarily be in it's uh only people that are civil service employees that uh go through like the personnel process.
48:20So this uh wouldn't relate to anybody who's um kind of patronage office.
48:26Okay, and also with it up uh wouldn't apply to uh the people that we bring in temporary, like people that come in for force three to cut grass for a certain amount of time, right?
48:37This wouldn't be also this one, um this wouldn't go for that.
48:40That would be called uh per performance.
48:42So individuals that come in on a per performance, typically per performance are like uh, you know, part-time employees, they don't get city benefits.
48:50We bring them in or contractors, we bring them in as you mentioned, like forestry or parks during a seasonal time to be able to help with uh the the lack of FTEs full-time employees that those departments have.
49:01So this would only be for uh full-time civil service employees in the city of St.
49:08I will say that um actually the uh charter kind of does not frowns upon pay performance.
49:16They encourage people to have full-time jobs, and especially in forestry, it's been a travesty for many, many years that we have pay performance and part-time when there's actually a need for forestry year long.
49:28All right, but thank you anyway.
49:29And I will add um and maybe a little bit off topic, but as we talk about forestry, you'll see in this budget coming up.
49:36There was an amendment made to reduce some of those per performance in collaboration with the mayor comtroler and president to turn those to full-time uh employees.
49:46I I appreciate that.
49:48They should turn them on because during the winter, there's plenty of work that needs to happen, especially in much of North St.
49:55Louis, because they get so busy, they only cut front yards, not backyards.
50:00So you have all these people living next door to these uh properties that have not been cut in years.
50:06And so if we really want to cut the community and make it so that citizens want to stay in our community, we need to keep uh uh people working full time um and so that we can clean the LRA properties up or any of the other properties that they're only cutting the front yard as a shortcut to um saying that they cut grass when they don't.
50:27So I I appreciate it.
50:29I will be voting present for another reason, but I just wanted the people to know that it wasn't everybody, but I hope sometime soon that we stop doing pay performance and start doing full-time employees because certainly we have so many vacancies places where we need to fill up, fill those uh positions that we should start with forestry, because they are all of the um and they need to be working in the winter.
50:55They can take brush cutters and cut those backyards and cut down trees and clean up alleys.
51:00There's so much things that so many things that they can do.
51:03None of them should be performance.
