We'll be led in an opening reflection by Sandra Marks with the ALS Association for ALS Awareness Month.

1:21

Sandra.

1:24

Thank you.

1:26

Like I said, I'm Sandra Marks, and I'm a senior VP at Claiko Construction, but also I'm part of the leadership committee with the ALS Association.

1:34

And I'm also very involved this year and last year as a chair of their annual gala.

1:39

Uh May is May aware is ALS Awareness Month.

1:43

And my husband, who many of you all may know or have heard of, Cozy William Marks III died last year after a five-year battle with ALS.

1:52

And from the time Cozy was diagnosed until his death, the ALS Association was a major supporter from helping him with the care that he needed to the equipment that he had to have as disease progressed and certainly upon his death.

2:08

Many also knew him from the things that he did in St.

2:11

Louis.

2:11

He was the chair of the Annie Malone Board of Directors for many years.

2:16

He was the deacon of Antioch Baptist Church and very involved.

2:21

And then he was the son of Cozy William Marks Jr., who's a renowned educator here in the St.

2:26

Louis Public School District.

2:28

So the ALS Association has been an important part of our family's life, and I want to make sure people are aware that this month, like every month, people continue to suffer from this.

2:38

A very good friend of ours who I want to honor today, Bishop Calvin Scott passed recently from the same disease.

2:45

So please consider getting involved if you aren't already.

2:49

There's so many ways to be involved, too.

2:53

June 27th is the ALS Walk in Forest Park.

2:56

We're going to have a cozy's corner, and I hope to see many people there supporting these organizations that do so much.

3:03

And then in November at the Chase Park Plaza, we'll have the ALS Game on Gala.

3:08

So please look for more about it, and I really appreciate the opportunity to not only honor my husband, but to make people aware of how important this month is to so many.

3:17

Thank you.

3:26

Thank you, Sandra.

3:29

5:20

Madam Clerk, please place resolution 17 at the end of the courtesy resolution.

5:25

So noted.

5:26

At this time, we'll have uh presentation of resolution 14 to celebrate Ken from STL TV.

5:35

Uh Alder Woman from the 13th, will you please approach the dais with your honored guest?

6:00

Good good morning, uh everyone.

6:03

Thank you.

6:04

Uh Mr.

6:06

Acting President.

6:07

I had to think, what do I call you?

6:09

So, Mr.

6:10

Acting President uh Shane, uh I am humbled and I am honored because we have a young man that has been the sleeping giant for our city for quite a few years.

6:25

And so I think we need to take the opportunity to recognize him as a whole.

6:32

I want to thank his family for being here to support him and thanking Andre, because Andre does a lot of backdoor stuff that people doesn't even know he does.

6:44

So I want to make sure that we recognize them and we honor them and let them know how we will miss them humbly, and we will always reach out to him to check on him and his family and make sure that he's taken care of.

7:02

So uh at this time, I'll let him speak to the excuse my little report.

7:19

Oh Madam Clerk, will you please read the resolution?

7:26

Resolution number 16 sorry.

7:32

Resolution number 14, honoring Kenneth Roberts, whereas standby quiet on the set in 54321 Q, Kenneth Roberts, the longest serving video engineer in the communications division at STL TV, has heard that countdown thousands of times while dedicating 33 years of service to the city of St.

7:56

Louis, and whereas throughout his career, Ken has been instrumental in advancing the station through the ever-evolving landscape of television technology, from VHS to super VHS to DVC Pro and ultimately to digital formats.

9:24

Solidifying its reputation as one of the premier government access channels in the country, and whereas in 2015, Ken developed and implemented a solo operational system from broadcasting board of Alderman Committee meetings in the Kennedy Hearing Room and Leisure Room.

9:43

Later in 2022, he oversaw the installation of an upgraded video production system in both the Kennedy Hearing Room and the Board of Alderman Chambers.

9:54

This upgrade introduced the capability for Alderman to participate in meeting virtually via Zoom.

10:01

And whereas Ken is widely known for his meticulous attention to detail and production setup.

10:15

Meaning Ken has likely performed over 10,000 camera white balances to ensure top quality broadcasts and whereas on May 1st, 2026, Ken retired from his distinguished career as a video engineer, stepping away from behind the camera to embrace a well-earned retirement with his wife, Janine of 53 years, their loving family of children and grandchildren.

10:44

Now, therefore, be it resolved by the Board of Aldermen of the City of St.

10:48

Louis that we pause in our deliberations to recognize and celebrate Kent's outstanding career and lasting contributions to STL TV.

10:58

Although no one could fade to black on this performance, we wish him all the best on his well-deserved retirement.

11:29

And the honorable Shemeen Clark Alderman of the 10th Ward co-sponder adopted this eighth day of May 2026.

11:59

And I know that uh Ken has some prepared remarks, so we'll allow him to share a few words.

12:06

Well, excuse my little ratty notes here, but I can't leave anything to chance with my memory being what it is these days.

12:29

And never really imagined that uh the day would come when it would be me.

12:37

Uh I came to the city as uh their first per performance vid videographer uh from a sports background and eventually uh took a job as a full-time video production specialist.

12:52

Uh in a few years I qualified for the job of uh video engineer, and uh with with the resolution, uh there's no need for me to to recount the the the things that I've done that it they pretty much covered it all.

13:08

But one of the things I'm most proud of is uh the fact that there are any number of young people who came through the channel that that I mentored and and helped to go on to uh uh successful careers in in the uh television business.

13:26

Uh alongside my uh career at STL TV, uh I had a career in sports television for some I guess third but forty plus years now.

13:41

Uh baseball, football, hockey, and Olympics, uh what is it?

13:50

Um presidential uh and vice presidential debates, uh papal events, and uh I like to say that I've covered everybody from Pope John Paul uh to the Rolling Stones.

14:08

Uh I'm most proud of my beautiful families.

14:11

You see here though, uh, they're my pride and joy, and uh my oldest grandson Sean uh walked across the stage last night and received his uh certification certificate uh from North County Tech.

14:28

And this evening he gets his uh his diploma.

14:32

And so uh I'm so proud and privileged.

14:35

Uh I've I've truly been blessed, blessed to have uh uh an amazing career and blessed to have an amazing family.

14:44

Thank you, thank you, Ken.

15:14

Thank you, Ken.

15:15

Uh I just listening to those statistics, it's an incredible.

15:19

I was thinking to myself, uh, just trying to calculate how many hours of the Board of Aldermen you've had to listen to over those years.

15:28

Uh being down here for 17 years, I think I've probably taken up half your time at that point.

15:33

But uh, you know, it's always been a pleasure to work with you.

15:38

Uh do any alder folks have uh anything that they would like to add to the conversation.

15:43

Alderman from the 11th.

15:45

Thank you, uh, Mr.

15:47

Vice President and members of the board.

15:50

This is one of those resolutions that must be embanked.

15:55

So I move that we embank this.

15:58

It was moved by the Alder Woman from the 11th, seconded by the Alder Woman from the 7th, that we embank resolution number 18.

16:05

All those in favor signify by saying aye.

16:07

Aye.

16:08

Any opposed, hearing none, the resolution is now in bang.

16:13

Thank you.

16:14

Um, thank you so much for all of your years of service.

16:18

I was hoping you were gonna stick around long enough to create that filter that was gonna shave off that fifteen twenty we talked about the last time that you all were here.

16:28

But congratulations on a job well done in service to our gray city.

16:33

Thank you so much.

16:41

Well, Ken, uh having been down here and listening to as many Board of Alderman meetings as you have, I'm sure you're already aware, but I'm oh, I'm sorry, Alder Woman Tyus.

16:55

You're on mute, Alder Woman.

16:58

Thank you, Mr.

16:58

Vice President.

16:59

Um, Ken, if the Alderman from the third took up half of your uh footage, I was here for the initial shooting of the Board of Aldermen.

17:11

Um and so I know I've taken up the other half.

17:14

So that doesn't leave much for the rest of the people down here, okay.

17:17

But I do want to appreciate uh thank you and show my appreciation for all that you do.

17:24

Um, you know, you know that we've had to fight uh to keep uh STL TV, which was called other things in the past, that uh there were a lot of people didn't want the Board of Alderman to be on T on the television, had to fight for you, had to fight for money.

17:40

Um, but I want to thank you personally for the time and efforts that you guys put in and uh uh work ethic that you have, and you are the people that make it possible for the city of St.

17:51

Louis to bring its government to the people.

17:55

The people who cannot come down, who have to work or whatever, they have an opportunity to watch what's going on.

18:00

So I thank you so much, and I hope that now your family gets some of your time.

18:04

Um, the lovely family, congratulations to was that your son or grandson is graduating, and hopefully you'll have a lot of time to uh do family things as much as you have for uh the cities of St.

18:16

Louis and the members of the Board of Alderman.

18:18

Thank you again.

18:19

Thank you.

18:24

Any further discussion.

18:28

Seeing none, I'll just uh you know add, as I was about to close earlier.

18:32

Uh Ken You've I'm sure certain have uh heard this many times before, but um as you know, this is the highest honor that this Board of Alderman can bestow on any individual in our city, and it is indeed a pleasure and an honor to be able to do this with you today.

18:48

And uh these resolutions go into the history books, and so you are officially now in the history books now and forever of the city of St.

18:57

Louis, and people generations from now will know all of the wonderful things that you did to contribute to our city, and we wish you all the best in your retirement.

19:05

Thank you.

19:11

If members would like to gather at the dais to take a photo, we'll take a moment to collect everyone here.

19:47

Very creative writing.

20:39

Or maybe after you speak.

21:18

I'm waiting for Rashid.

21:19

No, I don't.

21:21

Alderman from the 14th, you're recognized on the motion to adopt the courtesy consent calendar.

21:26

Thank you, Mr.

21:28

Acting President.

21:28

I move that we adopt a courtesy resolution calendar.

21:31

Second.

21:32

It's been moved by the alderman from the 14th, seconded by the alder woman from the seventh that we adopt the courtesy resolution consent calendar.

21:39

Is there any discussion?

21:43

Seeing none, all in favor signify by saying aye.

21:46

Aye.

21:47

All opposed.

21:49

Motion carries.

21:58

Elevated eleven.

21:59

Thank you so much.

22:02

So um so my honored guests are quite a few people.

22:06

Um this week uh we celebrated over at the Veterans Tiny Homes uh project.

22:13

Uh they're opening the second block of of Aldyne Avenue.

22:17

So they began in the 3700 block where I was raised.

22:21

Uh and it's so amazing every time I go over there that you know I can still identify where our home was.

22:28

And so um our veterans do so much for us, and we keep saying as a nation that we respect and we love our veterans, but we are not doing nearly enough when we have so many veterans who are actually part of our unhoused population.

22:47

So whenever there is a veterans organization um that you can give to or you move to to do something for, we've got them right here in our own house in our own city, right there on Grand Avenue and Aldyne Avenue between now the 37 and 3800 block of Aldyne.

23:10

You can go over and take a tour.

23:12

You can actually go over and uh meet with the uh with veterans.

23:17

You know, they like company too.

23:19

And so I want to encourage us to really wrap our arms around our veterans the way that we say we do.

23:28

Um, my next honored guest when I walked in and I saw the birthday and uh a balloon and the flowers, I was just so taken aback, and I thank you all so very much.

23:39

So you all are my honored guests today.

23:41

But I have a little story for you about sunflowers.

23:44

Um a little over uh half a decade.

23:49

Uh no, I'm sorry, half a century oh ago, uh, I was born in a small town in Steele, Missouri, which is in Pemescott County in the boot heel.

23:59

So I'm a boot heel girl.

24:01

I was born at home.

24:03

My grandmother, Fredonia Pugh, uh, was the um midwife that delivered me.

24:10

And my mother's plan was to name me after her.

24:14

But my grandmother begged her, please don't name that child for yet Fredonia because everybody called my grandmother, the midwife, Miss Free.

24:24

And so she just felt like that shouldn't be my name.

24:27

So there was a cousin named Laura there, and so I ended up being named after Laura Pittman.

24:34

And um I was born in May, so they gave me the middle name May.

24:38

That's what country people do.

24:40

And so um, but one of the things and fondest memories that I have every summer of spending down south with my grandmother, is that every year she had a garden of sunflowers.

24:53

And as the season went on, we would be able to go out with her and pick them.

25:00

She would soak them in salt water and then bake them in the oven.

25:02

And but you know, the we're simple country people, we had electricity.

25:05

We did not have indoor plumbing.

25:07

Uh in the summer, my job was to go out, and I had to jump up because the pump handle was up high and I was too short.

25:14

And so I would jump up and grab the handle and I'd start getting that water going.

25:18

My grandmother would always say, Now try to let that water run a little while.

25:22

But I like the taste of the orange water that came out first.

25:26

It had a sweeter flavor uh to it.

25:28

And so that's a fine memory.

25:30

Not having an indoor bathroom or indoor running water.

25:34

Those are actually fine memories that I have and taking pictures of unusual spiders and things like that bees that you see there that you would not see here uh in St.

25:48

Louis City, and not having all of the amenities that most people in this room can't even imagine having you're not or not having, you know, a television on Sunday.

26:01

If you didn't drive to town, you listened to uh church on the radio, and as soon as church went out, the radio went off.

26:08

But what they gave us instead was conversations, many great conversations.

26:15

Our grandparents actually talked to us.

26:18

They passed on oral tradition, which we don't see as much now anymore.

26:24

And so I am grateful for all of the mornings that she would get up and make me a cup of tea that we drank out of real China, and uh I'm sure somebody gave it to her.

26:36

But but it was real China that we we had tea uh in the morning, and she taught me how to churn butter and how to make bread and you know, all of those things that we take for granted walking to or driving to a grocery store um to make those things happen for us.

26:54

I'm glad that I've had a portion of my lifetime to be able to live in a very natural way that did not have so much technology.

27:05

So I want to thank you all once again.

27:06

I feel the love and I love your own purpose.

27:09

It ain't nothing you can do about it.

27:10

And uh I I'm very appreciative.

27:12

Thank you.

27:13

Thank you, Alderwoman.

27:15

Uh so reminder we're on introduction of guests, Alderman from the 14th.

27:23

Thank you, Mr.

27:24

Uh Acting President, members of the board.

27:26

As my honor guest, I would like to have one best 14th War residents, uh, Ms.

27:31

Leo, who's up in the gallery.

27:32

She does amazing work uh not only in the 14th War, but especially uh during this as we approach the one-year tornado, has uh been boots on the ground uh helping volunteering, but also have uh a trade and construction and have been using her labor for free to help people throughout the tornado area.

27:52

So uh she's one of the people that I always go to.

27:54

I know we haven't talked in a while, we need to do some lunch, but I love you.

27:57

You always got my back, and if the boy can make her feel welcome, I greatly appreciate it.

Thank you, Mr.

45:06

Acting President.

45:07

I move that we perfect board bill number nine.

45:10

It's been moved by the Alderman from the 14th, seconded by the Alderwoman from the 7th that we perfect board bill number nine.

45:14

Alderman, you may need.

45:16

Thank you, Mr.

45:17

Acting President, members of the board.

45:18

Board bill number nine is a uh opportunity for our city employees to receive a one-time lump sum of a thousand uh dollars.

45:28

There was funds set aside an FY budget 26 um to uh eventually give our employees uh this kind of lump sum.

45:37

Um what we're doing is we're fast tracking it because these funds again will be coming out of budget FY26.

45:44

Um and as we are in the FY27 budget year, we want to make sure that this legislation gets done so the funds can come out of the FY26 budget.

45:52

This would be a lump sum of a 1,000 uh payment for uh our civic oh no, I'm saying civic service.

46:00

Civic service.

46:01

I'm getting the words tied up.

46:02

Civil service, yes, civil service employees classified civil service employees.

46:07

Um so uh also have a floor sub, and I'll move up the floor sub for board bill number nine.

46:15

The alderman from the 14th has moved to adopt a floor substitute for board bill number nine.

46:22

It was seconded by the alderman from the seventh.

46:26

Is there any discussion?

46:31

Alderman from the 12th.

46:33

Um I'm gonna ask for previous role, that's all.

46:37

Okay.

46:38

Any further discussion?

46:40

There's been a request for previous role.

46:42

Is there any objection to previous role?

46:46

Motion carries.

46:48

We're now discussing the floor floor substitute to board bill number nine.

46:54

Thank you, Mr.

46:55

Acting President, members of the board.

46:56

The floor sub is just uh clean up thank uh Mr.

47:00

Lou Galley for uh catching it.

47:02

What it does is it just makes sure that uh this uh language that we're approving aligns with the previous uh ordinance that we're referencing to to make sure that the civil service employees uh that we're mentioning are actually uh be getting this one-time lump sum.

47:17

Again, uh this is uh funds that was set aside uh from the previous budget, and we want to make sure that this is just uh um appreciation to our civil civic service civil service employees got tuntied today um to just say thank you.

47:34

There eventually will be a pay study bill that give them a three percent, but that will come out of the twenty-seven.

47:39

This is coming out of twenty-six for that one-time lump sum bonus, and with that, I would open up for any questions.

47:45

Sir, any discussion?

47:46

Alderwoman from the twelfth.

47:49

Thank you.

47:50

Um, if the alderman from the 14th would would yield, will you yield the questions from the alder woman from the 12th?

47:59

Thank you.

48:00

Um, are there any employees under this pay uh this uh board bill that would not be included?

48:07

This would be only civil service employees, so um, this wouldn't be like the board of aldermen were not civil service employees, so we wouldn't necessarily be in it's uh only people that are civil service employees that uh go through like the personnel process.

48:20

So this uh wouldn't relate to anybody who's um kind of patronage office.

48:26

Okay, and also with it up uh wouldn't apply to uh the people that we bring in temporary, like people that come in for force three to cut grass for a certain amount of time, right?

48:36

Correct.

48:37

This wouldn't be also this one, um this wouldn't go for that.

48:40

That would be called uh per performance.

48:42

So individuals that come in on a per performance, typically per performance are like uh, you know, part-time employees, they don't get city benefits.

48:50

We bring them in or contractors, we bring them in as you mentioned, like forestry or parks during a seasonal time to be able to help with uh the the lack of FTEs full-time employees that those departments have.

49:01

So this would only be for uh full-time civil service employees in the city of St.

49:06

Louis.

49:07

I agree.

49:08

I will say that um actually the uh charter kind of does not frowns upon pay performance.

49:16

They encourage people to have full-time jobs, and especially in forestry, it's been a travesty for many, many years that we have pay performance and part-time when there's actually a need for forestry year long.

49:28

All right, but thank you anyway.

49:29

And I will add um and maybe a little bit off topic, but as we talk about forestry, you'll see in this budget coming up.

49:36

There was an amendment made to reduce some of those per performance in collaboration with the mayor comtroler and president to turn those to full-time uh employees.

49:46

I I appreciate that.

49:48

They should turn them on because during the winter, there's plenty of work that needs to happen, especially in much of North St.

49:55

Louis, because they get so busy, they only cut front yards, not backyards.

50:00

So you have all these people living next door to these uh properties that have not been cut in years.

50:06

And so if we really want to cut the community and make it so that citizens want to stay in our community, we need to keep uh uh people working full time um and so that we can clean the LRA properties up or any of the other properties that they're only cutting the front yard as a shortcut to um saying that they cut grass when they don't.

50:27

So I I appreciate it.

50:29

I will be voting present for another reason, but I just wanted the people to know that it wasn't everybody, but I hope sometime soon that we stop doing pay performance and start doing full-time employees because certainly we have so many vacancies places where we need to fill up, fill those uh positions that we should start with forestry, because they are all of the um and they need to be working in the winter.

50:55

They can take brush cutters and cut those backyards and cut down trees and clean up alleys.

51:00

There's so much things that so many things that they can do.

51:03

None of them should be performance.

51:05

Thank you.

51:06

I agree.

51:06

Thank you, Adawana.

51:08

Alderman from the fourth.

51:10

Thank you, Acting President Cohn, members of the board.

51:12

I request to be added as a co-sponsor.

51:15

51:24

51:28

51:35

51:40

So I thank you, sir.

51:44

Any other woman from the eighth?

51:48

Mr.

51:48

Vice President, I would also like to be out as a co-sponsor.

51:52

Madam Clerk, please note the alderman from the eighth would like to be added as a co-sponsor.

51:56

So noted.

51:58

Any further discussion?

52:02

Yeah, previous role.

52:03

Madam Clerk, I'd like to be at it as a co-sponsor as well.

52:06

There's been a request for previous role.

52:10

Should I is there any objection to previous role?

52:16

We'll be led in an opening reflection by Sandra Marks with the ALS Association for ALS Awareness Month. Sandra. Thank you. Like I said, I'm Sandra Marks, and I'm a senior VP at Claiko Construction, but also I'm part of the leadership committee with the ALS Association. And I'm also very involved this year and last year as a chair of their annual gala. Uh May is May aware is ALS Awareness Month. And my husband, who many of you all may know or have heard of, Cozy William Marks III died last year after a five-year battle with ALS. And from the time Cozy was diagnosed until his death, the ALS Association was a major supporter from helping him with the care that he needed to the equipment that he had to have as disease progressed and certainly upon his death. Many also knew him from the things that he did in St. Louis. He was the chair of the Annie Malone Board of Directors for many years. He was the deacon of Antioch Baptist Church and very involved. And then he was the son of Cozy William Marks Jr., who's a renowned educator here in the St. Louis Public School District. So the ALS Association has been an important part of our family's life, and I want to make sure people are aware that this month, like every month, people continue to suffer from this. A very good friend of ours who I want to honor today, Bishop Calvin Scott passed recently from the same disease. So please consider getting involved if you aren't already. There's so many ways to be involved, too. June 27th is the ALS Walk in Forest Park. We're going to have a cozy's corner, and I hope to see many people there supporting these organizations that do so much. And then in November at the Chase Park Plaza, we'll have the ALS Game on Gala. So please look for more about it, and I really appreciate the opportunity to not only honor my husband, but to make people aware of how important this month is to so many. Thank you.
