Um I'm her proud Alder Lady to my constituent, Miss Samantha Williams, who is our new uh lead government relations and manager for Amherst Missouri.
Welcome to your no position and welcome here to the gap to the floor this morning.
And I would also like to have the St.
Louis Sports Commission who thank you for taking the time to meet and explain some things to me as we move forward in these conversations.

Um, I would like to have as my honored guests today, all of the 225 residents of the Council Tower Senior Apartment Building.
Um, they have been going through quite an ordeal over the past two weeks.
Uh, and uh it it appears at this time that uh that that strife uh has ended and the water is flowing, and we pray that it continues uh to flow.
Additionally, uh I want to uh give uh honor and praise to all of those uh who uh came forward to uh either volunteer help and or to be a uh uh donate water.
Uh at the top of my list is Annalisa Stover with the area agency on aging.
Uh Anna is has just been phenomenal throughout this process, and um we we have a lot of uh uh great things happening at all of our senior buildings because of the work that she and her team does for our city.
Uh additionally, I'd like to thank all of the donors who uh uh brought water or spent water um to make sure that residents uh were high drained it and had water to flush toilets, wash dishes, etc., etc.
Uh, under the leadership of Karen Clifford.
Uh she brought all of the neighborhood uh stabilization uh volunteers.
Uh they they rotated in and out to make sure that residents had water, what was delivered to 225 doors daily.
Um, the city's uh area agency on aging, uh said before under the leadership of uh Annalise Dover, uh Justin Hauser, the health department, and their team of volunteers uh with the mayor's office, uh Mayor uh Spencer, uh Dan Gunther, uh Jonathan, uh, and and so many others in that office who came uh to bring water, volunteered to deliver water.

Uh, the Urban League under the leadership of Mike McMillan, uh, Sarah Khan Chagog, uh uh uh James Clark, uh, the the incredible team from the Federation of Block Units who came uh to help deliver water, Red Cross, the Spirit of St.
Louis, Congressman Wesley Bale, AmeriCorps uh came to to assist uh uh students under the leadership of um oh lord, don't let me forget her name.
Um Jessica Trout, uh Clue volunteers, Rockview uh Washington University volunteers, OMZL uh volunteers.
Um, and I'm praying that I didn't miss anybody, but oh, and and last but not least, those residents um at Council Tower who took it upon themselves daily to assist with meal service.
They served every resident three meals uh a day.
Uh they they they organized it on their own.
The management company with wand properties provided the food, and they made sure that it was evenly distributed.
This is uh something that uh we generally don't see, and I'm so glad they have had this experience um under some very trying circumstances.
So all of those people who had any hand in assisting with providing water, delivering water, volunteering any form of service to the people at uh council tower apartments.

Board bill number 28 introduced by Alderman Devotee.
An ordinance requiring the installation of water meters on certain service connections in the city of St.
Louis, providing mechanisms of enforcement, including providing authority to deny or withhold service for non-compliance and delegating authority to the water division to administer, implement, and set technical standards for meter installation.
The requirement applies prospectively to new service connections and mandates the installation of meters only on certain existing service connections.
The ordinance also includes a cerebrality clause.
Board bill number 29, introduced by Alder Woman Clark Hubbard, an ordinance recommended by the Board of Estimate and Apportion.
Authorizing the City of St.
Louis, Office of the Mayor's Office of Recovery to accept disaster relief funding from the Missouri Department of Public Safety and the Missouri Housing Development Commission.
Appropriate and said funds authorizing the expenditure of such funds to the extent received, authorizing contracts and other documents to expend such funds to the extent received and containing an emergency clause.
Board bill number 30 introduced by Alderman Aldric and ordinance to amend certain sections of ordinance 67667 by removing a loophole that required the city to create a sunshine portal, but did not require the city to post to the sunshine portal.
Board bill number 31 introduced by Alder Woman Clark Hubbard, an ordinance making appropriation for payment of the operating expenses, capital expenses, including lease purchase agreements and debt service expenses of the parking division of the treasurer's office for fiscal year July 1st, 2026 through June 2030, 2027, and the sum of 21, 37,967, including 1,475, 768 dollars for capital improvements containing an emergency clause.
Board bill number 32 introduced by Alderman Cohn, an ordinance recommended by the Board of Estimate and Apportionment, authorizing the office of the President of the Board of Alderman to execute and accept a sub award from the Bloomberg Philathropies American Sustainable Cities Initiative for the grant purposes of its youth climate action fund, specifically to activate youth in leadership roles as they participate in climate solutions consistent with the city's sustainability goals, appropriating such funds to the office of the president of the board of alderman and authorizing the expenditure of such funds to fulfill the obligation of said grant to the extent such funds are received and containing an emergency clause that is the extent of the first reading of board bills.

Board bill number twelve is uh a continuation of trying to help our city employees.
What board bill number twelve will do is a repeal of the previous three percent pay increase, and we are creating or putting in place uh a new three percent pay increase that was done through the compensation study.
This ordinance put uh effect for recommendations that was a citywide classification and compensation study that was done by Evergreen Solutions.
Um this three percent will allow uh for recommendations, including some title changes and adoption of new open pay ranges.
This also moves a lot of the uh individuals in the city of St.
Louis where they start in salary will uh go up.
So people that are coming into the city of St.
Louis applying for certain jobs, salaries will um be a little higher than what they previously were.
Uh all employees moving to the open range pay schedule will receive a minimum of three percent pay increase.
Some employees will receive more than the three percent as a result of the increase to the minimum of the salary.
So um this is like I say a opportunity for us to support our city workers.
This has been an ongoing thing where uh previous and current administrations are putting in these three percent pay increases to try to help our city of St.
Louis uh uh workers, and it gives an opportunity for other departments to also opt in, such as the Board of Alderman, which we have done in the past.
I'm really proud about uh this legislation.
I appreciate everybody who signed on as a co-sponsor and also appreciate the mayor's um uh collaboration and want to give a huge shout out to personnel director Brian Light that has worked very hard on this.
Uh we just recently did the one-time lump sum, uh, which civil service employees will be getting, and then as this uh passed, it will go into the FY27 uh budget cycle where City of St.
Louis City of St.
Louis uh employees will be getting a three percent rage raise as well as raising the minimum pay uh for a lot of these positions throughout our city of St.
Louis, and I will open up or any questions, Mr.
Vice President.

Um Altman, um, you talked about first of all, you talked about a uh open range pay scale.
Is that something new or something that has been uh done before?
Because I don't remember that term, and maybe you're using a different term than I am familiar with.
So is that way for people to get paid in the same grade at different levels?
Can you explain that to me, please?

In which people can get paid an open amount between certain uh amounts in the same pay grade, is uh pay uh level.

And how who is determining that?
So if you and I are both entry levels, is that determined by experience?
What who makes that determination and and what it is, what is it based on?
Uh I'm not sure what is based on.
I'm sure it would be based on if somebody put an application in based on the resume and it will determine most likely between the director and the personnel.
Um whether the director of the department at a person is trying to go into in forestry parks, uh health, and uh the director of personnel.
So then the either the appointing authority or the director of personnel, what do you know if it's one or the other or both that would make that determination?
I I mean, in the past, from what I've heard, it is um department heads that have worked with uh the director, and we have a new one that they work together to believe if an employee uh deserves a higher wage, they have to work with the personnel director on that because you know we also have pay grades.
If you go too high, you may go over a pay grade, which changes the the title of that actual position, but it would be in collaboration with the department of personnel and whatever department that an individual is going out to apply for.
I remember something of that happening at the board.
We wanted to give our secretaries raises, and I think what happened is that we that's how they all became executive secretaries to give them a raise.
So we made them all executive secretaries, I think, because at the uh formerly only the person who sat back in the back with the senior autumn made up higher pay level than everybody else, and that was uh quite unpopular.
Um the other thing is that is this uh going to encompass the three percent uh raise we just gave everybody, or would it also encompass anything that might come later if we found out we could give bonuses?
Is this how what does this cover?
What's the range that this covers?
I guess is the question I'm asking.
Is it for the year for I think you said in the uh in the um in the board bill that it is until we change it?
So could we change it say six months from now if we wanted to?
So uh if I'm hearing you correctly.

Uh again, uh Board Bill 12 is just the annual 3% pay raises that we have been doing for the last several years.
I think this is uh there's been a lot of work done between the personnel department and um uh Evergreen solution to come up with this compensation study.
Again, a lot of our uh positions throughout the city of St.
Louis will be lifted to where maybe like a forestry workers start, and I'm not clear on the numbers, but say they start at 40.
A lot of uh different departments uh minimum now would be lifted maybe to like 45 or 46.
So when people that are coming in starting higher as well as uh this three percent would raise a lot of our employees throughout the city of St.
Louis.
This is another way I think from uh city government is trying to show that uh we're trying to be competitive with a lot of other regions and other uh places that you know pay higher.
Um but we appreciate our city workers.
We know our city workers work hard every single day from the Board of Alder to Forestry to Streets to every department uh work very hard and not uh being compensated in the way that they should.
Uh it was excited that we were able to get the one one-time lump sum across the finish line that would be going on people checks uh very soon, and then if you have civil service employee, and this 3% would be a 3% that will go for all uh employees throughout the city of St.
Louis.
So uh I appreciate the individuals that signed on as a co-sponsor of the mayor uh and ask my colleagues for their favorable consideration on board bill number twelve Madam Clerk.

So this resolution um just acknowledges both the kickoff of the event and the fantastic kickoff of Pride Month that we'll be having here in the city of St.
Louis.

St. Louis Board of Aldermen Meeting - May 29, 2026
The St. Louis Board of Aldermen convened on Friday, May 29, 2026, at 10:00 a.m. in the Board of Aldermen Chambers. Vice President Cohn presided with 15 members present. The meeting included introductions of honored guests, approval of minutes, first readings of several board bills, debate and perfection of a compensation plan for city employees, adoption of resolutions, and approval of mayoral appointments.
Consent Calendar
- Approval of Minutes: The minutes from the meeting on Friday, May 21, 2026, were approved unanimously.
- Third Reading and Final Passage of Board Bills: Board Bill 2 (introduced by Alderwoman Schweitzer and others) and Board Bill 11 (introduced by Alderwoman Clark Hubbard and Alderman Cohn) were passed on the consent calendar with a unanimous 15-0 vote.
- Courtesy Resolutions: A consent calendar of courtesy resolutions (including Resolution 32, 33, and 35) was adopted unanimously.
Introductions and Recognitions
- Alderwoman Boyd introduced Theodore Noel D'Souza, a newborn attending his first board meeting.
- Alderwoman from the 10th introduced Samantha Williams, new lead government relations manager for Amherst Missouri, and thanked the St. Louis Sports Commission.
- Alderwoman from the 10th also recognized the 225 residents of Council Tower Senior Apartment Building, who experienced a water outage over the past two weeks. She thanked numerous volunteers, including the Area Agency on Aging, the Urban League, the Federation of Block Units, the Red Cross, AmeriCorps, and others who provided water and meals. The water has been restored.
- The Chief Clerk's children's birthdays were celebrated.
First Reading of Board Bills
The following board bills were introduced and referred to the appropriate committees:
- Board Bill 28 (Alderman Devotee): Requiring water meters on certain service connections, with enforcement mechanisms.
- Board Bill 29 (Alderwoman Clark Hubbard): Accepting disaster relief funding from the Missouri Department of Public Safety and Missouri Housing Development Commission.
- Board Bill 30 (Alderman Aldric): Removing a loophole requiring the city to create a sunshine portal but not post to it.
- Board Bill 31 (Alderwoman Clark Hubbard): Appropriating $21,379,967 for the parking division's operating and capital expenses, including $1,475,768 for capital improvements, for FY2026-2027.
- Board Bill 32 (Alderman Cohn): Authorizing a sub-award from Bloomberg Philanthropies American Sustainable Cities Initiative for a youth climate action fund.

- Referral of Board Bill 24: Alderwoman from the 6th moved to refer Board Bill 24 back to the Budget and Public Employees Committee. The motion passed with a unanimous roll call vote of 15-0.
- Board Bill 12 – City Employee Compensation Plan: Alderman from the 14th sponsored the bill, which repeals and replaces the previous 3% pay increase with a new 3% increase based on a citywide classification and compensation study by Evergreen Solutions. The bill establishes open pay ranges, raises minimum salaries for many positions, and applies to all classified employees. Discussion included questions from Alderwoman from the 12th about the open range pay scale and the determination of pay levels. The bill was perfected with a unanimous 15-0 vote.
- Resolution 33: Alderwoman from the 1st moved to refer Resolution 33 to the Transportation and Commerce Committee, which was approved.
