Flojo is resigning from the office of the city counselor after over 20 years of service, and whereas following his graduation from Truman State University in 1995 and St.

Louis University School of Law in 1998 and work in private practice, Mr.

Flowjoy carried out his duties with the City Councillor's office with professional demeanor and dedication to have gained his admiration and respect of his colleagues, peers, and clients.

Whereas Mr.

Flojo served as a member of the city counselor's office since August 2005, and whereas Mr.

Flojo provided multifaceted legal advice and representation to the police division and Regis and whereas Mr.

Flojo represented numerous city agencies in various legal matters before the Civil Service Commission, police retirement system, and other administrative agencies, state court and federal court, and whereas Mr.

Flojo's legal advice protected the integrity and functionality of many city agencies and assisted city staff in carrying out their missions successfully and legally.

And whereas the City of St.

Louis wishes to convey its appreciation of Mr.

Flojo for his many years of dedicated service to the city and its community and express its best wishes for his future endeavors.

Now therefore be a resolve by this honorable board of Alderman and the City of St.

Louis that we pause in our deliberations to recognize and honor the work of Raymond B.

Flojo and his contributions to the legal matters of the city.

Vice Chair members of the board, this is a real treat for me.

As many of you know, I've had a plaintiff's practice for 28 years, and Ray for much of that period was on the other side of the bar.

Uh whether it was in private practice or then for many, many years with the city counselor's office.

We cross paths.

And there wasn't a time that I worked with Ray that he wasn't a consummate professional.

Ray truly, truly represented what it means to be in the city service.

And I think it's my belief that he did well in the way that he represented our law department.

Uh whether it was our interactions uh back in the day on behalf of the police board, or perhaps a discrimination case.

I can recall trying two cases with Ray.

5:43

Uh again, nothing but professionalism.

5:47

Ray left the city service about six weeks ago.

5:49

He is now in private practice.

5:52

But this brings, I think um, it's a little bit of nostalgia for me because I can remember working cases up, not just with Ray, but folks like Tom McDonnell and Nancy Kissler, uh, of course, our current city counselor, Mike Garvin.

Uh, and as we see people move from city service uh into other things, new adventures.

Man, it's it's fun to watch their success, but it's also it's tough to watch you walk out the door, Ray.

So uh folks, uh again, thank you for giving me this opportunity to recognize Ray today.

And Ray, thank you for your service to the city.

Um wow, it took me over 20 years in leaving the city to come to get to be at this podium.

Unlike you all that have to get elected.

Um I do want to thank um thank the board of aldermen for this recognition.

Um I am honored and humbled.

Uh I am grateful for this.

Um, especially with everything that's going on with our city.

Uh thank you for taking the time for this.

Um in 2005, uh I was already an attorney for almost seven years.

Uh in that seven years, I moved for money.

7:30

I moved to be part of a new law firm.

7:33

Uh, then to broaden my practice and get first chair trial experience.

Um, I had heard that the way to do that as a young attorney, as opposed to carrying the bags for somebody, is to join the city counselor's office, particularly with civil litigation.

Now, you could you could be a criminal defense attorney and get lots of trial experience, but I had already been seven years in the in the games, so to speak.

Um, so I joined the city counselor's office in 2005.

And I can't tell you what the experience uh has given me from the city counselor's office to make me become the trial attorney that I am today to have served the city of St.

Louis over the years and not current currently served my my my clients going forward uh there are too many people to name over the years that I've been through with the city counselor's office.

Um but I I'd like to uh give a shout out to Christine Hodzik.

She had been my direct supervisor and attorney manager for the past several years.

Uh and I suspect no small part on some of what's going on today, along with my classmate Matt Devote.

Uh, also want to acknowledge the city counselor Mike Garvin, who I've known over the years.

But I want to take a special mention of Matt has already made references to this.

Of those who have really mentored me and many, many others over the years, and that's the late Tom McDonnell, the late Nancy Kissler, and the late Don Deleuski.

All deputy and associate city counselors that have shaped the office and have shaped me as a trial attorney today.

I want to thank the board of Alderman.

I want to thank the mayor, and I want to thank all the city officials that have helped me and the city through the years.

I also want to give a very special shout out to my former colleagues of the city counselor's office.

Didn't get to um to work with you over all my years that I've been here at the board, but I always know that um one of the things that really speaks to an attorney is when the opposition speaks well of you.

I started out in the public defender's office.

Um, and Jack Garvey was a prosecuting attorney.

And we got elected to the board together.

We have been friends before that.

11:36

We remained friends, we shared an office, we tried cases.

So when the opposition says that you're a good honorable person and a good hard worker, um, and you remain friends even after you might have tried a couple of cases together that speaks uh the world of you.

So I just again wanted to say thank you for your service and to congratulate you um into going into uh private practice.

Uh I'm sure that probably is as a is that a defense attorney now?

That's what I want to know.

Because oftentimes when people have been in the city counselor's office or the circuit attorney's office, then they they find a whole new world out there becoming a defense attorney.

Uh, you know, while I didn't get the opportunity to work with you very much in the office, I think echoing the sentiment of my colleague from the 12th, it's you know, uh remarkable when you have folks who have been on both sides or opposite sides, um, giving you praise, and I think that really, you know, is a testament to your knowledge, your dedication to the city.

And um, as you probably know, being a legal scholar, this is the highest recognition that the Board of Alderman can bestow on any individual in the City of St.

Resolution number 38 recognized the 70th anniversary of the Legal Services of Eastern Missouri.

Whereas in 1956, the Legal Aid Society of the City and County of St.

Louis was incorporated, and whereas in that year, offices were established in both St.

Louis City and St.

16:11

Louis County.

16:12

And whereas members of the Society, including the City and County Board Associations, the Lawyers Association, the Mount City Board Association, Faculty of St.

Louis University and Washington University Law Schools, and community members who represented this unable those represented those unable to pay for legal services.

And we're asked today, Legal Services of Eastern Missouri has offices in St.

16:37

Louis, Clayton, Union, and Hannibal, Missouri, that provide free legal assistance to low-income clients and families in the 21 Eastern Missouri counties.

And we're asked the Legal Services of Eastern Missouri helps families achieve safer, healthier, and more productive lives.

And whereas Legal Services of Eastern Missouri promotes the well-being of neighborhoods and communities throughout Missouri by providing equal access to justice.

And whereas in the past 70 years, Legal Services of Eastern Missouri has helped more than one million Missourians through free legal representation, advocacy, and counsel.

Now, therefore, be a resolve by this honorable board of Alderman in the city of St.

Louis that we pause in our deliberations to recognize the 70th anniversary of Legal Services of Eastern Missouri in recognition with their many contributions to legal services of Eastern Missouri has made by made to improving the lives of Missourians for 70 years.

Colleagues from 1956 to 2026, Legal Services of Eastern Missouri has been serving the St.

Louis community.

And continuing our theme today of all the great legal experts we have in our community providing service to our city.

Many of us know Legal Services does a lot for the St.

Louis community, supporting families, conducting neighborhood advocacy, and the experts behind me can tell you the details of how they do that hard work.

But what I can speak to, and what I know a lot of residents of the eighth ward and in your words can speak to is just the impact that has on our neighbors and on our families and those that they serve.

We need organizations like legal services continuing to do the hard work and filling in the gaps when we know our neighborhoods and our communities don't have all the answers, and it's the folks here that work for this institution that really do provide that vital service to our community.

So I'm honored to get to stand here and recognize them with this milestone.

Um but I know and we all know that this work continues even beyond this, and we are excited to see them continue to serve the St.

Louis community.

And so I'm glad to get to seven celebrate 70 years today, and we look forward to many, many more years to come of legal services doing this great work.

I've got a little bit of a remnants of a cold, but my passion for the work that we do on behalf of those in need throughout our 21 counties of eastern Missouri, and especially in the city of St.

Louis, my passion is strong.

My appreciate I am joined here today by Karen Warren, who is our uh deputy director at Legal Service of Eastern Missouri, and two very esteemed members of our board, someone many many of you may be familiar with.

Mavis Thompson, who is uh licensed collector here, and Miss Linda Daly, who is a powerful community advocate.

And I'm so honored and pleased to be with all of you, because you are our partners, because we are all here to help our clients, those in need to both survive and ultimately to thrive, to survive um the challenges of lack of housing, to survive the challenges of lack of affordable health care, to survive the challenges of building up our neighborhoods, and to thrive to build those neighborhoods to create opportunities for employment for our clients and their community, and you all here at the board and throughout the city of St.

Louis have been our partners in this effort.

The need is great, but having this group here and all of you with us, uh we know we can help to make that meaningful difference because all our clients want each and every day is to have a comfortable, livable, safe life for themselves and their family.

This recognition today of our 70 years, and we'll be back here 70 years later, okay, to celebrate our and hopefully my voice will be stronger than we appreciate so much uh our partnership together on behalf of those we serve.

I got excited and had to start clapping when you said 70 years more, because again, uh Alder Woman Cox Answered said it best.

The impact that you all have made uh as partners with us, as partners with local government and agencies that keep our neighborhoods safe.

But most importantly, as partners with our communities, with our residents, is immeasurable.

And that was before the May 16th tornado, and we're gonna keep talking about that.

I would be remiss if I as neighborhood didn't mention and publicly thank again and again you all for the work that you all did in response and now in recovery, not just in clearing titles, but answering calls, informing and educating our residents so that they can be prepared for this and anything else in the future.

You all are proactive in these responses, and I love that you all show up at community meetings, and I love that you all answer the calls and you do what you say you're gonna do.

And I love that.

So I've always stomped the ground for Legal Services of Eastern Missouri.

I will continue to stomp the ground for I might not be here for the next 70 years you talked about, but as long as I'm here, I'm in full support and thank and honor the work that you all do, and thankful for Alderwoman Cox Answeet for capturing in our city of St.

I met Mr.

Dan Glazier in 1986, I guess it was, because in Missouri they have something called Rule 13 that if you have a certain amount of credits in law school, um, you can do an internship or you can work for, and who I got to work for was Dan Glaive.

And who I got to work for was Dan Glaive.

Um he was at he was not the director of legal services, Dan.

He was in housing, which was just right up my alley because I was a landlord, but I believed in good housing.

Um, and so you don't know how uh frightening that is to go into an organization and then they put you in court.

You actually have to start trying cases.

And that's what happened with me under Mr.

25:25

Glazier under Dan.

And um, I have followed him over the years as I left and graduated and became a public defender.

What I want to say to him is if your voice is not strong today from your voice, your voice is strong for all the people like myself and others who have served under you, other Rule 13 law, lawyers and law students.

Um, that's how you carry it forward.

Because not only does do you get to uh practice law, but you teach other people how to practice law, how to uh uh make sure you defend people, that you I still remember that you gotta have a habitable place to live.

I learned a lot of um uh things working for you that uh it was only book reading in law school, but you actually got to find out what it meant when you went into the courts and you tried the cases.

And I actually still run into some people once in a while that I had back when I was in uh under your two leach.

And I just want to thank you for myself and for all the other young lawyers and the people that are not so young anymore for all that you've done, and your voice will continue to go on because we each should each one should teach one, and we will all reach out and make sure that your uh priorities and what you think about having uh habitable housing and advocating for people is something that goes forward, and I do that.

I uh I still own property, but anybody can come to any of my properties anytime because I have always made sure they were habitable and they were the kind of place that I would want to live in.

And I learned a lot of that from working for you.

In my ward, you all have been incredibly helpful with some of the most problematic, vacant, abandoned, neglected properties.

And the work that you've done has really helped turn, you know, entire blocks around and has created outcomes where you know there's now new housing built on land that was incredibly problematic.

And now we have some of the first new builds in the neighborhood in many, many years.

Uh and I know these stories are just one of many uh of 70 years of history, the amount of lives that you all have touched and the ripples that causes in the community.

We really just can't thank you enough.

Um your work with the vacancy cooperative and just the work to push back the tide of vacancy in our city is key to uh really funding our our tax, you know, our services for our residents.

It's key to, as Alder Warner Schweitzer said, bringing housing back online for people.

Uh the effect of legal services of east eastern Missouri cannot really be measured.

Uh, but I bet if we if but if we tried, it would be astronomical.

I am also proud to uh co-sponsor this because I think uh you're one of the most vital partners the city has and uh really cannot cannot wait to see what else we accomplish together.

Uh legal services of eastern Missouri is an organization that I've been very proud to work with and very proud to support over my 17 years down here at the Board of Aldermen.

Um starting with uh, you know, tenant landlord issues and referring people for assistance when they've had issues uh navigating you know tricky relationships with landlords and um you have always as an organization, you know, approach these situations with the utmost care, professionalism, and you know, more recently over the last several years working with you all on and particularly Peter Hoffman and others on uh vacancy litigation.

It's just um it's one of those issues that touches literally every single community in the city of St.

Louis.

I personally um have been dedicated to try and get more resources for legal services of eastern Missouri so that you can continue doing the good work that you're doing throughout our entire city, um, particularly in communities that have seen disinvestment for generations.

And so I think uh you all are doing the the Lord's work, so to speak, um, and getting people into housing, protecting housing, and making sure that they have quality affordable housing and care as well.

And um from the bottom of my heart, you know, thank you all for the work that you've done the past 70 years in the city of St.

Louis, and like many of my colleagues have said, here's to another 70 years working in the city of St.

Louis, and uh hopefully with a lot more positive outcomes to come.

This is a resolution that uh recommends the port authorities recommendation of a tax abatement for personal property for Winland Foods, which is a company in my ward.

They've been doing business in my ward for many, many years.

And a few years ago, uh there was actually a chance that this facility could close.

Uh it was going to be a devastating thing for the neighborhood.

Uh, and especially when we think about just large vacant building, large industrial vacant building in the city in general, something that we really want to prevent.

Uh thankfully, the company did uh a lot of work to decide to stay in that facility.

And one of the ways that they're able to stay is by expanding their pasta production line uh to include manicati and large shells.

So I don't know if you all know this, but in the first ward, we have a significant number uh actually of pasta producers.

Um so if you like me are a fan of pasta, uh some of these brands come right out of our uh first ward, and I'm happy to tell you which ones uh after the meeting.

Um so this is a tax abatement that did score on our scorecard here at the board of aldermen qualify for this personal tax abatement, uh the personal property tax abatement.

And the reason it's a resolution instead of a board bill is because it is in the port authority uh boundaries and and their um jurisdiction to grant the the abatement and at the board of aldermen, we affirm that with a resolution, which is what's in front of us today.

Uh, one of the flags that was brought to me when this resolution was first introduced is whether or not it was a um a abatement that would trigger prevailing wage standards.

Uh after a consultation with SLDC, the company uh and um you know people looking out for prevailing wage issues in the city of St.

Louis was determined that yes, it absolutely is.

That was already known and agreed to and thought of by the port authority, uh, but on our end, the board of aldermen wasn't listed in the resolution as a specific uh part of the the project.

So in the Transportation and Commerce Committee, we did amend the resolution in order to put it in writing in the resolution that this does trigger the prevailing wage requirements, which is a good thing.

So I'm excited that there will be um really good jobs both in the construction and ins or the installation of this equipment as well as um great jobs uh in the facility as the uh production line gets off off and running.

Resolution number 37 honoring Mr. Raymond B. Flojo. Whereas Raymond B. Flojo is resigning from the office of the city counselor after over 20 years of service, and whereas following his graduation from Truman State University in 1995 and St. Louis University School of Law in 1998 and work in private practice, Mr. Flowjoy carried out his duties with the City Councillor's office with professional demeanor and dedication to have gained his admiration and respect of his colleagues, peers, and clients. Whereas Mr. Flojo served as a member of the city counselor's office since August 2005, and whereas Mr. Flojo provided multifaceted legal advice and representation to the police division and Regis and whereas Mr. Flojo represented numerous city agencies in various legal matters before the Civil Service Commission, police retirement system, and other administrative agencies, state court and federal court, and whereas Mr. Flojo's legal advice protected the integrity and functionality of many city agencies and assisted city staff in carrying out their missions successfully and legally. And whereas the City of St. Louis wishes to convey its appreciation of Mr. Flojo for his many years of dedicated service to the city and its community and express its best wishes for his future endeavors.
