Thank you, Joe.

0:07

Good morning, everyone.

0:08

It is Thursday, April 30th at 11.03 a.m.

0:12

Uh the personal administration committee will now come to order.

0:15

Madam Clerk, please call the roll.

0:17

Alderman Cone.

0:19

Present.

0:20

Alderwoman Clark Hubbard.

0:22

Here.

0:24

Alderman Aldridge.

0:25

Present.

0:27

President Green.

0:30

Three present.

0:30

You have a quorum.

0:32

Thank you.

0:34

And the first item that we have on our agenda is the approval of the meeting minutes from Thursday, April 23rd, 2026.

0:42

Is there a motion to approve the meeting minutes from April 23rd, 2026?

0:46

So move.

0:50

Second.

0:51

It was moved by the Alderman from the 14th, seconded by the Alder Lady from the 10th, that we approve our meeting minutes.

0:58

Madam Clerk, please call the roll.

1:00

Alderman Cone.

1:02

Aye.

1:03

Alderman Clark Hubbard.

1:05

Aye.

1:06

Alderman Aldridge.

1:07

Aye.

1:08

We have three I votes.

1:10

Wonderful.

1:11

Thank you.

1:11

With that, you sustain the motion from the Alderman from the 14th to approve our meeting minutes from Thursday, April 23rd, 2026.

1:18

The uh first and only item of discussion today is uh discussion item number one, Board of Alderman Renovations.

1:26

We have Director or Deputy Chief of Staff rather, uh Christina Grassio with us this morning.

1:32

And I will turn it over to her for the presentation.

1:35

Good morning.

1:36

Um thank you, Chairman Cohn and members of the committee.

1:39

I know that some of you have a tight time turnaround.

1:42

So um just wanted to remind you that you did receive the materials to do um furniture um updates in room 232 and um furniture updates and carpet replacement along with asbestos remediation in the office portion of 234.

2:00

Um and so it's very similar to the work that we did in 230 last year.

2:06

Um and we do have funding um available still from fiscal year 26 funds that would be um nice to use before the cutoff in May.

2:16

And so I'm happy to take questions, but hoping I can get the approval of the committee to move forward with those renovations.

2:23

Great.

2:24

Are there any questions from the committee of deputy chief of staff and gracia?

2:34

Seeing none, uh I also had the opportunity to review that.

2:39

So this would be for um furniture and carpet, asbestos and whatnot, and the president's office, which is 232, and then the office portion of 234, which is where myself, Alderwoman Boyd, Alderwoman Keys, and other where the congressional room and Raw's are sitting, essentially.

3:02

That's correct.

3:03

And in the president's office, it would just be the policy suite getting furniture updates.

3:09

Right.

3:10

And we have new carpet.

3:16

Yes, I was hoping the the total amount with the bids is um right under 67,000, but I was hoping that maybe the committee would be be comfortable approving 70,000 up to 70,000, just in case.

3:29

Like I noticed on the bid today, um pencil, the pencil drawers on the desks are missing.

3:35

They're not very expensive, but just in case there's any incidentals like that, we don't have to come back to the committee.

3:40

Um, of course, if something major happened, I would do that.

3:43

But if if the committee feels okay with 70, that would be great.

3:48

Okay.

3:49

Uh are there any concerns or questions?

3:53

When will the words are?

3:54

Uh Alderman from the 14th, you're recognized.

3:58

Oh, thank you, Mr.

4:00

Chair.

4:01

Mr.

4:01

Vice Chair.

4:02

Uh again, Madam Uh Deputy Chief of Staff.

4:06

Uh word began that you are speaking about.

4:10

Thanks for asking that.

4:11

We would do the same thing that we did last year and make the purchases now and then start the work mid-July when the board is on recess um with the goal of having it done before you return, just to be as you know to be less disruptive because staff will have to probably relocate in some instances um to work from home or in other areas.

4:37

Yeah.

4:38

And I do want to give you a shout out.

4:40

I know last year you did really good with working with uh maybe have some pictures of the people who go on the carpet when the board was down to make sure everything was uh you know set up and ready to go that we came back here at summer break.

4:52

So appreciate your work on that.

4:54

Thanks for saying that.

4:57

Alderman.

4:59

I yield my time.

5:00

Oh thank you, Alderman.

5:02

Alder Lady Claire Hubbard.

5:04

No questions.

5:05

Thank you.

5:08

And I just want to make sure that when we are moving furniture out of the offices, that we are taking an inventory of the furnishings and contents of those furnishings as well.

5:21

Absolutely.

5:22

Yeah, some lessons learned.

5:26

Great.

5:27

Does anyone have any further questions?

5:32

With that, I would entertain a motion.

5:35

I make a motion to do 70,000 for bidding for furniture, a car removal, and the congressional suite area and the president policy suite area.

5:51

Second.

5:52

It's been moved by the alderman from the 14th, seconded by the alder woman from the 10th that we approve up to 70,000 for refurbishing of the offices in room 232 and 234.

6:02

Madam Clerk, please call the roll.

6:05

Alderman Cone.

6:06

Aye.

6:07

Alderwoman Clark Hubbard.

6:12

Aye.

6:13

Alderman Aldrich.

6:15

Aye.

6:16

President Green.

6:18

We have through uh three aye votes.

6:20

All right.

6:20

Well, that you sustain the motion from the Alderman from the 14th.

6:24

Uh and we don't have any further discussion items today.

6:30

Uh I don't well, uh, I suppose I can announce that uh as of 5 p.m.

6:37

today I will be acting president of the board.

6:40

So I would appreciate everyone's patience as we navigate these new waters um and wish President Green all the best.

6:47

And I would ask for an excuse absence for President Green, Madam Clerk.

6:52

Oh no, dude.

6:54

Thank you.

6:54

Um and with that, I would entertain a motion to adjourn.

6:58

So moved.

7:00

Thank you.

7:01

It was moved by the alderman from the 14th, seconded by the alder woman from the 10th, that we adjourn.

7:06

All those in favor signify by saying aye.

7:08

Aye.

7:09

Aye.

7:11

No.

7:13

Hearing none, we stand adjourn.

7:15

Thank you, everyone, for your time this morning.

7:16

Thank you.

7:17

Thank you all.

7:18

Don't forget about me, Jim.

Summary of Proceedings

St. Louis Board of Aldermen Personal Administration Committee Meeting - May 6, 2026

The Personal Administration Committee of the St. Louis Board of Aldermen convened on May 6, 2026. (Note: The raw transcript of the meeting dates the proceedings to Thursday, April 30th, 2026, at 11:03 AM, creating a discrepancy with the supplied meeting date of May 6, 2026). The committee approved meeting minutes, considered renovations to board offices, and handled a leadership transition.

Consent Calendar

  • The committee unanimously approved the meeting minutes from Thursday, April 23, 2026. The motion was made by the Alderman from the 14th Ward (Alderman Aldridge) and seconded by the Alderwoman from the 10th Ward (Alderwoman Clark Hubbard), passing with three aye votes (Cone, Clark Hubbard, Aldridge).

Discussion Items

  • Board of Aldermen Renovations (Rooms 232 and 234): Deputy Chief of Staff Christina Grassio presented a proposal to use remaining Fiscal Year 26 funds for furniture and carpet replacement along with asbestos remediation in Room 232 (the President's Office/Policy Suite) and the office portion of Room 234.
    • Budget: Bids for the work totaled slightly under $67,000. Grassio successfully requested approval for up to $70,000 to cover potential incidentals (such as missing pencil drawers on desks) without needing to return to the committee for a separate vote.
    • Timeline: Purchases will be made immediately, but the physical work will begin in mid-July during the Board’s summer recess to minimize disruption to staff. The goal is to have the project completed before the Board returns.
    • Staff Recommendations: Alderman Cone requested that a formal inventory of furnishings and contents be conducted during the move-out process, citing lessons learned from previous renovations. Alderman Aldridge commended Grassio for the successful execution of a similar renovation project in Room 230 the prior year.

Key Outcomes

  • Unanimous Approval of Renovation Funding: The committee voted unanimously (3 ayes) to approve up to $70,000 for the renovations in Rooms 232 and 234. The motion was made by the Alderman from the 14th Ward (Alderman Aldridge) and seconded by the Alderwoman from the 10th Ward (Alderwoman Clark Hubbard).
  • Leadership Transition: Alderman Cone announced that she would assume the role of Acting President of the Board of Aldermen effective at 5:00 PM that day. The committee granted an excused absence for outgoing President Green.
  • Adjournment: The meeting was adjourned following a motion by the Alderman from the 14th Ward, seconded by the Alderwoman from the 10th Ward.
