1:53

I am.

1:54

1:56

Uh could you raise your right hand, please?

Do you solemnly swear to tell the truth the whole truth?

So help you guys.

2:04

I do.

2:05

Okay.

2:06

Uh you can uh start.

2:11

Um any uh questions at all.

2:15

So why do you want to uh sit on the development disability resource commission?

2:21

Yes, I've I've I've been a St.

2:22

Louis resident for 46 years living in the city when I moved out here from the East Coast.

2:30

Um I've always been involved in community.

2:34

I've always been with my background in social work.

2:38

Um I've always been very connected to the social service and mental health communities in St.

2:44

Louis, and I think that perspective um would be helpful for the board.

2:51

Uh I also have a long extensive background in working with budgets, working with uh city and county entities in terms of funding.

3:03

Um I have a background in grant making for 10 years.

3:09

I worked with the incarnate ward foundation, uh assisting with making funding decisions uh related to a wide variety of social service agencies in the community.

3:23

Um I've always felt it's been a part of me to work with people to work with different communities, and probably for the last uh couple years.

3:35

Um I haven't been as active with board participation uh with various agencies and the like and uh when I was approached and asked, I just felt that uh with my background, my education, uh my work experiences that I could be helpful to the board and uh in general with the uh St.

4:02

Louis City community.

4:05

Okay, thank you.

4:07

You're welcome.

4:08

Uh and so uh at this time I'll ask our committee members if they have any questions.

4:14

Alderman Alderman Tot uh Odenberg or say Totenberg.

4:20

Odenberg.

4:21

Thank you, Chairwoman.

4:22

No, I have no questions.

4:24

Okay, Alderwoman Jamie Cox Antwick.

4:28

Thank you, Chairwoman.

4:29

Uh no questions, Mr.

4:30

Fitznerald.

4:31

It sounds like you have an adequate background and passion for this committee, and I think you would be a great fit.

4:37

Thank you.

4:38

Uh I have no questions and thank you for stepping up, Mr.

4:42

Fitzgerald, to be a part of this.

4:44

And so we welcome you and uh to uh work on this committee, and so now I'll ask for a vote.

4:55

A motion to accept Mr.

5:00

Fitzgerald as uh sitting on the development resource commission.

5:03

So moved.

5:05

Second previous role.

5:09

Okay, as we have previous role, and so thank you and congratulations, Mr.

5:14

Fitzgerald.

5:15

Thank you.

5:16

I appreciate it.

5:17

Really do.

5:17

No problem.

5:19

Talk to you all very soon.

5:21

All right.

5:22

Bye now.

5:23

This Zoom has got me froze, and I don't know if it's if you see me or with a smile all the way.

5:31

So it's okay.

5:34

So the next one we have is Senior Citizen Service Fund Board.

5:39

And it's a uh call Wilson to the Senior Citizen Service Fund Board.

5:44

Mr.

5:45

Wilson, are you here?

5:50

Okay.

5:56

Did you have him in another room?

6:02

You're on mute, Ross.

6:03

I don't believe he's online.

6:05

I don't see his name.

6:06

There's no other and there's no um breakout rooms available.

6:10

So he's not on the other side.

6:13

Let me make sure he's not on the other side either.

6:16

So no.

6:17

Okay.

6:18

All right.

6:18

Thank you.

6:20

Uh so the next one we have is Miss Janice Thomas Thomas with the mental health board.

6:26

Is Miss Thomas here?

6:27

Yes, I am.

6:29

Uh Audible Hubbard, are you the one?

6:32

I saw their face, their pretty face.

6:34

I was like, she must be the one that support.

6:37

So Auder Woman Hubbard, did you want to speak on Miss Thomas?

6:42

I'm not I'm following your lead, uh, Madam Chairwoman.

6:44

Thank you.

6:45

Just wanted to be here and present support for Miss Thomas to her nomination this morning.

6:50

All right, thank you so much.

6:51

Thank you.

6:52

So, Ms.

6:53

Thomas, uh, could you kind of give us a little history about yourself and why were you before us before?

7:00

Yes, I am a second term with the mental health board.

7:04

Okay.

7:05

Yes.

7:06

Yes.

7:06

I thought I remember, I was like, I remember this name.

7:09

Okay, so go ahead, Miss Thomas.

7:11

I'm sorry.

7:12

Uh I am uh a longtime city resident.

7:16

Um my background is actually in health care and healthcare operations, but in working with patients and folks seeking health care services, uh, you uncover a host of things, many social service needs as well as mental health needs.

7:35

Um, so when the opportunity to join the mental health board came up, I thought it was a good marriage of many of the things and many of the people that I had worked with in the past and being able to support them in a much larger capacity.

7:56

Um giving one person help is awesome and very, very rewarding, but helping facilitate a system whereby many people can be helped is really what uh I am interested in being about.

8:13

So that's why I agreed to a second term and why I'm here today.

8:19

Okay, thank you.

8:20

I knew I remembered, just said I remember her.

8:22

Oh my god.

8:24

I hope that's a good thing.

8:25

It is.

8:26

No, I remember that smile, and I kept saying, I remember this lady.

8:30

So yeah, thank you so much, and thank you for being so committed uh to come back for the second time.

8:36

So we appreciate that.

8:38

Uh at this time, I'll ask any of our committee members.

8:42

Do they have any questions?

8:43

Alderman Odenberg.

8:45

No, just thank you on your willingness to extend your service.

8:48

Appreciate that.

8:50

Alderwoman Cox Antweek.

8:53

No question, and I echo Alderman Oldenberg.

8:56

It's always good when first-time appointees one to come back and continue to serve.

9:01

So I'm glad you're willing to come back as well.

9:03

Yeah.

9:04

Uh, and I apologize.

9:06

Uh, because we have Alderman Shane here, and I didn't uh recognize him with the first person.

9:12

Audible Alderman Shane, did you have anything you wanted to ask or question or anything?

9:22

Okay, he just must have us, he must be doing something else.

9:25

Audder Woman Hubbard, did you want to close out for Ms.

9:28

Thomas?

9:30

Oh no, I definitely couldn't close out for her again.

9:33

I just wanted to be here for her.

9:35

Uh, and and again, echo the continued um gratitude to the commitment to the city of St.

9:41

Louis in this unique way.

9:43

Your service is very much valued, appreciated in any way that um I can continue to support you, not just as your author, but in this service um as well.

9:51

Please don't hesitate to call.

9:54

Okay.

9:55

On that note, uh, I'll ask for a motion to accept Ms.

10:00

Thomas on the mental health board.

10:04

I'll move that we accept Ms.

10:05

Thomas's nomination to the mental health board.

10:08

Second.

10:10

Previous role.

10:13

Okay.

10:14

So we have Ms.

10:15

Thomas.

10:15

You are back again at it, Miss Thomas.

10:18

So thank you so much, and we really appreciate you.

10:21

Well, thank you all.

10:22

You all have a good rest of the day.

10:24

You too.

10:25

Thank you.

10:27

The next one we have is for the Clean Energy Development Board.

10:32

And it's Mr.

10:33

Jim Malley.

10:35

Miss Malley, you're here waiting patiently.

10:38

I see.

10:39

Thank you for being here this morning.

10:42

And so, Mr.

10:43

Malley, why do you want to serve on the Clean Energy Development Board?

10:48

Yeah, well, thank you for the opportunity.

10:50

Um, so uh I have an extensive background in economic development and downtown right vitalization.

10:56

Um, I actually spent some time uh as a government affairs uh doing government affairs for pace um here in the state of Missouri.

11:07

Uh I helped uh pass the resolutions on the Kansas City side to expand that program and worked in 26 different states and actually have already worked previously with all three Pace Boards in Missouri uh and really understand how pace can unlock capital in areas uh where capital is typically not unlocked and how that can be used as a tool for commercial properties uh to you know help with financing and and speed up the downtown revitalization that St.

11:36

Louis is heading and um I'm a longtime St.

11:39

Louis St.

11:40

Louis um and really am committed to St.

11:43

Louis and the community and would love to serve on this board to make an impact for the city.

11:51

Thank you so much, sir.

11:54

Uh we appreciate you stepping up, taking the challenge to sit on this board, and you just gave me a mouthful that I didn't even know about.

12:02

So thank you for that information.

12:04

That's good information to have.

12:07

Yeah.

12:09

So at this time, I'll ask if it's any questions from the committee, Alderman Odenberg.

12:16

No, thanks, Jim, for your willingness to serve here.

12:18

Appreciate you.

12:19

Yes, thank you.

12:21

Alderman Coss and Cox Antwe.

12:25

No questions, but but very excited to hear about your background and expertise, especially with the PACE program and your willingness to support downtown economic development.

12:36

That's something I'm very passionate about.

12:37

So I'm excited that you're going to be serving and I'm happy to support no further questions.

12:42

Thank you.

12:43

I have no questions.

12:45

I do have one.

12:46

The pace, is this the program that we had some years ago?

12:50

Is this the same pace?

12:52

Okay, Tom, shake it.

12:54

It is.

12:55

Okay.

12:55

I just wanted to make sure because I remember that program.

12:58

Okay.

12:59

And I have no questions besides that.

13:01

So I'll ask for a motion to accept Mr.

13:04

Malley as a uh committee board uh committee board member on the clean energy development board.

13:13

So moved.

13:15

Second, previous role.

13:17

And no objections to previous role.

13:19

Congratulations, Mr.

13:21

Malley, and thanks for your patience for waiting.

13:23

Thank you guys.

13:24

Appreciate it.

13:25

All right.

13:26

Uh, do we have any written testimonies?

13:31

We have none.

13:33

Okay.

13:33

Any announcements?

13:37

No.

13:38

Excuse members.

13:39

Audible sonier.

13:40
