Uh the only thing that we have on the agenda today is the mayoral appointment of Dr.

1:20

Mark Mullen to the detention facility oversight board.

1:23

We have Dr.

1:24

Mullen here.

1:26

Um Dr.

1:29

Mullen, if you could uh just uh introduce yourself and explain uh a bit uh about why you're interested in this position.

1:36

Sure.

1:37

Uh my name is Mark Mullen.

1:38

I'm an assistant professor of psychiatry at St.

1:40

Louis University School of Medicine.

1:42

I work at St.

1:43

Louis University Hospital where I direct the consultation liaison psychiatry service.

1:47

Um in that role when incarcerated patients who are in need of psychiatric care are brought to the emergency department.

1:54

Those patients are not eligible to be admitted to our psychiatry units due to their carceral status and security concerns.

2:00

So they get admitted to the medical floor, which is where I see my patients as a consultation liaison psychiatrist.

2:04

So I've had the opportunity to have a doctor-patient relationship with a lot of individuals who are currently serving time really all over the state and Illinois, but especially at the CJC.

2:13

Uh I've lived in the state of Missouri for uh lived in the city of St.

2:16

Louis, excuse me, for about 24 cumulative years, have followed the litany of issues at the CJC for some time.

2:26

And now I think I'm at a point in my life in my career where I have some uh specific skills that might be helpful to you all and to our city and to our state to better serve these individuals.

2:36

I'm just really passionate about caring for the most vulnerable people in society, and I think that a lot of those people are at the CJC.

2:42

So I'd I'd like to spend some time trying to serve that community.

2:46

Great.

2:47

Uh excuse me, I I read over your resume and it's uh quite impressive.

2:52

Um I think you're uh very qualified uh for for this.

2:57

Um at this point, I'll open it up to uh the committee.

3:01

Uh if anyone has any specific questions for you, uh just go in seniority.

3:06

Uh Alderman Oldenberg.

3:09

No questions.

3:10

I echoed the chair.

3:11

Uh you have an impressive resume, and thank you, Dr.

3:14

Mullen, for um considering to serve, quite honestly.

3:17

So appreciate that.

3:19

Nothing further from me, Chairman.

3:21

Alderwoman Clark Hubbard.

3:23

Thank you, Mr.

3:23

Chairman, members of the committee.

3:25

Thank you.

3:25

Same here.

3:26

Just uh really appreciate your the way you are uniquely um qualified to serve in this role and then agreeing and wanting to serve in this role this way.

3:35

You have my heart when you titled them the most vulnerable, right?

3:39

So you already know.

3:40

So please just let me know how um I can be supportive of you in this position and in the work.

3:44

And thank you again for your service.

3:47

Alder Woman Sonye.

3:56

We can't hear you for some reason, Alder Woman.

4:01

Now I got you.

4:03

Uh I was just uh thanking you, Chairman and uh thanking you, Dr.

4:06

Miller, for you just echoing my colleagues and your interest in serving us and serving the city.

4:11

Uh, I think having your specific lands will be important, as you know, a lot of the issues uh that we have in the TVC do have to do with the medical care or uh right or existed preconditions or we can train so uh as you said they're most vulnerable, they're a lot of other helpers there, and even often mental health is a key part of that challenge.

4:31

So I'm really looking forward to having someone with your specific uh medical mental health expertise to be on that board and I thank you for your service and look forward to supporting Alder Woman Velasquez Thank you, Chairman.

4:46

Uh gonna echo my colleagues here.

4:48

Uh one thing I don't have any questions.

4:51

Thank you for your willingness to serve in a new capacity.

4:54

You're already serving the community and what you're doing now, but thank you for bringing your expertise uh to the city.

5:00

So thanks.

5:05

Vice Chair Aldridge.

5:06

No questions.

5:07

Thank you for your commitment, sir.

5:10

And Alderwoman Boyd, I saw you just uh popped on.

5:13

Uh do you have any questions of uh the doctor?

5:17

Sorry.

5:18

No, I don't have any questions.

5:20

Thanks.

5:21

Absolutely.

5:22

Um and I don't have any questions.

5:24

Uh like I said, can I just ask which worthy?

5:27

Oh, never mind.

5:28

The one you clicked before.

5:29

Thank you.

5:30

Sure.

5:31

Um so uh yeah, I think that you're uh very qualified for this.

5:36

You have a very impressive resume.

5:38

Um I uh am glad that you're uh you that you want to uh serve this community.

5:44

Um and uh I think it I'm pretty sure, I mean we'll vote here in just a second, but I'm pretty sure uh having heard from uh my colleagues that uh that uh we'll be uh putting you forward to the full board of aldermen.

5:59

Uh you won't have to appear or anything like that.

6:02

Um, and then tomorrow uh at the full board meeting would be the final confirmation vote.

6:07

Uh and I think Claire will let you know how that goes.

6:10

But uh based on what's happening in committee, I don't expect any any hang-ups at all.

6:15

Um so with that, uh I'll make a motion that we appoint Dr.

6:20

Mark Mullen to the detention facility oversight board.

6:25

Madam Clerk, will you please follow the role?

6:27

I'm sorry.

6:27

Who was the uh who made a motion?

6:31

I was sorry.

6:31

Just take it previous role.

6:34

Okay, so it was seven, one and fourteen for previous.

6:39

I mean seven, two, and fourteen.

6:43

And Alderman Oldbird.

6:45

I'm talking his previous role from yeah, there's been a request for previous role, or is there any objection to previous?

6:50

No objections.

6:52

Hearing no objections, uh this uh passes to the full board of aldermen for further consideration, and uh we'll let you know how it goes, Doctor.

7:00

And thank you again for your service.

7:02

Thank you all for the kindness.

7:03

Congrats, thanks, Mark.

7:06

Thank you.

7:07

That is the only thing that we have uh on the agenda today.

7:11
